Date:01June2018TheAgaKhanTrustforCulture(AKTC)issupportinganumberofprojectsinKabulaimedatprotectingspecificneighbourhoodsorbuildingsat risk,and improving livingconditionsof the inhabitants,aspartofabroaderprocessofurbanrevitalization.In the framework AKTC Programme for central Kabul, the AKTC Bids Evaluation and Award Committee(“BEAC”) is issuing this Request for Proposals (RFP) seeking the services of a qualified firm to carry outFinancial Feasibility Study,Market Analysis, and ProgramDesign Consultant Services for itsMachine KhanaModernizationprojectlocatedinKabul,Afghanistan.OnlyeligibleContractorswillbeallowedtopurchasetheBiddingDocumentandallowedtosubmitBid.Bidsshallbevalidforaperiodof90daysaftersubmissionofBidsandshallbeelectronicallydeliveredtotheaktc.rfp@akdn.org email address on July 05, 2018 at 16:00 hours Kabul Standard Time. Section1.INSTRUCTIONSTOBIDDERS
A. General
1. ProjectDescription 1.1. WithfundingfromtheGermanFederalForeignOfficethroughtheKfWDevelopmentBank,theAgaKhanTrustforCulture(AKTC)aimstoplanandimplementthe‘KabulRiverfrontTransformation’(KARIT)project,whichwillbesituatedwithinthelegalandpolicyframeworkofAKTC’scontributiontothelarger‘HeritageZone’alongthecity’sriverfrontarea.TheKARITprojectwillbeimplementedinclosecooperationandcoordinationwithlocalcommunitiesandrelevantgovernmentalandnon-governmentalstakeholders,takingintoconsiderationallplansfortheurbandevelopmentofKabul.TheMachineKhanaModernizationprojectisanimportantcomponentoftheoverallKARITproject.
1.2. AKTCisanagencyoftheAgaKhanDevelopmentNetwork(“AKDN”).
Specializedinhistoricbuildingpreservation,AKTCisaqualifiedentitytooverseetheProject,underthelegalauspiciousoftheAgaKhanFoundation-Afghanistan(“AKF-A”),anNGOregisteredunderthelawsofAfghanistan.
2. ScopeofBid 2.1. AKTCisissuingthisRequestforProposals(RFP)seekingtheservicesofa
qualifiedfirmtocarryoutFinancialFeasibility,StudyMarketAnalysisandProgramDesignConsultantServicesforitsMachineKhanaModernizationprojectlocatedinKabul,Afghanistan.
2.2. ThesuccessfulBidderwillbeexpectedtocompletetheWorksbythe
IntendedCompletionDate,endofOctober31,2018.
3. EligibleBidders 3.1. ThisInvitationforBidsisopenonlytoqualifiedfirms.3.2. AllbiddersshallprovideastatementthattheBidder(includingallmembers
ofajointventureandsubcontractors)isnotassociated,norhasbeenassociatedinthepast,directlyorindirectly,withtheconsultantoranyotherentitythathaspreparedthedesign,specifications,andotherdocumentsfortheProjectorbeingproposedasProjectManagerfortheContract.AfirmthathasbeenengagedbyAKTCtoprovideconsultingservicesforthepreparationorsupervisionoftheWorks,andanyofitsaffiliates,shallnotbeeligibletobid.
3.3. Government-ownedenterprisesintheAKTCMission’scountrymayonly
participateiftheyarelegallyandfinanciallyautonomous,operateundercommerciallaw,andarenotadependentagencyofAKTC.
3.4. Biddersshallnotbeunderadeclarationofineligibilityforcorruptand
fraudulentpracticesissuedbyAKTCinaccordancewithsub-clause30.1.
4. OneBidperBidder 4.1. EachBiddershallsubmitonlyoneBid,eitherindividuallyorasapartnerinajointventure.ABidderwhosubmitsorparticipatesinmorethanoneBid(otherthanasasubcontractororincasesofalternativesthathavebeenpermittedorrequested)willcausealltheproposalswiththeBidder’sparticipationtobedisqualified.
