Effective and Consistent Approach to the Provision of ServicesAFACstaffandmembersthroughtheAFACGroupstructure,workedhardduringtheyearondevelopinganationallyconsistentapproachtoCommandandControlprofessionaldevelopmentandaccreditation.AllPublicSafetyUnitsforIMTroleshavebeencompletedandendorsednationally,includingthesafetyadvisorandsafetyofficerrolesandtheinformationfunction.

DuringtheyearamajorprojectonOrganisationDoctrinewascompletedinMarch.“FundamentalsofDoctrine:ABestPracticeGuide”,isavailabletoallmemberagenciesthroughthewebandfromtheAFACShop.

Workalsocontinuedonthefollowingmajorprojects:

• ANZtestingregimeforproductslistforbushfirefire-fightingchemicals

• developmentofLandscapeFirePerformanceMeasures

• scopingofaNationalBushfireFuelClassificationSystem.

Collective Experience and Knowledge Across the Sector is Captured and SharedOneofthecorestrengthsofAFACistheGroupstructurewherecollaboration is second nature and AFAC is recognised and used as aconduitforgatheringanddisseminatingindustryknowledge.

A Fire and Emergency Services Sector with Capability and Capacity Akeyperformancerequirementforanyindustryassociationisitsabilitytofacilitateacrossthesectoropportunitiesforlearning,development,skillsbuildingandtransportabilityofqualificationandcompetency.

The Value of AFAC is Realised Throughout the MembershipEventssuchastheannualconference,exposuretoAFACthroughtheKnowledgeWeb,engagementwithAFACthroughourmanyandvariedtrainingresources,professionaldevelopmentcourses,orthroughparticipationonthenumerousGroups,clearlydemonstratetopeoplewithinourmemberagenciestheworkandachievementsofAFAC.LessvisibleistheinfluencingandadvocacyworkAFACundertakesonbehalfofthesector.

DuringtheyearAFACstaffcommencedworkonasuiteofprojectsunder the umbrella of guiding the organisation into the future. The‘AFACintotheFuture’programofworksincludedactivityonthefollowing:

• Governance,CharterandBoardstructureandprocess

• updatedAFACConstitution

• broadermembershipproject

• discussion,documentationandpreliminaryresearcharoundprofessionalisation

Thisprogramofworkrecognisestheimportanceofallwellrunand successful organisations to manage for the future to remain sustainable, relevant and of great value to their constituents.

AFAC GovernanceAFAC is governed by a Board of seven directors who are elected by the AFAC Council for a two year term.

AFACCouncilisrepresentedbytheHeadofeachMemberAgency.AffiliateMembersdonothaverepresentationatCouncilandhavenovoting rights.

AFACwouldliketothankandacknowledgethecontributionmadebyretiringDirectorMikeHall,whohasbeenonCouncilformorethentenyearsandwhohasbeenanAFACDirectorforsixyears.RepresentingNewZealand,MikehasplayedasignificantroleensuringacloserworkingrelationshipbetweenAustraliaand NewZealandinfireandemergencyservices.ThroughhiseffortsAFAChasextendedthefocusforthesectortoAustralasiaandthewiderAsia/Pacificregion.

Leebeganhisfireservicecareerin1975andheldsuccessiveleadershippositionsinregionalandurbanlocations,culminatinginhisappointmentasCommissioneroftheQueenslandFireandRescueServicein2001.

In2004,LeewasawardedtheAustralianFireServiceMedal–thehighestindividualhonourawardedtoAustralianfirefightersandisalsotherecipientofanumberofawardsandcommendations.

InadditiontohisroleasPresidentofAFAC,LeealsorepresentsQueenslandasaDirectorontheBoardoftheNationalAerialFirefightingCentre(NAFC).

Gregcommencedhiscareerinfire-fightingjoiningtheNSWFBin1978afterservingforsixyearsasavolunteerfire-fighterwiththeNSWBushfireService(nowRuralFireService).HewasappointedChiefFireOfficerandChiefExecutiveOfficerinJuly2003.

InadditiontohisroleasDeputyPresidentofAFAC,GregisalsoDeputyChairoftheNSWStateEmergencyManagementCommitteeand is the Australian Director of the International Association of Asian Fire Chiefs.

In1995hewasawardedaChurchillFellowshipandduringhiscareerhasbeentherecipientofnumerousawardsandcommendationsincludingtheAustralianFireServiceMedal.

TreasurerTony Blanks, Manager - Fire Management, Forestry Tasmania

TonyBlanks’careerinfire-fightingandfiremanagementspansmorethanthirtyyears,commencingwiththeTasmanianParks&WildlifeServiceandpresentlywithForestryTasmania.

TonyhasaclearfocusindevelopingeffectiveinteragencypartnershipsandprotocolsacrossthethreemainorganisationsthatprovidebushfireprotectioninTasmania(TasmaniaFireService, Parks&WildlifeServiceandForestryTasmania).

As I reflect on the 2010/2011 financial year, I cannot remember in my 36 year career a more turbulent phase for emergency management in our region.

Ibelieveamajorparadigmshifthasoccurredinourindustrywithoutmanyofusrealisingit.AsignificantfactorinthisshiftwastheVictorianBushfireRoyalCommission,aidedbysocietalchangesincludingnewmedia.Thespeedofchangehasaccelerated,facilitatedbyinnovationintechnology.Theperceptionandexpectationofhowemergencyservices should be or could be delivered, is now under enormous scrutinyfromadiverserangeofgroups.

Theexpectationthatemergencyservicescanprotectthecommunityfrom the forces of nature at all times is unrealistic and at best misguided.However,itshouldnotbeanunrealisticexpectationthatCommanders(Leaders)willprovidetimelywarningandclearandconciseinstructionsaboutwhatactionsneedtobetaken,andinwhattimeframe.Formethisistheparadigmshiftthathasoccurred. Thechallengeishowwemeetandthroughbettereducation,shapethatcommunityexpectation,intheenvironmentinwhichwenowoperate.

AwellpositionedindustrybodysuchasAFACwillbecriticalinassisting us to identify where those changes are leading and how we needtorespond.SinceitsinceptionAFAChasbeenacollectivevoiceseekingtofindthecommongroundandstrengthenoursectorthroughstandardsetting,professionaldevelopmentandknowledgesharing.

Itisagreatfrustrationtomethatinquiryafterinquiryhasfounddeficienciesintheareaofinteroperability,despitetheenormouseffortstodateindevelopingtheAIIMSframework.TheunderpinningtoolwhichconnectsallofuswithinemergencymanagementisAIIMS.CurrentlyAFACiswellengagedwithANZPAA(AustraliaNewZealandPolicingAdvisoryAgency)toseekgreateralignmentwithlawenforcementagenciesintheuseandunderstandingofAIIMS,andgoodprogresshasbeenmadeundertheleadershipofCommissionerGregMullins.

OneveryimportantpieceofworkwaslaunchedbyAFACthisyearwhichstrikestotheveryheartofourcapabilityasasector. ‘TheFundamentalsofDoctrine-aBestPracticeGuide’waspublishedwithlittlefanfareinMarch.Gooddoctrinecanhelpalignlocalactionswithorganisationpoliciesandsustaincontinuousorganisationlearningandimprovement.Putsimply,itcanstrengthentheconnectionbetweenwhatanorganisationknowsandwhatitteachesanddoes.Icommendthispublicationtoyou.ItisavailabletoallmembersthroughtheAFACKnowledgeWeb.

AFACplaysalargeroleinadvocacyandinfluenceonbehalfofoursectorandduringtheyearmadesignificantsubmissionstotheinquiriesregardingthefloodsinbothQueenslandandVictoria. AFACManagersandseniorpeoplefromtheAFACMemberAgenciesalsocontributedtotheconsultationprocessonanumberofindustryissues.AFAC’sworkcontinuestoensureourvoiceisheardonmorethan60StandardsCommittees.

Thisiscritical.Formethegrowingperceptionthatemergencyresponsewillsaveall,allofthetime,nomatterwhatsituationandnomatterwhattheresourcebacking,takesfocusawayfromotherareaswherefocuslegitimatelyneedstobeplaced.

We must ensure the message to both the community and governmentisheardontopicssuchaslanduseplanning,resilience,communityawareness,messagingandpreparedness.Ourindustrybodyhasbeenhighlysuccessfulcreatingtheopportunitiesforustoensureourvoiceisheardacrossaverydiversestakeholdergroup.Weneedtomakesurewetakefulladvantageandgive100%supporttotheseefforts.

AFACcontinuestolifttheperformancebaronprovidingourindustrywithhighqualityandengagingprofessionaldevelopmentevents.OnceagaintheannualconferenceinDarwinexceededallexpectationswithalmost1000registrationsandthelargesttradeexhibitiontodate.Morethan40eventshavebeenheldthisyearincludingforums,seminars,workshops,clinicsandmasterclasses.Further,AFAChasdevelopedanumberofpartnershipsforthedeliveryofjointevents,maximisingtheopportunitiesanddeliveringcost savings for our members.

