From City Hall: The following minutes are from the September 10th business meeting. As of print time the minutes have not been approved by the council.

CALL TO ORDER / ROLL CALL: Meeting called to order at 7:00 p.m. by Mayor Dustin Wright. Council mem-bers present were HAMLIN, NUESSEN, DYE, MILLER and HINRICHS. Also present were City Clerk Marcia John-son, City Attorney Steve Atherton, Treasurer Kelly Siebert, maintenance Nick Gadino and Police Chief Jody Meyers.

VISITORS/PUBLIC COMMENT PERIOD: Jospeh Leiszler. Stacy Welsh arrived at 7:07 p.m. Bruce Boettchter ar-rived at 7:10 p.m. Donna Mosby and Jessica Mosby arrived at 7:46 p.m.

Joe is present to speak to the council on the condition of the neighborhood he lives in, mobile homes unin-habitable and downed trees to junk vehicles and if the city plans to enforce codes on the neighboring proper-ties. The city has been working to clean up areas of town. The city will be working to enforce codes in all are-as of town. Letters have been sent to several of the mobile home owners notifying them they are on a list to be considered for condemnation. Joe also asked when his street will be chip and sealed. The city is currently going over roads that were previously done to upkeep them. If there are any materials left additional roads will be added to the grid. Maintenance has completed the first tank of oil for this year and will be starting a second tank of oil this week. Funding for the project is supported by the 1% county sales tax.

APPROVAL OF MINUTES: August 13, 2019. Move by NUESSEN to approve the minutes of August 13th

. Mo-tion seconded by DYE, 5-0 vote.

BILLS TO PAY: Moved by HINRICHS to pay the September bills in the amount of $29,999.02. Motion seconded by MILLER, 5-0 vote.

REPORTS OF STANDING COMMITTEES: MILLER reported from the maintenance department: The department has been working on the chip and seal project and keeping up with the mowing. City Clerk reported that the city has received $5,386.51 to date from the .05% sales tax for the betterment of youth.

ADOPT THE AGENDA: Moved by HAMLIN to adopt the agenda. Motion seconded by MILLER, 5-0 vote.

1) BG CONSULTANTS: Bridge replacement. Bruce presented to the council a report for culvert replace-

ment. Existing structures maintained by the city are on sycamore, Orange, and Walnut streets. At this time, it is in question who maintains the Locust Street crossing. Drainage area is approximately 3 square miles. Because it is over a one square mile of drainage a DWR permit will be required. If an RCB (reinforced concrete box) is used the bottom would need to be 1 foot below the flow line due to envi-ronmental concerns and permit requirements. For the three structures with a 25% construction contin-gency, the engineer’s opinion of probably cost is $400,000. Funding options are A) Community Devel-opment Block Grant can be applied for through the Ks. Dept. of Commerce. One requirement is that the city makes the Low to Moderate Income requirement of 51% or better, the cities current LMI is 42.26%. A local match of 25%; 1:1 match most likely to be funded. B) USDA Rural Development loan is a 20-40-year loan with an interest rate that may vary from 2.5% to 4.5% . Rates vary depending on the median house hold income (MHI) of the community. If the city qualifies, Rural Development has a grant program that combines with the loan. USDA Rural Development also has community facility loan. C) Private Sector Bonds (GO Bond) are similar to a loan and are funded through the private sector, the city would need to investigate the availability, time frames and interest rates. D) KDOT – Cost Share Pro-gram was just released. The program has a minimum 15% match. The more the local match the better the consideration for the program. The program may have a $1,000,000 minimum dollar project. The options presented to the city are to do nothing, close the roadways and remove the culverts, do repairs by the city or replacements with reinforced concrete boxes. If the city moves forward with replacement with RCB the recommended steps of Planning/Funding, Design/Permitting/Bidding and Construction would be a three-year process due to funding cycles. The next step would be to determine how much the city has for matching funds.

