  • Welcome from the PresidentThe Royal Queensland Show (Ekka) has been bringing the country and city together for 138 years to celebrate what makes Queensland great.

    Competitions remain at the heart of the show. Since the very first exhibition in 1876, the Ekka has showcased animals, fine arts and produce from across Australia. We are proud to provide reward and recognition for those dedicated to producing the best of the best.

    From champion bulls to champion cakes, the state’s premier competition event always draws a variety of entries. In 2014 the Ekka attracted more than 21,000 entries across 11,000 classes in 42 competition sections. More than 4,300 exhibitors travelled from across the country to compete for their chance to win one of our coveted blue ribbons. There were more than 1,000 first time competitors as well as new competition classes in the Fine Arts, Horse and Canine Competitions.

    This year will see the introduction of a number of new classes across the Royal Queensland Show’s Competitions including Class 38 in the Prime Beef Paddock to Palate Competition, a Feature Terrier Specialty Show in the Canine Competition, a new Cake Decorating Contemporary – Novice Class in Fine Arts, a Kitten Feature Show in Cats and the 300mm Standing Block Hard Hitting Championship of Australia in the Woodchop and Sawing Competition.

    For the first time in the Ekka’s history, the show ran over two full weekends last year giving visitors more opportunity than ever before to experience the show. This will continue again in 2015 from the 7-16 August.

    As the show moves into the 21st century we remain committed to championing agriculture more than ever and will endeavour to achieve this through encouraging the community to embrace and advocate the critical role it plays in our everyday lives.

    Since 1876, the RNA has been the proud custodian of this historic event and we are committed to building a wonderful legacy for future generations to enjoy.

  • GENERAL REGULATIONS AND ACCEPTANCE OF ENTRIES Judging will be performed by a panel of Judges appointed by the Royal National Agricultural and Industrial Association of Queensland. The attention of Exhibitors is drawn to the fact that entries are accepted subject to the Royal National Agricultural and Industrial Association of Queensland Act 1971, and to the Rules, By-Laws and Regulations of the Association, in addition to the Special Regulations which appear in this schedule. Copies of the Rules and By-Laws may be obtained upon application to the Competitions Department. No refunds will be made after close of entry. The Licensee shall not conduct or operate any gambling game(s) or games of chance or dispose of any article by lot or chance, or sell any raffle tickets of any nature whatsoever unless these activities have been approved by RNA Management. Exhibitors and competitors wishing to conduct a competition, including a give-away promotion or guessing competition must ensure they comply with the relevant legislation.

    NOTICE TO INTENDING EXHIBITORS

    Entries for 2015 can be made either on the Application to Enter Form enclosed with this schedule or online at www.royalqueenslandshow.com.au. Entries submitted other than on the correct form or online will be returned to the Exhibitor and, unless all requirements are complied with and the forms returned to the RNA Office by 5.00pm on the Application to Enter closing date, as shown in the Schedule, they will not be considered.

    You can be assured that the privacy of your personal information is of the utmost importance to us. The information provided by you in any application for membership or application to enter is used by the Royal National Agricultural and Industrial Association of Queensland (RNA) to offer member services or to organise and conduct competitions at the Royal Queensland Show. By applying for membership or entering such competitions you consent to provide such details as your name, address and exhibit details. Competition information may be made available to the media and included in RNA publications. Your information will not be disclosed without your consent for any other purpose unless required by the law. You may request access to your information and request that our records of that information be corrected by contacting our Privacy Officer (07) 3253 3900 or by writing to the RNA, Locked Bag 1010, ALBION QLD 4010.

    ENTRY FORMS Exhibitors must complete “STATEMENT BY EXHIBITOR” section on the front page of the entry form advising their taxation status.

    PRIZE MONEY

    Prize Money stated in the Schedule excludes GST. GST will be added to the Prize Money for Exhibitors who are registered for GST purposes. The Association will provide a “Recipient Created Tax Invoice” to Exhibitors who are registered for GST purposes.

    WORKPLACE HEALTH AND SAFETY 1. The Brisbane Showgrounds are a designated Workplace within the

    meaning of the Workplace Health and Safety Act 2011 and exhibitors/competitors are required to ensure that they and all persons under their direction or control, including their contractors or sub-contractors, comply with all requirements of the Act and the RNA holds each exhibitor responsible to discharge its obligations to provide and maintain a safe place and system of work during occupation by the exhibitor/competitor of any area of the Showgrounds.

    2. Each exhibitor/competitor will assess the risk to themselves, staff, volunteers, family, other exhibitors, RNA staff, show visitors, children and any person foreseeably affected by the presentation of their exhibit.

    3. Risks identified by exhibitors/competitors will be eliminated or controlled by the exhibitor/competitor and particular attention will be paid to ensuring public safety and safety of other exhibitors/competitors.

    4. Exhibits will only be held and handled by competent persons whose

    experience is known to the exhibitor/competitor. 5. A “No Smoking Policy” will be strictly adhered to and policed by

    exhibitors/competitors and exhibitors/competitors are advised that the use of Primus stoves, any heating or lighting appliances of a like character, or any naked light, is strictly prohibited in the pavilions.

    6. Any exhibitors/competitors intending to bring electrical equipment to

    the Showgrounds will be required to ensure that such equipment is fitted with residual current protection and that all electrical leads, tools and appliances have been inspected by a licensed electrical contractor and currently tagged. The use of double adaptors is prohibited and all power boards must also be tested and tagged.

    7. All exhibitors/competitors will comply with the requirements of the Act

    and its Regulations and Standards in every other respect. This is essential for the safety of all exhibitors/competitors and the general public. The Act imposes very severe penalties in the event of noncompliance with its provisions. Any exhibitors/competitors who do not comply will not be allowed to exhibit at the Brisbane Exhibition.

    8. The Brisbane Showgrounds is subject to a Special Facility License

    issued under the Liquor Act 1992 and strict laws related to the consumption and possession of liquor across the Brisbane Showgrounds site. The consumption or possession of liquor outside of the licensed bar areas is not authorised by the RNA and in many cases may be an offence for which on the spot fines can be issued by Police and Liquor Licensing Investigators.

