The Outstanding Young Persons of the World for 2007 JCI is pleased to announce the opening of nominations for the 2007 JCI TOYP program. The TOYP program of Junior Chamber International (JCI) serves to recognize up to ten individuals between the ages of 18 and 40 who exemplify the best attributes of the world’s young people. Nominations are received in each of the ten categories listed below. Honorees selected in past years have represented the heights of progress in all human endeavors. Many have gone on to even greater achievements. All have continued to serve humanity in a great variety of ways. JCI will honor The Outstanding Young Persons of the World of 2007 at an Awards Ceremony the week of November, 5 – 11, 2007, during the 62nd JCI World Congress in Antalya, Turkey. The Outstanding Young Persons of the World for 2007JCI is pleased to announce the opening of nominations for the 2007 JCI TOYP program.

The TOYP program of Junior Chamber International (JCI) serves to recognize up to ten individuals between the ages of 18 and 40 who exemplify the best attributes of the world’s young people. Nominations are received in each of the ten categories listed below.

Honorees selected in past years have represented the heights of progress in all human endeavors. Many have gone on to even greater achievements. All have continued to serve humanity in a great variety of ways.

Please keep in mind:Every nomination must be submitted by the respective JCI National President. Every nominee must be willing to be present at the JCI World Congress if selected as an honoree.The nomination form must be sent by E-MAIL along with the ID/Birth certificate and the photo of the nominee. Delays will not be tolerated.

JCI will provide each Honoree:-- Two complimentary JCI World Congress registrations -- Single-room hotel accommodations for 3 days/2 nights -- One economy airline ticket to the 2007 JCI World Congress

RULES GOVERNING NOMINATIONS:

1. Nominees must be between 18 and 40 years of age. Nominees born before January 1, 1967, are not eligible for the Outstanding Young Persons of the World Award. A certified copy of the ID/Birth Certificate should be attached to the nomination form.

2. The nominee must be a native-born or naturalized citizen of the nation from which the nomination originates, or must have applied for citizenship by January 1, 2006.

3. The nominee may not be a current member of the Board at the International, National or Local levels. In addition paid staff members will not be considered for the JCI TOYP program.

4. The nominee must sign the official nomination form (scanned signature) attesting to all facts contained in the form and granting permission for publication of these facts. By signing this form, the nominee also indicates willingness, barring extreme circumstances, to attend the JCI TOYP Awards Ceremony in Antalya, Turkey, if selected for a 2007 award.

Sammy finished his Bachelor in Secondary Education, major in Mathematics in March 1992 at Saint Mary’s University, College of Education. Fr. John Van Bauwel, the SMU President, immediately hired him as high school teacher of SMU High School Department. Thus, he started his teaching career during the SY 1992-1993. Simultaneously, he also started improving his expertise by taking up Certificate Program in Chemistry and Master of Arts in Education, major in Secondary Mathematics.

In SY 1994-1995, he was commissioned to finish a Master’s in Physics Education at the University of the Philippines in Diliman, Quezon City. He was a DOST-SEI scholar. He finished it in October 1998.

Armed with enthusiasm, he did his best in teaching Mathematics and Physics among high school students. He was appointed Science and Math coordinator and at the same time SMU Science HS coordinator. He, too, started his Doctor of Education in Educational Management. After a school year, he shifted to Doctor of Philosophy in Science Education, major in Mathematics at Saint Mary’s University. He finished it, with Honors and Likha awarde, in April 2003. He is the author of the creation of the SMU Science HS during the SY 2001-2002.

Having finished his doctorate, he was promoted as Assistant Principal during the SY 2004-2005. He was able to introduce major innovations in terms of curriculum and instruction. He has written books with International Standard Book Numbers, namely: Worktext in HS Geometry and Science Research and Statistics.