TheabilityforAFACtoformstrategicpartnershipswithalignedorganisationswillbeincreasinglyimportant.Wehavemorestakeholdersintheemergencymanagementsectorthaneverbeforeincludinglocalgovernment,theminingandenergysectorsandkeyutilities to name but a few.

InthisrapidlychangingenvironmentIamverypleasedtoseethatAFACitselfhascommencedasignificantreviewoftheiroperatingmodel.ThisworkisbeingundertakentoensuretheorganisationiswellplacedtomeetitsVisionintothefuture.Iencourageyoutoreadaboutthissubstantialprogramofworkelsewhereinthisreport.

ItakethisopportunitytothankAFACCEO,NaomiBrownandherveryhardworkingteam.OnbehalfoftheBoardandCouncilIalsothankandrecognisetheworkofourverytalentedpeopleacrossAustralasiawhoparticipateontheAFACGroupsandwhoareandwillcontinuetobe,thepowerhouseinleadingourindustryforward.

To quote Charles Dickens – the past 12 months has seen “…the best of times and the worst of times…”. Images of the ‘inland tsunami’ flowing through the Lockyer Valley and Ipswich in Qld, the fast flowing flood waters of the swollen Brisbane River sweeping pontoons, boats and walkways before it and the devastation and damage sustained in WA through the worst fire season in the West for many years, are etched in all our minds. But so too are the images of the resourceful SES crews and fire-fighters in the leading roles they played in communities large and small during these disasters.

Theresponsebyourmemberstotheseemergencysituationswasoutstanding and drew the focus and admiration of the world. TheleadershipdemonstratedbyAustralianemergencyservicespeoplethroughtheseoftentragiceventshasprovidedamodelinaglobal sense, showing that communities when they band together andaresupportedbywelltrainedandappropriatelyresourcedemergencyservicescanprepareandrecover,eveninthefaceofsomeoftheworstnaturaldisasters.TropicalCycloneYasiwastestamenttoourabilitytomitigatetheimpactsofeventhemostsignificantdisastersthrougheducation,earlywarningandadvice,andrecoveryplanning.

WehadbarelydrawnbreathonourownsignificantdisastersandweweremobalisingUSARteamstoNewZealandandJapan.Wecanbejustifiablyproudthatwedohaveasectorwithcapabilityandcapacity.

InthewakeoftwosignificantInquirieswhichhavebeenhighlycriticalofourindustry,itiseasytoloseperspective,focusingonlyonthefailings, rather than celebrating what was well done.

Manyoftheseeventsrequiredourmemberagenciestoworktogetherinthesetimesofneed.OurabilitytodosoreinforcestheroleAFAChasplayedininteroperability–particularlyincommandandcontrolsituationswheretheworkthroughAIIMStodatehasbeeninvaluable.

MuchoftherealworkofAFACoftenhappensbehindthescenes.Astheindustryorganisationforallfire,landmanagementandemergencyservicesinAustralasia,itisuptoustoidentifythefutureneedsofourindustry.Wemustworkwithgovernmentatalllevelsto ensure the needs of emergency management are recognised and addressed.Wealsoneedtoworkacrossthesectorengagingwithallourmemberagenciestoensurethatknowledgeisbeingsharedandapplied.Ourroleistofacilitateefficienciesinbothinfrastructureandhumancapital.Throughthatcollaborationwecancontinuetobuildasectorwithcapabilityandcapacitytorespondandmanagedisasterswhentheystrike.

Ourrecentspateofsignificantemergencieshasprecipitatedafocusandscrutinyonourwork,makingitallthemorecriticalthatwekeepoureyeonthecoreissuesthatwillmakeourindustrystrongerandbetterabletoplayourroleinkeepingourcommunitiessafe.

Change is constant and the rate of change in the emergency managementsectorisrapid.InthisenvironmentAFAChascommencedthetaskofreviewingourstructure,ourcollaborativemodelsandworkgroupsandourmembershiparrangementstoensureourfuturesustainabilityandrelevancy.Weoutlinethisbodyofworkinthisreportonpage18.TheAFACintotheFuture(AITF)programisextensiveandfar-reaching.OurCouncilandBoardhavebeenengagedfromconceptionandwillcontinuetoguidethisprocess.

AtthistimeofyearIacknowledgeandthankoursponsorsfortheircontinuedsupport.Oursponsorshiparrangementsallowustoextendthereachofsomanyofourprograms–particularlyourknowledgeandprofessionaldevelopmentevents,includingourhighlysuccessfulannualconferenceandouron-goingcommitmenttoknowledgesharingacrossthesectorthroughourKnowledgeWeb.

