Accomplishment Report for the month of
December 2017
Region 12 is located in the Southwestern part of Mindanao, which is composed of the provinces of South Cotabato, Sultan Kudarat, Cotabato and Sarangani; the chartered cities of Cotabato and General Santos and the component cities Kidapawan, Tacurong and Koronadal.

EXECUTIVE SUMMARY
PRO 12 Headquarters is located at Tambler, General Santos City, and is composed of two (2) CPOs, namely Cotabato City PO located at PC Hill, Cotabato City, General Santos City PO at Camp Fermin G Lira, General Santos City and four (4) PPOs, namely Cotabato PPO located at Amas, Kidapawan City, Sultan Kudarat PPO at Camp Amando Dumlao Sr., Isulan, Sultan Kudarat, South Cotabato PPO at Koronadal City and Sarangani PPO at Kawas, Alabel, Sarangani with forty-five (45) Municipal Police Stations under the PPOs and fifteen (15) Police Stations under the two (2) City Police Offices.
It has four (4) Provincial Mobile Force Companies (PMFC), two (2) City Mobile Force Companies (CMFC) and a Regional Mobile Force Battalion (RMFB) with four (4) Maneuver Platoons.
The total strength of the Office is 7,184 composed of 338 PCOs, 6,473 PNCOs and 373 NUP distributed to the different police offices/units. The current police-to-population ratio is 668 based on the total number of uniformed personnel strength 6,811 vis-a-vis the present Regional Population registered at 4,545,276.
Pursuant to the current Staffing Pattern, the Office is supposed to have an authorized strength of 6,551(458 PCOs, 5,698 PNCOs and 395 NUP).

COMMUNITY
For the period, PCR was able to conduct and record 49,393 activities including 43,660 copies of IEC materials which are focused on the delivery of police services and to mobilize and bring to bear the community, civil society and media in all-out and sustained anti-terrorism, anti-insurgency and anti-criminality campaign towards the attainment of a safe and secured region.
A. SANTINIG
PRO 12 conducted a total of 3,625 activities such as: dialogues, seminars, print media, radio program/interviews, crime/drug prevention programs and 43,660 IEC Materials printed.
A continuing program of action against illegal drugs was launched through the “left-hand effort” in response to the urgent need to pursue a forceful intensive and unrelenting campaign whether syndicated or street level. During the period, PRO 12 conducted drug abuse symposia and awareness in different schools & venues in coordination with DARE officers, DEP-ED, NGO’s & other government agencies.

B. SAMBAYAN
B.1. Police Community Assistance & Development:
PRO 12 has conducted a total of 585 Community Assistance Development such as: medical & dental Outreach Services, bloodletting activity, community relations & rehabilitation, skills & livelihood development for the out of school youth.
Coordination and participation among NGO’s, GO’s, RLEEC and the CJS is the key to a lasting partnership between the police and the community. Teamwork is the catalyst that yields excellence from shared strength.

B.2. Community Organization and Mobilization:
To strengthen the capacity of Police Force, PRO 12 was able to mobilized the Community Council of Elder. It also has mobilized Brgy. Tanods and CVO’s purposely to assist the police during town fiestas, founding anniversaries and other anti-crime activities with a total of 806 activities conducted.
Moreover, on the advancement of skills/security trainings, PRO 12 has served various activities to support the SAGSD of the Civil Security Group for training of security guards and security officers notwithstanding their participation on other security aspects in crime prevention. Furthermore, some BADAC members were mobilized to help the police track down and give vital information on the probable hot spots of drug pushing/peddling in the AOR in coordination with government line agencies.
A. IMPROVE CRIME PREVENTION
Results-Oriented Operations
1. Operations Foot and Mobile Patrol Operations A total of 1,706,885 man-hours on police visibility patrol (foot
and mobile/motorcycle) were conducted particularly in crime prone areas throughout the region. Police response time improved to 5 minutes in urban centers and 10 minutes in rural/remote areas. During the period, 2,235 legitimate calls had been responded/acted appropriately.

For the period covered, there were no operation conducted on Campaign against

Internal Security Operations (ISO)
During the period, this Office conducted a total of 51 major, 74 minor and 2,306 preventive patrols in their respective AOR. Camp Defense Simulation Exercises For the period, a total of 12 camp defense simulation exercises, 20 SIMEX, 23 CEREX and 4 COMMEX were conducted.

