• 4th Statistical Commission for Africa’s of 2012—request to AFDB
• AU Summit of July 2012 (AfDB, AUC, and ECA) to support countries to develop effective data management and dissemination systems
• G8 summit of June 2013—Good governance to scale up development effectiveness

INTRODUCTION – BACKGROUND
• Policy and other decision making not data-driven
• Data access by the general public quite limited
• Data access and exchange within and between RMCs difficult
• Data exchange between RMCs and regional/international organizations challenging
• Data reporting to international organizations a burden to RMCs
• Issues of data quality
• Lack of data for effective M&E of development outcomes
• Limited data within RMCs to support Bank operations

• Increase data access thereby enhancing transparency, accountability, and governance