In SY 2005-2006, he was formally appointed as the Principal of SMUHS/Science HS. He was instrumental for the clean accreditation of the SMUHS/Science HS for the next five years by the Philippine Accrediting Association of Schools, Colleges and Universities. At present, he is the President of All the Principals of Private Schools in Nueva Vizcaya. He was able to achieve all these not because of material wealth but through patience, perseverance, spiritual empowerment, intelligence and hard work.

2. Provide information which will help the judges understand the challenges, problems, and scope of the nominee’s area of activity.

Samuel Soliven live a life full of misery and mystery. His innocence brought to his senses that he is one of the two sons of the second legal wife of his father. He lived in poverty – isang kahig, isang tuka. His father is a farmer without a farm but he tried his best to feed them honestly out of the small amount he got in exchange of being hired by farm owners in transplanting, weeding and harvesting. He thanked his parents because they inculcated in him the love of God – that He loves the poor.

But life became even more miserable, when at the age of 7, his mother died of leukemia. It was unfortunate that he had not felt fully the truth in the adage “mother knows best”. He learned to write his name SAMWEL not through a paper and a pencil but through the pointed knife and the dry and plain ground. He entered Grade I in the absence of a caring and loving mother. He thanked God he had a grandmother in the mother side who helped him.

His father felt the need for another woman in his life. They were legally married when he was 9 years old. His new family lived in the mountainous part of Bayombong particularly Bansing now more popularly known as Amococcan which is about 10–15 km from Bonfal East. Their means of livelihood included among others the following: pagkakaingin (farming in the slopes of the mountains), panaguwway (rattan gathering), panaglaga ti tiklis (basket weaving), panagsukdal ti sabunganay (gathering banana blossoms), panagala ti daludal (collecting taro shoots), agala ti pako iti bakir ken igid ti waig (edible fern gathering in the forest and creek). These were sold in the markets of Bayombong and Solano. His stepmother was cruel. This was his life until he reached the age of 20.

Going to school was never easy. After the Friday afternoon classes in Lingay Elementary School, he had to climb the mountains and go back to Lingay Sunday afternoon or dawn of Monday. This routine tempered his preparations in school with hardships and sacrifices all the way to his high school years at NVGCHS. There were times of not eating meals because he could not afford to buy some. For many times, he had to walk from home in Lingay to NVGCHS through the riverside about 3-5 km. He had to sell pan de sal and ice candy for a very small commission. He had to help wash dishes in the market in exchange of a free lunch.…He also emerged as a high school dropout at age 14… His stepmother did not want him to enter school again… These ordeals made him inferior, bitter about life, and almost giving up. He thanked his faith in God, it did not drop him off. He thanked the many people who sympathized and empathized with him. They were God-sent. He did not blame God for his misfortune. Samuel is a man with colorful, visionary and missionary life. He went back to school at age 16 as 2nd year JHS. The Philippine Educational Placement Test (PEPT) of the Department of Education made the favorable twists and turns in his life. He was promoted from second year JHS to First Year College but he opted to finish fourth year HS. He was able to recover his momentum in studying at age 18. Eventually, he finished high school, still with flying colors.

In college, he worked hard as a library working scholar or student librarian. He worked 4 hours a day in exchange of free tuition. He was like a twig that fell from a dying tree but Saint Mary’s University picked him up and sculpted him through the library working scholarship as chisels and the Bachelor in Secondary Education, major in Mathematics as the sandpaper. In 1992, he finished BSEd with the following honors: One of the Ten Outstanding Students of the Philippines, Region 2 and Most Outstanding SMU College Student. Eventually, he was hired as a high school teacher of SMU High School.

He did his best in teaching the youth. He immersed his life to the young ones. Full of idealism, he did his best to interweave God’s Love with Mathematics and Science. Because of these, he was sent to the University of the Philippines, Diliman to enhance further his teaching prowess under the scholarships of the Department of Science and Technology – Science Education Institute for the MAEd in Physics.

