IntroducciónLas ciudades han adquirido, en la última década, un creciente papel en la pro-
moción económica como impulsoras del desarrollo económico y del reequilibrio
territorial. Así, el Ayuntamiento de Madrid, consciente de esta situación, ha ido
asumiendo un papel activo en la creación de las condiciones favorables para el
desarrollo económico de su territorio, rompiendo con la tradicional concepción
de unas administraciones locales exclusivamente centradas en prestar servicios
de carácter urbano o de bienestar social.
El municipio constituye también una instancia adecuada para despertar el espí-
ritu de iniciativa, individual y colectivo, para movilizar a los ciudadanos en
acciones diversas orientadas a la actividad productiva y, en definitiva, para la
creación del soporte físico y de cultura empresarial necesarios al desarrollo eco-
nómico local.
Over the last decade, cities have been playing an increasing role in economic
promotion as driving forces behind economic development and territorial
rebalancing. Thus, conscious of this situation, the City Council of Madrid has
been assuming an active role in the creation of conditions that are conducive to
economic development in its territory, breaking with the traditional conception
of local administrations that concentrate exclusively on providing services of an
urban or welfare nature.
The town council is also a suitable resource for arousing the spirit of individual
and collective initiative, for mobilizing the citizens in diverse actions aimed at
productive activity, in short, for the creation of the physical support and
business culture that are necessary for local economic development.

This task cannot be carried out alone. The
constitution of a solid economic and business base
involves relying or different social and economic
agents operating in the City of Madrid in order to
channel cooperation possibilities and supplement
actions.
Consequently, the City Council of Madrid, in
collaboration with the principal Social and Economic
Agents of the City have drawn up the necessary plans
and instruments required to evaluate the economic
situation of the City, and respond swiftly to all the
ever more demanding requirements and challenges
of the different sectors of the economy.
One of these instruments is the creation of an
Economic Development Agency as a dynamizing
element, making it possible to improve the level of
competitiveness of the Madrid business fabric,
taking advantage, on one hand, of the experience of
other cities and regions, and on the other, of the
public and private institutions in the City of Madrid
and the Autonomous Region, so that the appropriate
cooperation possibilities and economies of scale are
generated through the provision of services to the
citizens.
Esta tarea no puede llevarse a cabo en solitario. La
constitución de una sólida base económica y empre-
sarial, exige contar con los diferentes agentes econó-
micos y sociales que operan en la Ciudad de Madrid
para canalizar sinergias y complementar acciones.
En consecuencia el Ayuntamiento de Madrid, en cola-
boración y concertación con los principales Agentes
Económicos y Sociales de la Ciudad ha diseñado los
Planes adecuados y los instrumentos necesarios para
poner en valor la situación económica de la Ciudad
de Madrid y responder con agilidad a todas las nece-
sidades y retos, cada vez más exigentes, de los dife-
rentes sectores de la economía.
Uno de esos instrumentos es la creación una Agencia
de Desarrollo Económico como elemento dinamiza-
dor, que permita mejorar el nivel competitivo del
tejido empresarial madrileño aprovechando por un
lado, la experiencia ya existente en otras
ciudades/regiones y, por otro, las instituciones públi-
cas y privadas existentes en la Ciudad de Madrid y su
Comunidad Autónoma, de manera que se generen las
oportunas sinergias y economías de escala en la pres-
tación de servicios al ciudadano.

Municipal organization
The purpose of the Government Area of Economy
and Citizen Participation Operative Plan for the
period 2003 -2007 is to facilitate compliance with
the commitments made in the electoral programme
to the citizens of Madrid.
The setting-up of an Economic Development Agency
in the City of Madrid is one of the fundamental
projects in the Operative Plan and is included in the
strategic line “coordination and promotion of the
City”.
Thus the creation of an Economic Development
Agency responds one of the principal deficiencies
detected in the work process and in the dialogue of
the Members of the Local Council for development
and employment of the City of Madrid.