    The attention of Exhibitors is drawn to the following extracts from the RNA By-Laws.

    DISEASE OR DANGER 58. Should there be any reason to suspect that any Exhibit is either

    diseased or dangerous, or objectionable, the Council through its Officials, reserves the rights of removing the same from or refusing its admittance to the Royal Queensland Show.

    59. An Exhibitor who detects or suspects any illness amongst any of his

    entries whilst the animals are at the Showgrounds must: (a) Report this fact immediately to the Superintendent

    responsible for that particular section; (b) Ensure that the animal/s is/are contained within

    its/their accommodation area/s unless advised otherwise by the Superintendent or the Association’s Veterinary Surgeon; and

    (c) Where feasible to do so, contain soiled bedding from the animal/s within its/their accommodation area.

    60. Council may at its discretion require to have any biological tests

    carried out on any animal exhibited at the Royal Queensland Show or to have materials collected from such animals in order to have tests carried out, after such animals arrive at the Showgrounds.

    61. If in the opinion of a Council Steward of a Section, an Exhibit in such

    Section requires Veterinary treatment then if the Exhibitor cannot be contacted immediately, the Council Stewards may instruct a Veterinary Surgeon to treat such Exhibit and the costs of such Veterinary Surgeon shall be paid by the Exhibitor to the Association. The Association shall not be in any way liable to an Exhibitor for any damage to or injury to such Exhibit.

    62. Where, in the opinion of the Association, an Exhibit, being an animal,

    should be destroyed or removed from the Showgrounds, the Association’s Veterinary Surgeon or the Association may destroy or remove the Exhibit from the Showgrounds, or both. Alternatively, the Association may require the Exhibitor to destroy or remove the Exhibit from the Showgrounds, or both. Any costs incurred by the Association pursuant to this By-Law must be reimbursed by the Exhibitor.

    63. The Association shall not be responsible for any loss or damage

    caused (inter alia) through disease or infection howsoever arising.

  • PRIZE AWARDS 76. The Prize Ribbons, affixed to exhibits, shall be distinguished by the

    following colours, viz:

    Grand Champion Red, White and Blue Champion Purple Reserve Champion Dark Green First Blue Second Red Third White Fourth Yellow Fifth Light Green Sixth Brown Seventh Buff Eighth Pink Ninth Orange Tenth Grey Special Prizes Pale Blue

    77. For Group Classes - Pink and Blue, Pink and Red, Pink and White, Pink and Yellow for First, Second, Third and Forth respectively.

    UNETHICAL CONDUCT

    105. The Exhibitor, the Owner or any person in charge of an animate

    Exhibit shall not engage in unethical conduct. The Exhibitor, the Owner or any person in charge of an animal to which unethical conduct relates are deemed to have acted in breach of this By-Law, whether or not having been knowingly concerned in the unethical conduct. The Council or relevant Sectional Committee shall decide whether or not any conduct constitutes unethical conduct but without in any way restricting the meaning of that expression, unethical conduct may include the presentation as an exhibit for judging:

    (a) of an animal other than in its natural conformation after

    normal feeding and grooming, except as otherwise provided either expressly or by necessary implication in the regulation or in the definition of a class in which the animal is entered;

    (b) of any animal having undergone any operation or procedure materially altering the structure or natural conformation of any part of its body, whether by the introduction of any substance or thing subcutaneously, or by any surgery, or by the administration of any substance or chemical or by the attachment of any object or thing;

    (c) of any animal having undergone any operation or procedure that changes by exaggeration, minimisation or otherwise in natural conformation or physical constitution or appearance;

    (d) of an inanimate object, that is created, constituted, formed or includes goods, substances or things not normally found in objects of like nature;

    (e) that is not the animal or the object or thing entered for the Class to be judged;

    (f) in breach of the Regulation. 106. An exhibitor, or person in charge of an animate exhibit must:

    (a) use all reasonable steps to ensure that the exhibit is housed and cared for in accordance with the Association’s current animal welfare policy;

    (b) obey any direction from a member of the Association’s Council, or from any other official of the Association, relating to the care and welfare of that or any other exhibit;

    (c) if called upon to do so, surrender the exhibit to the Association, in circumstances where in the reasonable opinion of the Association’s Veterinarian, the exhibit is in need of urgent veterinary attention.

    107. An exhibitor must not use, or have in his possession, any electric

    or electronic apparatus or any improper contrivance capable of affecting the performance of an exhibit.

    EXHIBIT UNWORTHY OF AWARD 108. An exhibit shall not receive an award if in the opinion of the Judge

    it is unworthy of such award.

    PROHIBITED SUBSTANCES 122. A Person must not administer a Prohibited Substance or cause

    one to be administered to an Exhibit, except as permitted by the By-Laws or the Regulations.

    123. The Exhibitor, the Owner and Attendant of any Exhibit to which a Prohibited Substance has been administered is in breach of the By-Laws unless the Prohibited Substance is: (a) permitted by the by-laws to be administered; and (b) administered to the Exhibit in accordance with the

    procedures set out in the By-Laws. 124. An Exhibit to which a Prohibited Substance has been administered

    in breach of the By-Laws must be removed from the Showground upon demand by the Association.

    124A. The administering of antibiotics may be permitted provided: (a) a Treatment Notification Form is submitted in

    accordance with the By-Laws; or (b) in the case where a Treatment Notification Form has

    already been submitted, the antibiotics are administered in accordance with the procedures set out in the By-Laws.

