Global food insecurity With increasing population, problems of food insecurity,

poverty & malnutrition gaining high significance Despite growth in food production, global food security not

achieved Undernourishment currently at 842 m (12% of global

population) 63 % or 529 m live in Asia Pacific (representing 11.8% of

population) In addition, ~ 2b (30%) suffer from micronutrient deficiencies

& 165 million children are stunted (26%) 1.4 billion adults are overweight, of which 500 m are obese Global food security is high on the agenda (international/

regional)

Contribution of Food Safety to Food Security

Improved safety & quality of food contributes to improved nutrition & health status of population thereby increasing productivity & livelihoods

Improved food safety practices along the food chain reduces food losses (pre and post harvest), resulting in increased food availability, stability, and utilization

Increasing national & international market access, increasing purchasing power & resulting in beneficial effects on farmers, food businesses & consumers

Improved food safety will reduce public health costs through a decrease in food borne illness among vulnerable populations & other cost implications such as destruction of food

AEC and its role in shaping/ influencing food scenario

• AEC is focused towards providing its member countries access to safe foods and ensuring that foods exported to global and regional markets adhere to international standards

• The AEC 2015 has the objective of trade facilitation, removal of non-tariff barriers and improved procedures to promote the free movement of goods in the region thus making ASEAN Member States a single unit both as a single market and a production hub

• Thus ASEAN will play a major role in global and regional food scenario

Different groups focus on food safety, but need a coordinated approach (avoid overlap/ duplication)- a coordination forum, a statement that food safety is cross cutting

National scenario through ASSC (ASEAN Health Ministers Meeting) while regional scenario and trade through AEC – so negotiations do not reflect actual national scenarios

Activities are project driven and at end of project activities end – eg labs, ARASFF – need capacity strengthening and comittment of resources by countries (Food safety policies)

Focus from intra to extra ASEAN trade requires bringing weaker countries on par

Conclusion

Food security is a multi-dimensional problem & requires integrated responses from variety of stakeholders/ activities

Food safety has major impact on food security –it is no longer an independent food safety issue but impacts trade, economy and our nutrition and food security and therefore needs to be taken up as a priority

To play a major role in influencing food safety and thereby food security in the region AEC needs to review progress and strengthen identified areas and coordination and support LDCs for a truly single market
