KEYNOTE SPEAKERS

Mr. Faris Hadad-Zervos is the World Bank Country Manager for Malaysia, based in Kuala

Lumpur. Mr. Hadad-Zervos, a US national, joined the World Bank in 1996 with the Private

Sector Development Department. He served as Manager of the Technical Cooperation

Program with the Gulf Cooperation Countries (2000-2003), Head of Mission for Iraq (2003-2005), Operations

Manager for the West Bank and Gaza (2005-2008), Acting Director for Fragile States in the Operations

Department (2010-2011) and Country Manager for Bolivia (2012-2015). In 2008, Mr. Hadad-Zervos took a

leave of absence from the World Bank to serve as the Deputy Head of the Quartet Office for the Middle

East Peace Process, based in Jerusalem. Mr. Hadad-Zervos holds a Master's Degree in Economics from

George Mason University, and a Master's Degree in Finance from George Washington University.

COUNTRY MANAGER, MALAYSIA, EAST ASIA AND PACIFIC

Mr. Abdul Rasheed Ghaffour is the Deputy Governor, Bank Negara Malaysia and is

responsible for the financial sector regulation and development including payment

systems as well as the international reserve management and money market operations and foreign

exchange administration. He is a member of the Monetary Policy Committee, the Management

Committee, Financial Stability Executive Committee, the Reserve Management Committee and the Risk

Management Committee of the Bank.

Prior to his appointment as Deputy Governor, he was the Assistant Governor for the Bank’s Monetary and

Economics Sector, which also includes the international relations and statistical services functions of the

Bank. He was on a two-year secondment as the Alternate Executive Director for Malaysia on the Executive

Board of the International Monetary Fund, in Washington DC between 2012-2014. He started his career in

the Bank Regulation Department of Bank Negara Malaysia and during his career in the Bank that spans

over 20 years, he has been involved in key areas of central banking, including policy formulation in

financial sector development, financial surveillance and prudential policies for the banking and insurance

sector. Abdul Rasheed Ghaffour has an Honours degree in Economics from the University of Malaya.

SECRETARY-GENERAL, MINISTRY OF INTERNATIONAL TRADE AND

INDUSTRY, MALAYSIA

Datuk Seri J. Jayasiri is the Secretary General, Ministry of International Trade and Industry of

Malaysia (MITI). He joined the civil service in December 1981 as Assistant Secretary of

International Affairs, Ministry of Primary Industries dealing with international commodity issues. He later

assumed the post of First Secretary in the Permanent Mission of Malaysia in Geneva from 1988 to 1997

representing Malaysia in the Uruguay Round of negotiations to establish the WTO. He returned to MITI in

1997 and served as Principal Assistant Director of Multilateral Trade Relations and subsequently Director

of APEC. He was Malaysia’s Senior Official to APEC from 2002 – 2006. He went on to become Senior

Director, Bilateral and Regional Relations and then Senior Director of Multilateral Trade Policy and

Negotiations. He was Deputy Secretary General (Strategy & Monitoring) MITI from January 2015-June

2016. He led Malaysia’s team in the ASEAN-China FTA, Malaysia-Japan FTA and the TPPA negotiations.

Datuk Seri J. Jayasiri, 60, graduated from the University of Malaya with a Bachelor of Arts (South-East

Asian Studies) (Honours) degree. Outside his professional commitments, he is actively involved in

charitable and social activities.

Datuk Dr. Anis Yusal Yusoff is President & CEO of The Malaysian Institute of Integrity

(INTEGRITI). He was formerly Principal Fellow at the Institute of Ethnic Studies (KITA) of the

National University of Malaysia (UKM). Datuk Dr. Anis has also served over 10 years at the

United Nations Development Programme (UNDP) and at the United Nations Volunteers (UNV)

Headquarters in Bonn, Germany. He holds a PhD from the National University of Malaysia and MSc in

Information Management and Technology from Syracuse University, Syracuse, New York. Among his

many positions, he has served on the Advisory Panel for the Consultation and Prevention of Corruption of

MACC, the National Advisory Consumer Council and the National Unity and Integration Training Institute.

On 15th October 2014, he was appointed by DYMM Yang Di Pertuan Agong as a Commissioner of the

Enforcement Agency Integrity Commission (EAIC).

YBHG. TAN SRI ZAINAL RAHIM BIN SEMAN

DIRECTOR-GENERAL OF PUBLIC SERVICE, MALAYSIA

Started his career as an Assistant Director of Culture, Youth and Sports for the Federal

Territory on 28th June 1982. In the year 1983, he joined the Administrative and Diplomatic

Service, Malaysia and attained a Diploma in Public Management from INTAN. Served as

an Assistant Secretary in Ministry of Works (1984-1986), Assistant Director in the Office of

Director of Land and Mines, Pahang (1986-1992), Assistant Director (Finance) in Implementation and Co-

ordination Unit, Prime Minister’s Department (1992-1993) and Assistant State Development Officer in the

Pahang State Development Office (1993-1997). Served as Principal Assistant Director in the Public Service

Department (1998-2001), District Officer in District and Land Office of Penang (2001-2005) and Director

(State Development Officer) of Penang State Development Office (2005-2007). Seconded as President of

the Municipal Council of Penang Island (2007-2009) and served as the State Secretary of Penang Island

(2009-2011), Secretary General of the Ministry of Human Resources (2011-2014), Deputy Director General

(Operation) of the Public Service Department of Malaysia (2014-2015) and served as the Director

General of the Malaysian Administrative Modernisation and Management Planning Unit (MAMPU),

Prime Minister’s Department (2015-2016). Appointed as the Director-General of Public Service, Malaysia

starting 16th January 2017 to date.

