    The Authority is providing an updated listing of locations for each camera location that includes an approximate pole location at each site, the pole identification number that is posted on each pole by the City of Lumberton Electric Utility, and the required degree of camera view at each location (ex: 360 degree to view 360 degrees around camera location).

    The following is a number of camera installation points expected at each site (shown on provided map as well):

    1. Meadows/Meadows Extension – 8 camera locations 2. Davis Heights – 6 camera locations 3. Turner Terrace – 19 camera locations 4. Weaver Court – 11 camera locations 5. Rozier Homes – 7 camera locations 6. Tudor Court – 8 camera locations

    Prior to completion of each site, the Contractor shall ensure that all camera angles and views are approved by the HACL Project Manager.

    The following is a number of existing camera REMOVALS required at each site (shown on provided map as well):

    1. Meadows/Meadows Extension – 1 camera 2. Turner Terrace – 12 cameras 3. Weaver Court – 7 cameras 4. Rozier Homes – 1 camera 5. Tudor Court – 3 cameras

    Added: 4. Installation Requirements - A. General

  • At each pole location where camera(s) will be installed, the Contractor shall run the electrical wire and install a GFCI breaker reset at a height of 10ft above ground level at each pole where a camera is installed. Each GFCI shall be enclosed in an NFPA approved (ex: Square D type) weatherproof enclosure that is lockable via an Authority provided lock. The proposed NFPA approved weatherproof enclosure shall be identified in bid submittal.

    The Authority will provide racks for physical equipment to be installed at the headend location designated by the HACL Project Manager. The Contractor will be responsible for ensuring the control system (rack) is secured to the wall in accordance with manufacturer instructions.

    Original: Where there is an existing camera and wiring, the contractor shall remove the existing camera from the pole and provide to the HACL Project Manager. The contractor should evaluate, to its best competency and safety, the ability to utilize the existing wiring where possible. If the wiring is also obsolete then the wiring should be terminated and removed.

    Updated: Where there has been an existing camera and wiring identified for removal by this document, the Contractor shall: A. Remove identified existing camera and supporting structure from the pole as identified in the documents provided. All shall be provided to the HACL Project Manager. B. The Contractor shall evaluate if existing electrical wiring and electrical equipment is able to support any new camera equipment if new installation of equipment has been identified. If the power equipment is still usable to support new installation (if identified) then the Contractor shall use existing. If the electrical equipment is not usable and need to be replaced only to support new installation then the Contractor shall notify the HACL Project Manager.

    Section 6.A.1.b. allows that alternate equipment may be used if approval is secured in writing from HACL no later than 10 days prior to bid opening date. What information does HACL require in order to secure this approval and by what date?

    Full listed anddetailed comparison between the Authority recommended and the Bidder recommended.  Bidder recommended must and shall meet or exceed all specifications set as standard by the Authority's recommendation.

    Since this job is to remove and replace cameras with cabling adjustments, does the Government require Proposal Evaluation Factor #3, items iii, iv, & v?

    This job is not just to remove and replace cameras with cabling adjustments.  This is a system development and installation with only a notable amount of existing obsolete cameras being removed due to damage or not needed at that location.

    Is the pre‐conference meeting mandatory? Given current traveling restrictions related to COVID, would it be possible to attend via phone conference?

    Pre‐conference is not mandatory but highly encouraged.  Bidders can request a separate walkthrough with the HACL Project Manager outside of 24‐27 December 2020.

    4Is NCBFFA certification required? Addendum will be released to remove this requirement.

    Is the following required or can it be amended:  Installing Contractor certified by the manufacturer on all parts of the system to be installed, and has been in place for a minimum of five (5) years at the time of bid submittal

    The Authority takes the safety of its residents and property seriously.  The requirement is to ensure that the Authority is a good steward to federal funding and is paying for experience in the installation and support of the requested materials.  

    6Camera Axis P3717‐PLE has been replaced.  Will the replacement be allowed?

    Yes.  Addendum will show the change in model number.

    Can the GFCI breaker access be dropped for easier access in the event the breaker trips?

    Can a listing of pole numbers that will have the cameras installed and removed be provided?

    Addendum will be released to add the following:Document that will show approximate pole locations, the City of Lumberton pole identification number posted on each pole, suggested camera model, and degrees in which the camera(s) need to show around the installation location. Document will also show which existing cameras/antennas shall be removed.

    9Can non‐protruding antenna mounts be used. Yes.

    Does the Authority have a preference to building mounted antennas or external antenna arrays?

    Building mounted antennas are preferred.

    Is the requirement to remove all existing security surveillance systems just for the cameras and antennas, or does it also include the equipment that provides electrical feed from the power pole?

