E-governance and Access to Informationis the newest ‘service line’ for UNDP’swork in democratic governance1).An important milestone in developingthe Access to Information componenton this service line was the completionof a practice note (www.undp.org/policy/practicenotes. htm). The practicenote describes UNDP’s position andniche in this area of work.

Access to Information and freedom of expression are international humanrights norms. Article 19 of both the UN Declaration on Human Rights andthe International Covenant on Civil andPolitical Rights state that the right tofreedom of expression includes not onlyfreedom to ‘impart information and ideasof all kinds’, but also freedom to ‘seek’and ‘receive’ them ‘regardless of frontiers’and in whatever medium. Article 19covers both concepts of information andcommunication. By combining theseconcepts, people become generators,users and conduits of information.

UNDP’s mandate is poverty reduction.This is reflected in UNDP’s commitmentto democratic governance and theachievement of the MillenniumDevelopment Goals (MDGs).The attainment of these goals willrequire information to be widely available that is relevant to the needsof those who are poor, vulnerable andfrequently excluded from mainstreamgovernance processes and institutions.

This guide is primarily for UNDPCountry Offices (COs). It provides briefinformation on a range of UNDP andother development actors’ work inAccess to Information. It is structured so that country office staff can readilysee the range of Access to Informationactivity currently underway and knowwhere to find further information.

What the guide contains

Section OneThe first section provides summaryinformation on 69 UNDP supportedprojects and initiatives as of 2002/03.These initiatives were identified primarily by desk research from three main sources: (i) direct feedbackfrom the Sub-Regional ResourceFacilities (SURFs)2), the COs andRegional Bureaux, (ii) scanning of UNDP intranet databases and internalreporting systems especially the datacontained in the ROAR3), and (iii) scanning of the internet including CO, SURF and Regional Bureaux web-sites and general Internet searches.

This section is organized into three parts:

Part one provides an overview of the regional spread of projects and a description of UNDP’s mainAccess to Information support areas.

Part two, in alphabetical order by country, lists all projects, their primaryfocus and provides an email contact.This is a quick reference to what is goingon in Access to Information across UNDPand notes where to find out more.

In part three, projects are organized by region4). Under each region, projectsare ordered alphabetically by country.Information provided for each projectincludes:

Section TwoThe second section provides informationon more than 100 international orga-nizations actively working on Access toInformation issues.The majority of theseorganizations work with developingcountries to promote freedom ofexpression and information. They wereidentified through (i) internet and literature searches (ii) direct feedbackfrom country offices, regional bureauxand SURFs and (iii) referrals from withinand outside UNDP.

This section is organized into five parts.Part one provides an overview of over100 organizations working with Accessto Information. Parts two to five presentthe four different types of organizationsincluded in the guide.

Part two sets out brief information on43 different organizations that provideassistance with the implementation of Access to Information projects.

Part three outlines brief information on nine foundations and funding organizations that fund Access toInformation work. For these two types of organizations, the followinginformation is provided:

2) The SURFs are sub-regional “units” that providepolicy support to clusters of UNDP CountryOffices.

3) The Results-Oriented Annual Report (ROAR) is UNDP's principal instrument for reporting on activities implemented by operational units.It provides comprehensive analysis of the performance of UNDP and is a key tool formanaging for results and setting guidance for future work.

4) UNDP divides its country and regional programmes into five regions: Africa, ArabStates, Asia and the Pacific, Europe and theCommonwealth of Independent States (CIS),and Latin America and the Caribbean.Visit www.undp.org/undp_by_region/

5) Each UNDP-supported project designatesone organization as its “executing agency”.UNDP arranges for its support to programmesand projects to be managed in one of fourways: (1) National execution (NEX): manage-ment by a national government entity; (2)Agency: execution by a United Nations agencyor multilateral development bank; (3) NonGovernmental Organization (NGO): executionby an NGO; (4) Direct execution (DEX): manage-ment by UNDP itself (this is permitted only inexceptional circumstances).

UNDP’s assistance to Access to Informationis focused in four main areas. These are:Strengthening the legal and regulatoryenvironment for freedom and pluralismin information (legislation/policy support)Supporting capacity strengthening, net-working, and elevation of standards ofmedia at national and local levels to pro-mote the exchange of independent andpluralist information (media development)

Raising awareness on rights to officialinformation and strengthening mechanisms to provide and access information (right to official information)Developing communication mechanisms for vulnerable groups.

These four areas not only are usedthroughout this guide to define UNDP´ssupport to projects but also the workdone by other organizations. In addition,projects in which there is a significant e-governance focus have been includedin the analysis of project information as e-governance and related ICT initiativesoffer new and innovative opportunitiesto enhance the impact of UNDP’s workacross the four support areas.