At AFAC we are acutely aware of the commitment and dedication displayedbysomanypeoplewhocontributetotheAFACGroups.Weknowthatyoutakeontheseresponsibilitiesinadditiontoyourownbusy‘day-job’andwesincerelythankyouforyourcontribution.

IalsothankandacknowledgethehardworkingAFACstaff.Ithasagainbeenaverybusyyearfullofsomeuniquechallenges.Iamveryproudoftheachievementsofmystaffandtheoutcomeswehavedeliveredonbehalfofourmembers.OurkeyachievementsandtheworkofeveryoneinvolvedwithAFAC,ishighlightedinthisreport.

TotheAFACBoardandalloftheCouncilmembers,mythanksforyourongoingsupportofAFAC,itsactivitiesandmepersonally.

Laurie Lavelle Award

The Achiever of the Year Award was first introduced in 1997 to recognise individuals who have made an outstanding contribution to emergency services in any one year. This award is now appropriately named after Laurie Lavelle, in recognition of his life-long commitment to emergency services in Australia.

Lauriewasalong-standingChiefFireOfficeroftheMelbourne&MetropolitanFireBrigadesBoardandwastheinauguralChiefExecutiveOfficeroftheAustralasianFireAuthoritiesCouncil(AFAC)from1993–2001.In1989LauriewasmadeaMemberoftheOrderofAustralia.

JointwinnersoftheLaurieLavelleAwardfor2010areMrArthurTindall,Manager,InfrastructureandLogistics,attheSouthAustraliaCountryFireServiceandMrRussellShephard,ManagerStandardsatAFAC.

Theawardwasmadeinrecognitionoftheiroutstandingachievements in the AFAC Collaborative Purchasing Initiative, and for theircommitment,dedicationandabilitytoworktogethertowardscommongoalsandachieveoutcomesforallAFACMembers.

Sponsored by Motorola and as part of Motorola’s commitment and partnership with AFAC to bring knowledge to emergency services, an industry award has been developed specifically to recognise innovation, creativity and contribution towards the advancement of knowledge management. This award is made both at an individual and agency level.

National Executive Command Forum 2010The second National Executive Command Forum was held in Canberra in October and again feedback from those who attended was extremely positive. More than 35 heads of Agencies attend this event themed “Crisis and Resilience – Individuals and Agencies”.

Thisconceptofgatheringthemostsenioroperationalpeopleinaforumtoshareexperiencesandbeexposedtonewideasandpeopleoutside of our industry continues to meet the needs of our most senior members.

AFAC’s events program has continued to expand over the past 12 months in response to meeting the knowledge needs of member agencies. A total of 42 events have been held involving nearly 1,800 participants from across the AFAC membership, some also involving non-members.

WiththelaunchoftheProfessionalDevelopmentEventsGuidelinelastyear,aspartoftheimplementationoftheKnowledgeManagementApproachandStrategy,AFAChasembeddedtheeventsprogramintonormalbusinesspractice.

Eventsdeliveredincludedforums,seminars,workshops,clinicsandmasterclasses,andtheyhaveprovidedopportunitiesforpeopletocometogethertoshareknowledgeandthinkingandtofacilitatethecreationofaknowledgetransferapproachacrosstheindustry.

AFAChasdevelopedanumberofpartnershipsforthedeliveryofjointevents.TheseincludeastrategicknowledgemanagementpartnershipwiththeBushfireCRCtofacilitatethedeliveryofeventsthatutiliseresearchoutputsthroughtoindustry.

AnotherimportantpartnershipiswiththeFireProtectionAssociationofAustralia(FPAA),whoAFAChasworkedwithtodelivertwoseminarseriesonrevisedAustralianStandards,AS3959–BuildinginBushfireProneAreasandAS3745–PlanningforEmergenciesinFacilities.TheseeventshaveattractedlargenumbersofparticipantsfromoutsidetheAFACmembership,includingfromthehealthandeducation sectors, as well as AFAC members, and have generated a revenue stream for AFAC.

OtherpartnersincludetheNationalBulkTankerAssociation(NBTA),MaddocksLawyersandMonashUniversity.

AstrategicpriorityforAFAChasbeentoworkwithmemberagenciestoassistthemtounderstandthenationalimplicationsoftherecommendationsoftheVictorianBushfiresRoyalCommission,ashandeddowninJuly2010.AFACworkedwithStuartEllisfromLeadingEmergencyServicestodeliveraforuminmostjurisdictionsontheConduct,Reporting,RecommendationsandImplicationsoftheVictorianBushfiresRoyalCommission.

