Addendum 2 Sampling and Analysis Plan North Cavalcade Street Superfund Site Remedial Action Houston, Harris County, Texas

Prepared October 25, 2010

The purpose of this addendum to the North Cavalcade Street Superfund Site Remedial Action

Sampling and Analysis Plan is to incorporate in situ swell sampling in and around the

southeast and northwest source areas. The objective of the in situ swell sampling is to confirm

the concentrations of listed waste constituents (waste codes K001 and F034) meet land disposal

requirements (LDRs).

Samples shall be collected in each source area grid as established for the contained in

determination in August, 2010. Swell samples shall also be collected from adjacent trenches.

Two samples shall be collected from Grids 3 and 4 as these grids contain both hazardous and

non-hazardous swell. Swell samples shall consist of a 5-point composite sample. Grid locations

and sample points are shown in Figures 1 & 2.

This document is to be used in concert with the Sampling and Analysis Plan for the site. The

following paragraphs describe specific drilling and sampling and analysis procedures to be

followed for this task.

Sampling Procedures The following paragraphs describe the drilling methods to be used and the generation of soil

boring logs.

Sampling Procedures and Analyses A total of up to 12 swell samples will be collected for chemical analysis and submitted to an

0, 1 and 2 feet below ground surface. Sample aliquots will be collected into a stainless steel

bowl, homogenized using a stainless steel spoon, and transferred into sample containers for

SVOC and TCLP metals analysis.

En Core® samplers shall be used to collect one grab sample from the center of each grid or

trench. The use of En Core® samplers shall be in accordance with manufacturer’s instructions

contained in Attachment A.

The subcontracted analytical laboratory will provide all sample containers and will perform the

analyses on the soil samples. The containers will be cleaned in accordance with EPA protocol.

Immediately upon sample collection, the sample containers will be properly labeled then placed

into ice-cooled chests for shipment to the laboratory. Sample preservation requirements,

holding times, and required sample container types are presented in Table 1.

Sample Identification Samples will be labeled using the following convention:

SWELL-NonHaz-MMDDYY-##

SWELL-Haz-MMDDYY-##

Where

NonHaz or Haz represents the classification of the grid or trench sampled.

MMDDYY – stands for the month, day, and year of sample collection.

## - is the sequential number of the sample collected.

Decontamination Procedures The hand auger, stainless steel bowls, spoons, and other associated sampling equipment will be

decontaminated prior to use, after each grid or trench, and prior to leaving the site. Disposable

sampling equipment is not to be reused or decontaminated. Disposable equipment will be

discarded after use. Decontamination will involve scrubbing the equipment with a solution

potable water and Alconox, or equivalent, followed by a distilled and DI water rinse. All

equipment will be allowed to air dry prior to reuse. Sampling tools that will not be used

immediately after decontamination will be placed in sealable plastic bags or wrapped in

aluminum foil for temporary storage.

NOTE:

1. En Core® Sampler is a SINGLE USE device. It cannot becleaned and/or reused.

2. En Core® Sampler is designed to store soil. Do not use EnCore Sampler to store solvent or free product!

3. En Core® Sampler must be used with En Core® T-Handleand/or En Core® Extrusion Tool exclusively. (These items aresold separately.)

4. Cap coring body while it is still on T-handle. Push cap over flatarea of ridge and twist to lock cap in place. CAP MUST BE SEATEDTO SEAL SAMPLER (see diagram).

PREPARING SAMPLER FOR SHIPMENT:5. Remove the capped Sampler by depressing locking lever onT-Handle while twisting and pulling Sampler from T-Handle.

6. Lock plunger by rotating extended plunger rod fully counter-clockwise until wings rest firmly against tabs (see plunger diagram).

7. Attach completed tear-off label (from En Core Sampler bag) tocap on coring body.

8. Return full En Core Sampler to zipper bag. Seal bag and put onice.

BEFORE TAKING SAMPLE:1. Hold coring body and push plunger rod down until small o-ringrests against tabs. This will assure that plunger moves freely.

2. Depress locking lever on En Core T-Handle. Place coring body,plunger end first, into open end of T-Handle, aligning the (2) slotson the coring body with the (2) locking pins in the T-Handle. Twistcoring body clockwise to lock pins in slots. Check to ensure Sampleris locked in place. Sampler is ready for use.

