On 1 October1969, the lst Aviation Brigade implomcntod the A;a!S which is a dzata col-locting offort designed to provide information necessary to aix.lyzo aviationoperations and facilitato effective control of aviation resources. TheLAR1W progra•n pro-ides commanders with two related coriputcr re-.douts; amaintonz-Lnco analysis and an oporational/utilization analysis. Input datais used to produce analysis formats, which are mado available to cobrtiandersand staff at unit, battalion, group and brilgade level, upon which decision:;can be made affecting current oporctions. Tho system is not only forcurrent use, but also provides a data bank of statistics by which operatiConcnn be analyzed over a long peliod of time.

(1) (U) During this quarter, the 1st aviation Brigade Aircraft M:ýin-tonanco section conducted itemized armament inventories of all units. .representative from this headquarters is physically invcntoryia'j woaponssystems within each of the four assirned combat aviation groups and soparatocombat aviation battalions. The inventory encompasses physically chocl-ingapproximately 1776 armament systems. To date, the fixed inventory has un-covered oxooss armament systems representing over 1 .5 million dollars.Inventory and technical assistance will continue to be conducted by thisheadquarters until all armament systems in tho field are physica.ly invon-torized, recorded, and found to meet current authorization levels.

(2) (U) During the month of Septcmber a complete inventory of all lstAviation Brigade aircraft was conducted by each combat aviation group. Thsceinventories contained a list of assigned aircraft scrial nunbcrs dith thefollowing additional informn.tion: data plate serial number, faselage nmuibor,radio call number, and DL Forni 2408-8 aircraft serial number. The followingdiscrepancies wnre revealed:

mittod between 15 Sop and 15 Oct 1969. This figure represents a substz.ntiP,1increaso over previous periods and indicates that units had not boen ro-porly utilizing this valuable progran. Continued emphasis on the EIR pro-gram by this headquarters will undoubtedly produce trends in equipmentfailures that can be referred to Aviation Systcris Cozoan'l for corroctian.

c. Aviation SafotY/Flir[ht Standardization.

(1) (U) The 1st Aviation Brigade flew 456,823 hours during the ro-ort'ngperiod and experienced 104 aircraft accidents. The aircraft accidont ratefor the quarter based on 100,000 flying hours w-s 22.8.

(2) (U) 59% of the total accide.nts during this quarter resultoe fronhuman cause factors. Engine failures were the gcratest materiel causefactor and accounted for 24% of the total accidents. Tail rot-r failuresincreased fron the previous quarter with a total of 10 tail rotor failureaccidents. Loss of RFM accidents decreased with a total of 8 accidents.

(3) (U) Fixed wing accidents accounted for 24 of the 104 accidents,roprosenting a continued high trend of fixed wing ncciaenta. The fixedwing accident rate for this quarter was 25.2 compared to the 22.5 ratefor rotory wing per 100,000 flying hours.

a. Personnel.

(1) (U) Unit Supply Technicians

(a) Observation: Unit Supply Technician (MOS 761A) has been withdrawnfrom the aviation companies by MTOE.

(b) Evaluation: The unit supply technician was deleted from the aviationcompany during the standardization program of MTOE's in early 1969. Thisaction has deprived the combat commander of a trained logistician and hasresulted in unacceptable deviation from sound managerial principles. Aviationcompanies, all of which maintain property books, must assign an untrained,inexperienced officer/warrant officer the additional duty of property bookofficer. Usually the only personnel available to perform this function arerated aviators who are required to fly operational missions. An analysis ofthe existing property book officers within the brigade reveals that themajority of those officers are not trained in supply procedures. This lackof training, through no fault of the individual property book officer, hasreflected in numerous reports of survey and lost equipment. Unlike theinfantry, armor, or artillery battalion, aviation companies are widelyseparated from their higher headquarters. Having trained property bookofficers located at Battalion Headquarters is unacceptable due to the longsupply reaction time. A comparison of reports of.urvey processed by thisheadquarters (724 in FY 68, 1116 in FY 69) indicates an increase in propertylost through poor accounting procedures. This increase can be attributed tothe loss of the property bool officer at unit level.