El Plan Operativo del Área de Gobierno de Economía
y Participación Ciudadana para el período 2003-2007
tiene como finalidad facilitar el cumplimiento de los
compromisos del programa electoral con los ciudada-
nos de Madrid.
El establecimiento y puesta en marcha de una
Agencia de Desarrollo Económico en la Ciudad de
Madrid constituye uno de los proyectos fundamenta-
les del Plan Operativo y se enmarca en la línea estra-
tégica “concertación y fomento de la economía de la
ciudad”.
Así mismo la creación de una Agencia de Desarrollo
da respuesta a una de las principales carencias
detectadas en el proceso de trabajo y diálogo de los
Componentes del Consejo Local para el desarrollo y
el empleo de la Ciudad de Madrid.

Tri-annual Strategic Plan
In order to endow the Madrid Emprende Agency with
operative content, a process of collaboration and
consultation with the different agents working the
economic promotion of the City of Madrid has been
undertaken.
Madrid Emprende came into being with the objective
of not duplicating those actions that have already been
implemented by other public administrations and
organizations, incorporating actions that are
innovative in their content, their work setting or due
to the groups at which they are aimed.
This plan has culminated in a Strategic Plan, which
summarizes the basic guidelines for action, in terms of
strategy and content, as well as the actions to be
carried out by Madrid Emprende in the coming three
years: from 2005 to 2007.
Every three years, in accordance with the global economic
setting the economic situation of Madrid and the specific
requirements of the City, the Madrid Emprende Economic
Development Agency’s Governing Council, with the
participation of the economic and social agents of the
City, will adapt its strategies and actions, and they will be
included in a new Strategic Plan.
Areas of action
During the initial three years, the principal areas of
action for the Economic Development Agency of the
City of Madrid in line with the objective of the
Government Area of Economy and Citizen
Participation stated in its Operative Plan to:
“Support development, innovation, the enterprising
spirit, the creation of economic activity and the
internationalization of the Madrid economy".
These areas are as follows:

A fin de dotar de contenido operativo a la Agencia
“Madrid Emprende” se ha llevado a cabo un proceso
de colaboración y consulta con los diversos agentes
que trabajan en materia de promoción económica en
la Ciudad de Madrid.
“Madrid Emprende” nace con el objetivo de no dupli-
car las actuaciones ya desarrolladas por otras admi-
nistraciones públicas y organismos, incorporando
acciones de carácter innovador, ya sea por los conte-
nidos, por sus ámbitos de trabajo o por los colectivos
a los que éstas se dirigen.
Este proceso ha desembocado en el establecimiento de
un Plan Estratégico, que detalla las pautas básicas de
actuación, en términos de estrategia y contenidos, así
como las actuaciones a desarrollar por “Madrid
Emprende” en los próximos tres años: de 2005 a 2007.
Cada tres años y de acuerdo al marco económico global,
a la situación económica de Madrid, y a las necesidades
específicas de la Ciudad, el Consejo Rector de la Agencia
de Desarrollo Económico “Madrid Emprende” con la par-
ticipación de los agentes económicos y sociales de la
Ciudad, adaptará sus estrategias de actuación y las reco-
gerá en un nuevo Plan Estratégico.
Áreas de actuación
Para este primer período de tres años, las principales
áreas de actuación que llevará a cabo la Agencia de
Desarrollo Económico de la Ciudad de Madrid se inscri-
ben en el objetivo del Área de Gobierno de Economía y
Participación Ciudadana fijado en su Plan Operativo de:
“Apoyar el desarrollo, la innovación, el espíritu empren-
dedor, la creación de actividad económica y la interna-
cionalización de la economía madrileña”.

MetodologíaPara formular la estrategia de Madrid Emprende, el Ayuntamiento puso en mar-
cha un proceso de consultas a expertos de diferentes ámbitos con el fin de obte-
ner una opinión especializada y objetiva en cada una de las áreas de actuación
de la Agencia, al estudio de una serie de documentos que permiten encuadrar su
actividad en el ámbito de los servicios del Ayuntamiento de Madrid dando el
enfoque estratégico adecuado a las necesidades de la ciudad en materia de pro-
moción económica, y a las necesidades detectadas por el Consejo Local para el
desarrollo y el empleo de la Ciudad de Madrid.
In order to formulate the strategy of Madrid Emprende, the City Council
undertook a process of consulting experts from diverse fields in order to obtain
an objective, specialized opinion on each of the Agency's areas of action, to
study of a series of documents that make it possible to classify its activity in
the setting of the City Council's services, given a suitable strategic approach to
the requirements of the city in terms of economic promotion, and the
requirements detected by the Local Council for development and employment

