    IMPORTANT ROAD REGULATION

    1. Keep LeftThe driver of a motor vehicle shall drive the vehicle as close to the left handside of the road as may be expedient and shall allow all traffic which isproceeding in the opposite direction to pass on his right hand side.2. Turning to left and right The driver of a motor vehicle shall:

    a) when turning to the left, drive as close as may be to the left hand side ofthe road from which he is making the turn and of the road which he isentering,b) when turning to the right draw as near as may be to the centre of the roadalong which he is traveling and arrive as near as may be at the left hand sideof the road which the driver is entering.3.     Except as provided in Regulation 5, the driver of a motor vehicle shall pass tothe right of all traffic proceeding in the same direction as himself.4. Passing to the leftThe driver of a motor vehicle may pass to the left of a vehicle the driver ofwhich having indicated an intention to turn to the right has drawn to the centre

    of the road and may pass on either side, a tram car or other vehicle runningon fixed rails whether traveling in the same direction as himself or otherwiseprovided that in no case shall he pass a tram car at a time or in a mannerlikely to cause danger or inconvenience to other users of the road includingpersons leaving or about to enter tram cars.5. Overtaking prohibited in certain casesThe driver of a motor vehicle shall not pass a vehicle traveling in the samedirection as himself: a) if his passing is likely to cause inconvenience ordanger to other traffic proceeding in any direction. b) If he is near a point, abend or corner or a hill or other obstruction of any kind that renders the roadahead not clearly visible. c) If he knows that the driver who is following himhas begun to overtake him. d) If the driver ahead of him has not signaled thathe may be overtaken.6. Overtaking not to be obstructedThe driver of a motor vehicle shall not, when being overtaken or being passedby another vehicle, increase speed or do anything in any way to prevent theother vehicle from passing him.7. Overtaking not to be obstructedThe driver of a motor vehicle shall not, when being overtaken or being passedby another vehicle, increase speed or do anything in any way to prevent theother vehicle from passing him.8. Caution at road junctionThe driver of a motor vehicle shall slow down when approaching a road

    intersection, a road junction, pedestrian crossing or a road corner, and shallnot enter any such intersection, junction or crossing until he has becomeaware that he may do so without endangering the safety of persons thereon.9. Giving way to traffic at road junction The driver of a motor vehicle shall, on entering a road intersection, at whichtraffic is not being regulated, if the road entered is a main road designated assuch, give way to the vehicles proceeding along that road, and in any othercase give way to all traffic approaching the intersection on his right hand.10. Fire service vehicles and ambulance to be given free passage

    Every driver shall, on the approach of a fire service vehicle or of anambulance allow it free passage by drawing to the side of the road.

    11. Right of wayThe pedestrians have the right of way at uncontrolled pedestrian crossings.When any road is provided with footpath or cycle tracks specially for othertraffic, except with permission of a police officer in uniform, a driver shall notdrive on such footpath or track.12. Taking 'U' turnNo driver shall take a 'U' turn where 'U' turn is specially prohibited and on

    busy traffic road. If a 'U' turn is allowed the driver shall show signal by hand asfor a right turn, watch in the rear view mirror and turn when safe to do so.13. Signals to be given by drivers The following signals shall be used by the drivers of all motors vehiclesnamely --

    a) When about to slow down, a driver shall extend his right arm with the palmdownward and to the right of the vehicle and shall move the arm so extendedup and down several times in such a manner that the signal can be seen bythe driver of any vehicle which may be behind him.b) When about to stop, a driver shall raise his right forearm vertically outsideof and to the right of the vehicle, palm to the right.c) When about to turn to the right or to drive to the right hand side of the roadin order to pass another vehicle or for any other purpose, a driver shall extendhis right arm in a horizontal position outside of and to the right of his vehiclewith the palm of the hand turned to the front. d) When about to turn to the leftor to drive to the left-hand side of the road, a driver shall extend high right armand rotate it in an anti-clockwise direction.e) When a driver wishes to indicate to the driver of a vehicle behind him thathe desires that driver to overtake him he shall extend his right arm and handhorizontally outside of and to the right of the vehicle and shall swing the armbackward and forward in a semi-circular motion.14. Direction indicatorThe signals referred to in Regulation 12, may be simplified also by mechanicalor electrical devices.15. Parking of the vehicle (1) Every driver of a motor vehicle parking on any road shall park in such away that it does not cause or is not likely to cause danger, obstruction orundue inconvenience to other road users and if the manner of parking isindicated by any sign board or markings on the road side, he shall park hisvehicle in such manner.

