In a headline grabbing decision, the Narendra Modi-led Central government banned 59 Chinese apps onMonday, including the hugely popular TikTok; os-

tensibly as a punitive response to the unprovoked andunethical Chinese intrusion and unilateral barbarism inLadakh. Superficially, the decision hit its mark and hadimpact for optics. TikTok, owned by Bytedance, withan estimated 120 million users in India, in trying toprotect its biggest international market, denied sharingIndian users’ data with the Chinese government. Offi-cially, China, through its foreign ministry spokesmanZhao Lijian, said it was “concerned” about India’s de-cision to ban Chinese mobile apps, arguing India has a“responsibility to uphold the rights” of Chinese busi-nesses. Amongst a section of the citizens too, it causedeuphoria because it reiterated both Mr Modi’s toughleader image who would brook no nonsense, and feltlike an opening gambit of a well-planned sage to boy-cott China economically and hurt it financially. While the ban does damage growth prospects of a com-pany like TikTok, though hardly fatally, losing a quar-terly revenue of Rs 25 crore in India (approx. $3.31million) hardly dents it much, given its American rev-enues of $86.5 million and a gross of $331 millionfrom its domestic market in China, it is no more than aswat of a fly on the back of the world’s second largesteconomy. Most other apps banned including UCBrowser (130 mn users), ShareIt (400mn) and Helo (50mn/month) would live on. If this move was indeed aretaliation against China for its military transgression,it is woefully inadequate. It is no digital equivalent of asurgical strike aka Balakot or Uri. That is the crux ofthis challenge, the realisation that China is not a Pak-istan. In fact, a total of trade with China as part of apolicy boycott will hurt Indian economy too, perhapsmore. A strong reprisal from the dragon on withdrawalof its foreign direct investments at around $26 billioncurrently, may not mean much to India either — thisaccounts for a mere 0.51 per cent of total FDI into In-dian companies, but in the technology sector, can causea deep impact, because Chinese directly invested forstrategic depth, and now have a major stake in 18 oftop 30 Indian unicorns, despite the total investmentsbeing only $4 billion. These include Big Basket,Byju’s, Delhivery, Dream 11, Flipkart, Hike, Make-MyTrip, Ola, Oyo, Paytm, Paytm Mall, PolicyBazzar,Quikr, Rivigo, Snapdeal, Swiggy, Uddan and Zomato— several of these have huge employee and trade part-ner base. China holds disproportionate stake in India’stech startup ecosystem and could use it against us.

Different strokesPakistan fails to respect

international obligations Pakistan's failure to not only

respect international obliga-tions but also its incompe-

tence to protect its women andgirls is equivalent to the fact thatthe country should face globalsanctions, a European Parliamen-tarian said in a report.

Given this systemic problemand the failure of Pakistan to pro-tect its women citizens, GiannaGancia, a member of the EuropeanParliament, in a report publishedin EU Chronicle has urged womenin decision making positionsworldwide to demand that Pak-istan make and implement policiesto protect its women and girlsform abuse, trafficking and vio-lence.

"I call on all women in posi-tions of responsibility in the deci-sion-making processes, at nationalgovernment levels and at Euro-pean and international levels, todemand that the Islamic Republicof Pakistan creates policies to beimplemented to prevent violenceagainst women and girls, to pro-tect victims of these crimes and toprosecute the perpetrators of abuseand trafficking," Gancia said.

Pakistan is ranked by theGlobal Gender Gap Index 2018 asthe sixth most dangerous countryin the world for women and thesecond-worst in the world (ranked

148th) in terms of gender equality.Sexual crimes, domestic vio-

lence, abductions, forced conver-sions and the trafficking of womenand girls is rapidly rising. A La-hore-based non-governmental or-ganization, White Ribbon Pakistanreported that 47 034 women facedsexual violence, over 15 000 casesof honour crimes were registered, and over 5 500 kidnappings ofwomen took place between 2004and 2016.

The US State Department alsoin its 2018 Trafficking in Personsreport stated, "The Government ofPakistan does not fully meet theminimum standards for the elimi-nation of trafficking." Also, theFederal Investigation Agency ofPakistan, UN Women and otheragencies estimate that the numbersof victims of trafficking in Pak-istan run into the thousands.

In addition, the EU Chroniclereport stated that the traffickingrings, made up of Chinese andPakistani middlemen pay bribes tofamilies to sell their daughters. Itis said that brokers can make be-tween EUR25,000 andEUR65,000 from the groom, ofwhich only about $1,500 is givento the family. After the sale, thegirls face a life of abuse, slaveryand even prostitution in many cas-es.

SUSHIL PANDIT

Almost every section is fac-ing an economic crisis un-der the adverse conditions

of the Corona period these days. The government is also trying toemerge from the economic reces-sion. It has announced the eco-nomic package to provide basicamenities to the common man ofIndia. But all these have notproved to be very effective.