OTHER NOTABLE ACCOMPLISHMENTS:
After Activity Report re Assessment and Evaluation of Enhanced Managing Police Operations and Oversight Committee Meeting on Anti-Illegal Gambling: On December 5, 2017, this Office conducted an Assessment and Evaluation on Enhanced Managing Police Operations and Oversight Committee Meeting on Anti- Illegal Gambling. It was presided by PSUPT PORTIA B MANALAD, AC, ROPD held at PRO 12 Conference Room, Tambler, General Santos City. It was attended by the regular members of the Oversight Committee, DPDOs, operation officers and selected Chiefs of Police. The meeting started at about 9:45 AM, PSUPT MANALAD called the meeting to order which was followed by the reading and approval of the previous minutes of the meeting. PSUPT MANALAD presented the Assessment and Evaluation of Enhanced Managing Police Operations and Accomplishments on Anti-Illegal Gambling. Likewise, PSUPT MARIA JOYCE R BIRREY, DPDO, CPPO and PSUPT LAURO I ESPIDA, Operation Officer, GSCPO presented their respective Assessment and Evaluation on Enhanced Managing Police Operations. Afterwards, open forum followed wherein several questions were raised and were properly addressed by AC, ROPD and Deputy, RIDMD. The activity ended at about 12: 45 PM of the same date.
After Activity Report on Regional Management Coordinating Committee (RMCC) XII 4th Quarter Meeting and Thanks Giving Program: On December 19, 2017 at about 10:20 AM, the undersigned attended the Regional Management Coordinating Committee (RMCC) XII 4th Quarter Meeting and Thanks Giving Program together with RMCC members from NAPOLCOM, BFP, BJMP, PPSC-RTC 12 and other LG sector which was presided by Reynaldo M Bungubung, CESO IV, RD DILG 12/ Chairman RMCC XII held at Makatarungan Hall, PRO 12, Tambler, General Santos City. The meeting was called to order followed by the declaration of quorum and the reading of highlights of the previous meeting. Each member-agency presented their PPAs accomplishment. Topics discussed are the programs, projects, services and activities complementing with other RMCC member-agencies. The meeting ended at about 12:10 PM of the same date.

After Activity Report on 4th Quarter Airport Safety and Security Council Meeting: On December 20, 2017 at about 1:40 PM, PSSUPT JOHNSON C ALMAZAN, DRDO, this PRO together with PINSP RHOSSEL S ANIVERSARIO, Chief Internal Security Operations Section, OROPD, this PRO attended the 4th Quarter Airport Safety and Security Council Meeting which was presided by Engr. Rex A. Obcena, Airport Manager II of General Santos City International Airport held at Conference Room, CAAP Building, Tambler, General Santos City. The meeting was called to order followed by the preliminaries and declaration of quorum by the Airport Manager. Pertinent matters discussed during the said meeting are the security measures that concerns the airport during the holiday season especially to the upcoming Christmas and New Year Celebration wherein influx of passengers will be expected and to heightened the alert against terrorist groups. The meeting ended at about 3:40 PM of the same date.
After Activity Report on SIMEX/ CEREX and COMEX Meeting: On December 22, 2017 at about 9:00 AM, PSSUPT JOHNSON C ALMAZAN, DRDO, this PRO presided the SIMEX/ CEREX, COMMEX Meeting held at PRO 12 Conference Room, Tambler, General Santos City and attended by R-STAFF, all DCDOs/DPDOs, PSSUPT MICHEAL F LEBANAN, FC, RMFB12, CPT ROLANDO M TARRAYO, PA of JTF GENSAN, CPT JILLBOUY N DAHILAN, PAF, SF04 NOEL CORDOVA, BFP, DR.

AGRIPINO V DACERA, SR, CDRRMO. Topics discussed were the IMPLAN on the conduct of SIMEX/ CEREX, COMMEX of RHQ and PPOs/CPOs. PSSUPT ALMAZAN emphasized that all units to seriously perform their respective task and to have their own implan in SIMEX for bombing, kidnapping, harassment of police stations, ambush and arson incidents. The program ended at about 12:00 noon of the same date.
● After Activity Report re Inspection of Staging Area: This pertains to the conduct
of SIMEX, CEREX, and COMMEX on Condition Situation Response System (CSRS) to be held at RHQ, PRO 12, Tambler, General Santos City. At about 3:00 o’clock in the afternoon of December 25, 2017, PSUPT PORTIA B MANALAD, Acting Chief, ROPD, together with PINSP RHOSSEL S ANIVERSARIO and SPO4 ROMINA L DACULES conducted ocular inspection of staging area at General Santos City International Airport, Barangay Fatima, General Santos City. Likewise on the same morning of December 26, 2017, PSUPT MANALAD together with PO2 Lanedon A Alforque, drone operator, check the capability and operational functions of drone to be used in SIMEX at RHQ Compound.

