Drought

• Definition:• Agricultural drought is brought about

when there is insufficient moisture for average crop or range production. This condition can arise, even in times of average precipitation, due to soil conditions or agricultural techniques.

Drought

Definition cont’nue:Hydrologic drought is brought about

when the water reserves available in sources such as aquifers, lakes, and reservoirs falls below the statistical average. This condition can arise, even in times of average (or above average) precipitation, when increased usage of water diminishes the reserves.

Impact caused by drought• Electrical power crisis--Total power demand in the country is

833MW, prolonged drought has led to 230MW deficit, only 67% is produced.

• Shortage of water supply for domestic, livestock & industrial usage.

• And others

Prolonged drought & farming practices along river valleys affects water supplies volume-Kizinga River

On going initiatives• Improving Unplanned settlements by

providing basic infrastructure (CIUP) in Sandali, Azimio & Keko wards

• Conservation of Marine & Coastal Resources under MACEMP.

• Use of Clean Development Mechanism (CDM) to reduce methane equivallent in air - Mtoni CDM Project.

• Developing partnership with ICLEI towards the Climate change & Adaptation Programme.

Group replanting mangrove in denuded area-Mtoni Kijichi area

Temeke-ICLEI partnership:

• Early consultation with ICLEI on Climate change & Adaptation Programme resulted into partnership today we are having.

• Arrangement for training workshop that included Temeke staff and other stakeholders, facilitated by ICLEI staff was made.

Workshop Objectives:

1. To build the capacity around the termClimate change.

2. To identify the risks and impacts associated with climate change.

3. To learn about the short and long term measures undertaken towards adaptation to the climate changes.

Workshop participants:

• Departmental & Sectoral heads from Temeke Municipal Council

• Community Leaders• NGO’s- Centre for Community

Initiatives, Youth Vision, Sustainable Cities Plus Network.

Baseline data & Early findings for Dsm/Temeke:

• Indication of changes of mean temperature & the increased variability of rainfall resulting in severe drought.

• Study indicates the predicted impacts & vulnerability associated with drought directly to: water & sanitation, transportation, Health and energy thus affecting the livelihoods.

• Predicted sea-level rises (0.10-0.90m) & the future floods along the coast.

Way forward

• The research findings give early warning for necessary measures to be undertaken by local authority particularly to the extreme events of climate change.

• The climate change Report need to be developed into Action plans through consultative process for final decision making.

Challenges • Frequent and prolonged droughts has

led to temporary shut down of the major dams leading the country to electrical power crisis.

• Forced use of thermal-electric power sources lead to environmental pollution and budgets constrain.

• Limited resources for Local Authority to address climate change and adaptation measures.

• Increased poverty levels

Conclusion• Climate change & Adaptation Programme

is limited to one Municipality in D’salaam• There is inadequacy of local authority

capacity to address climate change impacts’

• Inadequacy of coordination of various activities undertaken to restore the environmental conditions

• Limited information flow among users

Recommendations• Temeke- ICLEI activities should be

extended to cover other 2 Municipalities in Dar es Salam

• Dar es Salaam City-wide Strategic Action Plan for Climate change & Adaptation

• Capacity building on Climate change & adaptation that include Training & exchange of Best Practices among Local Authorities should be considered by Donors & Development Partners.