AsuccessfulprogramofprofessionaldevelopmenteventswasheldaspartoftheAFACConferenceinDarwin,withnearly200participantsindicatingthateventsshouldcontinuetoberunasanoptionaladditiontotheconferenceprogram.

AFACisgratefulforthesupportofMotorolaAustraliaintheirsponsorshipoftheknowledgeeventsprogram.

TheAFACandBushfireCRCProfessionalDevelopmentEventGuidelineandEventProposalFormhavebeenproducedtoassistwiththeplanningofEvents.TheuseofthisGuidelineisbeingactivelyencouragedbyAFACandtheBushfireCRCandisavailableontheAFACKnowledgeWeb.

Darwin 2010 a resounding successMorethan900fireandemergencyservicespersonnelattendedtheannualAFACandBushfireCRCconferenceinDarwinfromaroundAustralia, NewZealandandthePacificRegion.

TheAFACandBushfireCRCannualconferencehasgrowntobeoneofthemostsignificanteventsfortheemergencymanagementsectorintheregion.

AFAChasplayedaleadroleinfacilitatingcloserworkingrelationshipsbetweenallfireandemergencyserviceagenciesandthetalentedandcommittedpeoplewhoworkinoursector.Theannualconferenceisawonderfulopportunityforthemtonetwork,strengthenthoserelationships,broadentheirknowledgeandgainexposuretonewandinnovativeproductsand services through one of the largest trade shows for the emergency management sector.

Overthethreedaysoftheconference,delegatesheardfromexpertspeakersandresearchersfromaroundtheworldontopicsasdiverseas;thementaleffectsoftraumainemergencyservices,fireandcarbonsequestration,cyclonethreat,planning,forecastingandbushfires.

FormerHighCourtJudge,theHonMichaelKirby,gavetheopeningaddress,settingthetonefortheconferenceandchallengingdelegatestoreflectontheRoyalCommissionintotheFebruary2009bushfiresandthenationalimplicationsoftheensuingrecommendations.

Theconference,nowinits17thyearwasagainverywellreceivedbytheindustry.Anextensiveevaluationsurveywasconductedposttheconferencewithmorethan85%ofattendeesratingtheconferenceverygoodorexcellent.

Learning and DevelopmentThroughout the year we have completed a number of projects under the Learning and Development umbrella that will have significant impact on our member agencies and help us advance on our shared goals to increase the capability and capacity of fire and emergency services.

Anumberofsignificantprojectswerecompleted,notablythenationalendorsementofallPublicSafetyunitsforIMTroles,includingtheSafetyAdvisorandSafetyOfficerroles,andtheInformationFunction.AllthePublicSafetyunitsofcompetencyfortheAIIMSIMTfunctionshavebeenendorsedaspartofVersion8.1ofthePublicSafetyTrainingPackage,whichwasreleasedinDecember2010. ItisintendedthatthisworkwillinformtheMappingAlignmentReportshowingtherelationshipbetweeneachAIIMSroleandtheunitsofcompetency.Furtherworkwillsooncommencetoscopewhattheindustryrequiresintermsofaconsistentapproachtocommandandcontroldevelopment.

Thisyearwehavealsocompletedthespecificationsforthefollowing

• CertificateIIIinEmergencyCommunicationsCentre(Operator)

• CertificateIVinEmergencyCommunicationsCentre(Supervisor)qualifications.

BothqualificationshavebeenendorsedaspartofVersion8.1ofthePublicSafetyTrainingPackageinDecember2010.Thisisthefirsttimepersonnelworkingintheseareaswillhaveformalrecognitionoftheworkundertakenintheseareas.

TheFireAviationTrainingandAssessmentFramework(FATAF),Version1.0,hasalsobeencompletedandprovidesamodelandpilotforanationally-consistentapproachtorolebasedtrainingandassessment,recognition,certificationandagencyendorsement.

Inadditiontotheaboveprojects,the2010/11periodsawAFACco-ordinateacomprehensivereviewofthesevenPUA00FireQualifications,aspartofawider-reviewofthePublicSafetyTrainingPackageconductedbythePublicSafetyIndustryAdvisoryCommittee,undertheauspicesofGovernmentSkillsAustralia. Thiswasamajorundertaking,requiringextensiveconsultationacrossfourstreams–UrbanFire,Wildfire,BuildingFireSafetyandFireAviationManagement–eachcomposedofsubjectmatterexpertsfromAFAC’smemberagencies.