He went back and taught, shared what he learned not only to his high school students but also to his undergraduate and graduate students in Physics and Mathematics. He was a popular choice for every Division and even Regional Science and Math training. Eventually, he was a National Finalist in the 1999 Dr. Juan Salcedo, Jr. Science Education Awards.

He extended himself in the church and the community as he pursued his Doctor of Philosophy in Science Education, with honors. He was able to write his books for local use. He became known as active leader of the Knights of Columbus and Columbian Squires. He even shared his time during Sundays as teacher-on-the-air teaching Science and Technology in Ilocano for three years. His paper qualified for a presentation in an international conference in Hawaii. In 2003, he was declared one of the Outstanding Teachers of the Philippines by the Metrobank Foundation. The more that he was inspired to share his life to many. He and his wife Anivel joined the Marriage Encounter.

To his surprise, the US Embassy chose him as International Visitor recipient. He was featured in the book, “10 Outstading Filipino Teachers, 1985-2004”. So, he became more in demand in delivering professional, church and community services.

In SY 2004-2005, he became Assistant Principal of SMUHS/Science HS. After his 3-week tour in the United States of America, he was appointed the Principal. He became instrumental in the major success of his school for having passed the Level 2 re-accreditation of his school for the next five years by the PAASCU.

He was chosen as one of The Outstanding Young Men (TOYM) in the Philippines and was conferred the award on December 6, 2006 by no other than Her Excellency Gloria Macapagal-Arroyo, the President of the Philippines.

At present, he is the President of all Principals among private schools of Nueva Vizcaya.

His life has been meaningfully shared to his wife Anivel and children (Samuel Riemann, Samuel Heinrich and Samuel Levine, to the youth and humanity. All these, he is offering to God, his Creator. To God be the glory!

3. Describe the nominee’s exceptional achievements or contributions in his/her chosen field. Dr. Samuel R. Soliven has shared his life and stories in the field of teaching (particularly science

and mathematics). These are his exceptional achievement or contributions at the school level, local, regional, national and international levels. Here are some examples:

(a) He was given a chance to go to the United States of America for the International Visitor Leader-ship Program in April-May 2005. For multiplier effect, he shared his experiences in Saint Mary’s University of Bayombong. He was also invited by the US Embassy of the Philippines to share his experiences in Tagaytay City and by the Metrobank Foundation in Puerto Princesa City.

(b) At the international level, his paper entitled “Teaching Styles of High School Physics Teachers” qualified for the Hawaii International Conference in Education in Honolulu, Hawaii on January 7-10, 2003 but he was not able to present it orally because of financial constraint. For another chance, his paper entitled “Magnifying Lenses of a Scientific Teacher” is due for presentation in the same conference on January 6-9, 2007.

(c) At the national level, he was able to present orally the following researches in his name:

“Physics Teachers’ and Students’ Attributes and Verbal Interactions on the Concepts and Pre-Cal-culus Mathematics of Statics and Kinematics during the APPTEA Physics Education Conference in UP NISMED on April 15 – 17, 2004. The same paper qualified for presentation in the 22 nd SPP Physics Congress in October 2004 in Bohol.

Patterns of High School Students’ Explanations of their Predictions and Observations on Sound during the 19th SPP Physics Congress on October 24-26, 2001 at Saint Mary’s University. He also presented through a poster another paper entitled, “Effect of Science Fairs on the Understanding of and Attitudes Toward Science Research”.

(d) He has also shared his inspiring stories and professional articles in the Philippine Journal of Educa-tion, a professional magazine for educators. Some of the articles he wrote include the following: Stages of Growth and Development of a Professional Teacher: An Analogy (July 2004), A Bansing Boy in UP Diliman (March 2004), Role of Education in Panagyaman (October 2000), A Tale of Per-severance and Hope (June & July 2000)

(e) He served as a speaker at the Department of Education in Pasig City and inspired the employees there by narrating his struggles, as a school drop out and as an outstanding alumnus of the Philip-pine Educational Placement Test.

