Conditions of Supply2. R .N . A ir Apprentices.—R.N . Air Apprentices will, during their initial period

of training, use the type “ C ” tool kit, which will be issued on loan and w ithdrawn on completion of 12 m onths’ training. The m aintenance of these k its will be the responsibility of th e Crown, except th a t losses and damage due to m isconduct or neglect will be charged against the individual concerned. W hen R.N . Air A ppren­tices commenca their specialised training, they are to be supplied from Service sources, free of charge, w ith a tool k it appropriate to the trade to which they are allocated.

3. R .N . A ir Artificers and Fitters.—All R .N . Air Artificers and F itte rs are entitled, free of charge, to an initial supply of a tool k it appropriate to their trade. Any of these ratings not yet equipped are to be k itted up from Service sources.

4. These k its, on issue, become the personal property of the individuals, who will be responsible for m aintaining them a t the ir own expense up to th e full scale authorised by the Admiralty.

5. R .N . A ir Mechanics.—All R.N . Air Mechanics are en titled to an initial supply of a tool k it appropriate to their trades, free of charge, from Service stocks. Any of these ratings not yet equipped are to be k itted up from Service sources. D irect en try R.N. Air Mechanics will receive their k its before completion of the ir training periods either a t R .A .F. Training Schools or R .N . Training Establishm ents.

6. These kits are issued as a personal loan, and will remain the property o f the Crown. They will accompany the ratings on transfer.

7. R .A .F . Artificers, Fitters and Riggers, temporarily attached to the Navy.— These ratings will be supplied on loan w ith the appropriate N aval tool k its from Service sources, the cost being chargeable to the Crown. The conditions and p ro­cedure applicable to R.N. Mechanics will also apply to R .A .F. personnel.

Note.—Tool k its for the R.N. Air F itte rs and Mechanics a t R .A .F. Training Schools are to be obtained from Lee-on-Solent by the Officer-in-Charge of the R.N. D etachm ent, as convenient, during training. A small stock in addition to known requirem ents m ay be m aintained a t each of the R.N. Training Establishm ents and a t Lee-on-Solent. R .N . Store Depots and other issuing authorities are to ensure th a t the k its are as complete as possible before being issued.

Accounting, etc.9. All tool kits are to be issued outright from m ain ledger charge, Form S .156

being used for the purpose. They are no t to be further accounted for in Ships’ or S tations’ Store Accounts. A notation th a t a k it has been supplied or is held by the rating is to be m ade on Form S .138 (shown as Appendix V II I hereto). Deficiencies are to be noted as provided for in paragraph 14 below.

10. Replacem ents of tools lost, broken, or worn out, in the k its referred to in paragraphs 2 and 3, m ay be m ade from Service sources, on repayment, provided the Commanding Officer is satisfied th a t the circumstances are such th a t replacements cannot readily be obtained from commercial sources.

The charges to be m ade are set out in paragraph 47, Table I I , Column B, of the Appendix to M emorandum of the R a te Book for N aval Stores, O.U 5409. These are also to be applied to R .A .F. types of item s issued on repaym ent.

11. Replacem ents in respect of the tools in the kits referred to in paragraphs 5 an d 7 will be made from the N aval Store, subject to the value of any tools lost or dam aged through misconduct or neglect being recovered in accordance with K .R , & A .I., Article 1986-

Returns12. Personal tool kits from deceased or discharged Air Artificers, Air F itters,

an d Air apprentices m ay be purchased a t tw o-thirds the ir N aval ra te book or R .A .F. vocabulary value, taken on m ain ledger charge and returned to the N aval Store Officer a t the nearest R .N . Store D epot (at Home) or D ockyard (abroad), Form S.331 being used. The value credit is to be shown separately on Form S.46 as “ credit in respect of tools ” . Tools which are no t suitable for re-issue should n o t be bought in b u t should be auctioned w ith other personal effects. On death or discharge of R.N . Air Mechanics, R .A .F. ratings, or W .R.N .S., also on R .A .F. ratings ceasing to be attached to the N avy, the ir kits are to be retu rned into store and any quantities surplus to requirem ents are to be despatched to th e N aval Store Officer of the nearest R.N . Store D epot (Home) or Dockyard (Abroad), Form S.331 being used.

Stocktaking13. On receipt of this Order all tool k its held by aircraft m aintenance personnel

(including W .R.N.S. and R .A .F.) are to be m ustered against the appropriate M uster Sheet and Issue Voucher shown as an Appendix hereto, which will be reproduced as Form S. 137 A to G for the purposes of periodical mustering. These forms show th e composition of the various kits.