● After Activity Report on the Conference Meeting for the Preparation in the Conduct of SIMEX and CEREX: On December 26, 2017 at about 2:00 PM, this Office conducted a Staff Conference for the preparation of the Conduct of SIMEX, CEREX, and COMMEX. It was presided by
PCSUPT MARCELO C MORALES, RD, PRO 12 held at Conference Room, PRO 12, Tambler, General Santos City. It was attended by PSSUPT JOHNSON C ALMAZAN, DRDO and Quad Staff of RHQ as well as Quad Staff of every PPOs/CPOs. The meeting was called to order followed by the declaration of quorum and the reading of highlights of the previous meeting. S2 of each PPOs/CPOs presented Threat Groups and Threat Assessment, S3 of each PPOs/CPOs presented Location of Maneuver Forces/PSF and Preparation in the conduct of SIMEX and CEREX, S5 of each PPOs/CPO presented Contingency Plan for Disaster Preparedness, and S7 of each PPOs/CPOs presented Status of Crime Incidents Perpetrated by Motorcycle Riding Suspects.

Campaign against Illegal Drugs For the period, the Office intensified its anti-drug operations
resulting to 14 positive operations, neutralizing 18 drug offenders and the filing of 11 cases in Court. A total of 8.27 grams of Shabu, 1.57 grams of MJ leaves have been

confiscated and seized with a total DDB value of Php 74,485.03. As of this report, 278 remain as Drug Affected Barangays and subject for clearing operation.
Campaign against Kidnapping
For the period in review, there was no kidnapping incident transpired in the AOR.
Campaign against Carnapping/Enforcement of Traffic Laws
For the period covered, a total of 67 motorcycles were reportedly carnapped, 68 operations conducted, ten motorcycles were recovered, four persons arrested, and three cases filed in court. Likewise, unauthorized use of Sirens & Blinkers was banned, thru LOI 34/2010 “Action Plan Against Wang-Wang and counter Flow”.
Campaign against Bank/Armored Car Robbery
No incident on Armored Car-Highway Robbery occurred. However, the office is continuously undertaking intensified monitoring on criminal groups for their possible apprehension.

the period covered.
Campaign against Illegal Gambling
A total of 15 raids/operations against Illegal Gambling were conducted which resulted in the arrest of 24 ushers/bettors. Likewise, confiscation of gambling paraphernalia and bet money amounting to Php 24,461.00 and filing of 15 cases in court.

Anti-Prostitution/Vagrancy/Child & Women Abuse Campaign
For the period, no Prostitution/Vagrancy/Pornography transpired in the AOR while for anti-child abuse/pedophile, 20 cases were reported that resulted to the arrest of 14 personalities and filing of five cases in court. Campaign against Smuggling For the period covered, no smuggling transpired in the AOR.
Campaign against Cattle Rustling
For the period covered, there is no Smuggling and Piracy transpired in the
AOR.
Campaign against Illegal Logging
For the period covered, this Office conducted seven operations that resulted in the recovery of 5,478 board feet of illegally sawn worth Php 211,630. All were subsequently turned-over to DENR for proper disposition.
Campaign against Illegal Fishing
For the period covered, no incident reported.

