The International Road Assessment Programme (iRAP) is a registered charity dedicated to saving lives

through safer roads.

iRAP works in partnership with government and non-government organisations to:

inspect high-risk roads and develop Star Ratings and Safer Roads Investment Plans

1 Introduction This guide introduces ViDA ‘Reader’ account holders to functionality available in ViDA, iRAP’s online

software.

ViDA is a suite of online tools for calculating, managing, analysing and presenting RAP Star Ratings and

Safer Road Investment Plans. By using state-of-the-art cloud-computing technology, ViDA provides tools,

services and workflows to manage the RAP data lifecycle, from initial dataset pre-processing to on-screen

reports and downloadable detailed data.

The Reader account is for people who want to look at high-level reports. With a Reader account, you can

view ‘Final Published’ reports, request access to ‘Final Unpublished’ reports, and filter Road Data, Star

Rating and Investment Plans reports to the Dataset level. More information on accounts and reports is

provided later in this guide.

Advice: it is recommended that the Google Chrome or Firefox internet browsers are used to access ViDA.

see the welcome page (see Figure 1).

2.1 Registering

If you are a new ViDA user you will need to register. To do this, select the “Register” button on the home

page (see Figure 2).

After selecting the “Register” button you will be presented with the register page, on this page you will need

to provide the following details:

Name - this is the name the system will refer to you by

Email address - this is your email address, it will also be used as your username

Confirm email address - your email is confirmed to make sure it is correct

Password - this will be your password for ViDA

Confirm password - your password is confirmed to make sure it is correct

After you have entered your registration details you will be required to read and then agree to the ViDA

Terms and Conditions (by selecting the check box), then select “Register” (see Figure 3).

After selecting the “Register” button an email will be sent to your registered email account. Select the link

within the email to confirm your email account. If an email does not arrive within a few minutes, check that

it has not been placed in your spam or junk folder.

After selecting the link in the email you will be redirected to the Welcome to ViDA page (see Figure 4). The

welcome video provides a quick introduction to ViDA. Once you have watched the video select the “No

thanks, take me to the dashboard” button.

2.2 Logging in

If you already have a ViDA account you can login by entering your email address and password and then

selecting the “Login” button, see Figure 5. If you have forgotten your password click on the “Forgot

password?” link, enter your email address and you will be sent further instructions on how to reset your

password.

2.3 Account types

There are three account types:

Reader Account - is for those who want to look at high-level reports (e.g. members of the public,

project stakeholders). This account allows you to view Final Published reports and request access

to Final Unpublished reports. You can filter Road Data, Star Rating and Investment Plans reports to

the Dataset level.

Analyst Account - is for those who want to look at reports in greater detail (e.g. researcher, road

authority engineer, project partner). This account is similar to the Reader Account, but adds the

ability to filter Road Data, Star Rating and Investment Plan reports down to the Road and Section

levels. This account also provides access to the Star Rating risk worms, countermeasure strip

plans and the download files.

Creator Account - is for those who want to create reports (e.g. RAP project manager, road designer,

road safety auditor). This account is the same as the Analyst Account, but adds the ability to create

and edit datasets, upload data and produce reports. Note that the creation of a dataset requires the

permission of the Project Manager, and the creation of a Project requires the permission of the

Region Manager.

Requests for account upgrades are considered by iRAP and can be made using the Upgrade Account

function (see Section 7). Once a user has upgraded their account access level they are able to request

data up to that level of access, see Section 6 for further information on requesting access to available

datasets.


3 Navigating ViDA

3.1 Ribbons

The principal method of navigation within ViDA is via the navigation ribbons located along the top of the

screen. The primary ribbon (see Figure 6) is a site-wide ribbon and secondary section-specific ribbons

appear below this (see Figure 7).

Further information on the Results section-specific navigation ribbon can be found in Section 5.

3.1.1 Primary ribbon

The primary ribbon provides six site-wide common features:

1. RAP logo – click this to return to the dashboard.

2. Breadcrumbs – are provided to help you keep track of where you are within the software, as shown

in Figure 8. Click on the highlighted text to return to that location.