5. ROLLING HILLS: Liquor license renewal

2) CONDEMNATION: City building inspector Larry Lewis has inspected each property for compliance.

a) 1021 Main: Donna and Jessica Mosby were present to report to the council on what has been done at the residence. The structure has been painted, the yard has been cleaned up, the roof has been fixed and the siding has been repaired. Consensus of council has found substantial compliance with

resolution 267. The property will be kept on a watch list.

Donna and Jessica Mosby left at 8:01 p.m.

b) 507 Elm: Stacy Welsh was present to report to the council on what has been done at the residence. A demo permit has been issued for the lean-to portion of the shed. If it is determined that the whole shed needs to come down it will be completely removed. The yard has been worked on with a lot of brush removed. Portions of the structure have been painted; more painting will be done. The gut-ters are being cleaned. The foundation has repairs made with more to be done. There are more trees to be removed in order for the yard to be mowed. Portions of the siding still need replaced. Moved by HAMLIN to extend resolution 266 for an addition 60 days. Motion seconded by

NUESSEN, 5-0 vote.

Stacy Welsh left at 8:11 p.m.

c) 1010 Main: Nobody was present to represent the property. The gutters are in better condition. The yard has been mowed. The majority of the items listed in the resolution were not completed. Con-sensus of council of non-compliant with resolution no. 268. Moved by NUESSEN to put out for bid the removal of the deck and swimming pool. (Resolution 268 items c & d) Motion seconded by HAMLIN, 5-0 vote. The broken windows, eves and gutters and unsightly appearance will remain on

the list to be completed. A letter will be sent to the owners outlining items still needing attention.

3) PARKS & RECREATION: Ball field update. Dave Devore sent an updated design along with an architect’s opinion of probable costs at $439,297.95. This would include the two ball fields and lighting. The architect’s opinion of proba-ble costs does not include moving the shelter house, update of the concession stands and addition of playground equipment. The design will require the additional purchase of property in order for the fields to fit within the com-plex. David will be attending the October meeting with a 3D image of the complex to be used for fundraising and

grant writing.

4) MAINTENANCE DEPARTMENT: Backhoe replacement. The department has been researching available units. If the

maintenance department finds a backhoe they would like to purchase a special meeting can be called if needed.

5) PLANNING & ZONING: Zoning map review and review of Planning & Zoning Code. One question from the Plan-ning & Zoning Board is where the city would allow manufactured housing. City Clerk Johnson spent time with John Riggs going through the code making corrections, and getting clarification on some areas. If there are any corrections or concerns from the council they will need to be addressed before the final draft is presented for adop-

tion. City Clerk will review the zoning map to make sure zoning changes are reflected on the new map.

6) ORDINANCE 594: Adoption of Standard Traffic Ordinance. Moved by HINRICHS to approve ordinance 594. Motion

seconded by NUESSEN, 5-0 vote.

7) ORDINANCE 595: Adoption of Uniform Public Offense Code. Moved by NUESSEN to adopt ordinance no. 595. Mo-

tion seconded by MILLER, 5-0 vote.

HOW LONG HAVE YOU LIVED IN AMERICUS? My family moved to Americus in 2012.

TELL US ABOUT YOURSELF: I want to make Americus a place where my children will want to

stay. We moved to this community because of how friendly and welcoming it felt. I want to

continue that within the community. I can provide insight because I came from Topeka and

have seen the process of another community and I can provide a different view. I want to

make Americus grow and continue to prosper into a good community that families want to

come live in.

EDUCATION/EXPERIENCE: I have an Associates Degree in General Studies from Allen County

Community College. I also have an Associate Degree in Health Information Technology and a

Bachelors Degree in Health Information Technology from Washburn University. I am currently

hoping to start a Master’s Degree in Business Administration with a focus on Leadership in

the fall of 2019 or Spring of 2020.

WORK HISTORY: I have worked for the State of Kansas since 2007. Currently, I work with the counties to determine their appraised tax values. I also as-

sist with the process to set their mill levy to verify their information is charging the correct mill levy per taxing district. I assist other staff in working with

Utility companies and assisting counties for questions regarding personal property.

