Affidavit for the Case of Frederic Laroche

I, Dr. Katherine Horton, of Langacherstrasse 6, 8103 Unterengstringen, Switzerland,
state on oath and say as follows. I make this affidavit based on my personal
knowledge, unless otherwise stated, and that the following facts and matters are
accurate to the best of my knowledge.
1 My Qualifications and Professional Experience1. I am originally a high energy physicist with a Master of Physics (1st class)
and a doctorate in high energy physics, both from the University of Oxford
in England.
2. I worked as a particle physicist at CERN in Geneva and at the German
Electronsynchrotron DESY in Hamburg. At both research laboratories, I was

additionally lead researcher in charge of a detector component. At DESY, I
was also a scientific shift leader in charge of data-taking of the experiment.
3. Furthermore, I taught nuclear physics and particle physics to undergraduates
in physics at Hertford College at the University of Oxford.
4. I was a research fellow at St John's College at the University of Oxford,
which is an elite research position with the privilege to conduct research into
any field of interest. My research was in the fields of high energy physics,
medical physics and the physics of complex human systems.
5. I have continued research in the field of complex human systems after
leaving the University of Oxford and conducted work in business and
economics, finance and the study of organised crime.
6. At the start of 2017, I founded a team for international criminal
investigations, the Joint Investigation Team US-Europe for Directed Energy
Weapons, Military Neuro/Biotechnology and Systemic Corruption. The team
specialises in Secret Service criminality, investigates modern high-tech
crime, supports victims internationally and works with leading experts in the
fields of Directed Energy Weapons and world-renowned whistle-blowers
from the American and European Intelligence Agencies.
7. As part of my work for the Joint Investigation Team, I am providing expert
consulting services and am supporting several court cases in Europe and the
USA. In addition to the present case of Frederic Laroche, I am also an expert
witness in the case of Siegfried Tomys in Switzerland and I am an advisor to
the class action lawsuit by victims in the USA, prepared by Targeted Justice
(see www.targetedjustice.com).
8. I have been consulted by victims from all over the world on a daily basis and
I have intimate knowledge (including detailed medical evidence) of other
cases similar to that of Frederic Laroche in France, Germany, Belgium,
Netherlands, Poland, Switzerland, UK, USA, Canada, and Australia.
9. I have been asked to provide expert testimony to this court cases, based on
my qualifications, scientific expertise and my detailed knowledge of victim
cases that are very similar to that of Frederic Laroche.

2 The Case of Frederic Laroche10. The details of the case of Frederic Laroche, as presented to me by
Mr. Laroche, are consistent with Secret Service criminality and therefore fall
within the class of cases that I have been investigating. It is for that reason
that I agreed to testify as an expert witness in support of Mr. Laroche.
11. In my affidavit from the 29 May 2017, I listed the details of the case of
Mr. Laroche that are highly unusual. The long list of negligent, incompetent
and even apparently malicious actions of many professionals involved in the
case of Mr. Laroche were extremely detrimental to Mr. Laroche's life. These
detrimental actions are statistically impossible to occur in series by random
chance, and are therefore the signs of a systematic conspiracy, which is
typical of Secret Service criminality.
12. My overall conclusion regarding the case of Mr. Laroche was that the car
incident that he was involved in was staged by French Secret Services with
the goal of entrapment in detrimental police or administrative proceedings.
13. It seems highly likely to me that this was done in retaliation for Mr. Laroche
informing the French Parliament of Directed Energy Weapon assaults on the
civilian population. The reasons why I presume that the Secret Services
would retaliate is that my investigation showed that it is European and
American Secret Services who are conducting those assaults on civilians.
14. After making the affidavit on 29 May 2017, further details emerged, which I
would like to add to my previous testimony as they confirm my conclusion
that Mr. Laroche is the victim of the French Secret Services. Once that fact is
established, it becomes even clearer how the car incident with its unusually
catastrophic consequences can be the work of French Secret Services.
15. The points that have emerged over the past 1.5 years is that Mr. Laroche as
well as his father, mother and half-brother all had clear evidence of having
been victims of Secret Service terrorism, as explained below.
16. Furthermore, on 13 September 2018, I had a highly unusual car accident
crossing France travelling from Belgium home to Switzerland that appears to
me to have been attempted witness intimidation by French Secret Services.