3. Support – click this to send us an email if you need help or have a suggestion.

4. New notifications indicator – when you have a new notification, the indicator will turn orange. Click

on the indicator to view your activity feed.

5. User account – this provides access to ‘My Profile’ and the ability to Log out. You can use ‘My

Profile’ to edit your name, email and password, and check your access level.

6. Language selection – use this to select which language you want to use (see Figure 9).

3.2 Dashboard

The dashboard provides access to ViDA Tools, the Activity feed and News (see Figure 10).

3.2.1 ViDA Tools

The ViDA Tools available to Reader account holders are listed below. While using the dashboard, you can

hover your mouse over each button to get a brief description.

Click the How to use ViDA button to see a series of instructional videos and

accompanying pdf to help you learn how to use ViDA.

Click the Results button to view Road Data, Star Ratings and Safer Roads Investment

Plans.

Click the Request Access to Results button to see more Road Data, Star Ratings and

Safer Roads Investment Plans.

Click Upgrade Account to request access to more detailed results or gain the ability to

create and edit data.


Click the Specifications button to access the latest versions of standard iRAP technical

specifications, guides and manuals.

Click the My Profile button to edit your personal details, change your password and

check your account type.

Each of these tools will be explained further in the following sections.

3.2.2 Activity feed and News

On the right side of the dashboard are the Activity feed and News. The Activity feed contains user-specific

notifications, including information on data requests and access to download files. Selecting the title of a

notification, for example “Welcome to the activity feed – please open” as shown in Figure 11, will open the

notification message. Once you have read the notification, select “Delete” to remove the message from

your activity feed (as shown in Figure 12) or select the cross in the top right hand of the notification to close

it.

New activity feed entries can also be accessed by selecting the New notification indicator (see Figure 13).

This will take you back to the dashboard so that you can view the new message.

News is where notifications for all ViDA users are shown. These notifications can include information about

technical updates, new features, newly published data and system maintenance. News notifications can be

opened in the same way as Activity feed notifications. News notifications cannot be deleted.

4 How to use ViDA The ‘How to use ViDA’ tool on the dashboard provides access to the online training platform RAPcapacity

which contains a series of instructional videos (plus a link to this guide) to help you learn how to use ViDA.

RAPcapacity will open in another tab (ViDA will remain open in the original tab) and the videos can be

viewed by pressing the play buttons shown in Figure 15.

RAPcapacity also contains online courses to help road safety practitioners, engineers, technicians,

consultants and suppliers learn how to undertake iRAP specification road assessments. These can be

accessed by creating an account for RAPcapacity and enrolling on the courses.

5 Results Road Data, Star Rating and Safer Roads Investment Plan (Investment Plan) results can be accessed

through the dashboard by selecting ‘Results’. For each data group there are several different report types

available. For example, Star Rating results can be displayed on a map, in a table or as a chart as shown in

Figure 17. The data presented in the reports is controlled through the project filters and reporting options.

5.1.1 Project filters

By clicking on the ‘Show’ button for project filters, reports can be filtered by RAPs (Road Assessment

Programmes), Projects and Datasets as shown in Figure 18. The project filters allow the user to view

results from any available datasets within a project that they have access to. The RAP can be changed by

selecting “Select a different RAP” at the bottom of the RAPs list. Use the check boxes to choose which

data is to be presented. In Figure 18 for example only the results from the South Australia and Tasmania

datasets within the AusRAP National Highways 2013 project will be shown. Once your selection is made

click on ‘Apply filters & options’ to show the results for the selected datasets.

For all reports the RAP name and Project name will be displayed in the project filter title bar with the total

length of road for the combined datasets selected shown on the row below. Selecting the ‘Show’ button

expands the project filter title bar to provide further details of the datasets being displayed, see Figure 19.

First time users will be presented with a tour of the filters to help introduce the features available.

5.1.2 Reporting options

Each report has several reporting options that can be accessed by clicking the ’Show’ button located next

to the ‘Reporting options’. The reporting options vary depending upon which report is selected but primarily

the options allow the user to display the results for different road user types, and either ‘Before’

implementation of the Safer Roads Investment Plan (SRIP), that is, showing the existing or baseline

condition, or ‘After’ SRIP implementation, that is, assuming all countermeasures identified within the SRIP

have been implemented. Further details on the reporting options available for each report type will be

described in the following sections.