    124B. A Treatment Notification Form must be:

    (a) completed if a Prohibited Substance has been administered to an Exhibit within: (i) in the case of hormones and their synthetic

    counterparts, cortico steroids and anabolic steroids, 180 days; and

    (ii) in all other cases, 14 days, before the day of Exhibition;

    (b) signed by a qualified veterinarian; (c) submitted to the Superintendent’s office of the relevant

    section by 6pm on the day before the Day of Exhibition. 124C. An incomplete Treatment Notification Form may be rejected by the

    Association and if that occurs, the Exhibit must not compete in any events unless, prior to that event: (a) the Exhibit has been examined as contemplated by By-

    Law 124; (b) the Exhibitors has paid to the Association an examination

    fee as determined by the relevant Sectional Committee; and;

    (c) permission to compete has been given in writing by the Chairman of the Veterinary Committee or the Association’s Veterinary Surgeon.

    124D. A Prohibited Substance must not be administered to an Exhibit

    after submission of the Treatment Notification Form in respect of that exhibit except: (a) with prior written permission of the Chairman of the

    Veterinary Committee or; (b) by Association’s Veterinary Surgeon.

    124E. Where there has been compliance with the Regulation, an Exhibit

    to which a Prohibited Substance has been administered may be Exhibited: (a) at the discretion of the Chairman of the relevant Sectional

    Committee who may consult with the Chairman of the Veterinary Committee; and

    (b) subject to such conditions as the Chairman of the relevant Sectional Committee may impose.

    125. The Association may in its discretion and at any time, cause an

    examination to be made of an Exhibit by a Veterinary Surgeon who, in the course of such examination, may: (a) take such samples (including, without limitation, urine,

    blood, saliva and faeces) from such Exhibit as he considers necessary or advisable;

    (b) have such samples tested by such methods and procedures as he considers appropriate; and

    (c) examine the Exhibit for desensitised limbs. 126. Any Exhibit found by a Veterinary Surgeon to have a limb (or part

    thereof) desensitised is deemed to have had administered to it a Prohibited Substance in breach of the By-Laws.

    127. Where, prior to an event, a Veterinary Surgeon is of the opinion

    that a Prohibited Substance may have been administered to an Exhibit, the Veterinary Surgeon may require that the Exhibit be examined prior to competing in that event.

    128. The Association may publish procedures relating to the

    examination of Exhibits. Such procedures are binding on Exhibitors, Owners and Attendants.

    129. Any exhibit which has been brought to the Showgrounds and is

    found to have had administered to it any prohibited substance as defined above may, without prejudice to any other action which

  • may be taken in respect of the matter, be debarred by the Council Stewards from competing in any event for which it may have been entered.

    130. Subject to the By-Laws, the exhibitor, the owner and any person

    in charge of an animal to which a prohibited substance has been administered, by any person, and whether or not with the knowledge of the exhibitor, owner or person in charge, is deemed to have acted in breach of this By-Law.

    130A. No person shall have in his possession on the Showgrounds any

    prohibited substance, syringe, needle or other instrument which could be used to administer a prohibited substance to an animate Exhibit, unless that person shall have obtained the permission of the Association to be in such possession, or satisfies the Association that such possession is lawful and proper use.

    131. The Association and any Council Steward servant or agent of the

    Association shall not be liable to an exhibitor for the death of or for injury damage or infection which may be sustained by his exhibit occasioned by or arising out of any act or omission of any Council Steward, servant or agent of the Association during the course of the testing of the exhibit whether due to the negligence of any such Council Steward, servant or agent or otherwise.

    PROHIBITED SUBSTANCES - DEFINITION

    'Prohibited Substance' means any substance originating externally to an animal (and whether or not endogenous to the animal) capable of affecting the performance or behaviour of the animal by it’s action upon:

    (a) the central or peripheral nervous system; (b) the cardiovascular system; (c) the respiratory system; (d) the alimentary digestive system; (e) the musculo-skeletal system; (f) the urogenital system; or (g) the endocrine system.

    and includes without limitation:

    (i) analgesics; (ii) anti-histamines; (iii) anti-inflammatory agents; (iv) blood anti-coagulants; (v) diuretics; (vi) hormones and their synthetic counterparts; (vii) cortico-steroids; (viii) anabolic steroids; (ix) local anaesthetics; (x) muscle relaxants; (xi) tranquillisers; (xii) vitamins; (xiii) antibiotics; (xiv) stimulants; (xv) glues and bleaches; (xvi) silver compounds; (xvii) schedule drugs.

    DISCIPLINARY COMMITTEE

    132. It there is any inconsistency between By-laws 133 - 153 and any

    other By-laws of the Association, By-laws 133 - 153 will prevail.

    Functions of the Disciplinary Committee 133. The functions of the Disciplinary Committee shall be to hear and

    determine all complaints, allegations and other matters relating to:

    (a) prohibited substances, as defined in these By-laws or Sectional Regulations.

    (b) any alleged breach of the Rules, By-Laws and Regulations of the Association by an exhibitor and relating to an exhibit or to a competition, except if the alleged breach is of a kind that the Chairman of a Sectional Committee considers is of a less serious nature and should properly be dealt with by the Sectional Committee, and

    (c) any other alleged breach of the Rules, By-Laws and Regulations of the Association that may be referred to Disciplinary Committee pursuant to By-Law 137 (a).

    Constitution of the Disciplinary Committee 134. The Disciplinary Committee shall comprise of such members of

    Council as are appointed by the Council from time to time. 135. The Council shall appoint a member of the Disciplinary Committee

    as Chairman of the Disciplinary Committee. 136. For the purposes of any proceedings of the Disciplinary

    Committee, the Disciplinary Committee shall comprise, subject to By-law 137, no less than three of its members and those persons shall constitute the Disciplinary Committee for the purpose of those proceedings.

    137. If a member of the Disciplinary Committee dies or becomes

    otherwise unable or unwilling to participate in proceedings, then:

    (a) if this occurs prior to the commencement of any hearing in relation to the matter, the Chairman of the Disciplinary Committee shall appoint a replacement; and,

    (b) if this occurs after the commencement of any hearing in relation to the matter, the remaining members of the Disciplinary Committee shall constitute the Committee for the purposes of concluding the proceedings.