In the setting of the last study, the following
projects were carried out, which served as a basis
for drawing up the Strategic Plan:
• “Benchmarking" of good practices, carried out by
territorial development agencies (regional and
local) of a similar nature to Madrid Emprende,
including the study of three agencies at an
international level, and three an a national level.
• Study of the basic business and support processes
of the agency's value chain.
• Fourteen interviews with representatives of the
social agents: trade unions, business organizations
and associations, chambers of commerce, and
other bodies that provide and/or receive services
related with the setting in which Madrid
Emprende operates.

En el marco de este último estudio, se llevaron a
cabo los siguientes trabajos que sirvieron de base a
la elaboración del Plan Estratégico:
• “Benchmarking” de buenas prácticas llevadas a
cabo por agencias de desarrollo territorial (regio-
nal y local) de características similares a Madrid
Emprende, incluyendo el estudio de tres agencias
en el ámbito internacional y tres a nivel nacional.
• Estudio de los procesos básicos de negocio y sopor-
te de la cadena de valor de la agencia.
• Catorce entrevistas con representantes de los
agentes sociales: sindicatos, organizaciones y aso-
ciaciones empresariales, cámaras de comercio, y
otras entidades que prestan y/o reciben servicios
relacionados con los ámbitos de actuación de
Madrid Emprende.
Diagnóstico EstratégiA partir del análisis de los documentos presentados para cada una de las áreas
de actuación del Ayuntamiento y de las entrevistas realizadas con los agentes
del entorno institucional y empresarial de la ciudad, se ha efectuado un diag-
nóstico de la situación de Madrid que ha conducido a la identificación de una
serie de factores clasificados en Debilidades y Fortalezas, por un lado, y en
Amenazas y Oportunidades, por otro.
Based on the analysis of the documents presented for each of the City
Council's areas of action and on the interviews with the agents for the city's
institutional and business environments, a diagnosis of the situation of
Madrid has been made, leading to the identification of a set of factors that
have been classified into Strengths, Weaknesses, on one hand, and
Opportunities and Threats on the other.

Madrid Emprende has been designed with the best
national and international practices, incorporating
the distinguishing aspects of Madrid as a Capital
City, endowed with opportune legal competences,
with some functions that do not impinge on the
competences of other public administrations, with
sufficient financial means and an integral strategic
vision of the economic development of its sphere of
action, the City of Madrid.
The purpose of the Madrid Emprende Economic
Development Agency is to develop municipal policies
in the matter of the economic promotion of the City
of Madrid, with the prime focus of territorial
rebalancing, through the carrying out of actions in
the areas of business infrastructure, the promotion
of innovation, the promotion of competitiveness of
SMEs and the enterprising spirit, the development of
European projects, the internationalization of the
Madrid economy and, in general, any activity that

1. Public-Private Cooperation:
The cooperation of the Economic Development
Agency with the private sector in all processes of the
life-cycle of activities to be undertaken will be one
of the fundamental principles that will govern the
Agency. The participation of management and unions
in the Agency's Governing Council is an example of
the force of this cooperation. There will also be an
Advisory Council, comprising members of the business
sector, from the universities, and from other bodies
operating in this setting. In short, the use of the
cooperation possibilities from the public/private
bodies that already operate in the City of Madrid is
a fundamental element.
2. Comprehensive project man-agement:
Each department of the Agency will have a Head of
Service, in charge of supervising he projects in all
their initial stages, with the aim of guaranteeing
their specialized monitoring and attention. This
comprehensive approach allows direct interlocution
between the user/business/agreed party and Madrid
Emprende.