InconjunctionwiththeabovereviewoftheFireQualifications,AFACfacilitatedanindustry-wideconsultationtoachieveendorsementoffivenewlycreatedunitsinthefieldofsearchandrescue:

• developplansandmanagearrangementsfordeploymentofaUSARCategory3taskforce

• implementandmonitorUSARCategory3taskforceplans

• reviewUSARCategory3taskforceplansimplementedatanincident

• performlandbasedswiftwater/floodwaterrescueandrecovery

• undertakeswiftwater/floodwaterrescueandrecovery

AfinalreadjustmentoftherelationshipbetweencoreandelectiveunitswithinthestructureoftheFireQualificationswillbeeffectedattheSeptember2011LearningandDevelopmentGroupmeeting,atwhichtimethecompletedreviewwillbesubmittedforendorsementviaGovernmentSkillsAustralia.

Alsoduring2010-11,theNewZealandFireServiceundertookthelead-agencyroleinpartnershipwithVectorCommandandAFACtoproduceanewStrategicExerciseforusewithVectorCommand’sTrainingandExerciseSystem.

OperationTãwhirimãteaisbaseduponasevereweatherandfloodingeventasaresultofanextra-tropicalcycloneimpactingthecoastalarea,intheNorthIslandofNewZealand.TheexercisewaspilotedinWellingtoninDecember2010,andthefinishedproductdemonstratedattheAFAC/VectorCommandUserReferenceGroupIMTWorkshoponthe2ndand3rdofMay2011.ItincorporatedanumberofinnovationsandimprovementsonpriorTESscenarios,whichincreasethedegreeofrealismandparticipantimmersioninthescenario,aswellas greater ease of facilitation.

TheExercisehasbeenmadeavailabletoallAFACmembersholdinglicencestouseVectorCommand’sTrainingandExerciseSystem,andcomplementsanexpandingsuiteofscenariosavailabletoexerciseLevel2and3IncidentManagementTeams.

Finally,amajorprojectundertakenandalignedwithAFAC’sgoalofcultivatingafireandemergencyservicessectorwithcapabilityandcapacity,hasbeenthedevelopmentofanindustry-wideAFAC Capability Development Capability Strategy for 2011–2016. Thiswillensurevolunteers,staffandcontractorsaresafe,skilled,capableandresourced,andtheircompetenciesarefullytransportableandnationallyrecognised.

TheStrategy,whichwasendorsedbytheAFACcouncilinApril,isdesignedtobeprogressedacrossalloftheAFACGroups;whileamajorityofproposedprojectsandactivitiesmaybeallocatedtotheAFACLearningandDevelopmentGrouptoundertake,thereareothersthatcanonlybeprogressedbyotherAFACGroupsorbyindividual agencies.

TheLearningandDevelopmentGroupispresentlydevelopingadetailedworkplantostructureitsactivitiesoverthenexttwoyears,andhasalreadycommittedtothedevelopmentofaninstructionalkitonthedeliveryandmoderationofassessment.Itisintendedthatthekitwillfostergreaterawarenessofthevarietyoftechniquesthatcanbeusedtopromoteandensurequalityassessmentacrosstheindustry,andthroughitcreategreaterconfidencebothwithinand between agencies that training and assessment is resulting in capablepersonnel.

Collaborative Purchasing and ContractsAn important part of AFAC’s Vision is to facilitate efficiency across the industry. Over the past 5 years it is estimated our member agencies have saved millions of dollars through our collaborative purchasing initiatives, these include both actual dollar savings as well as those achieved through a reduction in the process of procurement.

AsignificantinitiativeinthisareahasbeenthedevelopmentofacollaborativepurchasingcontractssectionwhichwasaddedtotheKnowledgeWebduringtheyear.

ThisnewareaallowsAFACmemberagenciestheabilitytosearch,browseandidentifyexistingcollaborativepurchasingagreementsthatmaysuittheirprocurementneeds.

Contractsareloadedinthisonlinespacefortheappropriateandauthorisedpartiestoaccess.Theyaresettoautomaticallyexpireuponasetdate,assuringaccuracyforactivecontracts.Thisisaverypowerfultoolandenablesallouragenciestotakeadvantageofthemost recent tenders, no matter how large or small.

Whereapplicable,contractsarealsolinkedtopertinentspecificationsdocumentsthathavealreadybeenestablishedintheKnowledgeWeb.Thisnotonlystandardiseswhatisavailable,buteasesadministrationtimeforallinterestedparties.

DuringtheyeartheNSW292contractwaslaunched.ThisisajointtenderbetweentheNSWRuralFireService,FireandRescueNSWandtheNSWDepartmentofProcurementandGovernmentServicesincollaborationwiththeAustralasianFireandEmergencyServiceAuthoritiesCouncil(AFAC).