4.2. Bidssubmittedbyajointventureoftwoormorefirmsaspartnersshall
complywiththefollowing:

(a) theBidshallincludealltheinformationlistedinSub-Clause8.1below
foreachjointventurepartner;(b) theBidshallbesignedsoastobelegallybindingonallpartners;(c) allpartnersshallbejointlyandseverallyliablefortheexecutionofthe
ContractinaccordancewiththeContractterms;(d) oneofthepartnerswillbenominatedasbeingincharge,authorizedto
incurliabilities,andreceiveinstructionsforandonbehalfofanyandallpartnersofthejointventure;and
(e) theexecutionoftheentireContract,includingpayment,shallbedone
exclusivelywiththepartnerincharge.
5. CostofBidding 5.1 TheBiddershallbearallcostsassociatedwiththepreparationandsubmissionofhis/herBid,andAKTCwillinnocaseberesponsibleorliableforthosecosts.
6. SiteVisit 6.1 TheBidder,attheBidder’sownresponsibilityandrisk,isencouragedtovisit
andexaminetheSiteofWorksanditssurroundingsandobtainallinformationthatmaybenecessaryforpreparingtheBidandenteringintoacontractfortheWorks.ThecostsofvisitingtheSiteshallbeattheBidder’sownexpense.
6.2 AKTCwillorganizeajointvisittotheMachineKhanasite,whichwill
tentativelytakeplaceonJune12,2018at10:00AM.AKTCwillobtainthelistofconfirmedvisitorsamongthebiddersatleast2dayspriortothedateofthevisitforcoordinationwithlocalauthoritiestoensureaccesstothesite.
7. ProjectSchedule,
ContractPeriodandPrimaryWorkLocation
7.1 Below is theapproximate schedule that is expected tobe followed for thisRFP. However, this may be subject to change and is therefore presentedprimarilyforguidance:

AcknowledgementLetterdulysignedbyanauthorizedrepresentativetotheAKTCmainofficeviae-mailadvisingwhetherornotyourcompanyintendstosubmitabidpriortothedesignatedclosingdateforreceiptofbids.Pleaseindicatethereasonifyoudonotintendtosubmitabidatthistime.FailuretoreturnthecompletedacknowledgementlettermayresultinremovalofyourcompanyfromtheAKTCrosterofregisteredsuppliers.
9. Clarificationof
BiddingDocuments9.1 QuestionsrelatingtotheRFPshouldbedirectedtotheemailaddresslisted
below.Informationthatisobtainedfromanyothersourceisnotofficialandmaybeinaccurate.
ThoseconsideringparticipationinthisRFPareresponsibleforobtainingclarificationonRFPrequirementsduringthe‘RFPOpen’stage.QuestionsshouldbedirectedtotheRFPContactbelowinwriting.CopiesofAKTC’sresponsewillbeforwardedtoallbidders,includingadescriptionoftheinquiry,butwithoutidentifyingitssourcenolaterthan10daysbeforesubmissionofbids.OnlywrittenresponsesfromtheRFPContactwillbeconsideredanofficialresponse.

10. Amendmentof
BiddingDocuments10.1 Beforethedeadlineforsubmissionofbids,AKTCmaymodifythebidding
documentsbyissuingaddenda.10.2 Anyaddendumthusissuedshallbepartofthebiddingdocumentsandshall
becommunicatedinwritingorbycabletoallpurchasersofthebiddingdocuments.ProspectivebiddersshallacknowledgereceiptofeachaddendumbycabletoAKTC.
10.3 Togiveprospectivebiddersreasonabletimeinwhichtotakeanaddendum
intoaccountinpreparingtheirbids,AKTCshallextend,asnecessary,thedeadlineforsubmissionofbids,inaccordancewithSub-Clause20.2below.
11. LanguageofBid 11.1 AlldocumentsrelatingtotheBidshallbeinEnglishlanguage.
12. BidValidity 12.1 Bidsshallremainvalidfor90daysafterthedeadlineforbidsubmissiondays.12.2 Inexceptionalcircumstances,AKTCmayrequestthatthebiddersextendthe
periodofvalidityforaspecifiedadditionalperiodbutinnocasemorethan60days.Therequestandthebidders’responsesshallbemadeinwritingorbycable.ABiddermayrefusetherequestwithoutforfeitingtheBidSecurity.ABidderagreeingtotherequestwillnotberequiredorpermittedtootherwisemodifytheBid,butwillberequiredtoextendthevalidityofBidSecurityfortheperiodoftheextension,andincompliancewithClause16inallrespects.