TAKING SAMPLE:3. Turn T-Handle with T-up and coring body down. This positionsplunger bottom flush with bottom of coring body (ensure thatplunger bottom is in position). Using T-Handle, push Sampler intosoil until coring body is completely full. When full, small o-ring willbe centered in T-Handle viewing hole. Remove Sampler from soil.Wipe excess soil from coring body exterior.

IMPORTANT: FAILURE TO USE THE EN CORE® SAMPLER IN COMPLIANCE WITHTHE WRITTEN INSTRUCTIONS PROVIDED HEREIN VOIDS ALL EXPRESS ANDIMPLIED WARRANTIES, INCLUDING WARRANTY OF MERCHANTABILITY AND FIT-NESS FOR A PARTICULAR PURPOSE.PRINCIPLE OF USE. The En Core Sampler Cartridge System is a volumetric

sampling system designed to collect, store and deliver a soil sample. The EnCore Sampler comes in two sizes for sample volumes of approximately 25 or 5grams. There are four components: the cartridge with a movable plunger; acap with two locking arms; a T-handle (purchased separately); and an extru-sion handle (purchased separately). NOTE: The En Core Sampler is designed tostore soil. It is not designed to store solvent or free product.The soil is stored in a sealed headspace-free state. The seals are achieved by

three special Viton® * o-rings, two located on the plunger and one on the capof the Sampler. At no time and under no condition should these o-rings beremoved or disturbed.QUALITY CONTROL. The cartridge is sealed in an airtight package to pre-

vent contamination prior to use. Due to the stringent quality control require-ments associated with the use of this system, the disposable cartridge isdesigned to be used only once.WARRANTY. En Novative Technologies, Inc. ("En Novative Technologies")

warrants that the En Core Sampler shall perform consistent with the researchconducted under En Novative Technologies' approval, within thirty (30) daysfrom the date of delivery, provided that the Customer gives En NovativeTechnologies prompt notice of any defect or failure to perform and satisfacto-ry proof thereof. THIS WARRANTY DOES NOT APPLY TO THE FOLLOWING, ASSOLELY DETERMINED BY EN NOVATIVE TECHNOLOGIES: (a) Damage caused byaccident, abuse, mishandling or dropping; (b)Samplers that have beenopened, taken apart or mishandled; (c)Samplers not used in accordance withthe directions; and (d)Damages exceeding the cost of the sampler. Seller war-rants that all En Core Samplers shall be free from defects in title. THE FORE-GOING WARRANTIES ARE IN LIEU OF ALL OTHER WARRANTIES, WHETHER ORAL,WRITTEN, EXPRESSED, IMPLIED OR STATUTORY, INCLUDING ANY INFORMATIONPROVIDED BY SALES REPRESENTATIVES OR IN MARKETING LITERATURE. In the event the EnCore Sampler will be utilized by Customer on behalf of a third party, suchthird party shall not occupy the position of a third-party beneficiary of theobligation or warranty provided by En Novative Technologies, and no suchthird party shall have the right to enforce same. All claims must be broughtwithin one (1) year of shipment, regardless of their nature.

EXTRUSION PROCEDURES

USING THE EXTRUSION TOOL

CAUTION! Always use the Extrusion Tool to extrude soil from the En Core Sampler. If the ExtrusionTool is not used, the Sampler may fragment, causing injury.

1. To attach En Core Sampler to En Core Extrusion Tool: Depress lock-ing lever on Extrusion Tool and place Sampler, plunger end first, intoopen end of Extrusion Tool, aligning slots on coring body with pins inExtrusion Tool. Turn coring body clockwise until it locks into place.Release locking lever.

2. Rotate and gently push Extrusion Tool plunger knob clockwise untilplunger slides over wings of coring body. (When properly positionedplunger will not rotate further.)

3. Hold Extrusion Tool with capped Sampler pointed upward so soildoes not fall out when cap is removed. Remove cap from Sampler byrotating cap until locking arms are aligned with the flat area of ridgeand pull cap off. To release soil core push down on plunger knob ofEn Core Extrusion Tool. Remove and properly dispose of En CoreSampler.
