Welcome to Active Awards Active Awards is a small grants programme primarily aimed at grassroots community based sport. The programme aims to prioritise investment in sports clubs, community groups and governing bodies of sport, especially those based in areas of greatest need that will deliver increased sports participation.

In April 2015, the Board of Sport Northern Ireland approved a new policy to increase and sustain par-ticipation in sport and physical activity, especially among traditionally under-represented groups, such as women and girls, people with a disability, those living in areas of high social need, and older people, on the basis of their continued under-representation in sport.

The proposed intervention suggested four strands (elements) around a central theme of ‘Everybody Active 2020’ which are:

• Opportunities;• Workforce Development;• Outdoor Spaces, and;• Small grants.

•GoverningBodiesofsport(recognisedbySportNorthernIreland)•Sportclubs(mustbeaffiliatedtoaGoverningBodyofSportrecognisedbySportNorthernIreland)•Charities(musthaveregisteredcharitynumber)•ParentTeacherAssociations;and,•Community/voluntarygroups PeoplelivinginNorthernIrelandmustbenefitfromyourproject.Applicantscanonlyholdoneliveaward at any given time. Please consult Sport Northern Ireland for further information.

Funding limitsEligible groups can apply for grants from £1,000 - £10,000.

Please note that under this programme Sport Northern Ireland will not fund any building works.

Key datesThe current round of funding closes for applications at 12 noon Monday 18 July 2016.

Projectsmustbecompletedby31March2017.Thisisasixmonthprogrammethereforeallprojectcostsandreceiptofequipmentmustbeincurredbefore31March2017inordertoclaimforthesecosts.Projectcostsincurredbeforeasuccessfulletterof offer of award will not be eligible.

What are the programme priorities?Sport Northern Ireland’s Active Awards programme seeks to prioritise the development ofgrassrootssportprojectswhichcontributetoaddressingthecontinuedunderrepresentation in sport amongst the target groups below:

• Women and girls;• People with a disability, and• People living in areas of greatest need.

InparticularSportNorthernIrelandwelcomesapplicationsfromprojectswhichwilltacklehealthinequalitiesandimprovehealthandwellbeing.

Applicationsarewelcomedfromprojectswhicharebasedinareasofgreatestneedorwhichwillbenefitareasofgreatestneed.*

*SportNorthernIrelandhasdefinedareasofgreatestneedasNeighbourhoodRenewalAreas or the 25% most deprived Super Output Areas using the Northern Ireland Multiple Deprivation Measure 2010 .

Activities and items Active Awards WILL fundPleasenotethatonlyoneapplicationwillbeacceptedperorganisation.Thefollowingitems/servicesareeligible in regards to the Active Awards application. Submitting an application is not a guarantee of re-ceiving funding. If you apply for for CPD costs you must demonstratehow this will help increase participation.

Projectsthatwillsupportincreasedparticipationinsportandphysicalrecreation,especially among under-represented groups.Sportspecificcoachingcourses;providedtheycanbecompletedinfullwithincommunicated timeframes.CPDcourses/traininge.g.DisabilityAwareness,SportLeadership.Sportspecificcoachingfees–cappedat£20perhourunlessjustificationcanbeprovided for a higher rate.Projectspecificvenuehire.ProjectspecifictravelwithinNorthernIreland.Projectspecificequipment–buyingequipmentshouldn’tbethefocusofyourproject.Weviewequipmentasameanstoachievingourtargetofincreasingparticipationinsport.Anyapplicationforequipmentshouldexplainwhyitisneededandhowitwillachieve this. No single item can be valued at more than £1,000 including VAT. Equipmenthiretoallowyoutorunyourproject.

Activities and items Active Awards WILL NOT fund

The following activities and items are ineligible and will not be funded under Active Awards:

Capitalworkscostsoranyequipmentthatwouldincurcostandresource to install and remove e.g. standalone scoreboard with its own foundations and mains electrics supply.General organisation running costs, multimedia and performanceequipment.Officeequipment,furniture,maintenanceequipmentand maintenance costs.Salary costs, loan repayments and endowments and volunteer costs.Entertainment costs , food and beverages. Itemswhichonlybenefitindividuals(e.g.prizes;scholarships;bursaries;personalclothing;personalequipment;eventtickets;shin guards; boots, kits; etc.) and non-essential items e.g. water bottles.Secondary, further or higher education e.g. A Levels, Degrees, etc.VATthatcanberecoveredfromHMRevenueandCustoms.Activities promoting religious or political beliefs.Retrospectivefundingorcoststhatwillbeincurredafterthecommunicated grant period. Donations/fundraisingeventsoractivities.Costs incurred before successful Letter of Offer issued.