This Office has provided and conducted threat assessments and accurately coordinated with lateral offices intelligence information necessitating immediate action and attention. B. IMPROVE CRIME SOLUTION
RESULTS-ORIENTED INVESTIGATION 1. Investigation
With this PRO’s continuous pursuit for excellence in the police service
particularly in the field of investigation, several significant investigative breakthroughs and accomplishments were undertaken by this Office from 01 -31 December 2017.
For the period covered from 01-31 December 2017, the Regional
Investigation and Detective Management Division had recorded a total of 1,650 crime incidents and out of this a total of 897 crimes were cleared while 809 were solved which indicated a 54.36% Crime Clearance Efficiency (CCE) and 49.03% Crime Solution Efficiency (CSE).On Average Monthly Crime Rate (AMCR), it registered at 36 incidents per 100,000.00 populations
2. Intelligence
Hostile Plans:
1. Information received states that a radio conversation between Call Sign Barakuda and Call Sign Abu Nash were monitored regarding their alleged plan to transport IED in Guindolongan, Maguindanao to undisclosed area in North Cotabato. (IR from PIB, CPPO dated December 14, 2017, Eval: B2Y).
2. Alleged BIFF Bombing Plan in Cotabato City: Information received states
that the BIFF under Ustadz Esmael AbubaKar a.k.a. Bungos identified as 1. Samsudin Sakilan, Barangay Sambulawan; 2. Ruhamin Sulaiman, Barangay Damabalas; 3. Sukur Akbar, Narangay Takipan and 4. Runiy Sipal, Barangay Igana-gampong is planning to conduct bombing in Cotabato City. (IR from CIB, CCPO dated December 15, 2017, Eval: B2Y).
3. Information received states that on December 18, 2017 at 10:39 PM, the
group of Cmdr. Abu Nawas and Cmdr. @ Agila is planning to conduct atrocities/harassment at Brgy. Malagakit, Pigcawayan, Cotabato at any opportune time. (Source: IR from PIB- CPPO dated December 18, 2017: Evaluation; B2-U)
4. Sightings of BIFF: On or about 5:30 PM of 22 December 2017, information
received states that more or less 100 BIFF led by Commader Gani Saligan and Commander Mohidin Karialan were sighted at Sitio Kabasalan Brgy Darampuan, Sultan sa Baronges, Maguindanao and moving towards Aleosan Area. Accordingly, the said group will conduct harassment to the Military/PNP detachment at any opportune time. (Source: IR from PIB, CPPO dated December 21, 2017: Evaluation; B2-U)
5. BIFF Planned Bombing in Sultan Kudarat: On December 24, 2017 at
around 3 PM, information received states that a certain Kenneth Butuan @King Metin, a BIFF sub group leader and bomb expert from Bungos Faction assembled an IED composed of 105mm UXO to be used in conducting bombing targeting Christian populated places in the area of Esperanza, Isulan and Tacurong City all of Sultan Kudarat. Accordingly, said IED is now in the possession of said person at Malangog, Datu Unsay, Maguindanao and to be travelled by an unidentified BIFF at any opportune time. 6. On December 24, 2017 at around 6 PM, information received states the group
of Commander Karialan is planning to conduct harassment targeting Christian dominated areas in the municipalities of Pigcawayan, Midsayap and Aleosan at any opportune time. (IR from PIB, CPPO dated December 24, 2017, Eval: B2Y)
7. Information received states that undetermined numbers of armed men under
commander OB10 were sighted crossing the river using personalized pump boat going to Brgy. Damatog, North Kabuntalan, Maguindanao on December 24, 2017 at around 5 PM. Accordingly, they are planning to conduct harassment targeting AFP detachment in the aforesaid place. (IR from PIB, CPPO dated December 24, 2017, Eval: B2Y)
8. ISIS Inspired and BIFF Planned Atrocities: Information received from AA, at
about 9:00 o’clock in the evening of December 27 2017 states that on or about 2:00 o’clock in the afternoon of December 27 2017, more or less 70 combined ISIS at BIFF lead by ISIS Assistant Chairman Esmail Abubakar @ Bongos, “ NANDOON SILA NGAYON SA SITIO SAYAP BRGY LIMPUNGO DATU UNSAY MAG, AT MAY KASAMA SILA NA TATLONG INDONESIAN HINDI LNG KILALA NG AA ANG NAMES NLANG TATLO, AT ANG SABI NI ASISTANT ESMAIL ABUBAKAR @ BONGOS SA MGA TAUHAN NYA NA BOMBER MAG LAGAY KAYO NG BOMBA KNG SAAN ANG POSSIBLE MAGDAAN ANG VEHICLE NG SUNDALO SA AREAS NG HI-WAY NG SHARIFF AGUAK MAGUINDANAO, MAGLAGAY RIN SILA NG BOMBA SA MADADAANAN NG VEHICLE NG GOV. 9. Information received states that a certain a.k.a Abu Anwar (TNU) a Tausug, together with a certain @Imam Baehaqi (Indonesian National, ISIS sympathizers) were monitored at the shoreline of Brgy Burias, Glan Sarangani Province at about 06:20 PM of December 12, 2017 and sailed via motorized fishing boat allegedly operated by a certain @Jungcong. Accordingly, they will go to fetch Amin Baco a.k.a Jihad (allegedly the successor of Esnilon Hapilon) and Mohammad Omar (TNU) and Al Hassan Sallan (TNU) from an undisclosed area. 10. On December 27 2017 at about 3:30 in the afternoon of December 27 2017,
information received from source states that the groups of commander OV10 with more or less 80 armed men are still in the vicinity of Brgy Buricain Pigcawayan Cotabato waiting for orders to launch atrocities in Pigcawayan and other neighboring Municipalities. 11. On December 28, 2017, at about 8:00 in the morning, information received
from source states that the more or less 200 members of BIFF coming from Maguindanao and more or less 400 ISIS inspired group coming from Lanao Del Sur is heading towards North Cotabato and will converge thereat in an undetermined location. Further, information revealed that they will conduct road blocking of National Highways in the areas of Maguindanao.