un jefe de servicio, a cargo de la supervisión de los

3. Concentration of effortsinto strategic activities:
The officers of Madrid Emprende will supervise the
dynamization of the projects and guaranteeing that
the conditions for which the projects are being
carried out are complied with in accordance with the
planned objectives. Consequently, the staff of the
Agency will deal exclusively with those activities in
which they are specialized, and which are inherent to
the Agency’s principle business processes. For the
remainder, it will rely on the general services of the
City Council and its Governmental Area, as well as on
specialized businesses and organizations.
4. Institutional coordination:
The establishment of internal and external coordination
mechanisms with other territorial development
agencies and bodies, to avoid duplicating actions, to
coordinate activities and to search for cooperation
possibilities.
5. Creation of an innovativesetting in the of the provisionof services:
One of the premises of the Agency is to be a body
based on flexibility and dynamism, with versatile
teams that are able to work in under changeable
working conditions, and with a certain degree of
inter-departmental mobility.

greatest possibilities of success, strengthening
activity sectors that develop under their shelter, and
thus creating specialization clusters. In this line, the

and international level.

We now go one to explain the strategic lines in detail
on the basis of the objectives aimed for, their
justification withn the strategic framework and
their targets. Each line comprises a set of measures
that make up the intermediate objectives. The
actions that the Agencies will carry out each year
result from these strategic lines and measures.
This document shows those actions that are included
in the Plan of Action for 2005-2007 and which,
although in many cases may be of a continuous
nature, must be revised annually for the Plan of
Action for the corresponding financial year.

Objective
Promotion of the internationalization of the Madrid
economy though the entry of foreign capital, either in
the form of direct investment or of capital, and by
means of retaining and increasing the existing
investment through the creation of loyalty in the
foreign companies that are already present in Madrid.
Justification
The City of Madrid is without doubt the principal
Spanish city in terms of the level of internationalization
of its economy, being the headquarters of the main
foreign companies that are established in the country.
Nevertheless, the City Council of Madrid considers it
essential to make a concerted effort to position
Madrid as one of the most competitive and profitable
economic spaces available of international investors.
The aim of the Government Area of Economy and
Citizen Participation is none other than that of
transforming Madrid into the open, attractive 21st
century metropolis, with an ideal business setting for
investment, with sustainability and innovation criteria.
In order to obtain these objectives, the City Council
has decided to act through the Madrid Emprende
Agency, making a special effort around the following
poles: the attraction of foreign investment, for
which it is deemed necessary to promote the image of
Madrid in the international setting and the creation
of loyalty in those foreign companies that are
already present in the city. The actions in both fields
will be carried out by focussing activity on countries
and sectors that are strategic for Madrid.
Objetivo
Promoción de la internacionalización de la econo-
mía madrileña mediante la entrada de capital
extranjero ya sea como inversión directa o de capital
y mediante la retención y ampliación de la inversión
existente a través de la fidelización de las empresas
ya establecidas en la ciudad de Madrid.
Justificación
La Ciudad de Madrid es sin ninguna duda la principal
ciudad española en cuanto a nivel de internacionaliza-
ción de su economía, siendo la sede de las principales
empresas extranjeras ubicadas en el país. No obstante
el Ayuntamiento de Madrid considera que se debe
hacer un esfuerzo para posicionar a Madrid como uno
de los espacios económicos más competitivos y ren-
tables para el inversor internacional. El objetivo del
Área de Gobierno de Economía y Participación
Ciudadana no es otro que el de convertir a Madrid en
una metrópoli del siglo XXI abierta, atractiva y con el
entorno empresarial idóneo para la inversión, con cri-
terios de sostenibilidad e innovación.
Para lograr estos objetivos, el Ayuntamiento ha deci-
dido actuar a través de “Madrid Emprende”, hacien-
do un especial esfuerzo en torno a los siguientes
polos: la captación de inversión extranjera, para lo
que se ha juzgado necesario promocionar la imagen
de Madrid en el ámbito internacional y la fideliza-
ción de las empresas extranjeras ya ubicadas en la