13. BidSecurity 13.1 TheBiddershallfurnish,aspartoftheBid,aBidSecurityinintheamountof
5%ofthetotalbidamount.13.2 TheBidSecurityshall,attheBidder’soption,beintheformofacertified

D.SubmissionofBids
check,bankdraft,letterofcredit,orabankguaranteefromareputablebanklocatedinthecountryofAKTCMissionorabroad.TheformatoftheBidSecurityshouldbeinaccordancewiththeformofBidSecurityincludedinSection8oranotherformacceptabletoAKTC.BidSecurityshallbevalidfor28daysbeyondthevalidityoftheBid.
13.3 AnybidnotaccompaniedbyanacceptableBidSecurityshallberejectedby
AKTC.TheBidSecurityofajointventuremustdefineas“bidder”alljointventurepartnersandlisttheminthefollowingmanner:ajointventureconsistingof“______,”“______,”and“______”.
13.4 TheBidSecurityofunsuccessfulbidderswillbereturnedwithin28daysof
theendoftheBidvalidityperiodspecifiedinSub-Clause16.1.13.5 TheBidSecurityofthesuccessfulBidderwillbedischargedwhentheBidder
hassignedtheAgreementandfurnishedtherequiredPerformanceSecurity.13.6 TheBidSecuritymaybeforfeited(a) iftheBidderwithdrawstheBidafterBidopeningduringtheperiodofBid
validity;(b) iftheBidderdoesnotacceptthecorrectionoftheBidprice,pursuantto
Clause22;or(c) inthecaseofasuccessfulBidder,iftheBidderfailswithinthespecifiedtime
limitto(i) signtheAgreement;or(ii) furnishtherequiredPerformanceSecurity.
14. AlternativeProposalsbyBidders
14.1 Alternativeproposalstotherequirementsofthebiddingdocumentswillnotbepermitted.
15. FormatofBid 15.1 TheBidshallcontainnoalterationsoradditions,exceptthosetocomplywithinstructions issued by AKTC, or as necessary to correct errorsmade by theBidder, in which case such corrections shall be initialed by the person orpersonssigningtheBid.
15.2 TheBiddershallfurnishinformationasdescribedintheFormofBidon
commissionsorgratuities,ifany,paidortobepaidtoagentsrelatingtothisBid,andtocontractexecutioniftheBidderisawardedthecontract.
16. BidOpening 16.1 AKTCwillopenthebidsonJuly08,2018at14:00hoursKabulStandardTimeattheAKTCKabulmainoffice.
16.2 Thebidders’names,theBidprices,thetotalamountofeachBid,any
discounts,Bidmodificationsandwithdrawals,thepresenceorabsenceofBidSecurity,andsuchotherdetailsasAKTCmayconsiderappropriate,willbeannouncedbyAKTCattheopening.
16.3 AKTCwillprepareminutesoftheBidopening,includingtheinformation

disclosedtothosepresent.
17. ProcesstoBeConfidential
17.1 Informationrelatingtotheexamination,clarification,evaluation,andcomparisonofbidsandrecommendationsfortheawardofacontractshallnotbedisclosedtobiddersoranyotherpersonsnotofficiallyconcernedwithsuchprocessuntiltheawardtothesuccessfulBidderhasbeenannounced.AnyeffortbyaBiddertoinfluenceAKTC’sprocessingofbidsorawarddecisionsmayresultintherejectionofhisBid.
18. Clarificationof
BidsandContactingtheAKTC
18.1 Toassistintheexamination,evaluation,andcomparisonofbids,AKTCmay,atAKTC’sdiscretion,askanyBidderforclarificationoftheBidder’sBid,includingbreakdownsofunitrates.Therequestforclarificationandtheresponseshallbeinwritingorbycable,telex,orfacsimile,butnochangeinthepriceorsubstanceoftheBidshallbesought,offered,orpermittedexceptasrequiredtoconfirmthecorrectionofarithmeticerrorsdiscoveredbyAKTCintheevaluationofthebidsinaccordancewithClause22.