    Initiation of Proceedings before the Disciplinary Proceedings

    138. Proceedings before the Disciplinary Committee may be initiated:

    (a) upon the request, orally or in writing, of the President, any

    Chairman of a Sectional Committee or Chief Executive. (b) upon receipt by the Chairman of the Disciplinary

    Committee of a written complaint relating to a matter referred to in paragraphs (a) or (b) of By-law 133.

    (c) by the Chairman of the Disciplinary Committee on his or her own motion.

    Conduct of Proceedings

    139. The Disciplinary Committee may conduct proceedings at any time

    between 6.00am and 11.00pm on any day. 140. All persons who constitute the Disciplinary Committee for the

    purposes of any proceedings must be present at any hearing conducted by the Disciplinary Committee.

    141. A person whose conduct is called into question in any

    proceedings before the Disciplinary Committee must be given notice of a hearing. It shall be sufficient for such notice to be given orally and by any such person acting with the apparent authority of the Association.

    142. The Disciplinary Committee may conduct proceedings notwithstanding that any person who has been given notice fails to attend the proceedings.

    143. The Disciplinary Committee shall not be bound by any rules of

    evidence and shall conduct the proceedings with the minimum of formality and in such a manner as it sees fit.

    144. The Disciplinary Committee may require any member or exhibitor

    to attend at any proceedings of the Disciplinary Committee and to furnish such information and evidence and to produce such documents relevant to the proceedings as to the Disciplinary Committee seems fit.

    145. The Disciplinary Committee may, at its discretion, call for and hear

    expert evidence. 146. No person will be legally represented without the leave of the

    Disciplinary Committee.

    Decisions of the Disciplinary Committee 147. The Disciplinary Committee may announce its decision orally or in

    writing. A decision that is announced orally shall have effect in accordance with its terms.

    148. If the opinion of the Disciplinary Committee is not unanimous, the

    decision of the majority shall prevail. If the Disciplinary Committee are equally divided on any question concerning the guilt or innocence of a person, the question shall be resolved in that person’s favour.

  • PENALTIES 149. If the Disciplinary Committee considers that there has been a

    breach of the rules, By-laws or regulations of the Association, it may impose such a penalty as it considers to be appropriate, including without limitation:

    (a) a reprimand; (b) a monetary fine (payable at such time/s as the

    Disciplinary Committee may determine); (c) withdrawal or withholding of any award or ribbon; (d) disqualification in respect of any class; (e) expulsion from the Showground; (f) where the person concerned is a member, a suspension

    or termination of that membership; (g) a ban; (h) exclusion; (i) prohibiting a Person from exhibiting or competing at the

    current Show or at any future Show; (j) a direction that an Exhibit be removed from the

    Showground; (k) any other mandatory requirement; and (l) any other penalty provided for in other regulations of the

    Association.

    150. There shall be no appeal from any decision of the Disciplinary Committee.

    Publication of Results of Disciplinary Procedures

    151. The Association may publish to:

    (a) all Royal Show Societies in Australia; (b) the relevant Breed Societies; (c) the body with which the exhibit is registered, or is

    eligible for registration;

    the result of any proceedings before the Disciplinary Committee in which a person has been found guilty of a breach of any Rule, By-Law or Regulation.

    152. The Association shall have no liability to any person in respect of

    any publication referred to in paragraph (a). 153. No person shall have any claim against the Association or against

    any Councillor, member, employee or agent of the Association in respect of any act, matter or thing done in good faith during or in connection with the proceedings before the Disciplinary Committee.

    GENERAL DAIRY CATTLE REGULATIONS Please read the following general Regulations carefully.

    Subject to the Royal National Agricultural and Industrial Association of Queensland Act 1971 and to the Rules and By-Laws of the Association the following Regulations shall apply.

    BIOSECURITY QUEENSLAND REGULATIONS

    The following conditions will apply to stock and Vehicles moving on to the Brisbane Showgrounds MAJOR CHANGES: All stock entering RNA grounds must meet the national Bovine Johnes requirements. Exhibitors from interstate must advise their Johne’s Disease status at the time of entry. STOCK GENERAL: Only Cattle tick free stock will be allowed entry to the grounds. QUEENSLAND CATTLE REQUIRE THE FOLLOWING:

    • Queensland Travel Permit, and • Declaration for Stock Entering RNA Grounds Gregory Terrace

    Brisbane Form • National Vendor Declaration (Cattle) and Waybill, or • A Move Easy Waybill, and

    INTERSTATE CATTLE REQUIRE THE FOLLOWING:

    or better status herd established under an officially recognised market assurance program (MAP) for that particular species and accompanied by a Dairy BJD Assurance Score Declaration Form

    • Certification requirements - Certificate of Health, a NVD/waybill, and where specified an Interim National Cattle Health Statement or a Dairy BJD Assurance Score Declaration Form.

    New South Wales and southern South Australia

    New South Wales and southern (agricultural) South Australia are BJD Beef Protected Areas (BPA).

    • Must originated from a dairy herd with a Monitored Negative 1 (MN1) or better status herd established under an officially recognised market assurance program (MAP) for that particular species and accompanied by a Dairy BJD Assurance Score Declaration Form Certification requirements - Certificate of Health, a NVD/waybill, and Dairy BJD Assurance Score Declaration Form.

    Victoria and Tasmania Victoria and Tasmania are classified as BJD Management Areas.

    • Must originated from a MN1 or better status herd established under an officially recognised MAP for that particular species

    • Certification requirements: Certificate of Health, a NVD/waybill and Dairy BJD Assurance Score Declaration Form

    Exhibitors from interstate must advise their Johne’s Disease status at the time of entry. ENZOOTIC BOVINE LEUCOSIS (EBL)

    Dairy cattle may only be introduced from herds with the following statuses: Queensland Certified Free (CF) or Accredited Free (AF) New South Wales Accredited Free (AF) Certified Free (CF) Tested Negative (TN) Monitored Negative (MN) Victoria The herd history is to be provided to the RNA

    at the time of nomination. The RNA Animal Health Committee will assess each herd.