PUBLIC OFFICES HELD: I am currently a member of the Americus Recreational Organization.

COMMUNITY INVOLVEMENT: Before moving to Americus, I was previously a volunteer at St. Francis and Stormont Vail hospitals in Topeka.

TOP ISSUES: I believer that we need to find a way to bring people into our community and work towards better communication within the community.

YOUR APPROACH TO GOVERNING: My approach is to do the right by the taxpayers while not overstepping the government’s reach. I want the taxpay-

ers to see the community government to become better and more open to the public. While working with other City Council members, it is best to be re-

spectful and provide adequate respect to each member, eve if without agreeing with their point of view.

HOW LONG HAVE YOU LIVED IN AMERICUS? I came to Americus when I was 7. As an

adult, 13 years. I graduated 8th grade in Americus in 1994, and NHHS in 1998. Moved to Americus in

2006.

TELL US ABOUT YOURSELF: I grew up in this town. I could not imagine raising my family any

where else. I feel it is my duty as a long term citizen to volunteer my time to improve our

community. Americus is so wonderfully rural. I would like to learn more about how the city runs

and work with other to make it better.

EDUCATION/EXPERIENCE: Graduate of NHHS 1998 Flint Hills Technical College, LPN Program

WORK HISTORY: I worked in long term care from 05-08. I have worked in a clinical setting (family

practice/ public health ) since 2008. I work daily to help improve the health of others.

PUBLIC OFFICES HELD: I sat on the Americus Rec Road for 6 years. 5 years as the director, Americus Ks. Currently a co-chair of NHHS

Booster Club. I have been a member since 2013.

TOP ISSUES: Recreation-keeping our youth and our adults satisfied with recreation activities. Development– keeping our small town alive

and thriving.

YOUR APPROACH TO GOVERNING: My approach would be to work side by side with other council members to help understand and

meet the needs of our community. Being a part of a council means working as a team.

Army. PUBLIC OFFICES HELD: 12 Plus years on Americus City Council 80’s - 90’s

COMMUNITY INVOLVEMENT: Council member, SR. boys baseball coach, little league baseball coach, HS girls softball coach, Americus Jaycee’s. TOP ISSUES: City growth.

TELL US ABOUT YOURSELF: I have been on the City Council for almost 2 years, the Police Department and

Code Enforcement fall into my responsibilities, and will continue working closely with our Police Chief to keep crime and code violations under control. I would also like to continue working closely with the Mayor and Council Members to make Americus one of the most attractive little towns in Kansas.

EDUCATION EXPERIENCE: Associates Degree in Accounting and Bookkeeping

WORK HISTORY: 2004 till 2012 Office Manager at JCPenney, 2012 till Dec 2013 Secretary at Americus School,

2013 till present Board Clerk and Business Manager at USD #251.

PUBLIC OFFICES HELD: Former – Youth Soccer President in Germany, Vice-President at Trysa, Key Caller

for the Army National Guard FRG (Family Readiness Group). Currently - City of Americus Council Member, City of Americus Planning & Zoning Board Member, Army National Guard FRG Treasurer (Family Readiness Group), Americus Days Committee, Americus Housing Authority Treasurer.

COMMUNITY INVOLVEMENT: Americus Days Committee, Fundraising Activities, School Activities. Anytime there is an event in Americus I try to be part of it, help where I can.

PUBLIC OFFICES HELD: I have been on the City Council for a little over 4 years.

COMMUNITY INVOLVEMENT: Since being on the council, I wrote and was awarded a State of Kan-

sas grant that paid for the recycle building we have in town. In the 3 years it has been opened, I

have volunteered over 500 hours and processed over 70,000 pounds of material keeping it out of our

landfills.

TOP ISSUES: Some of the priorities I foresee for Americus are continuing the chip and seal of our

roads, keeping the parks beautiful, enforcement of excessive code violations, and the development of College Park and other land to bring new

houses and families to our town.