3 Presence of Radio-Frequency Chip Implants17. Following my guidance, Mr. Laroche conducted measurements of himself
with a high-frequency measuring device that indicated that Mr. Laroche is
implanted with radio-frequency chips. He has never agreed to chips being
implanted in his body and does not remember an operation for such a
procedure. This means that chips must have been implanted covertly.
18. The device used was the ACECO FC6002MKII RF Tracer measuring in the
range of 1MHz–6GHz. This is a professional device used by private
investigators as a surveillance-bug detector. It has also been used many times
successfully in scans of victims for chip implants.
19. Mr. Laroche used another device, the EMFields Acousticom 2 operating in
the range of 200MHz–8GHz, to show that during the measurements the
background in his home from ambient radiation was negligible.

21. Whistle-blowers confirmed that such body chips are put into victims without
their knowledge by the Secret Services worldwide. This is done very much
akin to how the Secret Services plant such tracking devices in cars.
22. The Secret Services also use such chips to rape and torture victims and to
assist the targeting of weapons at the victims through the walls of a building.
23. Mr. Laroche, like most victims I know, complained about remote-controlled
rape and torture, which is a clear sign for covert implants, and in turn proves
that Mr. Laroche is a victim of French Secret Services and the victim of
grave crimes against humanity.
24. Once it is shown that the French Secret Services have gone to this length to
violate the rights of Mr. Laroche, it is clear that staging a car incident is
rather simple in comparison and not as unlikely as it would otherwise seem.
25. The evidence of remote-controlled head chips absolves Mr. Laroche of
responsibility for fleeing the scene of the car incident instead of stopping
when the alleged victim of the incident was holding on to the front of his
car. Head chips can be used to trigger panic and the instinct to flee!

4 Mother also Victim of French Secret Services26. Mr. Laroche also scanned his mother for chip implants using the devices
described above. He found clear indication of radio-frequency chips on the
back of her head, at the same location where he had measured chips in
himself. He filmed the measurement and published them on YouTube here:

27. A Belgian court expert who worked in military research confirmed to me that
the back of the head is a typical location where Secret Service agents have
been implanted since the 1970s.
28. The non-consensual implanting of the mother indicates that the French
Secret Services have been targeting the mother in a similar way as they have
been targeting Mr. Laroche.
29. Mr. Laroche reported having been assaulted with Directed Energy Weapons
while living at his mother's house. He also stated that after he moved out, his
sister stayed with their mother for a long period of time. However, as soon as
the sister moved out, their mother started developing symptoms that turned
out to be cancer. The cancer is now aggravating exactly during the period of
Mr. Laroche's litigation to the point that doctors fear for her life.
30. The occurrence and timed aggravation of cancer in combination with reports
of Directed Energy Weapons in the home is indicative of similar assaults
having likely been perpetrated on the mother as well.
31. The prolonged and targeted exposure to Directed Energy Weapons leads to
cancer in many cases and these weapons can be used to bring about cancer in
a targeted fashion.
32. Furthermore, attacks on family members by the Secret Services are
extremely common. Such attacks are also often used to put pressure on the
victims. It is sadly also extremely common for Secret Services to kill family
members in retaliation for victims seeking protection from the courts.
33. For these reasons, the mother's chip implants and timed cancer are for me a
clear sign that she too, just like Mr. Laroche, has been the victim of crimes
against humanity and French Secret Service criminality.