    CERTIFICATES

    The Johne's Disease and Enzootic Bovine Leucosis status of the herd must be endorsed on the Queensland Travel Permit and in case of Interstate stock it should also be endorsed on the Health Certificate/Waybill.

    FODDER AND BEDDING REQUIREMENTS AND CONDITIONS

    Fire Ant Requirements:

    • For hay grown outside the Fire Ant Area- moving to the

    Brisbane Showgrounds there are no restrictions • For Hay grown within the Fire Ant Risk Area - moving to the

    Brisbane Showgrounds: Exhibitors purchasing hay from hay producers within the Fire Ant Restricted Area need to ensure that the producer is on an Approved Risk Management Plan (ARMP) for Fire Ants and is complying with their agreed risk mitigation factors, which include freshly made hay where the hay has been raked at least twice within 24 hours of baling.

    The hay is baled within 24 hours of the last turn and if the baled hay is removed from the paddock within 24 hours of baling, it may move to any destination within Queensland with no further requirements.

    • Stored Hay – The stored hay should have been made in accord

    with the above requirements, prior to storage hay stored within

    the Fire ant Restricted Area must be stored off the ground or on an approved hard stand OR

    The surrounding area to a distance of 30 metres from where hay has been stored on ground has been treated with a product registered for red imported fire ants 4 days prior to the movement. OR

    The hay has been lured and the lures have been submitted to Biosecurity Queensland Control Centre and found to be free of Fire Ants. Visual surveillance for the presence of Fire Ants has been conducted on the surrounding area and also found to be visually free of the pest.

    • Hay returning home from the Brisbane Showgrounds, � Bowen

    Hills is located outside the Fire ant restricted area, therefore there is no restrictions on hay being moved within Queensland.

    • Hay returning to Interstate destinations - please contact relevant

    Government Authority within the State in question to ensure their requirements are met.

    Cattle Tick Zone: Hay, Chaff, Silage and Green Fodder may only be introduced if:

    a. It is grown in and held in a Tick Free Zone and transported

    directly to the Brisbane Showgrounds, or b. It originates from a Cattle Tick Infected Zone but the fodder has

    not had contact with livestock in the nine months prior to entry to the Brisbane Showgrounds, or

    c. It is silage from a Cattle Tick Infected Zone, which has been harvested and wrapped in plastic for a period of not less than 28 days prior to entry to the Brisbane Showgrounds.

    DISCLAIMER: While the conditions of entry in regards to disease are correct at the time of publication it is the responsibility of the owner that all conditions current at the time of entry are met

    REGISTRATION OF ANIMALS 1. All cattle entered must be registered in the name of the Exhibitor as

    owner, in a Herd Book of the respective breed recognised by the Association for that breed in accordance with the Rules of the Herd Book Society provided that an animal shall be deemed to be registered if the Exhibitor furnishes proof that at the time of entry:-

    (a) In the case of an animal of sufficient age to be registered, all

    necessary documents to procure registration in his name have been lodged with the authority controlling the Herd Book and the delay in registration is in no way due to his default; or

    (b) In the case of an animal not eligible for registration by reason

    of age that it is the progeny of registered parents and all necessary steps required to the date of entry have been taken to enable its registration in his name upon its attaining the required age.

    (c) Any animal owned by a partnership, or group of persons, may

    be entered in the name of the joint owners or, with the written consent of the others, in the name of any one, or in joint names of two or more of the co-owners.

    (d) All dairy cattle entered in RNA classes must conform to the

    Royal Show showing policy of each individual Breed Society. Any animal not meeting Breed Society showing policies will be withdrawn. All Dairy Cattle entries will be submitted to their respective Breed Societies for approval against their Registration database.

    SUBSTITUTIONS

    2. The RNA has introduced a new rule that allows for substitution of

    animals. Substitutes are not required to be nominated at time of Entry. Substitution will only be allowed within a section only. i.e.: junior cow to junior cow, intermediate cow to intermediate cow, or senior cow to senior cow, and must remain in the same age class. A substitution may only occur within the same breed as originally entered and not in group classes.

    A substitute in lieu of an original Entry will be available from Monday 22 June 2015 and must be advised to the RNA on the Substitution Form no later than Friday 7 August 2015 at 5:00pm.

  • Substitutions will only be accepted upon the payment of a $20 fee per substitution.

    NOMINATION OF ANIMALS

    3. Each Exhibitor must complete an Association's entry form giving all

    particulars required on the form. The responsibility for the accuracy of the description and pedigree and for the eligibility of each animal entered rests solely with the exhibitor who must, when animals arrive on the Showgrounds, be in a position to produce to the Breed Inspectors, and if necessary, Council Stewards, documents relating to the registration of each exhibit or photocopies thereof. Tattoos must be legible or the animal will be rejected from competition.

    All cattle entered for competition must conform to the rules and

    regulations of their respective Breed Society. If an exhibitor does not advise in writing the number of head by the

    date requested, the Council Stewards may at their discretion refuse to allow the exhibitor's animals to come upon or to remain on the Showgrounds. Such refusal will not entitle the exhibitor to a refund of entry fees paid.

    NUMBER OF ENTRIES PER CLASS

    4. There will be no restrictions in the number of entries in any class

    except as hereunder. In classes under 18 months, an exhibitor may enter as many animals as he wishes but no more than two per class may be brought onto the Showgrounds or exhibited.

    RATIONALISATION OF CLASS NUMBERS

    5. If after the closing date of entries, the total nominations are in excess

    of the number of cattle able to be accommodated, the Association reserves the right to reduce the number of animals entered. In such cases, a refund of entry fees paid will be made to exhibitors.

    REALLOCATION OF ANIMAL SPACE

    6. The Dairy Cattle Committee reserves the right to reallocate space

    previously allocated to any exhibitor upon the arrival of their exhibits on the Showgrounds if the numbers indicated by them do not arrive.

    TRANSFER OF ANIMALS

    7. The entry of any cow entered as dry shall be transferred to the correct

    in milk class and vice versa. The Stewards must be notified in writing as early as possible to enable them to have the transfer effected. Transfer of Animal forms are available from the Dairy Stewards Office.