Figure 20 shows the reporting options for the Detailed Condition Report. The reporting options for this

report are ‘Before’ or ‘After’ SRIP implementation. Once your selection is made click on ‘Apply filters &

options’ to show the results for the selected datasets.

5.1.3 Help text

Each report contains a help button that, when selected, shows a description of the report along with an

explanation of the available reporting options. Links to further information and support are also provided.

See Figure 21 for location of help button and help text for the Detailed Condition Report.

5.2 Road Data

The Road Data group includes the Detailed Condition Report and Road Attribute Matrix, providing

information on the road attributes by length or number and percentage.

5.2.1 Detailed Condition Report

The Detailed Condition Report lists the length or number and percentage of each category of road attribute

recorded during the survey. The data is presented in different groups including roadside attributes, mid-

block features, intersections, facilities for vulnerable road users (VRU), traffic flow information and vehicle

speeds.

Use the tabs to select a road category group and view the results. Figure 22 shows the ‘Intersections’ data.

This report includes information on the number and type of intersections and access points on the selected

network. The reporting options for the Detailed Condition Report are ‘Before’ or ‘After’ SRIP implementation.

5.2.2 Road Attribute Matrix

The Road Attribute Matrix can be used to show the length (and percentage) of road as distributed between

two road attributes. It can be used to compare the distribution of road length between two different road

attributes such as: Roadside severity - driver-side object and Roadside severity - driver-side distance or

Area type and Speed limit.

Use the reporting options to select two road attributes for comparison, then click ‘Apply filters & options’ to

update the matrix. The additional reporting options for this report are ‘Before’ and ‘After’ SRIP

implementation.

5.3 Star Rating

Star Ratings are based on road inspection data and provide a simple and objective measure of the relative

level of risk associated with road infrastructure for an individual road user. Star Rating results are available

for vehicle occupants, motorcyclists, bicyclists and pedestrians. 5-star roads are the safest while 1-star

roads are the least safe. Star Ratings are available in map, table, chart or risk worm format.

5.3.1 Star Rating Map

The Star Rating Map shows the smoothed (averaged) Star Rating results for different road user groups

allowing the user to see the change in risk across a road network. 5-star roads are shown as a green line

on the map, 4-star roads are coloured yellow, 3-star orange, 2-star red and 1-star black. ‘Not applicable’

(grey) is used where no Star Rating results have been generated for a particular road user. This may be

because the road user type is not present on the surveyed network (for example, often no pedestrian Star

Rating is produced on Expressways and Motorways), or the presence of major roadworks at the time of the

road survey has made it difficult to accurately record the infrastructure attributes needed to generate the

Star Ratings.

The reporting options can be used to select the Star Rating results for one of the road user groups. The

results can also be displayed ‘Before’ or ‘After’ SRIP implementation. Once your selection is made click the

‘Apply filters & options’ button to show the results for the selected datasets.

Use the map controls to navigate the map:

The arrows can be used to pan across the map (or left-click and drag to move the map).

The + and – buttons can be used to zoom in and out

Click on a Star Rating line to see the details of that road section (including road name and distance)

Drag and drop the orange ‘man’ icon to activate Google Street View (where available)

The Map and Satellite options (top-right of map) allow the user to select different background

mapping styles

5.3.2 Star Rating Table

The Star Rating Table shows the Star Rating results by length (in kilometres) and percentage for each of

the four road user groups (where available) for the dataset(s) selected.

The results are available as ‘Smoothed’ (or averaged), in which the Star Ratings are averaged over a

specified length, as shown on the Star Rating map; or ‘Raw’ in which the results are based on Star Ratings

for each 100 metre segment. The results can also be displayed ‘Before’ or ‘After’ SRIP implementation.

Once your selection is made click the ‘Apply filters & options’ button to show the results for the selected

datasets.