Objective
Increase and improvement of business infrastructure
funding in the City of Madrid, placing special
emphasis on the spaces that may benefit the
creation of intensive technology clusters, as well as
the creation and modernization of industrial areas.
Justification
The economy of the City of Madrid currently shows
a reasonable level of maturity, which is apparent in,
among other things, the high cost of factors, an
especially land, which is a resource that is suitable for
multiple of competitive uses. A determining factor in
the competitiveness of urban economies in the 21st
century lies in the fact that they can be differentiated
by means of quality. In this sense, the reasonable
maturity of the city’s economy reveals a challenge that
cannot be put off: that of improving its innovation
capacity regarding infrastructures in order to be able
to compete.
From the City Council of Madrid, the decision has
been made to act against this challenge, and hence
in the Operative Plan 2003-2007 of the Government
Area of Economy and Citizen Participations it is
stated that the City Council will promote the
"Development of Business Infrastructures"
Objetivo
Incremento y mejora de la dotación de infraestructu-
ras empresariales de la ciudad de Madrid, haciendo
especial hincapié en espacios que beneficien la crea-
ción de "clusters" intensivos en tecnología, así como la
creación y modernización de áreas industriales.
Justificación
La economía de la Ciudad de Madrid presenta en la
actualidad un relativo grado de madurez que se
manifiesta, entre otras cosas, en elevados costes de
los factores, y en especial del suelo, un recurso sus-
ceptible de múltiples usos competitivos. Un factor
determinante de la competitividad de las economías
urbanas en el S. XXI radica en la capacidad de las
mismas para diferenciarse mediante la calidad. En
este sentido, la relativa madurez que presenta la
economía de la ciudad, revela el reto inaplazable de
mejorar su capacidad de innovación en materia de
infraestructuras para poder competir.
Desde el Ayuntamiento de Madrid, se ha decidido
actuar ante este reto y por ello en el Plan Operativo
2003-2007 del Área de Gobierno de Economía y
Participación Ciudadana se recoge que desde el
Ayuntamiento se promoverá el “Desarrollo de
Infraestructuras Empresariales”.

Thus, from Madrid Emprende a two-fold task will be
carried out: on one hand, improving the information
and the quality of the infrastructures that already
exist in the City; and on the other, promoting the
creation of new infrastructures that will especially
benefit the new technologies sector and those
sectors of great potential for the municipality.
Communication with the different agents of the
property market will be promoted and services
dealing with the availability of property will be
offered.

Por lo tanto, desde Madrid Emprende se llevará a cabo

a los sectores de las nuevas tecnologías y a sectores de
gran potencial para el municipio. Se potenciará la

Objective
Supporting the social economy as a fundamental
sector for the balanced economic development and
the social cohesion of the City of Madrid.
Justification
Within the Madrid economy, the social economic
sector is of key importance with regard to the
support lent to the balance economic development
of the city and its social cohesion. In the City of
Madrid this sector represents a total of 2,002
businesses, with 13,231 workers (Escuela de Estudios
Cooperativos, 2004), and 158,216 self-employed
workers. Due to its very configuration and its strategic
importance, this sector requires a series of actions
from the local Administration for its support.
In the case of the City of Madrid, this is considered
to be a key sector, and in accordance with the
importance that it is given, and as is explained in
the Government Area of Economy and Citizen
Participation Strategic Plan, there will be ongoing
support to the sector.
A Council for the promotion of the Social Economy of
the City of Madrid has been created, as a
fundamental instrument in dialogue and social
coordination, and a White Paper is being prepared
on the needs of the sector in Madrid, and in
accordance with the conclusions that are extracted
and with the recommendations of the council
measures supporting the sector will be set in
motion.
Objetivo
Apoyo a la economía social como un sector básico
para el desarrollo económico equilibrado y la cohe-
sión social de la ciudad de Madrid.
Justificación
Dentro de la economía madrileña, el sector de la
economía social tiene una importancia clave en
cuanto al soporte que presta al desarrollo econó-
mico equilibrado de la ciudad y su cohesión social.
Este sector representa en la Ciudad de Madrid a un
total de 2.002 empresas con 13.231 trabajadores
(Escuela de Estudios Cooperativos, 2004) y 158.216
trabajadores autónomos (INE, 2004). Este sector por
su propia configuración y su importancia estratégica
requiere de la Administración local una serie de
actuaciones para su soporte.
En el caso de la Ciudad de Madrid este sector es con-
siderado como clave por el Ayuntamiento, y de
acuerdo con la importancia que se le concede y tal
como se expone en el Plan Estratégico del Área de
Economía y Participación Ciudadana, se va a realizar
una labor constante de apoyo al sector.
Se ha creado el Consejo de Promoción de la
Economía Social de la Ciudad de Madrid como instru-
mento fundamental de diálogo y concertación social
y se está elaborando un Libro Blanco sobre las nece-
sidades del sector en Madrid y en función de las con-
clusiones extraídas y de las recomendaciones del
Consejo se pondrán en marcha medidas de apoyo al
sector.