    AGE AND SHOWING OF ANIMALS

    8. The age of all cattle shall be the actual age as at the 31 May prior to

    judging day. 9. Any animal which in the opinion of the Council Stewards is not in a fit

    state, or any way not eligible to be exhibited, may be rejected by them and debarred from competing in the class or classes for which it is entered. Any animal rejected must be removed from the Showgrounds as soon as the exhibitor is notified.

    10. The exhibitor of any cow over 2 1/2 years of age which is not in milk

    shall supply proof or furnish a veterinary certificate that such exhibit is either in calf or has bred during the two years prior to the Show.

    11. An animal which has been lactating for 240 days or fewer on judging

    day shall compete in a milk class. An animal which has been lactating for more than 240 days may be shown in an in milk or a dry class at the option of the exhibitor, which must be exercised by written notice to the Council Steward for the breed 24 hours before judging is due to commence.

    12. An animal shall not be penalized for accidental injury which in the

    opinion of the Judge does not affect its capacity for breeding or production.

    13. In any class in which production is taken into account, cows will not be

    eligible for a prize if the fat content of the lactation as assessed by the recording body, averages less than 3.3% mass/volume or if protein averages less than 3% true protein mass/volume.

    14. In any class in which production records are required they must be

    from a recorder service herd. In a 305 day lactation there must have been at least 5 tests evenly spaced over the entire lactation with 2 samplings in each 24 hour test.

    15. In a special or group class, no animal can compete unless it is entered, paraded and shown in one of the general classes. Provided that the Council Stewards may in special circumstances related to the time of a cow calving, permit her to be shown in a special or group class although she has not been shown in one of the general classes.

    16. The same animal cannot be exhibited in more than one group in any

    group class. 17. Cows to be shown as dry, if not completely dry at time of competition,

    shall be milked dry in the stalls within the hour preceding the start of judging.

    ARRIVAL AND DEPARTURE OF ANIMALS

    18. All cattle must arrive at the Brisbane Showgrounds and be in their

    stalls, no later than 8:00am on Monday 10 August 2015. 19. Exhibitors vacating the Showgrounds on Saturday 15 August 2015

    shall submit to the Superintendent’s Office, a leave form containing the names of all cattle departing on that day. This form must be countersigned by the exhibitor. Failure to comply with this rule will result in the forfeiture of all prize money.

    Exhibitors wishing to remain on grounds until Sunday 16 August 2015 can do so under the following conditions:

    • Exhibitors must not vacate grounds prior to 6:00pm • Exhibitors must submit request in writing (via email, fax or letter)

    no later than 17 July 2015 at 5:00pm. • Exhibitors staying on may remain in their allocated area. • A limit per breed applies: 20 head for Holstein, Illawarra and

    Jersey; 10 head for Ayrshire, Brown Swiss and Guernsey. • Preference will be given to those Exhibitors who forward their

    request by 17 July 2015 at 5:00pm. • 50% of the exhibitor’s entry fees will be refunded.

    EXHIBITOR TEAM NUMBERS

    20. Exhibitors must advise the number of cattle comprising their team by

    Friday 17 July 2015 at 5:00pm. No stalling allocation will be made for Exhibitors who fail to advise of number of cattle comprising their team

    INSPECTION OF ANIMALS & VETERINARY TREATMENT

    21. The Association shall ask each Herd Book Society to appoint an

    Inspector or Inspectors to examine exhibits in all Dairy Classes for exhibition and for sale. Breed inspectors cannot be a RNA Steward or an immediate family member of the current exhibitors. Inspectors shall submit a written report to the Council Stewards giving details of any animals which bear tattoos which are not consistent with the details printed in the Show Catalogue or which they consider to be below a standard appropriate to a Royal Show. Inspectors shall furnish to the Superintendent’s Office two copies of their completed reports by 12.00noon on Wednesday 12 August. Any animal which is then rejected by the Council Stewards shall not be exhibited or offered for sale by auction and may be removed from the Showgrounds or segregated. Inspectors shall report to the Council Stewards any improper interference with an exhibit's natural characteristics which may affect the exhibit being shown on its merits.

    22. Exhibits that are under treatment on arrival at the Brisbane

    Showgrounds must have treatment sheets submitted to the relevant Superintendent’s Office within 12 hours of arrival and scheduled pharmaceuticals must have authorisation of the prescribing Veterinary Surgeon.

    23. No Prohibited Substance shall be administered to any animal exhibit

    except with the permission of the Council Stewards, or under the direction of the Association's Veterinary Surgeon who shall advise the Council Stewards if, in his opinion, such Prohibited Substance has or is likely to have any effect upon the animal which would be material to its chance of being awarded a prize. In such case, a Council Steward may, in his absolute discretion, debar the animal from competing, and may otherwise deal with the exhibit under the Association’s rules and regulations.

  • 24. An exhibitor shall not inject, pump or glue, using any substance or thing or otherwise interfere with an udder or teat direction of an exhibit.

    25. All milk will be sampled at the milk room and any illegal substances

    detected will incur appropriate heavy penalties on any offending exhibitor.

    26. The Council Steward may at any time direct the Association's

    Veterinary Surgeons to take a sample or skin scraping of blood, saliva, urine, discharge, exudation or any other sample from an exhibit for testing.

    Any animal which in the opinion of the Council Stewards is not in a fit state to be exhibited may be rejected by them and debarred from competing in the class or classes for which it is entered.

    CONTROL OF ANIMALS

    27. Fitting of animals in general: All or strategic part clipping of animals is

    permitted. Clipping frames will not be allowed in the general Dairy Pavilion, but may be utilised in a “designated area” set aside for that purpose. Non-compliance with this regulation may incur a $100 fine and frame removed at exhibitor’s expense.

    28. Cattle not thoroughly tractable, will not be admitted to the

    Showgrounds. All other stock must have halters securely attached and must be in the charge of the exhibitor or his employee.

