Argentina was the firstcountry visited in the demand identification process in this phase of the programme, (December 2016). In 2020,the implementation of a Country Round table is scheduled to prioritise and coordinate the actions of the EUROsociAL+ Programme.

COUNTRYPLANNING

The country round table is expected to generate a spacefor reflection on commonissues and opportunities for inter-sectoral, inter-institutional and complementary work, in order to support national policies and the 2030 Agenda commitments.

REGIONAL ACTIONS

Area: Democratic Governance Policies

Line of action: Regional development

◗ It relies on the process of integration in the territories of the cross-border basins of the Uruguay River and Merin Lagoon, to reach agreements between sub-national and local governments of the cross-border territories to improve development condi-tions.

Line of action: Public finances

◗ We contribute to greater coverage for re-sults-based budgets with a gender focus in the Ministry of Finance.

◗ In coordination with the Inter-American Centre of Tax Administrations (CIAT), it is planned to provide “Technical Assistance to the AFIP of the Ministry of Finance for measurement of tax compliance costs for citizens”.

Line of action: Access to justice

◗ First phase executed and the second star-ted of the promotion of access to justice in the area of economic, social and cultural rights in the National Public Defender’s Office, with the formulation of the public policy. A second part is being initiated for implementation.

◗ Culmination of technical assistance for the implementation of public policies on access to justice and comprehensive attention for female victims of gender violence and co-llectively for LGBTI individuals. The techni-cal assistance process culminated in the preparation and approval of a new “Proto-col for receiving complaints of domestic

violence. The baseline was also obtained that will allow future evaluation of the achievements of the action.

◗ Implementation of the “System for Regis-tration, Communication and Comprehensi-ve Assistance for Victims of Institutional Prison Violence” - SIRCAIVI - in Argentina.

Line of action: Good governance

◗ Installation of Tax Support Hubs in Public Universities in Argentina.

◗ Creation of the Institutional Coordination Board on Transparency and Access to In-formation in the Ministry of the Interior, Public Works and Housing. An Institutional Coordination Model agreed by five agen-cies responsible for implementing the Ac-cess to Information Act has been develo-ped. A system for measuring access to information with indicators has been built. A protocol entitled “Guidelines and Pro-cess to Systematise Case Law in the Agen-cies for Access to Public Information in Ar-gentina” has been drawn up.

Line of action: Policies focusing on social inclusion and the fight against poverty

◗ Contribution to implementation of the Learning Schools Network, together with the Directorate General of Culture and Education in Buenos Aires Province.

Line of action: Active Employment Policies

◗ Technical assistance is provided for the re-form of the pension system in the Ministry of Health and Social Development.

Line of action: Policies relating to youth, adolescence and childhood

◗ Support for the implementation of the Na-tional Strategy for Vulnerable Adolescents and Youth promoted by the Ministry of Health and Social Development. Effective inter-institutional coordination mechanisms were defined in order to support a public policy on youth. The pilot mentoring pro-gramme on the inclusion of young people in vulnerable situations was also designed and implemented.

Line of action: Violence, sexual and reproductive health and concepts of masculinity

◗ Design of the Survey on the Prevalence of Gender Violence and cost analysis for its deployment in the National Council for Women.

◗ Protocol for investigation and litigation in cases of femicide in the Public Prosecutor’s Office, and its implementation.

◗ Development of the module on economic empowerment for women in situations of violence, together with a technical proposal and a pilot plan for Villa Itatí.

Line of action: Mainstreaming, budgets and statistics

◗ Defence strategies for female offenders, victims of gender violence or those in vul-nerable situations for the National Public Defender’s Office.
