SECTION – Invitation to Bid

Change: 1. REVISE the first paragraph on page I-1 to read:

“The City of Hendersonville will open sealed formal Bids, from the previously prequalified bidders only, at 2:30 pm on June 20th, 2017 for the furnishing of materials, labor, and equipment for the construction of the City of Hendersonville Water Treatment Plant High Service Pump Replacement project in the City Operations Center, 305 Williams Street, Hendersonville, NC 28792.”

SECTION 01105 – Special Construction Conditions and Sequencing

Change: 1. REVISE paragraph 3.4.E on page 01105-5 to read:

“Remove/replace High Service Pump (HSP) No. 3 and install VFD-FW3 as shown on the plans. This task shall include all demolition and removal, structural work, electrical work, valves, piping, controls, SCADA integration, start-up, testing, disinfection, and commissioning required to place the new pump and VFD in permanent operation prior to replacing the next pump. “Remove/replace HSP No. 1, install VFD-FW1, and remove/replace the surge relief valve as shown on the plans. This task shall include all demolition and removal, structural work, electrical work, valves, piping, controls, SCADA integration, start-up, testing, disinfection, and commissioning required to place the new pump, VFD, and surge relief valve in permanent operation. During the removal and replacement of the surge relief valve, the Contractor shall first remove the existing 12”x6” reducer, on the common discharge header and successfully install and test the 12-inch butterfly valve with bubble-tight closure prior to placing the pump station back in service. The Contractor shall coordinate with the City to ensure any pump start-up or shut-down that will occur while the pump station is without an operable surge relief valve shall be slowly performed by means of VFD and pump control valve operation to ensure no undue pressure surges occur that may harm pumps, piping, or appurtenances. The Contractor shall also coordinate with the City to ensure the pump station wetwell water level does not exceed elevation 2081.50 during the replacement of the surge relief valve discharge piping as shown on the plans.”

SECTION 01630 – Measurement and Payment

Change: 1. ADD paragraph 1.6.A.3.k) on page 01630-2 to read:

“All SCADA integration work provided by Fortech, Inc. shall be included in the Lump Sum Bid Price for Vertical Turbine Pumps, Motors, Piping, and Appurtenances.”

Construction Drawings Revisions Revised construction drawings are included in this addendum unless otherwise noted. The revisions that will be made are described below. Changes:

1. Sheets M1 and M3: Revised sheets M1 and M3 are provided in PDF format with Addendum No. 2, as indicated by Rev. D.

2. Sheet E05: REVISE the label for the “New Bridge Crane Hoist” to state “New Bridge Crane Trolley/Hoist”, 2.5HP. A new sheet E05 is NOT included in this addendum.

Clarifications:

1. The deadline for receiving questions about the meaning or intent of the Contract Documents is now June 13th, 2017.

2. The contract documents shall be submitted in their entirety with each bid as required under “Submission of Bid Proposals” in the Instructions to Bidders. This shall include the “Required Bid Documents” listed on page R-1 of the contract documents.

3. In reference to the “Qualifications of Bidders” on page IB-1 of the Instructions to Bidders, each Bidder shall provide the name, address, phone number, and email address of each subcontractor proposed to perform a portion of the Contract. A detailed description of the experience of each subcontractor may be provided after

bid opening by the three apparent low bidders. All detailed descriptions of the experience of each subcontractor shall be provided by June 23rd, prior to Notice of Award.

4. Insurance Documentation required to be submitted with each bid is described in the Instructions to Bidders, page IB-9, the General Conditions, and the Supplementary Conditions.

5. The City’s SCADA integrator, Fortech Inc., shall provide all SCADA integration for this project as a subcontractor to the Contractor. Fortech, Inc., 2124 Wilkinson Blvd., Charlotte, NC 28208, Attention: Jon Forrest, PE; Phone: (704) 333-0621; email: [email protected].