AtthelaunchMrRussellShephard,ManagerStandardsAFAC,providedtheforumwithanoverviewoftheCollaborativePurchasingInitiative(CPI)outliningbenefitsthatexistforAFACmembersandforthe industry as a whole.

Russellcommendedbothagenciesfortirelesslyworkingtogethertoreachconsensusonalargenumberofspecificationsthatunderpinthis tender.

MrJohnHacking,ManagerProcurementandContractsfortheRuralFireService,NSW,explainedthatfireandemergencyservicesagenciesincreasinglyoperateinanenvironmentwherethereiscompetitionforavailablefundsfromareassuchashealth,policeandeducation.

“Asagenciesstrugglewithtighteningbudgetsweareconsistentlypursuingavenuesorinitiativestosavefinancialresourcesandsupplyfirefightersonthegroundwiththeequipmenttheyrequire,”hesaid.

TheNSWFireandRescueandNSWRuralFireService,inpartnershipwithAFAC,andalongwiththesupportoftheotherfireagenciesfromaroundAustraliaandNewZealand,havetogetherbeendevelopingasystemicjointapproachtoagencyspecifications.Thisisonlythestartofwhat’stocome.

ThesuccessofthisprojectisdemonstratedbythetwolargestfirefightingagenciesinAustralia,comingtogetherinapartnershiptoproducearangeofspecificationsthatbothagencieshaveagreedupon.Thiswillnotonlyimprovetheefficienciesbetweenagencies,butultimatelybetweenallfireagenciesacrossAustralia.

National Children’s Awareness and Education ProgramIn February 2010, AFAC in partnership with SES Agencies applied for funding through the Federal Attorney-General’s Department 2010 - 2011 National Emergency Management Projects, to deliver a program to educate children and their families about natural hazards.

Thisapplicationwassuccessfulandtheprogramtargetedtoprimaryschoolagedchildren5-12,consistedofthefollowingkeyelements:

• 10x30secondtelevisioncommercialsintheformofsafetystoriesbasedontheLi’LLarikkinscharacterscreatedbyEttamogah

• apaidnationaltelevisionadvertisingcampaignrunningduringprimetimechildren’sviewing

• anationalPRandpromotionalprogram

• aschoolsresourcealignedtothenationalcurriculum

• websitesupportingthecampaign.

EditorialsupportforSESagenciesandtheLi’LLarikkinsSESNaturalHazardsChildren’sProgramalsoraninhighlyratedchildren’stelevisionprograms‘ToastedTV’and‘TotallyWild’.

InadditionAFACandSESagenciessupportedtheprogramthroughanationalmedialaunchwiththeFederalAttorneyGeneral, TheHon.RobertMcClelland,negotiationofsignificantcommunityserviceairtime(CSA)tosupplementthepaidadvertisingschedule,State/TerritorybasedPRlaunchesandactivitieslinkedtoSESAwarenessWeek.TheprogramwasintegratedintoexistingschoolseducationprogramsbylocalSESunitswherepossible.

TheDVD-ROMschoolsresourcewasacentralpartoftheprojectandwasdevelopedbytheAustralianChildren’sTelevisionFoundation(ACTF).BothAFACandACTFdevelopedacomprehensivepromotionsandcommunicationsprogramtosupportdeliveryoftheschoolsresourcekittomorethan8,000primaryschools throughout Australia.

Theschool’sresourcewontheBestPrimaryEducationVideoResourceattheprestigiousATOM2011Awards.Theseawards,established and run by the Australian TeachersofMedia(ATOM),recogniseexcellenceinfilm,televisionandanimation.

Knowledge WebThe AFAC Knowledge Web is a platform that provides new and existing members the opportunity to share their expertise, research and operations. All personnel of our member agencies are eligible to join the AFAC Knowledge Web.

AsmembershiptotheKnowledgeWebgrows,sotooincreasesthewealthofknowledgethatenriches,educatesandconnectstheAFACcommunity.OverallsitetrafficontheKnowledgeWebhasincreasedby6%fromthepreviousfinancialyearandattractedjustover500newmembers,bringingthetotalnumberofregistereduserstojustunder2,500.Significantgrowthinusersisprojectedfortheupcomingfinancialyear.

DuringtheyearasignificantinvestmentwasmadetoreorganiseandupgradetheKnowledgeWeb.