CPP/NPA/NDF:
Violent Activities: For the period in review, the CNN were involved in five violent activities, four encounters and one abduction of Polkice Officer. Details are as follows:
1. Firefight Incident: On December 1, 2017 at 6:30 AM, while conducting field military operation at Sitio Balataan, Brgy. Pag-asa, Alabel, Sarangani Province, one platoon SP/73 led by 2Lt. DOMINADOR R LABASA (MI) 73

2. Firefight Incident: On December 3, 2017 at 1:00 PM, while conducting focus
military operation at Sitio Celtex, Brgy. Ned, Lake Sebu, South Cotabato, one team 27th IB,PA led by 1LT MARTINEZ and one Scout Platoon HHC led by 2LT FULGAR encountered more or less 25 armed men believed to be members of Communist Terrorists under Platoon Arabo GF73, FSMR. Two killed in action and three wounded in action on the government side while three killed in action and three high powered firearms were recovered from the enemies. 3. Firefight incident: On December 3, 2017 at 1:00 PM at Brgy. Ned, Lake Sebu,
South Cotabato, The said firefight ensued between the 27th IB, PA and members of the Platoon Arabo, GF73, FSMR of the CPP/NPA. Investigation conducted revealed that while the team of 1LT Martinez of the Alpha Coy, 27th IB, PA were harboring during the conduct of their Focus Military Operation (FMO) at the mountainous area of the above-mentioned place with GC 665043 when suddenly harassed by a group of armed men identified later as members of the Platoon Arabo, GF73, FSMR of the CPP/NPA that resulted to the death of two (2) Infantry members identified as PFC Jovani P Tagactac and PFC Max Jaylord Fernando, both of legal age and members of Alpha Coy, 27th IB, PA. As a result, firefight ensued between the government troops and communist terrorist that also resulted to the death of the six (6) members of Platoon Arabo, GF73, FSMR of the communist terrorist wherein four (4) of them were identified as; Victor Dinyan (Chairman of TAMASCO and the alleged Leader), Samer Ankoy, Edmondo Ceralbo, Demante Toleb alias Toto Diamante, all of legal age and resident of Datal Bulolangon, Sitio Ciltex, Brgy Ned, Lake Sebu, South Cotabato while the other two (2) are still unidentified. 4. On December 21, 2017 at 3:10 AM at Sitio Punong, Brgy. Manobo, Magpet,
Cotabato Province, 6SRC, 2SRBn led by CPT DUGAN and 1LT WADSILANG, together with scout Platoon of 39IB led by 2LT SERRANO and 2/A/39IB led by 2LT AGGUID encounter against an estimated more or less 80-100 fully armed NPA Terrorist Group under PBC 2, SMRC led by @Aldrin, CO, PBC 2, @Bracel, @Apple and @Manoy at Sitio Punong, Brgy. Manobo, Magpet, Cotabato Province 51N YH 50736 84096. The AW 109 helicopter was able to deliver Twelve (12) rounds of Rockets towards the target that ended at about 0345H and the aircraft returned at TOG XI at about 0400H. While at about 0415H 105 Howitzers under 2nd Platoon Bravo Battery, 2FAB, AAR led by SSg Nimes together with 1/C/39IB led by 2LT CORTEJO provided indirect fire support mission toward the enemy. Alleged Abduction of PNP Commissioned Officer: On December 28, 2017 at about At around 10:30 PM of December 28, 2017, A certain Kimberly Hermoso of legal age together with Elmarie Lanoy, Minor, both residents of Poblacion, Magpet, Cotabato and employees of HMB Videoke Place personally appeared to the personnel of Pres. Roxas MPS who at that time conducting Checkpoint along National Highway particularly in Brgy. Poblacion junction to Brgy. Tuael, Pres. Roxas, Cotabato and revealed that PINSP MENARDO N CUI, Deputy Chief of Police of Pres Roxas MPS dropped by at the said establishment accordingly to fetch something thereat.
However, upon entering the said establishment, four (4) unidentified armed men followed the victim inside and allegedly with back-up outside the said video-k house. Update re Alleged Abduction of PINSP MENARDO N CUI: Information
received from source that on December 29, 2017 at about 10AM, a cell phone call was received by Alfred Cui, (brother of PINSP CUI and Security Guard of Magpet National High School) from unidentified person allegedly from NPA member informing the family of the abducted PNP Officer PINSP MENARDO NISPEROS CUI, DCOP of President Roxas MPS, Cotabato PPO was allegedly in the custody of NPA and he is in good condition physically and mentally. Accordingly, he was abducted as he was under investigation with regards to his demeanor in his AOR. The exact location of abducted PNP personnel was not confirmed. New People’s Army (NPA) led by Commander RayRay planned to abduct any PNP