5.3.3 Star Rating Chart

The Star Rating Chart shows the Star Rating results by percentage for each of the four road user groups

(where available) for the dataset(s) selected.

The results are available as ‘Smoothed’ or averaged, in which the Star Ratings are averaged over a specified length, as shown on the Star Rating maps; or ‘Raw’ in which the results are displayed as the sum of the individual Star Ratings for each 100 metre segment. The results can also be displayed ‘Before’ or ‘After’ SRIP implementation. Once your selection is made click on ‘Apply filters & options’ to show the results for the selected datasets.

Hover over the coloured bars on the chart to display the percentage for each Star Rating by road user type as shown in Figure 26.

5.3.4 Star Rating Risk Worm (available to Analysts)

The risk worm is a line chart that shows the Star Rating Score (the Star Rating Score or SRS is the

numerical risk score that is the basis for the Star Rating) as it varies along the length of a section of road

selected in the project filters. The Star Rating bandings are shown in the chart background with the SRS

overlayed on top and road section distance displayed along the x-axis. Location details including dataset

name, road name, section name and distance can be displayed on the chart by hovering the cursor over

one of the 100 metre points. Risk worms are only available for individual road sections, therefore to create

a risk worm report users must select one section only per dataset using the project filter.

The results are available as ‘Smoothed’ or averaged, in which the Star Ratings are averaged over a

specified length; or ‘Raw’ in which the results are displayed for each 100 metre segment. The results can

also be displayed by road user type and ‘Before’ or ‘After’ SRIP implementation. Once your selection is

made click on ‘Apply filters & options’ to show the results.

Note: this report is not available to users with Reader access. To view risk worms users with Reader

access must upgrade their account to Analyst. See Section 7 for further details on how to upgrade an

account.

Multiple risk worms can be displayed within a single chart for comparison purposes. These risk charts can

be created by selecting a single road section from different datasets where available. This can be used to

compare a proposed design for a particular road section with the current (baseline) road section, as shown

in Figure 29, or between two different road design proposals.

To show multiple risk worms within the same chart simply use the project filter to select two different

datasets, then select the two roads containing the two sections that are to be compared. The final step is to

select the two sections that are to be shown on the chart and select the ‘Apply filters & options’ button.

Figure 29 shows a comparison risk worm for an existing road section (dark blue) and the proposed design

(light blue) demonstrating the reduction in risk (for vehicle occupants) that the proposed design is likely to

achieve.

5.4 Investment Plans

The Investment Plans group contains the Safer Roads Investment Plan (SRIP) Table and also the

Predicted Casualty Reduction Map.

5.4.1 SRIP Table

The Safer Roads Investment Plan table provides a summary of the Safer Roads Investment Plan and the

details of the recommended countermeasures. The summary includes:

Total FSI’s Saved – an estimate of the total number of fatal and serious injuries (FSI’s) that could

be prevented over the life of the plan (usually 20 years) assuming all the recommended

countermeasures are implemented.

Total PV of Safety Benefits – an estimate of the total present value (PV) of the economic benefits

(from crash cost savings) that could be realised over the life of the plan, assuming all the

recommended countermeasures are implemented.

Estimated Cost – estimated total cost of implementation and maintenance of the recommended

countermeasures over the life of the plan.

Cost per FSI saved – cost of implementing the countermeasures per fatal and serious injury

avoided.

Program BCR – the benefit to cost ratio (BCR) is the estimated economic benefit divided by the

estimated cost of the countermeasures.

Note - the recommended countermeasures listed in the Safer Roads Investment Plan are automatically

generated by the software. Each countermeasure proposed in the SRIP is supported by strong evidence

that, if implemented, it will prevent deaths and serious injuries. Nevertheless, each countermeasure should

be subject to additional investigation, prioritisation, concept planning and detailed design before

implementation.

Click on the countermeasure name to see a map showing the location of the recommended treatment and

to find out more information on the countermeasure from the Road Safety Toolkit http://toolkit.irap.org/.

Zoom in and select one of the blue dots to show the countermeasure details at that (100 metre) location.