Taking all the above into account, Madrid Emprende
will promote specialized attention to the social
economy sector, firstly by carrying out a study,
guided by the conclusions of the White Paper, of the
needs of the sector in order to offer a high-quality
service. The great areas to which attention must be
paid are similar to those established for SMEs, but
always taking the special characteristics of the
group into account.
Targets
Joint ventures, self-employed workers, potential
entrepreneurs and businesses in crisis.
Teniendo en cuenta todo lo anterior desde Madrid
Emprende se potenciará la atención especializada al
sector de la economía social realizando en primer
lugar un estudio, guiado por las conclusiones del
Libro Blanco, de las necesidades del sector para la
prestación se un servicio de calidad. Las grandes
áreas a las que se ha de prestar atención son simila-
res a las que se establecen para las PYMEs pero siem-
pre teniendo en cuenta las especiales características
del colectivo.

Objective
Boosting the competitiveness of SMEs in Madrid by
introducing new information technologies and
methods that result in the higher quality of the
products and processes, enabling greater access to
financing sources, or which aim to increase
competitiveness.
Justification
The importance of the economic weight of SME is
clear, not only in the context of the City of Madrid,
but also at a State and even European level. This
fact emerges from solid statistical data, such as the
99.71% of the business of the municipality being SMEs
(Directorio Central de Empresas, 2004), and these
employing 64% of the working population. Due to this,
the City Council needs to pay special attention to
their specific needs.
Conscious of the importance of these businesses, the
City Council of Madrid makes special mention of
them in the Area of Economy and Citizen
Participation Strategic Plan, establishing a strategic
line whose objective is to “promote the
competitiveness of SMEs”. This strategy considers
the special characteristics of this socio-economic
fabric in the City of Madrid, where there is a
developed network of infrastructures that
facilitated business growth, at the same time as it
has a population which, at a European level, is
eighth in the league of worker qualification.

Impulso de la competitividad de la PYME madrileña
mediante la introducción de las nuevas tecnologías
de la información y de métodos que aporten mayor
calidad a sus productos y procesos, que permitan un
mejor acceso a fuentes de financiación o que tengan
como objetivo un incremento de su competitividad.
Justificación
La importancia del peso económico de las PYMEs
en el contexto no sólo de la Ciudad de Madrid, sino
también a nivel estatal e incluso europeo, es mani-
fiesto. Este hecho se desprende de datos estadísticos
sólidos, como que el 99,71% de las empresas del
municipio son PYMEs (Directorio Central de
Empresas, 2004) y que éstas emplean al 64% de la
población trabajadora. Debido a esto, desde el
Ayuntamiento se debe prestar especial atención a sus
necesidades especificas.
El Ayuntamiento de Madrid, consciente de la impor-
tancia de estas empresas, ha hecho especial mención
a ellas en el Plan Estratégico del Área de Economía y
Participación Ciudadana, estableciendo una línea
estratégica cuyo objetivo es “Fomento de la
Competitividad de las PYMEs”. Esta estrategia con-
sidera las particularidades de este tejido socioeconó-
mico de la Ciudad de Madrid, donde existe una des-
arrollada red de infraestructuras que facilita el cre-
cimiento empresarial, a la vez que dispone de una
población que es percibida a nivel europeo como la
octava en cuanto a cualificación de sus trabajadores.