group of certain Jovelyn Bobeles, a resident of Purok 4, Brgy. Poblacion, Columbio, Sultan Kudarat are recruiting Grade 12 students to become a full pledge army and conducting lectures at Sitio Blisa particularly at the Busay falls of Barangay Sinapulan, Columbio municipality. Accordingly, the students who attended the said lecture were taught about immediate action drill using wooden stick as their rifle and other combat lecture. The actual release was initiated by Bishop Colin Bagaforu participated by different sectors from the government and non-government organization. PO1 Bristol Barruela Catalan was brought to Madonna General Hospital, Kidapawan City to undergo medical examination. Dolangan, Butig, Lanao del Sur. Accordingly, the agenda of the said meeting was a plan terror attack this coming Christmas season, the DI group is waiting for the final decision of their Emir to execute the said attack. Further, information revealed that during the meeting, it was decided that the targets will be Cotabato City and Iligan City. The following identified personalities during the said meeting were; Amin Baco, Abu Dar, Ustadz Abas, Abu Amrin, Abu Adzen, Abu Simmin, Abu Jair and Abu Omar. 2. The Kahugpongang Lumad sa Halayong Habagatang Mindanao (KALUHHAMIN) will spearhead the International Human Rights Day (IHRD) commemoration through “kampohan” and rallies in four (4) urban centers in the provinces of South Cotabato, Sarangani and Sultan Kudarat.
On 09 December 2017, the contingents will be staying at the following venues: The South Cotabato contingent will stay at the Regional Center Ground in
Barangay Carpenter Hill, Koronadal City particularly in front of Department of Education (DepEd) Office-12. The group will be led by Center for Lumad Advocacy and Networking Services (CLANS) Executive Director Geming Alonzo and Association of Community Educators (ACE) Vice President Thimoty John Romero;
The participants from Sarangani will stay at the Municipal Gymnasium of
Alabel, Sarangani, to be spearheaded by @Jimmy; Sultan Kudarat participants will stay at the Gymnasium of Tacurong City
with Samuel Dalimbang as their lead convenor. On 10 December 2017, a rally will be conducted at the Plaza Heneral in
General Santos City. The other contingents from the three (3) political venues are advised to stay where they are and conduct their respective (IHRD) commemorations.
On 11 December 2017, the different contingents will have dialogues with the
Local Government Unit (LGU) and DepEd officials in their respective areas. After the dialogue, they will start moving towards Koronadal City and join the contingent positioned at the grounds of the Regional Center for the “kampohan” which will officially begin the next day until 15 December 2017. Accordingly, the said rally will be stage by the said groups at the vicinity of Regional Center particularly at DEP-ED Regional office 12, Brgy Carpenter Hill of said City. Allegedly, expected personalities to attend in the said activity were as follows; Geming Andrea Alonzo, clans executive Director and Jhon Thimothy Romero, Associate Community Educators (ACE) vice president. 1. On December 2, 2017 at 11:00 AM, while Elements of Patrol Operation Section, GSCPO are conducting OPLAN SITA along Diversion Road, Brgy. Sinawal, General Santos City, the driver of a flagged down motorcycle was hesitant to submit himself and his carried bags for inspection, and when requested to open his bags, he ran going to the cornfields wherein a chase was ensued, but he was able to escape. Upon verification on the abandoned bag of the suspect, one 9mm UZI bearing serial number 198251, magazine inserted loaded with four live ammos, assorted identification cards and driver’s license with a name of Dan Noy Yaten of Brgy. Basag, T’boli, South Cotabato were found inside. A Honda CB motorcycle bearing plate number MC84282 left by the suspect is registered under Lina A. Duma, a resident of Brgy. 1. After Activity Report 4th Quarter 2017 JAPIC – P “BAGWIS”: On December 1, 2017 at around 8:30 AM, personnel of PIB, SCPPO attended the Joint AFP-PNP Intelligence Committee (JAPIC-P BAGWIS) Periodic Statistic Report (PSR) held at 1002nd BDE, 10ID, PA, Sitio Pulutana, Brgy Malandag, Malungon Sarangani Province. The meeting was presided by Colonel Eduardo B Gubat GSC (INF) PA, Deputy Brigade Commander and attended by Intelligence officers/operatives from the different Battalions and PPO’s within the area of operation of 1002nd Brigade, PA. Topic discussed was the updates on the CNN compositions particularly FSMR and its organizational structures and presentations of JTICC-P output to the JAPIC-BAGWIS and open forum. Afterwhich, the Deputy Brigade Commander gives his comments, guidance and some interpretation on the Executive Order no. 360. Activity ended at around 3:00 PM of the same date.

