Agenda:
1. Opening and Review of last month coordination meeting by ACBAR Regional Remote Manager.
2. Mr. Rahnaward new Head of MoED briefing.
3. NGOs new projects on October and planning for November 2016 and challenges. (All NGOs
representatives).
4. Multi Provincial Projects financial and percentage reports challenges to the Government sector
departments. (Ms. Vida Sharifi, ACBAR advisory committee member).
5. Feedback from ACBAR General Assembly (24th
Oct 2016) (ACBAR Regional Manager).

1. Opening and Review of last month coordination meeting by ACBAR Regional Remote Manager.
Start the meeting by Remote Regional Manager of ACBAR and welcomed all participants to the coordination
meeting and reviewed the last coordination meeting minutes.
2. Mr. Rahnaward new Head of MoED briefing and commends.
Mr. Rahnaward new Head of MoED after his full introductions and briefing to the participants then he
discussed the bellow issues and suggestions to the meeting:
NGOs are not submitting their six months report on time.
While the NGOs submitting their six months report to MoED their necessary documents are not
complete.
While any NGOs move from location to other location then they are not put MoED to the picture.
For any delay of six months report then NGOs should explain and clarify to MoED the reasons of
delayed.
3. New projects on October and planning for November 2016 and challenges. (All NGOs
representatives).
IRC: a five years project for School Child Protection in Herat city and it will start from November 2016.
(November 2016 30th Oct 2021).

NPO/RRAA: One year pilot project with possible extension of five years for women empowerment in
HRT Province Enjil districts. (November 2016 to 30th Oct 2022).
World Vision: two projects and it will start form the November 2016 for five years in HRT city and the
projects are focusing on Education of midwifes and protection of children. November 2016 to 30th Oct
2021.
JRS: new project for Education department which is capacity building for master online for the
teachers and duration of the project is for two years. (November 2016 30th Oct 2018).
4. Multi Provincial Projects financial and percentage reports challenges to the Government sector
departments. (Ms. Vida Sharifi, ACBAR advisory committee member).
While any NGOs going to start new projects (Multi Provincial Projects) then have to prepare a
presentation (in PowerPoint) to shows their projects by details and figure out the percentage of each
provinces and then invite sector department and other related Gov related departments (multi sectors) to
their office for more clarifications to dam the completions of the Government sector departments.

Info-Coordination
Government Issues:
• New NGO Director in Min of Economy – changes in reporting
• Revision of NGO law nearly finalized
• Revision of tax law for NGOs - an advisory group will work with MoF
Diversified meetings:
• Presentations from UN Habitat on Housing and Property Laws,
• MoF and IDLG on Citizen’s Charter
• MEC on Corruption in MoPH, Mainstreaming Disability Presentation, AREU on gender and masculinity
• Disseminate relevant information:
• Who should receive our emails – Directors, Programme Managers?
• More information going onto the new website
• Cooperation with IMMAP on mapping of member activities by sector and location
• Website and Facebook updated regularly
UN/Donors
• Regular coordination in the humanitarian sector with OCHA on different levels – HCT, CHF, clusters,
regional managers
• UNHAS Advisory Board
• World Bank – meetings held with ACBAR members for inputs – ie review of economic strategy paper
for Brussels
• Embassies and donors contacted to provide updated information for ACBAR on funding
• UNEP – proposes to work with ACBAR on environment grants 2017
• Donor conference in December - what would be useful?
Advocacy
Achieved:
• May - Briefing paper for NATO conference in Warsaw
• June - Briefing paper for World Humanitarian Summit in Istanbul
• Aug/Sept - coordination with civil society actors to prepare inputs and briefing papers from NGO
members for Brussels conference
• Preparation with members for Delhi Ministerial Conference on DRR and first meeting of South Asian
national NGO Network (SATHI)
Next Steps:
• Follow up on important WHS outcomes with members - environment/climate change, grand bargain,
partnerships
• Follow up on Brussels with civil society networks to monitor government activities and donors pledges
– how to organize this?
• Continue advocacy for respect of International Humanitarian Law, NGO staff and civilians by all
parties
Capacity Building Activities
Twinning programme:
• Up until now 4/22 NNGOs have passed the due diligence for CHF – the overall objective of the
programme.
• 3 new national management staff have joined since May
• Trainings – emergency assessments, Proposal writing, field visits
• Mid-term external evaluation of the programme ongoing.
Challenges: Limited time of INGOs, lack of NNGO core funds
Future Plans: Consult INGO and NNGO partners on needs for 2017 training and activities and results of
evaluation
Capacity Building Activities cont.
ACBAR Training Department:
• 9 training courses on Project Design and Team Management - Daikundi, Bamiyan, Farah, Nangarhar,
Kabul, Kunduz, Ghor, Ghazni and Badakshan . Participants = 458 (351 M + 107 F)
• May - Training Needs Assessment with 35 partners in Bamiyan and Kunduz
• July – Sept - 5 evaluations of participants and their use of trainings in Nangarhar, Bamiyan, Kabul,
Kunduz, Ghor
• 2 national NGO partners held mainstreaming of disability courses in 12 provinces with TAW/DFID
funds (ALSO and AOAD)
Challenges:
• Difficult to get feedback on impact of training by NGO participants and their line managers –
50% or less reply. ACBAR will start to circulate reports to relevant NGO managers.
Human Resources
ACBAR staff = 46:
• Kabul office - 7 women, 29 men,
• Regions – 4 managers, 4 female interns, 2 male interns
New positions:
• Advocacy + policy officer,
• M&E officer to support evaluations of partners in PWJ programme
• Female trainer
Next 6 months
• Start implementation of ACBAR’s new 3 year strategy for 2017-2019 as approved at mid-term General
Assembly ,
• Facilitate development of SATHI regional network as lead country
• Identify new ACBAR funding for 2017,
• Finalize review of internal policies of ACBAR,
• January – membership feedback survey

6. Meeting Results and Suggestions for improvements of NGOs:
NGOs will submit general Report (six months report) to MoED and will copy to the related (Multi
Sector Projects) government sectors.
NGOs should complete the project documents and then deliver to MoED.
While any NGOs going to start new projects (Multi Provincial Projects) then have to prepare a
presentation (in PowerPoint) to shows their projects by details and figure out the percentage of
each provinces and then invite sector department and other related Gov related departments
(multi sectors) to their office for more clarifications to dam the completions of the Government
sector departments.
All NGOs are Emphasis to read and know the NGOs Law for more Transparency, Accuracy and
easiness collaboration with related Government sectors and departments.
NGO to implement projects as it is designed.
NGOs to consider NGO law in its project delivery (Reporting and Other Requirements).
NGOs to coordinate with all project related stakeholders from drafting of proposal- hand over time.
Humanitarian principles and NGO code of conducts to be considered in their operational activities.