5.4.2 Predicted Casualty Reduction Map

The Predicted Casualty Reduction Map shows the predicted number of fatal and serious injuries that could

be prevented per kilometre, per year if all the countermeasures identified within the Safer Roads

Investment Plan are implemented. This map can help to prioritise the implementation of countermeasures

by identifying specific locations or road sections where the potential to save lives is greatest.

5.4.3 Strip Plan (available to Analysts)

The strip plan lists countermeasures identified in the Safer Roads Investment Plan (SRIP) by distance

along a section of road, as shown in Figure 32. A strip plan can be created by filtering the data to a single

road section and then selecting up to five different countermeasures to be displayed in the report table.

The report will show a marker for each 100 metre segment of road where each of the selected

countermeasures are recommended. Click on a marker to provide location details including a map, plus

economic details (in local currency) of the proposed countermeasure at that specific 100 metre segment as

shown in Figure 33.

5.5 Downloads (available to Analysts)

Within ViDA the following data files are available for download to all users with Analyst access:

Core Data - Before: this file contains the road coding data for each 100 metre length of road along

with the Star Rating Score results for each road user crash type.

Fatality Estimations – Before: this file contains the fatality estimations (modelled fatalities) for every

100 metre length of road for each road user crash type.

Countermeasures: this file contains the details of each countermeasure identified in the Safer

Roads Investment Plan and the corresponding economic data for each 100 metre segment. This

file also contains details of all countermeasures that were ‘triggered’ by the model, including those

that were subsequently overridden by other countermeasures or by economic tests (i.e. they did not

meet the required benefit cost ratio).

Star Ratings – Before: these .kml mapping files contain the Star Rating results and are available for

each road user type. They are compatible with Google Earth and ArcGIS.

The Core Data, Fatality Estimation and Star Rating .kml files are also available as ‘After’ files, showing the

projected results based on the recommendations within the Safer Roads Investment Plan.

Click on a link to request a download file which can then be accessed via your activity feed.

6 Request Access to Results The Request Access to Results feature (found on the dashboard) enables the user to request access to

further datasets. Clicking on the Request Access to Results button will take you to the Project Setup &

Access page. The available data can be shown by selecting the required Road Assessment Programme

from the Programmes column and then selecting a Region and Project that you are interested in. The

available datasets and their respective status will be shown in the Dataset column. Access to datasets is

set according the status level of each dataset:

a) Final published – available to all ViDA users.

b) Final unpublished – can be requested by any user in the system. The project manager will action

the request.

c) Draft – this is data that is currently being worked on, only those working on the data can access it.

Users can request access to the datasets from the Project Manager by checking the Access Level R

(Reader) tick box as shown in Figure 35. Once your selection has been made click the ‘Request’ button

located bottom-right of screen. In the ViDA Access Request window that appears you will be shown the

dataset name that you have requested. You have the option to write a comment that will be seen by the

Project Manager, simply click in the Comment text box and type your message. Your request can then be

submitted by clicking the Submit button. You will receive a notification in your activity feed once the access

request has been actioned.

You will have to upgrade your account if you wish to access A (Analyst) or C (Creator) level access.

7 Upgrade Account Upgrade account enables the user to request access to more detailed data or the ability to create and edit

data. If this level of functionality is required from a ViDA user with Reader access a request can be made

using the Upgrade Account button on the dashboard.

The Upgrade Account page gives a description of the different levels of access that are available within

ViDA with the ability to request an account upgrade by clicking on the ‘Request’ buttons shown in Figure 36.

Account upgrade requests will be reviewed by iRAP and a notification will appear in the Activity feed once

the upgrade request has been actioned.

Upon notification of a successful account upgrade the user must then request access to the required

datasets (at the new level of access) from the Project Manager, see Section 6.

8 Specifications The latest versions of standard iRAP technical specifications, guides and manuals can be accessed using

the Specifications link on the dashboard. The specification documents section of the iRAP website will open

in another tab http://irap.org/en/about-irap-3/specifications.

9 My Profile Accessed via the dashboard, the ‘My profile’ page enables users to edit their profile and change their

password as shown in Figure 37. Once your changes have been made click ‘Save changes’ to continue.