6. All surfaces, structures, equipment, and products in contact with potable water shall comply with NSF 61 and NSF 372.

7. All existing grating shown on Drawing M1 shall be replaced.

8. Surfaces to receive coatings are listed in Specification Section 01630 – Measurement and Payment, paragraph 1.6.G.3.c), and Specification Section 09900 – Painting and Coating, paragraph 1.05. The surfaces that shall receive the painting and coatings specified in Specification Section 09900 – Painting and Coating include but are not limited to:

a. New equipment including but not limited to pumps and valves, and all existing equipment disturbed by construction

b. New exposed piping, and existing exposed piping disturbed by construction.

c. Interior walls of the High Service Pump Station and the Electrical Building

d. Conduit

e. Ductwork

f. All other interior and exterior items and surfaces affected as required by Specification Section 09900-Painting and Coating.

9. The new 3 Ton Bridge Crane Hoist specified on Drawing M4 shall be provided with a motorized trolley and hoist. The motorized trolley and hoist shall be powered by a 480V, 3 phase circuit as shown on Drawing E05. The motorized trolley and hoist shall be provided with a festooning cabling system and supports to allow electrical wiring to follow the movement of the trolley and hoist along its full range of motion throughout the Finished Water Pump Station Building. The festooning cabling system shall not interfere with the free movement of the bridge crane trolley and hoist in any way.

1. Type: Flanged body, fully mounted, external pilot operated, with free floating piston (operated without springs, diaphragm or levers), single seat with seat bore equal to size of valve.

2. Mounting Restrictions: Suitable for use in a horizontal position.

3. Description:

a. Pump control valve shall minimize pump starting and stopping surges by placing the pump “on line” and taking it “off line” slowly.

b. The controls shall consist of opening & closing solenoid pilot(s) with manual operator, 2-way solenoid for power failure quick closure, opening & closing speed control valves, and a cam operated limit switch.

c. The minimum travel of the piston shall be equal to 25% of the diameter of the seat. For true alignment, the piston shall be guided above and below the seat a distance equal to no less than 75% of the diameter of the seat to correct lateral thrust and stem binding. Piston shall be cushioned and so designed as to insure positive closure.

d. The main valve shall be packed with leather (or other soft material) to insure tight closure and prevent metal-to-metal friction and seating. It shall be furnished with indicator rod & stuffing box to show position of piston opening. The design shall be such that repairs and dismantling internally of main valve may be made without its removal from the line.

e. The solenoid pilot(s), controlling operation of main valve, shall be easily accessible, and so arranged with isolation ball valves to allow for its removal from the control circuit while the main valve is under pressure.

f. An external strainer with flushing cock shall be provided in the control circuit to protect the pilot and speed control valve(s).

g. The external controls and associated rigid brass piping/fittings necessary for proper operation shall be factory assembled and furnished with the main valve. Brass bushings with gauge cock on inlet and outlet of main valve to receive pressure gauges for testing purposes shall be factory assembled and furnished with the main valve.

4. Painting: Ferrous surfaces of valve shall be coated with NSF Certified Epoxy in accordance with ANSI/NSF Std. 61, and conforming to AWWA C550 (latest revision) for interior surfaces.

5. Body Style: Globe

6. Joints: Valve shall be designed for installation between two (2) ANSI B16.1, class 250 flat faced flanges.

a. Valve body and caps shall be constructed of ductile iron castings that conform to ASTM Specification A536-84, or high-strength cast iron that conforms to ASTM A126 Class B.

b. Bronze parts shall conform to ASTM Specification B-584. Stainless parts shall conform to ASTM Specification A743 Grade CF-8 or CF-8M. Teflon coated parts shall receive two coats of Teflon TFE with a total minimum thickness of 10 mils.

c. The flanged assemblies shall conform to ANSI standards for wall thickness of body and caps, and flange thickness and drilling, subject to other specified standards.

2.2 SURGE RELIEF VALVE

A. Surge Relief Valve, 12”

1. Type: Flanged body, fully mounted, pilot controlled, hydraulically operated, differential piston actuated, single seat type with seat bore equal to size of valve. The control valve shall be “self-contained” and incorporate a system of pilot controls, factory assembled to and tested with the main valve. The valve shall be operated by line pressure and utilize the pilot system to open, close, or throttle the differential piston main valve to perform the specified function(s).