The pie graph below provides a break-down of UNDP’s support to Access toInformation across these areas. Of the 69 projects identified, just under a thirdfocus on media development.

These are in 18 different countries. More than

Assistance to the High Authority on Audiovisual and Communication(HAAC) The main objective of this project is to strengthen the capacity of theAudiovisual and CommunicationsAuthority (HAAC) for organising theMarch 2003 legislative elections in an efficient manner. Activities includetraining and sensitising HAAC analyststhrough workshops on ways to raisepublic awareness about the electionsand the importance of the rights of the press.

Promotion of Information andCommunication Technology forHuman Development in Burkina FasoOne of the main aims of this project is to utilise new ICTs for strengtheningCivil Society Organizations (CSOs).Activities include providing training andassistance to enhance the capacities ofCSOs for research, archiving, informationproduction and dissemination. A keypart of this initiative is the developmentof a cyber network with a portal to facilitate CSO debate on thematic issues.The project also provides support for strengthening the capacity of community radios. The project includesactivities that support communityradio capacity development in threepilot areas (focussing on capacities for planning, management and main-tenance of radios), evaluation of existing community radios and creatinga resource centre for community radios. In addition, the project aims to strengthen the parliament’s use of ICTs by establishing a parliamentarywebsite to enhance communicationwith constituents.

Strengthening DemocraticGovernance Tools to Help MaintainPeace and Stability in the Context ofPoverty Reduction and Development Within this comprehensive governanceprogramme there is a number of relevant access to information activities.These include the development of a strategy paper that explores how toenable marginalized people to engagein development policy processes.The project supports the creation of an information system to inform citizens about development issues and enable participation in decision-making. The project also provides support to radio programming aimed at mobilising society around the Millennium Development Goals(MDGs).

Consolidating the DemocraticGovernance ProgrammeA key component within this multi-sectoral governance programme is the media/society interface project.This aims to strengthen and review the legal framework for greater mediaeffectiveness and efficiency. The projectprovides support for a number ofworkshops for CSOs and media leadersto brainstorm critical governance issues.The project also aims to build the capacity of 15 key governance institu-tions, including the Ghana JournalistsAssociation and the National MediaCommission. The ‘Advocacy andFacilitation’ component of the governance programme emphasises developing and implementing aneffective information, education andcommunication strategy to increasepublic awareness and strengthen citizens’ commitment to democraticgovernance values, norms and practicesat all levels. Activities include supportfor workshops, research and publicrelations campaigns.

Framework Programme for theDevelopment of the National PressThis programme seeks to develop a framework that provides both institutional and infrastructure supportto Guinea’s national press. The mainaims of the project are to strengthenthe institutional structures of theMinistry responsible for managing the national press and to improve the legal conditions under which the national press operate.

Strengthening Capacities to Combat Corruption in TanzaniaThis project supports the President'sOffice to effectively monitor and coordinate the implementation of the National Anti-Corruption Strategyand Action Plan (NACSAP). Support to Rural Development Using Community RadioAs part of a wider rural developmentprogramme, UNDP is supporting a community radio initiative ('KunjalPanje Kutchji') to raise awareness andparticipation in rural development issues. The project combines innovativeprogramme content which combinesinteractive dialogue between the community and the radio characters.Various means are used to deliver thisdialogue – narratives, drama, songs,news from the field and interviewswith invited experts and governmentofficials. A feedback exercise ensuresthat the listeners decide what issuesare taken up so influencing the scriptof the dramatized serial. The projectalso seeks to improve the portrayal of women in the media by promotinggreater involvement of women in developing the programme content.

Part 1 Overview

Although many organizations exist atthe national and local level, this guideincludes only those that operate at the global or regional level. Some ofthe major actors described in thisguide have embraced the MDGs andare integrating poverty eradicationobjectives into their strategic prioritiesand activities. For more detailed infor-mation on each of these organizations,individual websites should be consulted.

Context Since the early 1990s, support forAccess to Information has increasedsubstantially and has in turn created a number of challenges particularly inrelation to co-ordination, measurementof impact, sustainability and avoidanceof duplication. Many actors, includingCivil Society Organizations (CSOs), anddonors, are stocktaking with the aim of defining a more strategic approach to their Access to Information work.

Questions in these reviews include:what are the specific needs in thisarea? who is doing what at countrylevel to address these needs? who arethe specialists? what funding is availableand from whom?

There is a significant body of researchcurrently underway within the sub-sectors of Access to Information. Someof the sub-sectors under review are:community media, the impact of newICTs on Access to Information andpoverty reduction, the impact andeffectiveness of journalist training andthe sustainability and ownership of themedia.