Organisation’sownfacilityhire–groupscannotbepaidfor use of own venue.Insurance,affiliation,entryfeesormembershipfees.Sporting activities not recognised by Sport Northern Ireland.Accommodation/hotels.Curriculum time school programmes.Travel outside Northern Ireland. Publications, marketing and websites. Strategicplanning/developmente.g.consultancyfees.Access NI registration fees. Livestock.Firstaidkits/medicalbags,defibrillators,medicalpersonal costs, e.g. physio, sports therapist, etc.Non-inclusivefitnessinitiative(IFI)gymequipmente.g.treadmills, rowers, bikes, etc.Costs that are deemed to be unreasonable e.g. excessivegoods/services.Existing activities already in place e.g. current training sessions, etc.Costs incurred after 31st March 2017

The application process

NorthernIrelandrequirethisevidence.

Step 2: Complete your cost section•Insertcostsasperbestvaluequotations.•Listallcostsusinglayoutguidelinescontainedintheapplicationform.•Applicantsmustprovidearationalefortheneedforequipment.•Rememberthatthereisamaximumcapof£20perhourforcoachesunlessjustificationisprovided that the coaching is specialised in nature.

Step3:Completeyourprojecttargetsection Applicants will be expected to submit the following information within this section:

•Totalnumberofparticipants.•Totalnumberofyoungpeople.•Totalnumberofwomenandgirls.•Totalnumberofpeoplewithadisability.•Totalnumberofpeoplefromareasofgreatestneed.•Totalnumberofpeoplefromanethnicminority.•Totalnumberofolderpeople.•Totalnumberofqualifiedvolunteers/coaches.

Step 4: Complete your application•Ensureyouhavefulldetailsofyourorganisation-names,addresses,phonenumbers,email accounts etc.•Ensureyouhavedetailsofanypartnershipfunding.•Completetheapplicationinfull.Noteyoucan“SAVEandFINISH”laterandusethe“ReturningApplicant”linktocompleteyourapplicationatalaterdate.•Reviewandsubmitbystipulateddeadline.

• NOTE-Detailsoffinancialaccountsmayberequired.• Constitution signed by two committee members (email a copy to Sport NI)• Safeguarding Children and Young People Policy (email a copy to Sport NI)

Sport Northern Ireland will issue a Permission to Proceed Letter.

Sport Northern Ireland will endeavor to pay all claims within 30 days provided that there are noquerieswithanyofthepaperworkthatissubmitted–seePaymentSection.

ApplicantsmustsubmittheEndofGrantReportwhenrequestedbySportNorthernIreland.SportNorthernIrelandmayrequirefurtherevidencetosupportyourtargetedoutcomes e.g. sign in sheets, parental consent forms etc. Sport Northern Ireland will conducta10%samplevisitonsuccessfulprojects.OriginalBankStatementsorSTAMPEDand SIGNED Bank Transaction Forms showing full settlement of the award, may be requested.

Payment

SportNorthernIrelandwillendeavortopayallclaimswithin30daysofreceivingreceipts/invoicesandtheclaimspaperwork,providedthattherearenoquerieswithanyofthepaperworkthatissubmitted.

ApplicantscandrawdownfundingprovidedtheysupplyvalidProFormainvoices/receiptsfollowedbya full VAT invoice. Sport Northern Ireland will provide guidance as to what can be paid for in advance e.g.equipmentandwhatcanbepaidforafterexpenditurehasbeenincurrede.g.coachingandvenuehire.

Donotpayapprovedsupplier/providerincash. AllpaymentsmustbemadebyBACs,chequeordebit/creditcardwherebankstatementscanbeproduced.

Sport Northern Ireland will carry out a sample check of 10% of all grant recipients. This is to ensure bestpracticehasbeenachievedwithregardtovalueformoney*inthepurchasesofgoods/services.Please ensure all relevant paperwork has been retained. *SportNorthernIrelanddefines‘valueformoney’asobtainingtwoquotes.

General Information

FundingSport Northern Ireland have a limited budget for Active Awards and it is unlikely that we will be able to supportallapplications.Applicantswillbenotifiedwhenthisisthecase.

Suspected FraudApplicants are advised that any materially misleading statements (whether deliberate or accidental) given at any stage during the application process or award period could render the application invalid andtheapplicantliabletoreturnanymoneyalreadypaidoutontheprojectinquestion.AnycasesofsuspectedfraudmaybereferredtothePSNI.Thisincludesfalsificationofinformation,inappropriateuse of funds and misinformation at the application stage.