Redeveloped Content - Readability ProjectTheKnowledgeWebconsistsofnumerouslevelsofdrill-downinformation and research. All areas of the site have undergone a revisionviatheReadabilityProject,whichmakestheKnowledgeWeb easier to navigate and more intuitive to locate information. Internallinkshavebeenaddedthroughoutthesiteconnectingrelatedinformation. An assessment regarding current relevance, naming schemeandsubject/siteplacementofalldocumentsandinformationdeliveredbytheKnowledgeWebhasalsobeencompleted.

New Search EngineAnewsearchenginethatsignificantlyenhancesauser’sabilitytofindwhatthey’relookingforhasalsobeendeveloped.Funnelbacksearchtechnologyhasbeenintegratedacrossthesitetoprovideuserswiththe most effective tool for navigation and content location by using ‘contextual’and‘subjective’toolsthatassistwithanygivensearch. Afullycleansedandre-workedapplicationofmetadataonthesite’spagesanddocumentswasalsocompletedaspartoftheReadabilityProject.

AFAC into the FutureEvery industry organisation must ensure some focus is always trained on the future needs of the sector it serves. This is particularly relevant in the fire and emergency services industry given the rapidly changing environment. The AFAC into the Future (AITF) is a major body of work sanctioned by the AFAC Board and Council who will continue to guide and approve the strategic direction this work will take. This work will build on the AFAC Strategic Plan 2010-2012.

• ProfessionalisationConcept–PhaseOne–researchingtheneedforfireandemergencymanagementworktobeaformallyrecognisedandcertifiedprofession.

Eachofthesesub-projectsisheadedbyanAFACManageralignedtothatspecificproject.

AttheCouncilmeetinginMarch2011,approvalwassoughtandgrantedtoprogressallsub-projectsandsomeofthesub-projectshavemovedforwardmorerapidly.

WorkonanewCollaborationandNetworkingModelhasprogressedquicklyfollowingtheresultsofasurveyofallmembersundertakeninMarch2011.Thesamegroupstructurehasbeenusedfor17yearsandoverthattimethenumberofGroupsandpeopleinvolvedhassignificantlygrown.Whilethisgrowthhasledtosomegreatoutcomesthereispressuretoensurethereturnoninvestmentofpeopleandmoneyiswelldemonstrated,measuredandunderstood.

The new Collaboration and Networking Model will be implented in 2012.

OveralltheresearchfoundthatGroupmembersvaluethegroupworkandnetworkingopportunitiesofthemeetingsandfeelthereshouldbemoreoptionsthantwiceyearlygroupmeetingsavailableforagencymemberstomeet,solveproblems,shareideasandexperiences.

Innovation in communications technology can and will be used to deliversomeoftheseoutputs.

AnewCollaborationandNetworkingModelhasbeendevelopedandwillbepresentedattheCouncilmeetinginAugust2011.Moreinformationonthissub-projectandtheresearchresultscanbefoundontheAFACKnowledgeWebatwww.knowledgeweb.afac.com.au.

WorkonallotherprojectscontinueswiththeguidanceoftheAFACBoardandCouncil,andabusinessplanforthefuturewillbetabledatAFACBoardmeetinginDecember2011.

Acommunicationsprogramkeepingallmembersuptodateonthestatusofthisworkwillbedevelopedastheseprojectscomeonstream.

Introduction of the new Collaboration and Networking Model AcomprehensivereviewoftheAFACGroupsstructurewasundertakenatthebeginningoftheyear,withaviewtoimplementinganewcollaborationmodelsometimeintheNewYear(2012).

Thedriversbehindthereviewincludedconcernsthatafter17years the same structure was increasingly becoming outdated with divergentviewson“returnoninvestment”developingbetweenCouncilmembersandtheirstaffparticipatingingroupactivities. Thiswasoneofthekeyissuesidentifiedthroughtheresearchphase.

Thiswaslinkedtotheacknowledgementthereneededtobegreateraccountabilityforgroupperformanceandoutcomes,giventhe considerable investment by AFAC secretariat and its member agencies.Anewstructurewouldallowgreaterflexibilityandtheuptakeofnewtechnologiestofacilitatethecollaborationornetworking.TherewasalsoacleardesiretoimprovethestrategicalignmentofAFACworkwiththoseofmemberagencies.

EffortandresearchtowhichAFACgroupmembers,BoardandCouncilcontributedsubstantiallyincluded:

• areviewofcurrentcollaborationpractice,focusedontheAFACGroupmodel

• asurveytoallAFACGroupMembers,withover180completeresponsesreceived

• anumberofone-on-oneinterviewswithkeyseniorstakeholdersnationally

• adesktopreviewof‘bestpractice’examplesofcollaborationinsimilarlycomplexorganisations,bothlocallyandinternationally.