(f) He, together with other experts in the Philippines, was consulted by the Department of Education on the improvement of competency standards for teachers (Cebu City, July 2005) and refinement of core competencies in science and mathematics (Quezon City, June 2006).

(g) He is part of the national endeavor of the Department of Education, UP Open University, DOST-SEI on the e-training of Math 1 & 2 teachers in the Philippines (http://vclass.pregi.net) in his capac-ity as one of the authors of the Math 3 modules and online teacher.He became known in the Philippines as a 2003 Outstanding Teacher by the Metrobank Foundation.

Matthew Estabillo, a Philippine Star writer, was struck by his life. He wrote about Sammy’s life and struggles and the excellence he exhibited in his locality, school and community and published it in the October 2003 issue of the Philippine Starweek.

In the 20th anniversary of Metrobank Foundation’s Search, Dr. Samuel Soliven is one of the 10 Outstanding Filipino teachers chosen from among the 236 awardees from 1985 – 2004.

As a professional educator/teacherSince 1992, the professional life of Dr. Samuel Soliven has been devoted to students age 12 – 16 in his

capacity as a high school teacher. As a Principal, he has extended himself so well to touch the lives of other people. The website http://hs.smu.edu.ph contains information about his school.Pagadalan iti Tangatang

This was a Sunday radio program meant to teach Science, Mathematics, English and Filipino to students and out-of-school youth of Nueva Vizcaya and even Quirino. It lasted for three years.

Through this radio program, Dr. Soliven was given a chance to teach on-the-air Science and Technology using Ilocano. He was able to communicate science concepts, principles and application to the Filipino youth clearly regardless of the location: upland or lowland. He believed that in his own little way of serving, he let the students and out-of-school youth experience how it is to be taught at home with a school subject using the dialect. Many claimed that Science and Technology in Ilocano is easy to understand.

Knights of Columbus and Columbian SquiresSammy is an active member of the Knights of Columbus, Fr. Lambrecht Council 3706. The K of C is an

international organization for Catholic man. This fraternal organization made him realize the importance of sharing his life to the church and the community. They usually meet and carry activities during weekends. His greatest contribution lies on his leadership as the Chief Counselor of the Columbian Squires. The Columbian Squires is under the K of C. In fact, it is the international organization of youth for ages 10 – 17 years. He loves the Columbian Squires so much that since his appointment in 1999 (even until now) he simply loved crafting and doing activities with the younger generation of males. He has instilled in them the values of education and Christ.

Marriage EncounterSammy and his wife Anivel have maintained a dynamic relationship with their three children who are all

boys namely, Samuel Riemann (10 years old), Samuel Heinrich (7 years old) and Samuel Levine (4 years old) through the activities of the Marriage Encounter.

The service that they give to the ME community contributes a lot to the welfare of their family. They extend also this service to other families.

Stations of the CrossSince 1991, Sammy has been part of the re-enactment of the Stations of the Cross in the Bangan Hill through

the initiative of the St. Dominic Parish. He has played various roles in the dramatization to communicate to himself and to other Catholic devotees that the suffering of life is very much related to the suffering of Jesus Christ.

Reyes Clan Association Sammy has not only extended himself to the church and to the community but also to his clan. As the President of the clan for the last three years (2003-2006), he has made it active and responsible. According to him, their clan is poor but they love one another. Through his leadership, the children in the clan get to know one another and they express the common theme of love.

Sammy is a service-oriented man. He loves and cares all the people that constitute the sphere of his existence. He believes and practices the Jaycee’s Creed – the service to humanity is the best work of life.

Dr. Samuel R. Soliven deserves the TOYP World award for personal improvement and/or accomplishment because he hurdled poverty through education. The death of a mother was fatal for him but his strong faith in God has remained steadfast. He sees life as an opportunity to serve others and inspire the poor through the teaching profession. He might be the poor of the poorest person and teacher in the world, but his countless efforts and attempts to empower others remain admirable and truly inspirational. He is a model youth of the world among the less privileged and underprivileged poor.