    (2) A driver of a motor vehicle shall not park his vehicle -- (i) at or near a roadcrossing, a bend, top of a hill or a humpbacked bridge; (ii) on a foot-path;(iii) near a traffic light or pedestrian cross.;(iv) in a main road or one carrying fast traffic;(v) opposite another parked vehicle or as obstruction to other vehicle; (vi)along side another parked vehicle;(vii) on roads or at places or roads where there is a continuous white line withor without a broken line; (viii) near a bus stop, school or hospital entrance orblocking a traffic sign or entrance to a premises or a fire hydrant; (ix) on thewrong side of the road;(x) where parking is prohibited;(xi) away from the edge of the footpath.

    16. Visibility of lamps and registration marks (1) No load or other goods shall be placed on any motor vehicle so as to maskor otherwise interrupt vision of any lamp, registration mark or other markrequired to be carried by or exhibited on any motor vehicle by or under theAct, unless a duplicate of the lamp or mark so marked or otherwise obscuredis exhibited in the manner required by or under the Act for the exhibition of themarked or obscured lamp or mark.(2) All registration and other marks required to be exhibited on a motor vehicleby or under the Act shall at all times be maintained in a clear and legible

    condition.17. One way traffic A driver shall not...(i) drive a motor vehicle on roads declared 'One Way' except in the directionspecified by sign boards; (ii) drive a vehicle in a reverse direction into a road

    designed 'One Way'.18. Driving on channelised roads (lane traffic)(1) Where any road is marked by lanes for movement of traffic, the driver of amotor vehicle shall drive within the lane and change the lane only after givingproper signal.(2) Where any road is marked by a yellow-line dividing road, the vehicleproceeding in the same direction trying to overtake each other shall not crossthe yellow line.19. Stop sign on road surface (1) When any line is painted on or inlaid into the surface of any road at theapproach to the road junction or to a pedestrian crossing or otherwise, nodriver shall drive a motor vehicle so that any part thereof projects beyond thatline at any time when a signal to stop is being given by a Police Officer or bymeans of a traffic control light or by the display of any traffic sign.(2) A line for the purpose of this regulation shall be not less than 50millimetres in width at any part and may be either in white, black or yellow.20. Towing (1) No vehicle other than a mechanically disabled motor vehicle orincompletely assembled motor vehicle, a registered trailer or a side car, shallbe drawn or towed by any motor vehicle, except for purposes of delivery andto the nearest filling station or garage.(2) No motor vehicle shall be drawn or towed by any other motor vehicleunless there is in the driver's seat of the motor vehicle being drawn or towed aperson holding a licence authorising him to drive the vehicle or unless the

    steering wheels of the motor vehicle being towed, are firmly and securelysupported clear of the road surface by some crane or other device on thevehicle which is drawing or towing it.(3) When a motor vehicle is being towed by another motor vehicle the cleardistance between the rear of the front vehicle and the front of the rear vehicleshall at no time exceed five metres. The tow ropes, or chains shall be of atype easily distinguishable by other road users and there shall be clearlydisplayed on the rear of the vehicle being towed in black letters not less thanseventy-five millimeters high and on a white background the words 'ONTOW'.(4) No motor vehicle when towing another vehicles other than a trailer orsidecar shall be driven at a speed exceeding twenty-four kilometres per hour.21. Use of horns and Silence Zones

    A driver of a vehicle shall not...(i) sound the horn needlessly or continuously or more than necessary toensure safety:(ii) sound the horn in silence zones;(iii) make use of a cut-out by which exhaust gases are released other thanthrough the silencer;(iv) fit or use any multitoned horn giving an harsh, shrill, loud or alarmingnoise;(v) drive a vehicle creating undue noise when in motion;