18.2 NobiddershallcontactAKTConanymatterrelatingtoitsbidfromthe
timeofbidopeningtothetimethecontractisawarded.IfthebidderwishestobringadditionalinformationtothenoticeofAKTC,itshoulddosoinwriting.
18.2 AnyeffortbytheBiddertoinfluenceAKTCinthebidevaluation,bid
comparisonorcontractawarddecisionsmayresultintherejectionoftheBidders’bid.
19. Examinationof
BidsandDeterminationofResponsiveness
19.1 Priortothedetailedevaluationofbids,AKTCwilldeterminewhethereachBid(a)meetstheeligibilitycriteriadefinedinClause3;(b)hasbeenproperlysigned;(c)isaccompaniedbytherequiredsecurities;and(d)issubstantiallyresponsivetotherequirementsofthebiddingdocuments.
19.2 AsubstantiallyresponsiveBidisone,whichconformstoalltheterms,
conditions,andspecificationsofthebiddingdocuments,withoutmaterialdeviationorreservation.Amaterialdeviationorreservationisone(a)whichaffectsinanysubstantialwaythescope,quality,orperformanceoftheWorks;(b)whichlimitsinanysubstantialway,inconsistentwiththebiddingdocuments,theAKTC’srightsortheBidder’sobligationsundertheContract;or(c)whoserectificationwouldaffectunfairlythecompetitivepositionofotherbidderspresentingsubstantiallyresponsivebids.
19.3 IfaBidisnotsubstantiallyresponsive,itwillberejectedbyAKTC,and
maynotsubsequentlybemaderesponsivebycorrectionorwithdrawalofthenonconformingdeviationorreservation.
20. Correctionof
Errors20.1 BidsdeterminedtobesubstantiallyresponsivewillbecheckedbyAKTC
foranyarithmeticerrors.ErrorswillbecorrectedbyAKTCasfollows:(a) wherethereisadiscrepancybetweentheamountsinfiguresandin
words,theamountinwordswillgovern;and(b) wherethereisadiscrepancybetweentheunitrateandthelineitem
totalresultingfrommultiplyingtheunitratebythequantity,theunitrateasquotedwillgovern,unlessintheopinionofAKTCthereisan

E.BidOpeningandEvaluation
obviouslygrossmisplacementofthedecimalpointintheunitrate,inwhichcasethelineitemtotalasquotedwillgovern,andtheunitratewillbecorrected.
20.2 TheamountstatedinthefinancialproposalwillbeadjustedbyAKTCin
accordancewiththeaboveprocedureforthecorrectionoferrorsand,withtheconcurrenceoftheBidder,shallbeconsideredasbindingupontheBidder.IftheBidderdoesnotacceptthecorrectedamount,theBidwillberejected,andtheBidSecuritymaybeforfeitedinaccordancewithSub-Clause13.6(b).
21. CurrencyforBid
Evaluation
21.1 BidswillbeevaluatedasquotedinUSD.
22. EvaluationandComparisonofBids
22.1 AKTCwillevaluateandcompareonlythebidsdeterminedtobesubstantiallyresponsiveinaccordancewithClause25andasperSection1,StatementofNeeds.
22.2 Inevaluatingthebids,AKTCwilldetermineforeachBidtheevaluated
BidpricebyadjustingtheBidpriceasfollows:(a) makinganycorrectionforerrorspursuanttoClause20(b) excludingprovisionalsumsandtheprovision,ifany,forcontingencies
inthefinancialproposal,butincludingDaywork,wherepricedcompetitively;
(c) makinganappropriateadjustmentforanyotheracceptablevariations,
deviations,oralternativeofferssubmittedinaccordancewithClause20;and
22.3 AKTCreservestherighttoacceptorrejectanyvariation,deviation,or
alternativeoffer.Variations,deviations,andalternativeoffersandotherfactorswhichareinexcessoftherequirementsofthebiddingdocumentsorotherwiseresultinunsolicitedbenefitsforAKTCwillnotbetakenintoaccountinBidevaluation.
22.4 Theestimatedeffectofanypriceadjustmentconditionsduringthe
periodofimplementationoftheContract,willnotbetakenintoaccountinBidevaluation.