    29. It is the responsibility of each exhibitor to ensure that the leaders of

    their stock in judging rings and parades are capable of exercising control over the animals in their care.

    PRIZES AND CHAMPIONS

    30. With the exception of milking test classes the number of cash prizes

    and ribbons to be awarded in each class shall be according to the number of nominations paraded, as finally adjusted in accordance with Regulation 4, viz.:-

    1 to 4 paraded 1st, 2nd, & 3rd 5 or 6 paraded 1st, 2nd, 3rd & 4th 7 or 8 paraded 1st, 2nd, 3rd, 4th & 5th 9 or 10 paraded 1st, 2nd, 3rd, 4th, 5th & 6th

    Ribbons only:

    11 or 12 paraded 7th ribbon 13 to 15 paraded 8th ribbon 16 to 18 paraded 9th ribbon 19 and over paraded 10th ribbon All Champions must be present for Supreme Judging at the nominated

    time or they will not be included in the judging. 31. For Champions, all First and Second prize winners of the breed shall

    compete, from classes 3 years old and over. For Intermediate Champions, classes under 3 years old (with the exception of those eligible for Junior classes) shall compete.

    For Junior Champion, classes under 2 years old, dry, shall compete.

    In the Championship classes the Judge shall select the Honourable

    Mention Award, Reserve Champion Award and finally the Champion Award. In the event of the Champion being disqualified for any reason the Reserve Champion shall represent the breed.

    32. The exhibitor of every animal that has been awarded a Champion,

    Reserve Champion, Honourable Mention or third prize or better, shall parade such animal in the Parade of Champions held on Saturday 15 August, conducted by the Association. The only exception will be if the exhibitor produces to the Council Stewards a veterinary certificate that the animal is not fit to be paraded or unless the Council Stewards decide that other good and sufficient reason exists to excuse any animal from parading. Failure to so parade shall result in the forfeiture of all prize money awarded to such exhibitor and he shall further be liable to a fine of Two Hundred Dollars ($200) in respect of each animal not paraded.

    RUGS 33. All rugs must be removed from animals each day (after Judging Day)

    by 9.00am and not replaced till 5.30pm unless permission to the contrary is granted by the Council Stewards.

    CLEANING OF STALLS

    34. It shall be the responsibility of the exhibitor or his representative to

    ensure that all stalls are cleaned and all waste materials are ready for loading by 7.30am each day. Any waste material produced between the times that the RNA removes waste from the grounds in the morning and 4.30pm, shall not be left in the stalls, but shall be taken from the Pavilion by the exhibitor and placed in the area set aside for this purpose. Any exhibitor not complying with this Regulation will be dealt with in such a manner as the Council may decide.

    CALVING

    35. The exhibitor of any cow calving on the Showgrounds shall, unless

    permission to the contrary is given by the Council Stewards or, in their absence, by a Veterinary Surgeon, place such cow, for the purpose of calving in one of the stalls set aside for the purpose. Upon vacating any such stall, other than a demonstration vet area, the exhibitor shall remove all bedding and other waste from the stall and leave in a thoroughly clean condition and notify one of the Stewards or the Dairy Cattle Superintendent of his having done so. (Arrangements will then be made by the Association for the stall to be treated by disinfectant). Failure to do so shall result in the Association cleaning the stall at the expense of the exhibitor.

    EXHIBITOR ATTIRE

    36. It is desirable that all persons leading stock wear their Society

    approved uniform during judging, or the parades. Persons not wearing Society approved uniforms must wear grey or white dust coats. Stud names or brands must not be displayed on clothing or equipment during judging. Appropriate enclosed footwear must be worn at all times.

    EXHIBITOR SIGNAGE

    37. Each exhibitor may display one sign, but shall remove any such sign

    forthwith if directed to do so by the Council Stewards who shall have full power to give such direction without giving any reason therefore. A Breed Society may display such signs as may be approved by the Council Stewards.

    MOVEMENT OF ANIMALS 38.

    (i) Animals watered at troughs must be watered at the trough nearest the stalls in which they are housed.

    (ii) An animal being taken out of the Dairy Pavilion, or from one part of the pavilion to another, must be taken by way of the cross-alley nearest to its stall and the roads adjoining the pavilions.

    (iii) Except with the permission of a Steward or the Dairy Cattle Superintendent, no animal may be taken through any bay, other than the bay in which it is stalled or in which any other species of animal may be stalled.

    STORAGE OF FODDER AND EQUIPMENT

    39. Except with approval of a Council Steward, an exhibitor shall not store

    fodder or any other material or equipment on the floor of any bays designed for the stalling of animals or in any laneway.

    All exhibitors please note that no large round, square or rectangle

    hay bales are allowed to be brought onto the Brisbane Showgrounds.

    PUBLICATION OF ANIMAL PARTICULARS

    40. The exhibitor irrevocably consents to the RNA publishing or

    reproducing in any manner whatsoever any particulars or information in relation to their exhibits; the publication or reproduction may be in a printed form or visual image through electronic means and/or on the internet.

  • VETERINARY SERVICES 41. The Association's Council is pleased to advise that for the forthcoming

    Royal National Show arrangements have again been made for veterinary services to be available on a 24 hour basis commencing on Saturday 1 August 2015 through until Sunday 16 August 2015.

    The official veterinary surgeons are permitted to charge their normal consultation fees plus an hourly rate for extended services. In addition exhibitors will be required to pay the cost of all drugs used. Exhibitors will be responsible for the payment of all monies owing to the veterinary surgeons.

    CLIPPING FRAMES

    42. Clipping Frames may only be used in an area specified by a Council

    Steward. Clippers and hair dryers/blowers may only be used between the hours of 5.00am and 10.00pm with the exception of judging day when the commencement time will be 4.00am. Violation of these rules could mean disqualification from judging.

    HYGIENE

    43. The hygienic sealing of teats to prevent infections will be permitted only

    under RNA Veterinary supervision.