    (vi) drive a vehicle with a muffler causing alarming sound.22. Traffic sign and Traffic PoliceA driver of a motor vehicle and every other person using the road shallobey...a) every direction given, whether by signal or otherwise, by a police officer or

    any authorised person for the time being in-charge of the regulation of traffic;b) any direction applicable to him and indicated on or by notice, traffic sign orsignal fixed or operated by an authority, competent to do so;c) any direction indicated by automatic signalling devices fixed at roadintersections.23. Distance from vehicles in front The driver of a motor vehicle moving behind another vehicle shall keep at asufficient distance from that other vehicle to avoid collision if the vehicle infront should suddenly slow down or stop.24. Abrupt brake No driver of a vehicle shall apply brake abruptly unless it is necessary to doso for safety reasons.25. Vehicles going uphill to be given precedenceOn mountain roads and steep roads, the driver of a motor vehicle travelingdown hill shall give precedence to a vehicle going uphill wherever the road isnot sufficiently wide to allow the vehicles to pass each other freely withoutdanger, and stop the vehicle to the side of the road in order to allow anyvehicle proceeding uphill to pass.26. Obstruction of DriverNo person driving a motor vehicle shall allow any person to stand or sit or toplace anything in such a manner or position as to hamper the driver in hiscontrol of the vehicle.27. Speed to be restricted

    The driver of a motor vehicle shall, when passing or meeting a procession ora body of troops or police on the march or when passing workman engagedon road repair, drive at a speed not exceeding than 25 kilometers an hour.28. Driving of tractors and goods vehicles A driver when driving a tractor shall not carry or allow any person to be carriedon tractor. A driver of goods carriage shall not carry in the driver's cabin morenumber of persons than that is mentioned in the registration certificate andshall not carry passengers for hire or reward.29. Projection of loads No person shall drive in any public place any motor vehicle which is loaded ina manner likely to cause danger to any person in such a manner that the load

    or any part thereof or anything extends laterally beyond the side of the bodyor to the front or to rear or in height beyond the permissible limit.30. Restriction to carriage of dangerous substances

    Except for the fuel and lubricants necessary for the use of the vehicle, noexplosive, highly inflammable or otherwise dangerous substance, shall becarried on any public service vehicle.31. Restriction on driving back wards

    No driver of a motor vehicle shall cause the vehicle to be driven backwardswithout first satisfying himself that he will not thereby cause danger or undueinconvenience to any person or in any circumstances, for any greater distanceor period of time than may be reasonably necessary in order to turn thevehicle round.

    32. Production of documents A person driving a vehicle...(i) shall always carry with him his driving licence; certificate of registration;certificate of taxation and certificate of insurance of the vehicle and in case oftransport vehicle the permit and f itness certificate, also,(ii) shall on demand by police officer in uniform or an officer of the MotorVehicle Department in uniform or any other officer authorised by theGovernment, produce the documents for inspection. (Provided that where anyor all of the documents are not in his possession, he shall produce in personan extract or extract of the documents duly attested by any police officer or byany other officer or send it to the officer who demanded the documents, byregistered post, within 15 days of the demand).33. Every driver must be conversant with the provisions of Sections112,113,121,122,125,132,134,185,186,194 and207of the MotorVehicles Act,1988

    DRIVING LICENSE:-

    A valid Driving License, issued under the Motor Vehicles Act 1988,is an essential document to drive a motor vehicle in any publicplace in India. In the State of Kerala driving licenses are beingissued by the Motor Vehicles Department through its 17 Regionaland 42 Sub Regional Transport Offices. One should have properauthorization in the license to drive specific class/classes of

    vehicle he intends to drive.

    ELIGIBILITY CONDTIONS:-

    If you are between 16 and 18 years you can apply, with the written consentof your parents, for a driving license to drive a Motor Cycle below 50cc.

    If you are 18 years or more, you can apply for a driving license to

    drive a non-transport vehicle.

    If you are 20 years or more and having one year driving experiencein non-transport vehicles, you can apply for a transport vehicle drivinglicense. A pass in 8

    thstandard is an additional condition to get a transport

    vehicle driving license. You will be exempted from one year drivingexperience if you need a transport vehicle Driving License only to driveAuto-Rickshaw.

    Vehicles using for hire or reward are classified as transport vehiclesand others are classified as non-transport vehicles.

    LEARNERS LICENSE:-

    On submission of the application you will be required to undergo acomputer based Learners test. Your knowledge on Road Rules andRegulations, Signals and signs, Road manners, defensive driving etc will betested.