5 Half-Brother also Victim of French Secret Services34. Mr. Laroche informed me that his half-brother was a highly accomplished
Professor of Philosophy who suffered for most of his later life from “hearing
voices” and who moved house frequently because he felt persecuted by
groups of unidentified individuals.
35. While “hearing voices” has been taken to be a sign of schizophrenia by the
pseudo-science of psychiatry, it is actually physically impossible for a
chemical imbalance in the brain or for a disease to produce the perfect
formation of structured language in the human brain instead of random noise.
36. It thus follows that taking hearing voices as schizophrenia is a misdiagnosis
of another phenomenon. As it turns out, the Secret Services have been doing
covert human experimentation for decades using covert ear implants that act
like a receiver that picks up radio-frequencies and converts them into audible
sound in the victim's brain. This technology is known as Voice-to-Skull.
37. Many victims who have been hearing voices for years have discovered
covert body implants on X-rays, MRIs and CT scans. The devices that have
been implanted in these victims and used by Secret Services to abuse them
for many years are now sold as modern hearing aids for the hard-of-hearing.
38. Similarly, reports of being persecuted are used as signs of delusions by the
pseudo-science of psychiatry, whereas it is known that gang-stalking is
conducted routinely by all Secret Services around the world. Furthermore,
criminal programs of terror stalking have been well documented
internationally, such as the Zersetzung programs of the East German Stasi
and the COINTELPRO programs of the FBI in the US. In fact, terror stalking
can be shown to have been Standard Operating Procedure against innocent
victims for most Secret Services throughout the 20th century.
39. The brother of Mr. Laroche passed away in an highly unusual accident,
which occurred straight after the death of his wife. The brother had a lethal
car accident outside the hospital shortly after his wife's death.
40. The above facts indicate to me that the brother was also a victim of French
Secret Services. He most likely had covert ear implants and was terrorised.

6 Father Victim of Nazi Human Experimentation41. Mr. Laroche informed me that his father, who is also the father of his half-
brother who was “hearing voices” symptomatic of Voice-to-Skull technology,
was a prisoner of war of the Nazis during World War II. Mr. Laroche's father
was also the subject of human experimentation by the Nazis.
42. For me, that indicates that the Laroche family might be the victims of
generational targeting for the purposes of long-term human experimentation
that were carried on by French Secret Services after the Nazis and followed
the experimentation subjects and their children over several generations.
43. It is known that the company IBM provided data management services to the
Nazis and enabled the management of population data for the holocaust.
IBM continues in existence today and is unlikely to have deleted the data
about the human experimentation subjects because that data is too valuable,
albeit highly criminal. Secret Services would have accessed that data very
likely after the war and it would have been highly lucrative to continue the
research the Nazis have started for the purposes of long-term studies
involving the children of the victims.
44. This would immediately explain how the entire family Laroche could have
ended up as victims of the French Secret Services. They would have become
the victims of human trafficking into these long-term criminal experiments.
45. I am sad to say, that from other cases I can confirm that generational
targeting is very common among victims. This implies that there is a highly
profitable trade with Nazi data from human experimentation among the
Secret Services.
7 Suspicious Car Accident of Expert Witness46. Finally, I would like to state that in the past I have suffered extreme
retaliation in all cases of suspected Secret Service criminality in which I
agreed to work as an expert witness. In previous cases, I have suffered
attacks on the road and even assassination attempts in direct correlation with
court cases that I have appeared in.
47. During this case, I suffered a suspicious car accident on the 13 September

2018 as I was travelling through France on my way back from working at a
Belgian university that resulted in over EUR 3200.- of damages to my car.
48. Outside Strasbourg, I was hit from behind by a car in a stop-and-go traffic
jam. When the accident occurred, we had been travelling at walking pace for
about 10min. So the car behind me knew that I was in front.
49. What made the incident highly suspicious is that shortly before the accident,
I had noticed that the car in front of me was not moving forward even though
the queues ahead had already advanced 100m. I was about to honk my horn
when the car behind hit my vehicle.
50. This timed coincidence was so highly unusual that I immediately suspected
that it might have been again a staged car accident by French Secret
Services. I suspected that the intention had been to push my car from behind
into the car in front and then blame the entire accident on me. I suspected
that the idea was to disqualify me as an expert witness for Mr. Laroche by
claiming that I too was a reckless driver.
51. What made the entire scene even more unusual was that the woman who had
collided with me immediately connected by phone to a third party who was
then guiding her by near-constant communication through the entire process
after the accident. It appeared to me that she was talking to a senior handler.
52. When I got out the car to exchange details I informed her that I would have
to record everything in detail because I was involved in litigation against
French Secret Services. Most people would show a micro-expression of
surprise at such a statement. However, this woman showed no reaction at all,
as if she knew who I was. I have never seen such a lack of reaction before.
53. I find it highly unlikely that I would suffer an unusual car accident during the
only 1 hour that I was travelling through France since taking on this case.
8 Relevance for Mr. Laroche's Car Incident54. The above facts support the view that Mr. Laroche has been the long-
standing victim of French Secret Services and their crimes against humanity.
55. The details of Mr. Laroche's report of the car incident seem unusual at first to