The activity was presided by LTC RODRIGO P. MAGALLANES, G2 6ID, PA/JAPIC Chairman and PSSUPT NESTOR A SALCEDO, Chief, RID 12/JAPIC Co-Chairman and attended by LTC LEOPOLDO BABANTE, Commanding Officer, 6MIB; Intelligence Officers of PPOs/CPO; RMFB 12; 42nd SAC, SAB and S2’s of 601st Brigade, PA; 602nd Brigade, PA; 603rd Brigade, PA; ISU 12; MIG, ISAFP 12; 305th AISS; 1st Marine Brigade and representatives from NICA 12 and PIB-Maguindanao PPO.
In his welcome remarks, PSSUPT NESTOR A SALCEDO, Chief, RID 12 thanks all the participants for coming and extended his advance Merry Christmas and Happy New Year to everybody. He further reiterated the guidance of the former AFP Commander Eastern Mindanao Command and the new AFP chief of staff LT. GEN. REY LEONARDO B. GUERRERO, to come up with a good result and covert it in actions and operations and on the value of timely intelligence.
Afterwhich, Intelligence Officers of 601st Brigade, PA; 602nd Brigade, PA; 603rd Brigade and MIG 12, ISAFP presented the updates on different threat groups in their respective AORs such as CNN, BIFF, MILF, MNLF and DAWLAH ISLAMIYAH, Toraype and other ISIS inspired group to include presence of foreign nationals. PSI ROBERT T. LAGUITAO, Chief, Production Section, RID 12 also presented the updates on the KFRG, PAGs and Criminal Gangs operating in Region 12.
During the discussion, LTC MAGALLANES reiterated the statement of PRESIDENT RODRIGO ROA DUTERTE that the threat of the DAWLA ISLAMIYA is continuous even after the Marawi incident. Further, he encouraged the participants to recruit more informants and informant networks. He also emphasized the monopoly of knowledge and the most important is the sharing of information’s. Lastly, he takes the opportunity to extend his warmest appreciation and gratitude to PSSUPT SALCEDO for hosting the activity and to all the participants for the invaluable time and inputs shared during the activity.

The meeting started at about 8:30 in the morning. Topics discussed were
updates on Threat Groups (CNN, BIFF, AKP, MILF, MNLF), Updates on Criminal Gangs (CGs) in the Target List, validation and recommendation for the deletion of Balasan, Baldes Maguan and Dumagat Group, Rido Cases, and Updates on Illegal Drug Personalities Watch List DI listed.

attendees giving emphasis on the importance of Intelligence coordinating conference for information sharing and validation to come-up with a timely intelligence for the appreciation and decision making of the Commander. 4. After Activity Report on RIC – 12 EXECOM Final Meeting/ERIC – 12
Meeting: On December 14, 2017 at around 8:00 AM, PSUPT LINO D. CAPELLAN, Deputy Chief, RID12 attended the final meeting of the year of the Regional Intelligence Committee 12 EXECOM and Expanded RIC (ERIC) 12 held at NICA 12 office, Camp Fermin G Lira Jr., Gen. Santos City presided by Mr. Evarly D. Tajanlangit, OIC-RD NICA 12/RIC – 12 Chairman. Also in Attendance were: ATTY NOEL G MORALES, OIC-RD, NBI 12/CEMRO and representatives from MIG12, ISAFP; RID, PRO-ARMM; Bureau of Immigration-GenSan; Bureau of Immigration-Glan; 12ISU, ISG, PA; CIDG 12; RIU 12; RIU 15; BUCUS-Sub-port Dadiangas; NISG-EM; PDEA 12; 100nd Bde, 10ID, PA; 601st Bde, PA; 30th, AISS, AISG and RMU 12.
After the preliminaries, CAPT VINCENT CAVAÑAS, S2, 1002nd Bde, 10ID,
PA presented the Security Situation in the AOR and updates on local and foreign NGOs extending funding support to the CNN. Followed by the briefing presentation of the resource speaker from NCIP XII regarding the issues and concerns affecting the implementation of NCIP projects for the IPs.
After the briefing presentation, RIC – 12 Secretariat presented the
recommended Threat Level of this Region for the month of January 2018 and other intelligence requirements.
In his guidance, MR EVARLY D TAJANLANGIT expressed his gratitude to all
the attendees for the invaluable time and inputs shared during the ERIC - 12 and RIC – 12 EXECOM meetings through the year. He also commended all the members for the continuous and undying support and for working together to make region 12 and other neighboring regions peaceful and safe place to live. 2. LIVING THE PNP CORE VALUES