    Facility for practicing the test is provided in this

    site; and also in the Information kiosk in the office.

    A Learners License, valid for six months andvalid throughout India, will be issued to you on passing the test. If you fail inthe test you can reappear for re-test on any of the coming working days onpaying fee of Rs.30/-

    Date for Road Test will be mentioned in theLearners License. The Learners License cannot be renewed.

    DRIVING TEST:-

    Holder of a learners license for more than 30days can only appear fordriving test. You should produce the application along with the learnerslicense in the ground mentioned in the learners license on the date andtime prescribed in it.

    Driving test is conducted in two parts. First part isground test and the second is road test. In the first part your efficiency incontrolling the vehicle will be tested. An 8 track is made for testing part I fortwo and three wheelers; while an H is made for testing the four wheelers.

    In the second part your skill in driving will be

    tested.

    If you pass both the parts you will be issued an acknowledgmentcoupon on the spot and the Driving License Card will be send to you withina week.

    Form1 If you are below 50 years and applying for non-transportdriving license, use this form for self declaration of physicalconditions.

    Form1A- If you are 50years or more and applying for non-transportdriving license, or you are applying for a transport vehicle drivinglicense, you should obtain a certificate from a general medicalpractitioner about your physical condition Form1A.

    Form2- Application for Learners License (you should fill up)

    Form3- Learner License form- (you can fill up some columns)

    Form4- Application for Driving License (you should fill up)

    Documents: Eye Test Certificate shall be obtained from anophthalmologist.

    Attested copy of proof of residence, proof of age and proof ofcitizenship (Election ID card, Ration Card, School Leaving Certificate,passport etc)

    Whom to Apply

    You should file your application for driving license with all the above

    documents along with appropriate fee, before the Assistant LicensingAuthority of the region where you reside.

    Fees

    Fee for each class of learners license Rs. 30

    Fee for each class of driving test Rs 50

    Service Charge

    Fee for authorisation for Transport Vehicle Rs 100

    eg: Fee to be paid for obtaining a non transport vehicle driving license

    Single class (30 + 50 + 200 + 50) = Rs 330/-

    The fees can be paid at the concerned Regional/Sub Regional Transportoffice in cash.

    ADDITIONOF CLASS OF VEHICLE:-

    A person holding a driving license for Motor Cycle may similarly apply for addition ofa light motor vehicle at any time. A person holding a driving license for Light MotorVehicle may however, apply for addition of the class of Medium Motor Vehicle orHeavy Motor Vehicle only after he has held the license for light motor vehicle for aperiod of one year. In such cases the applicant should undergo the course oftraining in driving and produce a Certificate in form No.5 issued by a Driving Schoolor establishment.

    Requirements

    1. Valid Driving License.2. An effective Learners License.

    3. Application in Form No.8.4. (a) Form No. 1(Self declaration as to the physical fitness forNon-Transport

    vehicles only).(b) Form No. 1 A (Medical Certificate-for Transport Vehicles only).

    5. Form No.2.6. A driving Certificate in Form No.5.7. Fee receipt for Rs.50/- for each class of vehicle and Rs.280/- forCard license and Rs.50/-Service charge.

    RENEWAL OF DRIVING LICENSE:-

    An application for renewal shall be entertained not more than one

    month before the date of expiry of the license. If the application islate for more than five years after the date of expiry of thelicense, the applicant should undergo all the formalities to obtaina fresh license. If the application for renewal is made previous to,or not more than 30 days after the date of expiry of the license,the renewal will be made with effect from the date of its expiry. Ifthe application is made more than 30 days after the date ofexpiry of the license, the renewal will be made with effect fromthe date of receipt of proper application. In such cases a fee ofRs. 250/- + Rs.50/-will be realised.

    INTERNATIONAL DRIVING LICENSE:-

    International Driving Permit will be issued to an applicant whoholds a valid Indian License and who is a resident of India. Theapplication shall be made in Form IDP or in writing to the RTOwithin whose jurisdiction the applicant resides, specifying thecountries to be visited and the duration of stay etc.Requirements1. Valid driving License held by the applicant and copies

    thereon.2. Three copies of the recent pass port sizephotographs3. Copies of Passport, Visa and Air ticket for verification.4.

    Receipt for payment of fees of Rs.500/- + Rs.200/-.
