MANAGEMENT SUMMARY
Along last years, the management systems have been worldwide implemented mainly in quality and environmental issues through the families of standards ISO 9001 and ISO 14000.
When an organization wishes to improve its energy performance in a systematic approach, a nice way to achieve it is implementing an Energy Management System (EnMS).
It is not, at all, a new concept. The organizations that are more sensible about energy issues – on account of its high energy consumption, the lack of energy in its location or conscious about climate change – have been managing for decades their energy consumption in order to increase their energy performance. The novelty is that now is available an international standard known as ISO 50001 that ease the implementation of an EnMS in any organization.
The aim of this document is provide an overview of the EnMS structure based on ISO 50001, as an introduction text to encourage the reader to go in deep about this methodology.
As stated in the specifications document, two levels of EnMS Implementation (Basic and Full) have been developed in order to ease the implementation of an EnMS to organizations with different capabilities.
The main features of the full model for the EnMS Implementation are described below.

1. GENERAL REQUIREMENTS
Prior to develop an EnMS, it is important to be conscious that this kind of methodologies are based on the continuous improvement concept.
Other key point is the commitment of the board of directors about the energy management, which has to be officially stated in a document called energy policy.
1.1 Deming cycle
The standard ISO 50001 is ruled by the PDCA (PLAN-DO-CHECK-ACT) approach – also known as Deming Cycle – to achieve continuous improvement in energy performance. This scheme is represented in the graph below.
1.2 Top management commitment
In order to successfully implement an EnMS, top management commitment is crucial. Some of the factors that have to be considered are:

Management commitment
1.3 Energy policy
When a company decide to address the energy issue in order to improve its energy performance, a good starting point is to establish an energy policy, which is a formal statement about the intentions of the company about the overall energy management.
An example of an energy policy is given below:

Printing Company is committed to apply an Energy Management System based on ISO 50001.
This commitment includes:
Continuous improvement of the Printing Company energy performance, manage the resources needed to achieve the targets and boost the information channels inside the organization.
Comply with all applicable legal requirements. Introduce to our suppliers, partners and customers our commitment about rational
energy use. Incorporate the energy efficiency in the decision-making process, during both the
design and procurement of facilities, equipment and maintenance operations. Meet the objectives and goals disclosed in the energy management system.
The Directorate of Printing Company gives its full support in order to accomplish the Energy Policy directives and promotes long-term energy and environmental sustainability.

2. PLAN – Energy planning
The energy planning is a process that include, among other steps, the energy review and the definition of the action plans.
This phase – specifically the energy review – is intensive in data in order to provide a deep knowledge of the organization’s energy use.
The development of energy performance indicators and energy baseline is really useful to control the behavior of the energy consumption of the organization.
2.1 Legal and other requirements
The company has to ensure the compliance with the legal requirements about the energy use, consumption and efficiency. These requirements include international, national, regional and local compulsory regulations.
Other requirements could refer to voluntary programs or customer’s requirements.
2.2 Energy review, baseline and performance indicators
The process that allows to determine the energy performance of a company is known as energy review. The energy review is based on data and/or measurements and leads to identify the improvement opportunities.
The company shall identify the uses of energy and obtain the consumption of energy. The most common manners to acquire the energy consumption are:
Reviewing energy bills Installing sub-meters Estimating from available technical data

The figure above represents the average mix of consumption in the printing industry. In the event that the specific mix for the company is composed by different percentages, other prioritization actions should be developed. The parameters used to assess the energy performance of the company are known as Energy Performance Indicator (EnPIs). The energy management team should identify and calculate the most suitable EnPIs. Typically, an EnPI shows the amount of energy consumed per unit of production. An example for the printing industry could be the EnPI defined as electricity consumption, in kilowatts-hour, per number of prints.
2.3 Energy objectives, targets and action plans
What the company wants to achieve in terms of energy performance is stated as an energy objective. An energy target specifies how to achieve an energy objective. Both objective and target should be aligned with the energy policy, achievable and measurable.
The action plans detail how and when the energy objectives and targets are to be achieved. The action plans facilitate the monitoring of the results of the energy objectives and targets. An example of an action plan’s record sheet is shown below:

3. DO – Implementation and operation
This section includes some information about training, communication and documentation, among others.
3.1 Competence, training and awareness
There are some necessary competences to implement an EnMS, control properly the energy uses and achieve the energy objectives and targets proposed to improve the energy performance.
All the company’s workforce is involved in energy management issues, therefore each employee has to be trained according to their responsibility.
3.2 Communication
The company should use communication channels within the organization to broadcast energy issues. Some examples of these internal communication channels are meetings, circulars or suggestion boxes.
The company should also decide whether the energy policy, EnMS and energy performance results will be externally communicated or not.
3.3 Documentation
The company has to ensure that the tasks related to the energy management are properly done and recorded, according to the requirements of the EnMS. The documentation helps to demonstrate the company’s energy performance and that the EnMS is working well.
A document control procedure should ensure that only the most updated version of each document will be available.
3.4 Operational controls
The company’s operational procedures and control should be aligned with the energy policy, objectives and targets. That is why the operation tasks that could contribute to improve the energy performance should include specific energy requirements.

3.5 Design
The company should consider energy performance improvement opportunities when its facilities, equipment, systems or processes are going to be newly designed, modified or renovated.
3.6 Procurement of energy services, products, equipment and energy
A way to improve the company’s energy performance through procurement is informing to the suppliers that energy performance of services, products or equipment will be assessed as a purchasing criteria in case of it has an impact on significant energy uses.
Therefore, the suppliers will have an incentive to be aligned with the company’s energy policy and objectives.

4. CHECK - Checking
In order to ensure the effectiveness of the EnMS and monitor the actual energy performance, the organization should check the energy data, measurement and analysis, as well as carrying out internal audits.
4.1 Monitoring, measurement and analysis
The company should define which key characteristics have to be monitored after the review of all the significant energy uses.
The monitoring plan helps to check the evolution of the energy performance improvement.
4.2 Evaluation of compliance with legal requirements and other requirements
The company should evaluate and record the compliance with legal and other requirements regularly.
4.3 Internal audit
The internal audit is an activity that evaluates the processes, procedures and implementation of the EnMS. Through the internal audit, the company determines if the EnMS elements are appropriate and comply the requirements of ISO 50001 standard. The internal audit also helps to identify nonconformities and opportunities for improvement.
4.4 Nonconformities, corrective and preventive actions
According to ISO 50001 standard, the company should be able to identify and fix the problems, as well as take actions to eliminate the causes of the problems.
A corrective action leads to eliminate the cause of a nonconformity.
A preventive action leads to eliminate the cause of a potential nonconformity.
4.5 Control of records
The records provide evidence of the actions taken to comply with the EnMS requirements. The company should keep legible, identifiable and traceable the records in order to assure that the EnMS is working effectively.

5. ACT / ADJUST – Management review
The management review will assist the company to achieve continual improvement and to assess the suitability, adequacy and effectiveness of the EnMS.

6. CONCLUSIONS
Summarizing, an EnMS is a powerful tool available for the organizations interested in improving the energy performance.
The structure of the EnMS based on ISO 50001 leads to continuous improvement according to the Plan – Do – Check – Act scheme.
The EnMS implementation provides a commitment about energy issues, deep knowledge of the energy performance and a strategy to improve it.
A correct implementation of the EnMS according to ISO 50001 ensures its proper operation through the checking procedures and the management review.
Once the EnMS based on ISO 50001 has been introduced, all the organizations interested in this kind of energy performance improvement can acquire deeper information through the EMSPI project.