people unfamiliar with Secret Service criminality. However, the long list of
unusually extreme measures taken by police, psychiatrists and the
prosecution show a clear pattern to damage Mr. Laroche as much as possible.
This is consistent with Secret Service criminality, which puts pressure on the
professionals behind the scenes.
56. In fact, it is impossible to explain why the police would arrest a victim of a
simple car accident, hold him for 48 hours and then deport him into
permanent psychiatric incarceration. Given the number of serious car
accidents happening on French roads every day, such a policy would surely
confine a large fraction of French drivers in psychiatry.
57. Without the background of hardcore criminality and Nazi-style human
experimentation, it is also impossible to understand why psychiatrists would
insist on force medicating a victim when the UN Special Rapporteur for
Torture, Juan Mendez, has already called forced medication a form of
torture, which is outlawed by French law.
58. It is equally impossible to understand why psychiatrists would insist on force
medicating a victim when it is obvious that is does not make any difference
to the problem. After Mr. Laroche has been force-injected with neurotoxins
for several months, he continues to suffer from exactly the same problems as
before. This is unsurprising given that the physical symptoms he feels can be
easily explained with the chip implants he found in his body and with the
illegal use of Directed Energy Weapons on him.
59. However, it is all simple to explain against the facts uncovered by the
investigation of his family members: It could just be a continuation of the
Nazi human experimentation and Nazi torture of his family that started when
his father was loaded into these programs as a prisoner of war of the Nazis.
60. The pivot point of the entire case against Mr. Laroche is his behaviour after
he overtook the stationary car in front of him. This happened after the two
cars bumped and after the confrontation with the other drivers. The entire
set-up of the incident has been recorded by Mr. Laroche in Illustration 1.
What is striking is that the alleged victim fell from the car a very long
distance away from the initial site. The question is how she got there.

61. The most important fact to consider is that Mr. Laroche was driving a Honda
Jazz 2009 which has a steep front and no defined car bonnet, see
Illustration 2. During a real accident it is impossible to be carried by the front
of the car any meaningful distance without sliding off.
62. This immediately proves that Mr. Laroche's version of events must be true
and the alleged victim must have jumped onto the front of the car and held
on to the side bars.
63. The question is what woman would do such a stunt? And for what? The
average woman would instinctively try to get out of the way of the car and
would try to protect herself. Again, the details of the case indicate that the
suspicion of Mr. Laroche is justified when he claims that the woman who
jumped on his car must have had prior training equivalent to a stunt woman.
In other words, she looks like she had military training or training as an agent
of the French Secret Service.
64. Such a stunt would not even occur to a sporty woman who were highly
trained. So it immediately implies that there was an ulterior motive behind
the incident and there was pressure to entrap Mr. Laroche in a bizarre case.

65. All these details indicate that French Secret Services were involved in the
situation as the entire chain of events is impossible to explain otherwise.
66. The only point of reproach against Mr. Laroche is why he continued to drive
on when the woman was hanging off the front of his car. This is easy to
explain when considering the non-stop terror that victims of the Secret
Services are exposed to. Most of them are physically assaulted with Directed
Energy Weapons both inside their homes as well as when they are travelling
outside. The Secret Services keep victims in an invisible concentration camp
where they are kept under high stress and exposed to repeated pain and
physical injury. The goal is to get the victims to expect another physical
assault at any time. Under such circumstances it is natural for victims to
trigger a flight instinct whenever a situation becomes threatening.
67. Finally, as mentioned above, the fact that Mr. Laroche has radio-frequency
controlled chip implants on his head immediately absolves him of any
responsibility. That is because such chips are used in advanced
neurotechnology manipulation of victims. They can be used to trigger an
immediate and uncontrollable flight response such that the victims does not
have control over his actions any more because his natural decisions are
overridden by external influence.
9 Conclusions68. Every detail of this case points to the fact that Frederic Laroche is the victim
of French Secret Service criminality. I have not found any evidence that
Mr. Laroche is dangerous, reckless or a danger to himself or others.
69. In contrast, I have seen lots of evidence that indicates extreme crimes against
humanity being committed by French Secret Services with ruthlessness.
10 Statement of TruthI believe that the facts stated in this affidavit are true.