    Existing camera and antenna equipment Only.  Contractor shall utilize any existing electricity transfer equipment thatwas used by the existing cameras and antennas at each pole location.  Again, only the physical camera and antenna equipment shall be removed.

    Can you elaborate on the requirements of bonding? Is a payment AND performance bond required? Documentation attached only references a payment bond. Also, the wording in Article 3 Chapter 44A is not clear on what exactly is required for this specific project. Is it correct to assume that ONLY a payment bond for the TOTAL contract value is required as implied with the attached documentation in the RFP (Payment Bond PDF)?

    Payment Bond is only required.

    Will storage be provided onsite for materials (community centers?) or will mobile storage solutions be required. Security of materials overnight and when workers are not onsite is a major concern.

    Awarded contractor is responsible for securing all materials and tools.  The Authority is not in a position to provide such storage.

    Work to be performed is stated for a period of 120 days. Work completion date states April 30th, 2021 under "Deadlines Section" What is the estimated date of contract award? When can the contractorstart performing work after contract award?

    Addendum will be released to address the following:Work shall be completed by 120  days after contract has been signed by both parties.  MSP will commence after work as been completed and turned over to the Authority.

    The contractor will be responsible for all for providing all power at these locations and is responsible for coordinating the electric utility application through the City of Lumberton. Will this be an additional cost to the contractor or is the contractor only responsible for coordinating?

    Yes.

    Google Earth images are unclear. Are all cameras expected to be mounted to existing poles (telephone/light poles)? Are any of the proposed locations in the Google Earth images on structures, buildings, housing locations or non‐existing mount points i.e. some type of mounting medium (additional poles) needs to be constructed and installed excluding standard camera mounting practices such as wall mounts or brackets?

    Addendum will be released to address the following:Approximate pole location, pole number located on each pole, the degrees around the pole in which the cameras need to show.  All cameras will be attached to existing power poles.  Contractor shall include mounting material to meet the requirements of view and attachment medium.

    Can you elaborate on "future proofing". There are many ways to "future proof" a system as much as possible if cost is not a factor. Can you provide examples of future proofing? Cloud storage, advanced networking/wireless protocols and or capabilities to upgrade protocols, stand‐alone energy sources (solar), fiber integration etc...

    Not requiring to change cameras or signal transmission material if upgrading from on‐site storage to cloud based.

     When are the two scheduled site tours? Will all 6 sites be viewed, or will they be split viewings?

    14 DEC 2020 is the primary tour.  Potential bidders can request site tours with exception of 24‐27 DEC 2020.

    Are any of these camera models acceptable for full deployment or will there be a need to place certain camera models in certain locations? If so, this can be discussed during the site visit. 

    Addendum will be released to address the following:Recommended cameras based on the MP quality and the degree in which the cameras need to show the surrounding area from their point of install.  (360, 270, 180).

    What type of internet connection (Existing? DSL/Fiber? Uplink speed 200mbps, 1gbps etc.) is at each head point and who is the ISP? 

    Spectrum Business ISP, 500mbps at each headend.

    22What is the minimum acceptable recorded resolution for video playback?

    Specification within recommended equipment.

    23What RAID configuration is requested? Most redundant or cost effective?

    Cost effective.

    24are fiber media/connectors required or is copper authorized?

    Most efficient without loss of integrity to the system.

    Can you elaborate on this? Tab 6 paragraph 3 states that power will be provided by the city. Is this referring to additional interior power requirements? UPS, additional power outlets etc.?

    Pole power provided by City but coordinated by the Contractor.Headend power provided by localized outlets at rack location.UPS will be provided by Authority for each headend location.

    Can site surveys be performed during the walk through. If not, is the POC (Steve Harrell) the same for walkthroughs to perform site surveys regarding getting access to headend buildings, connectivity testingand any other required access to perform the survey.

    Can you elaborate on "best known means". Reliability, accessibility, and uptimes are usually congruent with price. Is this asking for the BEST technological solution on the market for connectivity and availability possible? Or a balance of both?

    Balance of both.  Reliability and uptime are key.

    Will there be any need for the contractor to supply any type of physical access control system to the physical equipment installed at the headend? Will the installation location be climate controlled (temperature, humidity)?

    The Authority will provide physical access control system to the physical equipment installed at the headend. The headend locations are climate controlled.

    Will there be any existing racks for equipment to be installed? Are wall enclosures acceptable?

    The Authority will provide physical access control system to the physical equipment installed at the headend.  The Contractor will be responsible for ensuring the control system (rack) is secured to the wall.

    Will internet access be at the termination point of equipment (secure room where rack will be installed) or will the contractor be required to extend any connections?

    Yes.  Turner Terrace location will have the termination point extended by the Authority's IT contractor.