14. The deficiencies revealed a t the initial m uster are to be investigated, replacem ents m ade, and the k its com pleted as far as practicable from stocks held locally. To effect this, the F orm S .137 showing the result o f the stocktaking is to be taken to the m ain store and used as an issue voucher for any items which are im m ediately available. Item s which cannot be m et from stock are to be deleted from the Form S .137, noted for inclusion in the dem ands referred to in paragraph18, and transcribed by the supply rating to Columns 1-3 (inclusive) of Form S.138,

1414 4which is forthw ith to be pasted into the pertinen t pay book ; on page 15 of S.43a (Sailors’ P ay Book) and on the inside of th e back cover of Form 64 (Airmen’s P ay Book), and the entries in the Service Certificates or A irm en’s Record o f K it cancelled — see A .F.O. 1359/39 paragraph 24 and A.F.O. 1073/40 paragraph 13. All articles on Form S .138 are to be initialled by the A ccountant Officer or his representative.

15. I f evidence shows, or if i t can be reasonably inferred, th a t an item deficient had been previously supplied from Service sources, th e m ustering Officer will, if circumstances indicate th a t the deficiency is due to misconduct or neglect, insert the le tte r “ C ” in the appropriate column on Form S .137, indicating thereby his recom m endation th a t the loss or dam age should be charged for. In any case of doubt, the rating is to be given th e benefit. I t is to be noted th a t all issues made to Artificers, F itters, and Apprentices, except tools supplied to complete the initial free issue authorised by paragraphs 2 and 3 above, are to be charged for—see paragraph 10.

16. On presentation of the Form S. 137 a t the m ain store, the supply staff will raise Form s S. 126 in respect of shortages in the k its of all air personnel (except Artificers, F itte rs , and Apprentices), against which the le tte r “ C ” has been inserted by the m ustering officer. These forms will then be placed before the Captain who will decide w hether or no t the deficiency is to be charged for. I t is pointed out th a t these charges relate to th e item s which have been lost or broken, and not to th e item s being issued in replacem ent to Mechanics, R .A .F. personnel and W .R.N .S. Charges against Artificers, F itters, and Apprentices, however, do relate to th e replacem ent issue. F or these ratings Form s S.549 should be used and are to be raised at the time the replacement item is issued.

17. Owing to frequent m ovem ents of ratings, and the difficulties which would be involved by the originating ship or sta tion m aking good deficiencies afte r a rating h ad been d rafted elsewhere, dem ands for the deficiencies revealed a t the initial m uster are n o t to be lodged w ith the A ccountant Officer (see paragraph 14), b u t he is to keep the Air Engineer Officer informed of the arrival a t the sta tion of ■consignments of hand tools to ensure the ir early issue to complete deficient tool k its. F or th e sake of sim plicity and economy th is m ay be done through the medium of the counter book, F orm S. 149, on presentation by the rating of the deficiency list in his pay book a t the m ain store. Columns 5-8 (inclusive) of Form ,S. 138 are to be com pleted on each occasion of such issues.

18. Action has already been taken to supply k its to services which have reported details of their requirem ents, b u t on completion of th e initial m uster and the m aking good of deficiencies in the k its now held, ships and stations are to forward dem ands covering all the ir requirem ents bo th for complete k its and for individual tools required to complete any k its which are still deficient. The dem ands are to be lodged w ith the (S.)N.S.O. of the appropriate R .N . Store D epot or Storing Y ard, th is Order being quoted as the authority . Separate dem ands are to be lodged on behalf of each 1s t line squadron, the num ber of the squadron being shown a t the head of the Form S. 134d. I f the squadron is transferred before supply is made, the dem ands should be cancelled and fresh ones forwarded to the (S.)N.S.O. of the new station.

19. Owing to the composition of the k its as now constituted differing m aterially from those previously allowed, m any of them will contain tools which are surplus to , or differ appreciably from, those now authorised. In such cases th e following action is to be taken :—

(a) A ir Mechanics (¿1) (E) (L) and (O) and equivalent W .R.N.S.personnel,and all R .A .F . personnel except those employed on W /T and R .D .F . Maintenance duties.— All serviceable tools surplus to the scale now allowed which have been supplied from service sources are to be removed from the k it and taken on charge in the Main store by Form S.1091 raised by the m ustering Officer.

(b) Radio Mechanics and personnel employed on W IT and R .D .F . Maintenanceduties.—The new type “ F ” k it which has been specially drawn up for W /T and R .D .F . w ork contains m any items common to the type “ D ” k it previously issued for th is work. Any of these common tools already held are to be retained ; those n o t now shown in the “ F ” k it b u t which are held, having been previously issued as p a r t of th e “ D ” k it, are to be returned into m ain store, and only deficiencies of the tools authorised in the “ F ” k it are to be shown as shortages on Form S.138 in the pertinent pay books. These k its are to be shown on Folm s S.138 as tool kits, type F ” .