PAMASKONG HANDOG Activities Adhering the National Transformation In Police Actions and Services and in relation to PNP Peace and Order Agenda for Transformation and upholding of the Rule of Law (P.A.T.R.O.L.) PLAN 2030, on December 24, 2017 at about 3:00 in the afternoon, Antipas Municipal Police Station personnel led by PSI EDGAR ALLAN G ESPADERA, OIC conducted gift giving to scavenger and selected less fortunate family of barangay Poblacion, Antipas, Cotabato. There were two selected families receives goods for their Noche Buena. Pamaskong handog is one of the best practices of Antipas PNP which is done not only for Christmas season but throughout the year. Activity ended at about 4:00 in the morning with the same date with admirable result.

Hernando Villarosa, brgy. chairman of aforementioned brgy. The program starts with the simple opening prayer and fallowed by opening remarks giving by SPO2 Joselito Campomanes, Operation PNCO and the Inspirational message coming from PSI EDGAR ALLAN G ESPADERA, OIC to the beneficiary of Pamaskong Handog of Antipas PNP. Next is the gift giving to selected less fortunate family of Sitio Camad barangay Camutan, Antipas, Cotabato. There were (50) fifty selected families receives goods, foods that they are needed in their family for this coming new year’s celebration 2018. The Pamaskong handog is one of the best practices of Antipas PNP which is done not only for Christmas

This activity also aims that the Antipas PNP personnel under the leadership of PSI ESPADERA are always ready to give them the good quality of Public service and Public safety and security but also give moral inspiration to the community so that they can feel the real sense of Christmas through the good hand of the Antipas MPS PNP personnel. 6. Financial and Logistical Review and Evaluation Program
The general performance of this Police Regional Office in relation to resources
made available versus its set Programs/Activities/Project (P/A/Ps) stated in the Annual Operations Plans and Budget (AOPB) was appraised and evaluated quarterly, semi-annually and annually through its Program Review Analysis (PRA). The efficiency, effectiveness and economy of programs were determined and modifications are initiated, improved and/or curtailed.
Police Regional Office 12 had satisfactorily attained the performance targets for the
period. This could be attributed not only to the effective management of resources but also to the collective efforts of the personnel who shared the burden of achieving these goals.
Overall, efficient financial management was properly implemented to ensure the prompt and correct payment of all financial obligations. Availability of adequate financial resources to support the conduct of operations and other activities were indeed crucial to the successful accomplishment of the PNP within the region.
2017 BEST PRACTICES
COMMUNITY OUTREACH PROGRAM (TIMBAYAYONG)
Timbayayong is one of the emerging best practices of the Cotabato Provincial Mobile Force Company (CPPSC). It is a Visayan term which means “helping one another”. It is composed of a series of outreach activities initiated and facilitated by CPPSC personnel together with CPPSC Advisory Council targeting the underprivileged communities in far flung areas of the province.

On December 11, 2017 at about 08:00 o’clock in the morning,Cotabato Provincial Mobile Force Company personnel led by PSUPT JOFFREY M TODEÑO, Force Commander conducted “Timbayayong” (PamaskongHandog) at Brgy. Sudapin, Kidapawan City with the help and support of CPMFC Advisory Council headed by Dr. Romana Yecyec, Advisory Council Chairwoman and other members. This outreach aims to maintain good rapport between police and community as part of its core value “MAKATAO” and in collaboration with the CPMFC Advisory Council.The highlights of the said activity are Feeding Program, giving of slippers, free health consultation, legal consultation, tooth extraction, free haircut initiated by 39th Infantry Battalion, giving of toys and giving of goods distributed to more or less five hundred twenty (520) families in the said barangay.