Businesses that offer helpSport Northern Ireland are aware that some businesses promote their services by telling potential customers about Active Awards. They may offer consultancy services or imply that they are acting on behalf of Sport Northern Ireland and will assist you for a fee or deposit. Sport Northern Ireland will re-viewallapplicationsandmaycontactclubstoensuretheyarefamiliarwiththeprojectsthatarebeingpresented.

Sport Northern Ireland feel that the Guidance Notes give a clear indication of what Sport Northern Ireland is looking for, Sport Northern Ireland would not advise applicants to pay to have their Active Awards application completed as there is no guarantee that this will result in them being successful. Sports Development advice and guidance is available through district councils, Governing Bodies of Sport and many community sport organisations, throughout Northern Ireland.

Sport Northern Ireland will use the information you give us on the application form during our assessment and for the life of any grant we award you, to administer and analyse grants and for our own research.

Sport Northern Ireland may give copies of this information to individuals and organisations we consult when assessing applications, when monitoring grants and evaluating the way our funding programmes work and the effect they have. These organisations may include accountants, external evaluators and otherorganisationsorgroupsinvolvedindeliveringtheproject.SportNorthernIrelandmayalsoshareinformation with other Lottery distributors, government departments, organisations providing matched funding and other organisations and individuals with a legitimate interest in applications and grants, or for the prevention or detection of fraud.

Sport Northern Ireland may use the data you provide for our own research. Sport Northern Ireland recognisestheneedtomaintaintheconfidentialityofvulnerablegroupsandtheirdetailswillnotbemadepublicinanyway,exceptasrequiredbylaw.

Data Protection Act

Freedom of Information ActTheFreedomofInformationAct2000givesmembersofthepublictherighttorequestanyinformation that we hold. This includes information received from third parties, such as, although not limited to, grant applicants, grant holders, contractors and people making a complaint. If information isrequestedundertheFreedomofInformationActSportNorthernIrelandwillreleaseit,subjecttoexemptions;althoughSportNorthernIrelandmayconsultwithyoufirst.Ifyouthinkthatinformationyouareprovidingmaybeexemptfromreleaseifrequested,youshouldletSportNorthernIrelandknow when you apply.

Young People People with a Disability

Women and Girls

Holy Cross Play Group received £1,481. This groupdeliveredanActivePlayprojectaimedat36 young people aged from three to four years to improve their ABCs (Agility,Balance, Coordination). The group promoted key messages about how parents could encourage additional activity at home, as well as running football and GAA taster programmes to inspire young people to become involved in additional sporting activities.

Eglinton Community Association received£2,965towardsacommunitysportsprojectaimedat people with a disability and those who care for them.Intotal41peoplewithadisabilitybenefitedfromthisprojectaswellastheirimmediatefamiliesand friends and the community which totalled 398.Theprojectintroducedparticipantswithalearningdisability to a wide variety of sporting activities, which helped them to lose weight and improve their balance and mobility. Activities such as boxing, karate spin, and table tennis were delivered.

Mid Ulster Ladies FC were funded £6,646 under the ActiveAwardsforSportProgrammeforTheRaisingthebarforgirlsandwomenproject. The club worked in partnership with the Active Com-munities Coach and the IFA Grassroots Development OfficerinCookstowntogetmoreyounggirlsandwomen playing football. The club offered taster ses-sions in local primary schools and weekly coaching sessions in the community and also offered coaching courses to recruit more volunteers

Women and Girls

Cancer Focus NI were funded £9,448 under the Ac-tive Awards for Sport Programme to develop Drag-onBoatRacingforwomenrecoveringfrom,orlivingwith, breast cancer. Theprojectprovideddragonboatracingtobreastcancer survivors in Northern Ireland for the very firsttime,withthekeyaimofpromotingbetterphysical and mental health through team-building and exercise.

 

Older People

Slievegallion Community Association received £7,680 towards a multi-sport programme. As part of thisprojectthegrouporganisedawalkinggroupforpeople aged 50 and over, and a football tournament for females with two members of each team aged 50 andover.Atotalof115olderpeoplebenefiteddirectlyfromthisproject.

“TheservicewassuchasuccessthatCFNIwas able to open it to anyone dealing with a cancer diagnosis and the participants were abletoenjoyallkindsofwater-basedactivi-ties, including canoeing and kayaking, together with an option for water sport certification.Atotalof67participantsdirectlybenefittedfromthistherapeuticservice, improving both their health and their mood, and numbers continue to grow. Thankstothebenefitsandsuccessoftheservice, CFNI hope to continue to offer the service upon completion of the funding from SportNI.”