23. SubmissionofBids 23.1 ProposalFormat:Tohelpensureconsistencyinproponentresponsesandfacilitatetheevaluationprocess,theproposalshouldbepreparedandpackaged,asoutlinedinthesectionsthatfollow.Pleaselimitpromotionaland/ormarketingmaterialstotheinformationspecificallyrequestedinthisRFP.
23.1 RFPSubmissionProcedure:prepareanelectroniccopyonlyofyourproposalasaPortableDocumentFormat(PDF)file,sentdirectlytotheRFPContactviaemailto:aktc.rfp@akdn.org.Thefilenameshouldincludeanabbreviatedformoftheproponent’snameandthisRFP’sdetails.Copiesmustbevirus-

July05,2018at16:00hoursKabulStandardTime.24.2 AKTCmayextendthedeadlineforsubmissionofbidsbyissuingan
amendmentinaccordancewithClause10,inwhichcaseallrightsandobligationsofAKTCandthebidderspreviouslysubjecttotheoriginaldeadlinewillthenbesubjecttothenewdeadline.
25. LateBids 25.1 Biddersarekindlyadvisedintheirowninteresttoensurethattheysubmit
thebidsareonthetime(Beforetheclosingdateandtimeofthebid).AKTChastherighttorejectanybidifreceivedafterclosingdate/time.
26. AwardCriteria 26.1 AKTCwillawardtheContracttotheBidderwhoseBidhasbeendeterminedtobesubstantiallyresponsivetothebiddingdocumentsandwhohasofferedthebestevaluatedcombinationoffollowingcriteria:- Companieswillbeevaluatedtechnicallyagainstbelowindicated
criteria.- Financialevaluationwillbeconsideredagainsttherealisticand
lowestbid.SeeSection2,StatementofNeeds,forfurtherinformation.
27. AKTC’sRighttoAcceptanyBidandtoRejectanyorallBids
27.1 AKTCreservestherighttoacceptorrejectanyBid,andtocancelthebiddingprocessandrejectallbids,atanytimepriortotheawardofContract,withouttherebyincurringanyliabilitytotheaffectedBidderorbiddersoranyobligationtoinformtheaffectedBidderorbiddersofthegroundsfortheAKTC’saction.
28. Notificationof
AwardandSigningofAgreement
28.1 TheBidderwhoseBidhasbeenacceptedwillbenotifiedoftheawardbyAKTCpriortoexpirationoftheBidvalidityperiodbyemail,cable,telex,orfacsimileconfirmedbyregisteredletter.Thisletter(hereinaftercalledthe“LetterofAcceptance”)willstatethesumthatAKTCwillpaytheContractorinconsiderationoftheexecution,completion,andmaintenanceoftheWorksbytheContractorasprescribedbytheContract(hereinafterandintheContractcalledthe“ContractPrice”).

28.2 The Letter of Acceptance will constitute the formation of theAgreement,subjecttotheBidderfurnishingthePerformanceSecurityinaccordancewithClause29andsigningtheAgreement.

29. Performance
Security29.1 Within21daysafterreceiptoftheNoticeofAward,thesuccessful
BiddershalldelivertoAKTCtheORIGINALcopyofthePerformanceSecurityintheamountstipulatedintheContractDataandintheformofaBankGuarantee,denominatedinthetypeandproportionsofcurrenciesintheNoticeofAwardandinAccordancewiththeConditionsofContract.
29.2 IfthePerformanceSecurityisprovidedbythesuccessfulBidderinthe
formofaBankGuarantee,itshallbeissuedeither(a)attheBidder’soption,byabanklocatedinthecountryofAKTCoraforeignbankthroughacorrespondentbanklocatedinthecountryofAKTC,or(b)withtheagreementofAKTCdirectlybyaforeignbankacceptabletoAKTC.