People are asking questionsfrom the BJP because it is the rul-ing party. Today, a large part ofthe country is worried aboutlivelihood in the growing unem-ployment. Nothing seems to beworking right now. There is aCorona crisis on one side and theother is the rising inflation.

In case of deteriorating eco-nomic condition of any country,

any announcement ordecision is taken onlykeeping in mind theinterests of a verylarge section of thepeople living in thecountry, but the waydiesel and petrolprices are skyrocket-ing at present is bad.It seems that thescope of struggle hasincreased for the pub-lic.

Even when inter-national crude oilprices were low, oil rates in Indiawere higher than their actualprices. If we talk about the presenttimes, the prices of petrol anddiesel can be seen to increasemore than expected. There is agreat resentment in the peopleabout the rising prices of oil in al-most all the classes. Earlier thegovernment used to give subsidiesto the companies on the oil prices, the government had the right tofix the rate, now the public is be-ing told that it is in the hands ofthe companies to fix the oil rates. Now the question arises aboutwhich are these companies andwhere were they said so far? Theprices of petrol diesel affect theprices of goods used in daily life.If oil rates are normal, then otherdaily use items also reach the

common man. In 2014, the priceof crude oil was around $ 105 perbarrel, during that time diesel wasRs 65 and petrol was around Rs70 per litre, whose minimum pricewas about Rs 45.5 by adding thetax and commission and othercharges of the dealer i.e. in thepast the then government oil Atpresent, there is a huge decline inthe price of crude oil than before. At this time, with the availabilityof crude oil around $ 45 per bar-rel, we can register a decline ofabout 33 per cent, but today weare going in the opposite directionof the petrol and The price ofdiesel has reached around Rs 88rupees and diesel around Rs 80 inthe last 15 days. The opposition istherefore protesting in the countryin the public interest.

AChinese court's rul-ing of sentencing anAustralian citizen to

death in connection with al-leged drug traffickingcharges on June 13 has ex-posed the deep-rootedflaws in China's party-dom-inated judicial system, which runs contrary to therule of law.

Chinese state media re-ported that Karm Gilespie,a Sydney-based actorturned investment consult-ant, in his mid-fifties, wasarrested on New Year's Evein 2013 at Baiyun Airportin Guangzhou, SouthernChina on charges of tryingto board an internationalflight with more than 7.5kilograms of methampheta-mine (also known as methor crystal meth), a recre-ational drug in his checked-in luggage. It was the firsttime since his arrest theworld learned after beingheld secretly in jail for sev-en years.

The development raisedworries and further dam-aged the increasingly trou-bled diplomatic and traderelations between Australiaand China, its largest tradepartner.

Australia described thedeath sentence imposed byChina to its citizen as "veryfrustrating" and "deeplydisheartening".

Australia's Departmentof Foreign Affairs and

Trade said, "Australia op-poses the death penalty, inall circumstances for allpeople". It further said,"We support the universalabolition of the deathpenalty and are committedto pursuing this goalthrough all the avenuesavailable to us."

Relations between thetwo countries have beenseverely strained ever sinceAustralia called for an in-vestigation into Beijing'smishandling of the Chinesecoronavirus outbreak inWuhan. China reacted furi-ously to Australia's call fora probe into the origins ofthe virus which caused thepandemic. China subse-quently imposed heavy tar-

iffs on Australian goodsand issued a travel adviso-ry warning Chinese touristsand students about visitingthe country because ofracism Down Under.

The Australian mediawas quick to describe thatthe sentencing - "has to beseen as Beijing continuingits fierce and increasinglyvicious punishments ofAustralia." Prime MinisterScott Morrison said, "I andthe government are veryconcerned that an Aus-tralian citizen has beensentenced to death in Chi-na."

He further revealed thatAustralian authorities wereaware of the arrest and hadbeen in touch with their

Chinese counterparts onmultiple occasions over hiscase.

The Chinese legal sys-tem is notoriously opaqueand information on execu-tions is considered a statesecret. It is near impossibleto know the processeswhich led to Gilespie beingfound guilty and sentencedto death.

Last year, China sen-tenced two Canadian na-tionals to death on drugtrafficking charges duringan escalating diplomaticrow with Canada over thearrest of top Huawei exec-utive Meng Wanzhou.Canadian attempts to pleadfor clemency for RobertSchellenberg and Fan Wei

have been unsuccessful.China said it was "not

worried in slightest" bymounting internationalconcern over the verdict.

Amnesty International'slatest report says China isresponsible for the largestnumber of executions (inthe thousands every year)globally. Majority of exe-cutions are related to mur-der and drug offences.

