The 6th Regional Steering Committee Meeting of GF-TADs

6th Regional Steering Committee Meeting

• The 6th Regional Steering Committee Meeting on GF-TADs for Asia and the Pacific was held in July 2012 in Bangkok, Thailand.

• The meeting was held back to back with the3rd Steering Committee of HPED Programme as per recommendations of the 3rd RSC Meeting of GF-TADs.

• Both Meetings were attended by more than 50 participants from various organizations,

The 6th Regional Steering Committee Meeting Salient recommendation and recognitions

• Support Regional Organizations (eg. SAARC, ASEAN, SPC) in building theircoordination mechanisms and to strengthen epidemiology and, diagnosticcapacity, disease control capacity and information networking in membercountries.

• Encourage members to develop and implement strategies for prioritydiseases including an advocacy strategy for TADs control, in compliancewith international standards and recommendations;

• Endorse the framework of the draft 5 year Action Plan for Regional GF-TADS for Asia and the Pacific and provide further comments on the draftwith each SC member providing its inputs to the Regional Secretariat

FMD control

OIE/JTF Project on FMD Control in AsiaFinal Goal: Significant decrease of FMD outbreaks in

Asia by strengthening prevention and control measures against FMD

Expected outcomes and Achievements of the project:

To provide coordination platform for MS to discuss, and decided cooperative activities of the project and share experience and information

To develop a Roadmap for FMD control in East Asia by using, the Progressive Control Pathway for FMD (PCP) while ensuring to be in line with the Global Strategy for FMD Control and in coordination with SEACFMD.

To improve FMD surveillance and diagnosis capacity at a national level and harmonize diagnosis capability at the regional level

To assist regional MS to improve FMD control measures by providing technical supports (field study)

Implementation Scheme Regional Members (Target Members) : Japan, RO Korea, PR China, Mongolia,

Chinese Taipei and selected target countries and territories in Asia.

Project Management• Coordination Committee (CC) shall be established for policy support, scientific

coherence, smooth implementation and management of the OIE/JTF Project on FMD Control in Asia. The Coordination Committee comprises the Chief Veterinary Officers (CVOs) of the Regional Members.

• Coordination Committee Meeting (CC Meeting) will be annually organised by the OIE–AP to discuss a plan and activities of the project and to develop and endorse the strategy and a Roadmap for FMD control in East Asia.

• Participants of CC Meetings include CC members, National Contact Persons (NCPs), National experts from the Regional Members, experts from OIE Collaborating Centres/Reference Laboratories, CVO of Hong Kong SAR, OIE Regional Representative for Asia and the Pacific, and OIE Sub-Regional Representative for South-East Asia

• NCPs are designated by CVOs of the Regional Members to support the project as contact points and prepare a draft Roadmap for FMD control in East Asia.

The following are eligible activities of the OIE/JTF project which contributing to the SEACFMD campaign and framework.

- Field activities for FMD surveillance and study in SEA region - Field study monitoring of FMD antibody after the vaccination by

the Japanese donation- Capacity building for the laboratory staff on the Diagnosis techniques for

FMD control- Technical training for SEA on the FMD diagnosis in NIAH Japan

etc.

HPAI Control

Activities HPAI Project in 2011-2012• Field Surveillance of AI in domestic animals and wild birds

(including the environment), in Vietnam (September ,October 2011 and April 2012), Mongolia (July and October 2011, April 2012) in line with the recommendation of Expert Group Meeting

• The 5th OIE Regional Expert Group Meeting, Tokyo, Japan, June 2011The meeting provided the opportunity to discuss and to share/update data and information about HPAI outbreaks including genetic information of isolated HPAI virus by the Field surveillance and possible involvement of wild birds in spreading of HPAI

• The 6th OIE Regional Meeting on Strengthening Animal Health Information Networking, Hanoi, Vietnam, October, 2012The meeting discussed on how to improve the information network from

Farm to National Levels and to provide recent information for understanding HPAI control strategy (including Vaccination)

Other Transboundary Animal Diseases

Follow-up Training for HPAI Diagnosis in 2011-2012

Provision of the equipment and Follow up Hands-on Training of DNA sequencer and PCR was done in March 2010

- Evaluation on the performance and the equipment utilization in Sri Lanka and Nepal in October – December 2012

- “On the Job training” in the Laboratory in Mongolia, in September2012

Recommendations: OIE Regional Workshop on Risk Analysis for Veterinary Vaccines (Tokyo, Japan, 1-3 March 2011)

• Members in the region should explore, whenever possible, the availability of short term regional training courses or expert exchanging program with the support from international partners;

• The OIE Collaborating Centres should establish short-term regional training opportunities or expert exchanging program to improve the test capability of member countries;

Capacity building of Veterinary Services

Regional Short-term training on Risk Assessment for Veterinary Vaccines co-orgainised with National Veterinary Drug Assessment Laboratory (NVAL)

(Tokyo, Japan, 6-10 Feb 2012)Objectives1. To review the understanding of safety procedures in

dealing with biologicals for both animal health and human health

2. To share fundamental techniques for practical operational procedures in testing of veterinary vaccines by using poultry vaccines as examples