29.3 FailureofthesuccessfulBiddertocomplywiththerequirementsofSub-

30. CorruptorFraudulentPractices
30.1 AKTCrequiresthatallAKTCStaff,Bidders/Contractors,manufacturers,suppliersordistributors,observethehigheststandardofethicsduringprocurementandexecutionofallcontracts.AKTCshallrejectanyBidsputforwardbyBiddersorwhereapplicableterminatetheircontract,ifitisdeterminedthattheyhaveengagedincorrupt,fraudulent,collusiveorcoercivepractices.Inpursuanceofthispolicy,AKTC:
(a) defines,forthepurposesofthisprovision,thetermssetforthbelowas

INTRODUCTIONTheAgaKhanTrustforCulture(AKTC) isanagencyoftheAgaKhanDevelopmentNetwork(AKDN),which iscomposed of multi-sector, non-denominational agencies and institutions working to promote socialdevelopment by creating broad, sustained improvements in overall quality of life. AKTC is a non-for-profitagency, focusingon thephysical, social, cultural, andeconomic revitalisationof communities in thepoorestpartsofthedevelopingworldandhasbeenactiveinAfghanistansince2002.AKTCistheimplementingarmofAgaKhanFoundation,Afghanistan(AKF-A).WithfundingfromtheGermanFederalForeignOfficethroughtheKfWDevelopmentBank,theAgaKhanTrustforCulture (AKTC)aims toplanand implement the ‘KabulRiverfrontTransformation’ (KARIT)project,whichwill be situatedwithin the legal and policy framework of AKTC’s contribution to the larger ‘Heritage Zone’alongthecity’sriverfrontarea.TheKARITprojectwillbeimplementedinclosecooperationandcoordinationwith local communities and relevant governmental and non-governmental stakeholders, taking intoconsiderationallplansfortheurbandevelopmentofKabul.TheMachineKhanaModernizationprojectisanimportantcomponentoftheoverallKARITproject1.1. SituationOverviewThe primary objective of the Machine Khana Industrial Complex, hereafter known as the ‘PROJECT’, is torehabilitateandre-utilisethefacilityforsocial,commercial,economic,andculturalusebythepublic.Thegoalof the PROJECT is to contribute to economic development and revitalization of the urban fabric of centralKabulthroughimplementingprojectmeasuresaimedatimprovinglivingconditions,workingandcommercialenvironments, and enhancing public spaces and open landscapes around the project area for localcommunities.Opportunitieswillbeprovidedforeconomicgrowthandcapacitydevelopmentrelatedtourbanand heritage transformation and regeneration, and significant improvements will be made in keyinfrastructureandpublicspacesasoutlinedinprojectdocuments.AstrategiccomponentofKARIT is themodernisation, transformation,andreuseof thePROJECT,aseriesofunderutilized historical buildings and warehouses built in the late 19th century, located along the Kabulriverfront.Thesiteiscurrentlyvacantandinadilapidatedcondition.SeeANNEX1,Images.AKTC has undertaken initial surveys of the PROJECT site in order to identify the dimensions, buildingtypologies,andphysicalconditionsofbuiltareasandopenspaces.SeeANNEX2,SitePlan.Thiscomplexwillberepairedandmodernizedoverthecourseoftheproject,whichisexpectedtocommencein 2018 and reach completion by the end of 2020, creating a range of commercial spaces and units hatgenerate significant revenue for the State through rental income and tax. Located in a strategic junctionbetween the Sherdarwaza and Asmai mountains, the restoration of the complex’s unique industrialarchitecturewill link and consolidate its relationship to thewider ensemble of historic neighborhoods andheritageproperties locatedalongKabul’sriverfront. Inadditiontoprovidingforcommercialretailandtradeonthesite,theprojectproposestoidentifysuitablebuildingswithinthecomplexforpublicservicesandcivicuses, including a library, exhibition spaces, museum, and educational facilities. The transformation of theMachineKhanawill encouragewiderprivate andpublic investment and improve theutilisationof land andhistoricalbuildingsaroundthesite.Thesite’slargewarehouses,secondarybuildings,andinterwovenpublicspaceswouldprovidesuitablespacesfortradeandcommerce,small-scaleindustryandcraftsproduction,publicservicefacilities,andmulti-purposespaces for social, cultural, and educational programs. Large scale formal commerce, production, and retailactivitieswouldbe locatedalongside small-scalevendors, traders,and food&beverageoperators, reducingdirect competition and increasingmutual advantages by providing a variety of services at a range of costs;supporting the formation of commercial relationships that are mutually beneficial. PROPOSALEVALUATION4.1. GeneralInformationThe Evaluation Team will consist of AKTC personnel and may include representatives of otherorganizations/institutionsasdeemedappropriateby theprocuringentity. It isunderstoodandacceptedbytheproponentthatalldecisionsaboutthedegreetowhichaproposalmeetstherequirementsofthisRFPareinthesoledeterminationofthisEvaluationTeam.Toassistintheevaluationofproposals,theEvaluationTeammay,butisnotrequiredto:
• Conductreferencechecksrelevanttotheproposalwithanyorallofthereferencescitedinaproposaltoverifyinformationregardingaproponentandrelyonandconsideranyrelevantinformationfromsuchcitedreferencesintheevaluationofaproposal.