5 1414(c) A ir Apprentices, A ir Fitters, and A ir Artificers.—Tool k its issued to these

ratings become, on issue, their own personal property and are m aintained a t their own expense—type “ C ” k its for apprentices excepted. Tools issued to them cannot, therefore, be w ithdraw n w ithout (i) the ir consent and (ii) compensation. Tools which were previously issued from Service sources and which are held by such ratings surplus to the scale now authorised m ay either be retained by them or surrendered and taken on charge in the N aval Store Account, two-thirds of the full ra te book value being paid by th e A ccountant Officer in respect of all fully serviceable tools so surrendered, as in paragraph 12.

Periodical Muster20. To ensure th a t the tool k its used by naval aircraft m aintenance personnel

shall be held in as efficient a condition as practicable, they are to be m ustered every six m onths, and, to ensure a complete m uster being held, all k its should come under review during the m onths of March and September each year. This will avoid the necessity of keeping elaborate records to show when individual kits are due for m uster. In addition, the k it should be m ustered on each occasion of a rating joining a ship or establishm ent. No tool in an unserviceable condition is to be used or allowed to rem ain in the kit.

21. All deficiencies are to be m ade good forthw ith from m ain store if possible, following the procedure detailed in paragraphs 14 and 15. The officer detailed by the commanding officer (see paragraph 26) is to arrange w ith the A ccountant Officer for demands to be raised on the appropriate store depot or yard for tools deficient from kits of ratings joining the ship or establishm ent, where these are no t available or already covered by outstanding dem ands in respect of ratings who have been d rafted away.

22. To simplify supply and accounting, naval p a tte rn num bers have now been assigned to every com ponent tool, and all future requirem ents are to be dem anded under the appropriate naval pa tte rn num ber only. The Form s S.K57 have accord­ingly been prepared to show only the naval pa tte rn numbers. To enable existing stocks of individual tools held on charge under the R .A .F. reference num bers to be transferred to the ir revised designation, Appendix X , showing bo th the old and new R .A .F. or naval numbers, has been prepared, and all ledgers, stock record cards, etc., a t R .N . store depots, R .N . air stations, H.M. ships, etc., are to be am ended accordingly. Owing, however, to the shortage of hand tools of service pa tte rn and the consequent necessity for obtaining supplies from commercial sources, m any of the tools issued will no t conform exactly to the authorised patterns although fulfilling the same functions. They are, therefore, to be accepted as suitable sub­stitu tes and referred to and accounted for as “ like p a t t ......................” .

Lost, Damaged or Unserviceable Tools Replacement23. To ensure th a t work is n o t in terrup ted on account of the lack of tools

while the circumstances of deficiencies are made th e subject o f personal investiga­tion by the Commanding Officer, forms of request for tools for personal tool kits, which will be num bered S. 139, will be supplied on dem and from th e R.N . Store Depot, P a rk Royal, and are to be placed in a position easily accessible to all ratings, so th a t those wishing to replace tools from service sources m ay complete a form and pass it to their superior officer. The la tte r will insert his recommendation as to the m ethod of rep lacem ent; the form is then to be taken to the m ain store for compliance, where it will be used as an issue voucher and dealt w ith by a similar procedure to th a t detailed in paragraphs 14 and 16.

24. I f the items are available, supply will be m ade forthw ith, the form being used to credit the naval store account. I f a m onetary charge is involved, Form S.126 or S.549 as appropriate is to be raised—see paragraph 16.

I f only a proportion of the items required can be supplied imm ediately, those not available should be deleted from the form and transcribed by the supply rating on to the Form s S. 138 in the pay book, care being taken th a t in respect of air appren­tices, air fitters, and air artificers, the le tte r “ C ” indicating th a t the issue in replacem ent has to be charged against the individual, is inserted in Column 5. Any rating who has lost his k it is im m ediately to complete a Form S. 139 and subm it i t to his superior officer for action as above. In the event of the lost k it being subsequently recovered, it is to be returned into the m ain store and taken on charge by the A ccountant Officer (S), the appropriate refund being m ade to the original owner in respect of fully serviceable tools recovered, provided he has been charged for th e cost of their replacement.

25. W henever the trade of any rating is changed, care is to be taken to ensure th a t his tool k it is adjusted to m eet the new requirem ents. Should any rating be found a t any tim e in possession of a tool k it no t appropriate to his trade, i t is, forthw ith, to be exchanged or adjusted to the correct kit.

26. The efficient m aintenance of aircraft will depend to a large ex ten t upon the completeness or otherwise of personal tool kits, and, to ensure th a t the ramifica­tions of th is m a tte r are co-ordinated, Commanding Officers should consider the desirability of detailing, w ithin th e complement, a suitable officer for th is work.

27. A report should be forwarded through adm inistrative authorities after six m onths’ working, sta ting w hether any improvements are recommended.