Objective
The design of strategies and actions aimed at
promoting the enterprising spirit of Madrid citizens
and supporting innovation, and which should favour
the generation of new sites of strategic employment
and economic activity.
Justification
Entrepreneurs are, without doubt, potentially
great sources of economic activity and employment.
They constitute a fundamental group for the
effective development of the innovation chain.
This group faces a series of inherent challenges, such
as the lack of financing or venture capital, limited
qualification or lack of experience in business
management, which makes it a permanent claimant
to the institutions in order obtain its objective,
which is none other than the realization of its idea
into a business.
Lending assistance to entrepreneurs requires making
important efforts in highly rated, value-added
services aimed at permanent advice, since they
usually tend towards activities linked with the new
technologies. This links the promotion of
enterprising activity with the objectives of the
Government Area of Economy and Citizen
Participation laid out in the Operative Plan: “To
make innovation a fundamental support of the
evolution of the City of Madrid and its society
[…]”.
Objetivo
Diseño de estrategias y actuaciones para fomentar el
espíritu emprendedor del ciudadano madrileño y el
apoyo a la innovación y que favorezcan la generación
de nuevos yacimientos de empleo estratégicos y
actividad económica.
Justificación
Los emprendedores son, sin lugar a dudas, una
fuente de actividad económica y de empleo de
gran potencial. Resultan un colectivo fundamental
para el desarrollo eficaz de la cadena de innovación.
Dicho colectivo se enfrenta a una serie de retos inhe-
rentes tales como la falta de financiación o capital
riesgo, escasa cualificación o falta de experiencia en
gestión de empresas, que lo convierte en demandan-
te permanente de las instituciones para lograr alcan-

Prestar apoyo a los emprendedores obliga a realizar
importantes esfuerzos en servicios de valor añadido
de alta cualificación y orientada al asesoramiento
permanente ya que, suelen orientarse a actividades
ligadas a las nuevas tecnologías. Esto enlaza el
fomento de la actividademprendedora con los obje-
tivos del Área de Gobierno de Economía y
Participación Ciudadana expuestos en el Plan
Operativo: “Hacer de la innovación un apoyo fun-
damental para la evolución de la ciudad y de la
sociedad madrileña [...]”.

The City Council, through Madrid Emprende, must
promote the business vocation and support
enterprising initiatives in all their phases: from
the promotion of the enterprising spirit to the
starting up of the business (even during its first year
of activity), through the different stages:
formalizing the ideal, advising on the business plans,
search for financing, management ability training,
etc.

Desde el Ayuntamiento, y a través de “Madrid
Emprende”, se deben fomentar las vocaciones
empresariales y el apoyo a las iniciativas empren-
dedoras en todas sus fases: desde el fomento del
espíritu emprendedor hasta la puesta en marcha de
la empresa (e incluso durante el primer año de acti-
vidad de la misma), pasando por las distintas etapas:
formalización de la idea, asesoramiento en planes de
negocio, búsqueda de financiación, formación en
habilidades de gestión, etc.

• Forum for coordinating programmes with
Madrid entrepreneurs, with the aim of
establishing a framework for cooperation between
the different institutions and social agents in
Madrid that run programmes for entrepreneurs.

5.2 SUPPORT THE DEVELOPMENT OFENTERPRISING SKILLS, FROM AWARENESS TOSTARTING UP THE PROJECT.
• Conferences on the awareness and promotion of
the enterprising spirit in centres of education:
these would take place in centres of secondary
education, Vocational Training and in Universities.
• Entrepreneurial forums: to establish a meeting
point where entrepreneurs and businessmen can
swap experiences and help each other, with the
ultimate aim of promoting those initiatives that
are in the "incubation“ phase, and are susceptible
to being boosted by the experience of other
already consolidated businesses and projects,
always paying special attention in the districts.
• Market studies and searches for new business
opportunities.
• Specialized support service for foreign
entrepreneurs.
• Business Project support service: facilitate and
promote the implementation of business project
by placing at the disposal of promoter of the
business idea a high-quality and efficient unified
information and guidance system, furnishing him
with all the legal, fiscal and financial information
required to start the project.