2. Mounting Restrictions: Suitable for use in a horizontal position within the existing valve vault. Dimensions in the existing valve vault are very limited. Prior to ordering the surge relief valve, the Contractor shall field verify all existing dimensions of the existing valve vault and confirm the dimensions of the surge relief valve to be provided to ensure a complete and successful installation.

3. Description:

a. The Pressure Relief Valve shall operate to prevent incoming line pressure from exceeding a pre-selected maximum. Should the controlled pressure approach its set point, the valve will open quickly and throttle as necessary to maintain a predetermined set point and prevent line pressures from exceeding a pre-selected maximum. The valve shall close slowly at an adjustable speed once the system pressure subsides below the valve set point.

b. The valve piston shall be guided over the full length of its stroke. The piston shall be cushioned and so designed as to insure positive closure.

c. The valve shall be full-ported so that the flow area through the valve is no less than the area of its nominal pipe size when the valve is fully open.

d. The valve shall be fully capable of operating in any position without the need of springs.

e. The main valve shall be packed with leather (or other soft material) to insure tight closure and prevent metal to metal friction and seating. The valve shall be furnished with an indicator rod, to show the position of piston opening, and pet-cocks for attachment to valve body for receiving gauges for testing purposes.

f. The Pilot Valve(s), controlling operation of main valve, shall have a range for adjustment, be easily accessible and so arranged to allow for its removal from the main valve while the main valve is under pressure.

g. The pilot system shall incorporate an external strainer with blow off and closing speed control valve.

h. The External Controls and all associated rigid brass piping and fittings necessary for proper operation (except any separate static pressure sensing line, if required) shall be factory assembled and furnished with the valve.

i. The design shall be such that repairs and dismantling internally of the main valve may be made without its removal from the line.

PART 3 - EXECUTION

3.1 INSTALLATION

A. As specified in Section 02051 – Plant Piping Materials and Methods.

3.2 HYDROSTATIC TEST

A. A hydrostatic test shall be performed at the factory prior to shipment. The valve shall be tested to two (2) times the working pressure, maximum 500 psi testing pressure, subject to contract. The valve performance and hydrostatic tests may be witnessed by the customer/engineer or representative.

B. Hydrostatic test valves with piping in which valves are installed prior to placing into service.

3.3 MANUFACTURERS' REPRESENTATIVE

A. Provide services of valve manufacturers' representative as required to obtain correct installation of valves and accessories, and to provide training to the Owner.

B. Provide assistance of valve manufacturers' representatives at no additional cost to the Owner.

A. Valves shall be manufactured in accordance with the latest revision of AWWA C504, Class 250B and conform to NSF Standard 61. Valves shall be bubble tight at full rated pressure and be capable of operation after long periods of inactivity. The manufacturer shall have produced AWWA butterfly valves for a minimum of five years.

B. Valve bodies shall be constructed of ASTM A536 Grade 65-45-12 ductile iron.

C. Valve discs shall be constructed of ASTM A536 Grade 65-45-12 ductile iron. Discs shall be solid type without external ribs or vanes to obstruct flow. Discs shall be the single offset type and provide 360 degree uninterrupted seating.

D. Valve shafts shall be ASTM A276, Type 316 stainless steel

E. Valves shall have a resilient Buna-N or EPDM rubber seat.

F. All shaft bearings shall be of the self-lubrication, corrosion-resistant sleeve type. Bearings shall be designed for horizontal and/or vertical shaft loading.

G. Valves shall be capable of seating against full differential pressure in either flow direction.

H. Valves shall have internal or external stop to prevent disc over-travel.

I. Valves shall be designed for installation between ANSI B16.1 Class 250 flanges.

J. Valves shall be provided with a worm gear actuator, floorstand, and handwheel with position indicator for manual operation.

A. Hydrostatic test valves with piping in which valves are installed.

B. Testing shall be in accordance with ANSI/AWWA C504.

3.3 MANUFACTURER’S REPRESENTATIVE

A. Provide services of valve manufacturers' representative as required to obtain correct installation of valves and accessories, and to provide training to the Owner.

B. Provide assistance of valve manufacturers' representatives at no additional cost to the Owner.