• Conduct any background investigations that it considers necessary and consider any relevantinformationresultingtherefrom.
• Seekclarificationfromaproponentwithrespecttotheirproposal.Suchclarificationwillnotoffertheproponenttheopportunitytochangeorprovidenewinformation. Totheextentpossible,requestsmadebytheEvaluationTeamwillbesentfromtheemailaddressesoftheRFPContacts.
• Aproposalwill beexamined in accordancewith theevaluationprocess and criteriaoutlined in thesectionsbelow.
4.2. EvaluationProcessTheproposalwillbeevaluatedusingthefollowingprocess:Stage1:Proposalwillbereviewedtodeterminecompliancewithallmandatorycriteriaidentifiedinsection5.0Stage2:Proposalsthatmeetallmandatorycriteriawillbeevaluatedandscoredusingtheevaluationcriteriaandassignedweightssetout inthetableinsection5.4. ProposalsthatdonotmeetthequalifyingscoreforsubtotalAsetoutinsection5.4willbegivennofurtherconsideration.Thecompliantproposalthatscoresthehighestnumberofratedpointswillberecommendedforawardofacontract.4.3. Stage1–MandatoryCriteriaProposalsmustmeetallofthefollowingmandatorycriteriaandclearlydemonstratethatthesearemet. Ifaproposalfailstomeetanyoneofthesecriteria,itwillbedeemednon-compliantandwillberejected.
1. AllfinancialcalculationsmustbesubmittedinUSdollars(USD).2. Proponentmusthaveproventrackrecordinwritingbusinessplans.3. Proponentmusthaveproventrackrecordincommercialandculturalserviceindustry.4. ProponentmustpresentitsprogressandfinalreportstoAKTCManagementinperson.5. Atleastfive(10)yearsofexperiencewithconductingmarketanalysesandfeasibilitystudiesrelated
to commercial infrastructure development. Experience must include actuarial or other financialexpertisenecessarytoprojectthenumberandlevelofparticipationthatwouldbesufficientforthePROJECTtobeself-sustaining.

6. As of 2018, and for at least the 5 most recent continuous years, the firm must have a verifiableoperatinghistorywithatleast5institutionalfundclientswithsimilarsize,complexityandassetmixtothePROJECT.
7. Asof 2018, theprimary contact dedicated to thePROJECT contractmust have at least 10 years ofexperienceinprovidingconsultingservicestoinstitutionalfundclients.
8. Must be qualified to do business in Afghanistan. Proof of filing (certificate of good standing, AISAregistration,etc.)withtheGovernmentofAfghanistanmustbeprovided.Proofoffiling(certificateofgood standing,AISA registration,etc.)with theGovernmentofAfghanistan is also required for anysubcontractoridentifiedaspersonnelunderExperience,Personnel,andReferences.
9. Allsuchlicensesandregistrationsmustbecurrentandingoodstanding.10. Failure to satisfy each of theminimum qualifications will result in the immediate rejection of the
proposal. TheConsultantmustaddresseachofthequalificationssubstantiatinghowtherespondersatisfies each of theminimum qualifications. The responsesmust contain sufficient information asprescribed to assure AKTC of its accuracy. Failure to provide complete information will result inrejectionoftheproposal.
4.4. Stage2–EvaluationCriteriaIfaproposalmeetstheMandatoryCriteriaitwillbeevaluatedusingtheEvaluationCriteriasetoutinthetablebelow.Scoreswillberecordedforeachcriterionandatotalscorewillbedetermined.Preparethetablebelow,inserting references to the appropriate sections within your proposal that deal with each criterion underevaluation