China's criminal justicesystem, which routinelyhas a 99.9 per cent convic-tion rate, remains widelycriticised as non-transpar-ent and lacking independ-ence from the ChineseCommunist Party govern-ment.

International researchestimates China carried outas much as 90 per cent ofthe world's executions, butmedia does not report.

There are also fears ofimminent execution for po-litical dissidents who havebeen disappeared and thesecretive use of the deathpenalty in crackdown cam-paigns in places like Xin-jiang.

"Such campaigns havetypically been associatedwith the increased use ofthe death penalty andscholars have criticised theproceedings use as part ofthese crackdowns for theirlack of fair trial guaranteesand the likelihood of'wrongful executions',"

said Amnesty in its report. The Amnesty report

discloses most explosiverevelation that "the deathpenalty in drug-related cas-es also appeared to play acentral role in the middleof political stand-offs withsome foreign countries."

A Chinese researcherfor Human Rights Watch,Yaqui Wang, said the deathpenalty had "long been apolitical tool of the Chi-nese Communist Party's toshowcase its power overthe population and itsreadiness to eliminatethose it deems 'criminal'."

The rights activist saidthat Gilespie's case andthat of Canadian RoberSchellenberg raised seriousconcerns over whether thedeath penalty was being"weaponised for the party'sforeign political gains".

Such cases were notpolitical, to begin with, butthat all cases in China be-come political oncecharges are laid becausethey have consciously anddeliberately been made tobecome part of the diplo-matic tug-of-war betweenChina and the country con-cerned.

There is a consensusamong the legal professionand intellectual class inChina that the country's le-gal system has been re-gressing since Xi Jinpingcame into power.

Australia-China spat exposesdragon's hidden hands

The Second ComingTurning and turning in the widening gyre

The falcon cannot hear thefalconer;Things fall apart; the centrecannot hold;Mere anarchy is loosed upon theworld,The blood-dimmed tide is loosed, and everywhere

The ceremony of innocence is drowned; The best lack all conviction, while the worst Are full of passionate intensity.

Surely some revelation is at hand;Surely the Second Coming is at hand. The Second Coming! Hardly are those words out When a vast image out of Spiritus MundiTroubles my sight: somewhere in sands of the desert A shape with lion body and the head of a man, A gaze blank and pitiless as the sun, Is moving its slow thighs, while all about it Reel shadows of the indignant desert birds. The darkness drops again; but now I know That twenty centuries of stony sleepWere vexed to nightmare by a rocking cradle, And what rough beast, its hour come round at last, Slouches towards Bethlehem to be born?

Ateam of investigators has un-covered a potentially promis-ing strategy to target brain tu-

mours -- isocitrate dehydrogenase(IDH) genes, which are the mostcommon brain tumours diagnosed inyounger adults aged 18 to 45 years.Led by investigators at MassachusettsGeneral Hospital, the finding of theirstudy are published in Cancer Dis-covery, a journal of the American As-sociation for Cancer Research. Priorwork by the group, led by Mass Gen-eral's Daniel Cahill, MD, PhD, Hiroa-ki Wakimoto, MD, PhD, and JulieMiller, MD, PhD, revealed that IDHmutant gliomas have a metabolicweakness making them especiallysusceptible to treatments that lower

NAD+ levels, a ubiquitous and vitalmetabolic molecule commonlythought of as the "currency of metab-olism" in cells.

Also, previous work by other re-searchers found that chemotherapyactivates an enzyme that stimulatesNAD+ molecules to join together tomake poly(ADP-ribose), or PAR, akey DNA damage signal. This PARsignal is a known susceptibility inIDH mutant gliomas. Researchersalso discovered that activation of theenzyme by chemotherapy causesavailable NAD+ to be critically de-pleted for the production of PAR inIDH mutant glioma cells, but not nor-mal cells. These findings indicatedthat maintaining high PAR levels (and

low NAD+ levels), in combinationwith chemotherapy, may uniquelytarget IDH mutant glioma cells. Con-sidering this, Hiroaki Nagashima,MD, PhD, research fellow and leadauthor, devised a new treatment strat-egy and tested it in tumour cells andanimal models. "We found that max-imum effectiveness was achieved bycombining two agents: temozolo-mide, the chemotherapy most com-monly used to treat patients with IDHmutant gliomas, with a drug thatblocks PAR breakdown, known as aPAR glycohydrolase inhibitor," saidDr Cahill, a Neurosurgical Oncologistat Mass General and an AssociateProfessor of Neurosurgery at HarvardMedical School.

Remote cardiac or pacemaker monitoring canbe done from the comfort of one's home

Devices available today can not only detect underlying heart ailments but also enable timely managementMOHALI: Remote monitoring of car-diac ailments with information from animplanted device can help in the propermanagement of patients. Studies suggestthat this can also help in the detection ofcommon heart rhythm conditions andatrial fibrillation causing a stroke. Thereis a need to raise awareness on the factthat analysis and interpreting this infor-mation enables in improving the overalloutcome of cardiac treatments andlongevity.