5.2 APOYAR EL DESARROLLO DE LAS HABILIDA-DES EMPRENDEDORAS DESDE LA SENSIBILIZA-CIÓN HASTA LA PUESTA EN MARCHA DEL PRO-YECTO.
• Jornadas de sensibilización y fomento del espíri-
tu empresarial en centros educativos: se desarro-
llarían tanto en centros de secundaria, como de
Formación Profesional y en universidades.
• Foro de los emprendedores: establecer un punto
de encuentro donde los emprendedores y los
empresarios puedan intercambiar experiencias y
ayudarse mutuamente, con el fin último de impul-
sar aquellas iniciativas que se encuentren en fase
de “incubación” y que puedan verse impulsadas
mediante la experiencia de otras empresas y pro-
yectos ya consolidados, todo ello con especial
atención en los distritos.
• Estudios de mercado y de búsqueda de nuevas
oportunidades de negocio.
• Servicio especializado de tutelaje para empren-
dedores inmigrantes.
• Servicio de apoyo a los proyectos empresariales:
facilitar y favorecer la implantación de proyectos
empresariales mediante la puesta a disposición del
promotor de la idea de negocio, de un sistema de
orientación e información unificado, de calidad y
eficiente que permita disponer de toda la informa-
ción legal, fiscal, y financiera para la puesta en
marcha del proyecto.

5.3 IMPROVE ACCESS TO FINANCING FOR NEWBUSINESSMEN.
• “Business Angels”: to study the possibility of the
setting up of networks for capturing small private
investors for the new companies, through a system
mutual knowledge (investor-entrepreneur) with
the aim of providing real financing alternatives
for new businessmen in the City of Madrid.
5.4 CONTRIBUTING TO THE SIMPLIFICATION OFADMINISTRATIVE PROCEDURES FOR THECREATION AND STARTING UP OF BUSINESSES.
• Boosting a one-stop service: this would imply
extending the aid that is already given to new
businessmen in order to facilitate the procedures
in setting up their businesses, by means of setting
up unified service points to facilitate the
administrative procedures with the City Council of
Madrid.

5.3 MEJORAR EL ACCESO A LA FINANCIACIÓN DELOS NUEVOS EMPRESARIOS.
• “Business Angels”: estudiar la posibilidad del
establecimiento de redes de captación de peque-
ños inversores privados para las nuevas empresas,
por medio de un sistema de conocimiento mutuo
(inversor-emprendedor) con el fin de dotar de
alternativas reales de financiación a los nuevos
empresarios de la Ciudad de Madrid.
5.4 CONTRIBUIR A LA SIMPLIFICACIÓN DE TRÁ-MITES ADMINISTRATIVOS PARA LA CREACIÓN YPUESTA EN MARCHA DE EMPRESAS.
• Impulso a la ventanilla única: se trataría de
ampliar la ayuda que ya se está prestando a los
nuevos empresarios para facilitar los trámites de
creación de sus empresas, mediante el estableci-
miento de puntos de atención unificados, que per-
mitan a los mismos la agilización de trámites admi-
nistrativos con el Ayuntamiento de Madrid .

Madrid Emprende desarrollará a su vez otras acciones
que no quedan adscritas a ninguna de las líneas estra-
tégicas anteriormente mencionados. Se trata de
acciones que son comunes a todas las líneas.
• Portal en internet: desarrollar dentro del canal de
negocios de esmadrid.com un portal donde estén
representadas las distintas áreas de Madrid
Emprende. Este espacio virtual será interactivo y
estará permanentemente actualizado en sus conteni-
dos para ser de utilidad a los usuarios de Madrid
Emprende.
• Revista Madrid Emprende: proporcionará informa-
ción de las actividades que realiza Madrid Emprende,
será un marco de participación, un vehículo de difu-
sión de actividades y eventos y un soporte de refuer-
zo de la imagen de la Ciudad a nivel nacional e inter-
nacional.

At the same time, Madrid Emprende will carry out
other actions that are not assigned to any of the
previously-mentioned strategic lines. These are
actions that are common to all the lines.
• A Web portal: setting up a portal in the business
channel of esmadrid.com where the different
areas of Madrid Emprende are represented. This
virtual space will be interactive, and its content
will be constantly updated to be of use of the user
of Madrid Emprende.
• Madrid Emprende Magazine: supplying information
on the activities carried out by Madrid Emprende.
It will be a setting for participation, a vehicle for
the diffusion of activities and events, and a
support for strengthening the image of the City on
a national and international level.