    ACCOMMODATION 44. All exhibitors please note that there is only limited accommodation on

    grounds. All exhibitors are recommended to seek offsite accommodation. Those wishing to apply for on ground accommodation can do so on the following basis:

    (a) Application must be on the appropriate

    accommodation/stalling request form (b) Accommodation will be considered on the basis of 1

    Locker for each 4 animals or part thereof with a maximum of 2 person per locker

    (c) For spaces (without bed or mattress) $2.00 per person per night

    (d) All accommodation must be prepaid by the date on the accommodation/stalling request form (Friday 17 July)

    (e) No refunds are due on any accommodation booked and not used

    The Exhibitor agrees to properly supervise all children nominated above and to indemnify RNA against any loss or damage to RNA property and against all liability, claims, costs and expenses in any way connected with the attendance of the Exhibitor and any other person nominated above at the Brisbane Showgrounds, to the extent that such loss, damage, liability, claims, costs or expenses arise from any breach by the Exhibitor of this agreement or from any negligent or wilful act or default of the Exhibitor. PLEASE BE AWARE THE RNA DOES NOT GUARANTEE ACCOMMODATION IS AVAILABLE FOR ALL OR ANY EXHIBITORS. ALL ACCOMMODATION REQUESTS WILL BE CONSIDERED AND THOSE SUCCESSFUL WILL BE NOTIFIED AFTER 17 JULY 2015, WHEN EXACT TEAM NUMBER NOTIFICATIONS ARE DUE. Note: Lock and keys deposits of $20 will only be refunded on return

    PRESENTATION OF AWARDS

    45. The presentation of the Milking Competition Awards will take place on

    Friday 14 August 2015 during the Supreme Interbreeds judging.

    Any in-milk exhibit which is adjudicated as a possible placegetter in the Best Udder classes on both days may be required by the RNA to be milked out under supervision. The milk sampled and weighed, then cows reassessed with their milk weight before any final decision or award is announced.

    Certificates/Award Cards will only be issued for Champions, Reserve Champions and Honourable Mention.

    EXHIBITORS' MILKING MACHINES

    46. Exhibitors are advised that the maximum horse power of electric

    milking machine motors permitted to be used in the Dairy Cattle Pavilion is 1 hp. Only one milking machine or other appliance to be used from any one power outlet at anytime.

    DISPOSAL OF MILK

    47. All milk, other than from cows calved less than six days, produced during the Show will be taken over by the Royal National Association at the Milk Room, sampled, weighed, and recorded. The milk or cream will be sold on behalf of the exhibitors, who will be paid by the Association, provided that no milk will be received unless approved milk utensils are used and hygienic methods adopted. Any Exhibitor who supplies contaminated or adulterated milk to the bulk tank or tanker load of milk will be held financially responsible for:

    • The cost of collection and transport of the milk to the

    processing factory including a replacement load of market milk

    • Value of milk lost due to contamination • Cost of disposing of the contaminated milk • Forfeit all milk payments for the period of the Show

    Any milk from exhibitor’s animals must have Foodsafe Accreditation or equivalent interstate accreditation. No exhibitor may dispose of his milk on the Brisbane Showgrounds either by sale or free gift, as from the time RNA take over. Exhibitors eligible for milk payments shall be paid by 30 October 2015.

    EXHIBITORS' and LIVESTOCK ATTENDANTS' PASSES

    48. All passes for Livestock Exhibitors and their employees will be issued

    from the Royal National Association’s Office. No passes will be issued unless the exhibitor or his representative presents the receipt for Entry Fees, or identification is established. Passes will be issued on the basis of one for 3 to 6 exhibits and 1 additional pass for each additional 6 exhibits or part thereof.

    ORDER OF PARADE

    49. The Grand Parade will be held on Wednesday 12 August at

    approximately 1:00pm. The breeds will parade in alphabetical order for this parade. A minimum of 10 animals and a maximum of 20 animals per breed are to be paraded on Wednesday 12 August. The Champion of Champions Parade will be held on Saturday 15 August at 1:00pm and the order of the parade will be as follows: The Supreme Champion Dairy Cow will lead, followed by the Production Champions, followed by the breed which furnished the Supreme Champion, then breeds in alphabetical order. Exhibitors are advised that the Order of the “Champion of Champions” Parade will be posted on the Superintendent's Notice Board.

    No person under the age of 10 years is permitted in the main ring during the Grand Parade. All handlers must be capable of controlling any animal in their care.

    DOGS

    50. Exhibitors are advised that only dogs entered in the Competitive

    Canine Section and the Sheep Dog Trials will be permitted on the Showgrounds. All dogs found on the Brisbane Showgrounds will be removed to the City Dog Refuge by the City Council Dog Catchers without notice. Vehicles carrying non-competitive dogs will not be admitted to the Showgrounds.

    The Stan Paulger Memorial Dairy Youth Challenge is for all breeds ofdairy cattle. The participation of the youth involved in all breedsshould be encouraged and actively promoted.

    Purpose: The object of this competition is to encourage tidinessand cleanliness in the Dairy Pavilions in a manner befitting the DairyIndustry, and to give recognition to exhibitors who present theirstock attractively to the public.

    Conditions : All persons actually exhibiting cattle in the DairySection shall be competitors without the necessity of lodging aformal entry. Family Groups stalled together and entered on onemembership will be judged as one exhibitor.

    The Competition shall be conducted in three classes.1.

    Judging will take place in the Dairy Cattle Pavillion and will beconducted daily from 8:00am - 6:00pm, with the exceptionof Friday (Breed Judging Day). Judging will start on Monday10 August and will finish on Saturday 15 August 2015.

    It is the responsibility of each exhibitor to ensure that eachexhibit is clearly identified at all times. In the event of theJudge(s) having difficulty in identifying the owner of anyexhibit at any time, he may, upon identifying the ownerforthwith disqualify the owner.

    The Judge(s) or Council Stewards may disqualify anycompetitor if they are of the opinion that such competitor orany person associated with him has done any act having theeffect of impeding or hindering another competitor in relationto the Competition.