Remote monitoring is a way for im-planted heart devices like pacemakers tocommunicate with a doctor or a clinic us-ing a small monitor. It potentially reducesthe number of times a patient must travelto the clinic for an implanted heart devicecheck.

Speaking about this, Dr Rajat Shar-ma, Cardiac Electrophysiologist, FortisHospital, Mohali, said, "Today in heartrhythm management, the remote pace-maker and device monitoring is standard

care and practice all over the world. In re-mote monitoring, theimplanted pacemakeror the device is con-nected through awireless system athome or anywhereand can directlytransmit the pace-maker information ordata to the doctor'slaptop or his smart-phone at a regular in-terval or instantlyduring a life-threat-ening heart rhythm

related episode or shock from the device. This allows the heart rhythm specialist orthe cardiac electrophysiologist to assessthe vital pacemaker information and pa-tient's heart rhythm activity and this helpsto troubleshoot the problem more effec-tively and efficiently.

Adding further, Dr Sharma, said,

"Electronic devices such as pacemakersand intracardiac defibrillators require pe-riodic monitoring to maintain optimalfunctioning and battery life. Pacemakersare capable of keeping vital heart rhythminformation and can diagnose the under-lying heart rhythm issues quite early andaccurately. Smarter devices even have thecapability to assess the fluid status inheart failure patients. When the patient'svital heart rhythm information is moni-tored continuously, it improves the man-agement. It also helps avoid unnecessaryhospital visits and tests and can save thepatient's time and expenses."

The biggest benefit of all is the factthat the patients can receive full carefrom the comfort of their homes underthe watchful eyes of their specialist. Re-cent research by various heart rhythm or-ganizations has revealed significant ben-efits associated with the overall quality ofcare.

Hong Kong police make first arrest under new security lawAGENCYHONG KONG, JUL 1

Hong Kong police made theirfirst arrest under a new nationalsecurity law imposed by China'scentral government, arresting aprotester on Wednesday forcarrying a flag calling for HongKong's independence. The manwas arrested after police hadissued multiple warnings to thecrowd at a protest in the city'sCauseway Bay shopping districtthat they might be in violation ofthe law, according to a policestatement on Twitter. The law, imposed by China after lastyear's anti-government protestsin the semi-autonomous territory, took effect on Tuesday at 11 pm(1500 GMT). The law makessecessionist, subversive, or

terrorist activities illegal, as wellas foreign intervention in thecity's internal affairs. Any persontaking part in secessionistactivities, such as shoutingslogans or holding up bannersand flags urging for the city'sindependence, is in violation ofthe law regardless of whetherviolence is used. The mostserious offenders of thelegislation, such as those deemedto be masterminds behind thecrimes, could receive amaximum punishment of lifeimprisonment. Lesser offenderscould receive jail terms of up tothree years, short-term detentionor restriction. Hong Kong'sleader strongly endorsed the newlaw in her speech markingWednesday's 23rd anniversary ofthe territory's handover from

colonial Britain. This decisionwas necessary and timely tomaintain Hong Kong's stability,Carrie Lam said following a flag-raising ceremony and the playingof China's national anthem. Apro-democracy political party,The League of Social Democrats, organized a protest march during

the flag-raising ceremony. Abouta dozen participants chantedslogans echoing demands fromprotesters last year for politicalreform and an investigation intoaccusation of police abuse.

The law's passage onTuesday further blurs thedistinction between the legal

systems of semi-autonomousHong Kong, which maintainedaspects of British law after the1997 handover, and themainland's authoritarianCommunist Party system.

Critics say the laweffectively ends the one country, two systems framework underwhich Hong Kong was promiseda high degree of autonomy.

The law directly targets someof the actions of anti-governmentprotesters last year, whichincluded attacks on governmentoffices and police stations, damage to subway stations, andthe shutdown of the city'sinternational airport.

Acts of vandalism againstgovernment facilities or publictransit can be prosecuted assubversion or terrorism, while

anyone taking part in activitiesdeemed as secessionist wouldalso be in violation of the newlaw. Hong Kong's police forcehad issued a statement sayingthey would consider as illegalany flag or banner raised byprotesters deemed to bepromoting Hong Kong'sseparation from China orexpressing support forindependence for Tibet, Xinjiangand the self-governing islanddemocracy of Taiwan that Chinaclaims as its own. Concerns havealso been raised over the fate ofkey opposition figures, some ofwhom have already been chargedfor taking part in protests, as wellas the disqualification ofcandidates for the LegislativeCouncil elections scheduled forSeptember.