YBhg. Tan Sri Saw Choo Boon holds a Bachelor of Science (Chemistry) Degree from the

University of Malaya. He joined Shell in 1970 and served in various capacities in

Manufacturing, Supply, Trading and Planning in Malaysia, Singapore and Netherlands

before managing companies and businesses in Malaysia, across the Asia Pacific Region and globally. He

was appointed as the Chairman of Shell Malaysia and retired in 2010 after 40 years of service. Currently,

and Ranhill Holdings Bhd. and the Chairman of MRCB-Quill REIT Management Sdn. Bhd. He is also the Co-

Export Council and National Productivity Council, Board member of MIDA and Socio

Economic Research Centre (ACCCIM) and Immediate Past President of the

Federation of Malaysian Manufacturers (FMM).

MS. NOR AZIMAH ABDUL AZIZ

DEPUTY CHIEF EXECUTIVE OFFICER (REGULATORY & ENFORCEMENT),

COMPANIES COMMISSION OF MALAYSIA (SSM)

Nor Azimah joined SSM since 2003 and is currently the Deputy Chief Executive Officer

(Regulatory & Enforcement). She oversees the enforcement arm of SSM that comprises

of Corporate Compliance, Investigation, Prosecution & Litigation as well as Regulatory Review and Legal

Services Divisions. Prior to this post, she was the Director of Corporate Development & Policy Division and

Director of Companies Commission of Malaysia Training Academy. Nor Azimah obtained her law degree

from MARA Institute of Technology (ITM), Shah Alam in 1991 and began her career as an Advocate and

Solicitor in 1992. She then joined the National University of Malaysia (UKM), as a Law Lecturer at the

Accounting Dept. Faculty of Business & Management. She acquired her LL.M in Business Law from the

University of Aberystwyth, Wales in 1996. In 2000, she was seconded to the Technical and Regulatory

Department of the Malaysian Institute of Accountants prior to joining SSM.

PANELISTS

Dean Thompson is a member of the Senior Foreign Service and has over 20 years of

experience in U.S. diplomacy. Most recently, Mr. Thompson served as the Chargé

d’Affaires, a.i. and Deputy Chief of Mission at the U.S. Embassy in Bucharest, Romania.

Prior to that assignment, Mr. Thompson had appointments as the U.S. Consul General in Kolkata, India and

the Chief of the Economic and Commercial Affairs section of the U.S. Embassy in Colombo, Sri Lanka. He

has also served at the U.S. Embassies in Paraguay and Bangladesh. While stationed in Washington,

Mr. Thompson has led several teams in direct support of the U.S. Secretary of State and served as Director

of the Executive Secretariat Staff, the Deputy Director of the Department’s 24 hour Operations Center and

the Director of the Department’s Crisis Management Staff. Prior to joining the Foreign Service, he worked in

the Office of the Secretary of Defense on Counterproliferation issues and U.S. security assistance to the

Republic of Korea. Mr. Thompson holds a Masters of Public Management from the University of Maryland,

School of Public Affairs and a Masters of National Security Studies from the U.S. National War College. He is

married to Mrs. Jane Thompson, an early childhood specialist with expertise in the areas of intervention

and education of children with developmental delays and disabilities.

MR. JOHAN MAHMOOD MERICAN

Johan Mahmood Merican was appointed Deputy Director General (Human Capital) of

the Economic Planning Unit (EPU) in June 2016. As Deputy Director General (Human

Capital), Johan is responsible for planning and overseeing initiatives relating to human

capital. He also heads the Civil Service Delivery Unit (CSDU) and the National Transformation 2050 (TN50)

unit. Prior to this, Johan was the first CEO of Talent Corporation Malaysia Berhad (TalentCorp), a national

agency formed in 2011 to drive Malaysia’s talent strategy towards becoming a dynamic talent hub.

Between 2004 and 2010, Johan served as Principal Private Secretary to the Minister in the Ministry of

Finance and EPU. He has more than 20 years of experience in policy development, corporate finance

and accountancy in both the public and private sectors in Malaysia and the United Kingdom. Trained as

a chartered accountant, he holds a degree in Economics from the University of Cambridge and is an

Associate of the Institute of Chartered Accountants in England and Wales (ICAEW). With Malaysia’s

wealth of talent and economic opportunities, Johan is confident that through greater public-private

partnerships, Malaysia’s journey towards a developed and inclusive nation can be accelerated.

Raymond is currently the Vice President for Customs and Regulatory Affairs for DHL

Express covering Asia Pacific. His role includes working with Customs on various reform

and modernisation programmes and enhancing partnerships between DHL Express

and Customs administrations from across the region. He has over 21years of

experience in dealing with Customs issues covering both public and private sectors dealing with all as-

pects of Customs. His first role involved setting up the ASEAN Free Trade Area in the ASEAN Secretariat in

1994 as well as managing customs cooperation issues in ASEAN as the Secretariat’s Assistant Director for

Trade Facilitation. He subsequently worked as a customs and trade consultant in various consulting com-

panies including PricewaterhouseCoopers and Ernst & Young. Prior to joining DHL, he headed indirect tax

issues for Asia Pacific, Middle East and Africa for an international tobacco company. His areas of expertise

include: trade facilitation and policy making, trade negotiations, customs simplification, customs valuation,

logistics supply efficiency, free trade areas and their rules and requirements, WTO and WCO issues.

Raymond is a Malaysian national born on the 23rd November 1971 and graduated with a Bachelors in Eco-

nomics from Cambridge University and a Masters in Economic Development (specializing in ASEAN Trade)

from Oxford University.

Munir has been in practice since 1998 in mergers and acquisitions, corporate

reorganisations, capital markets work, venture capital and private equity, joint

ventures and general commercial transactions. He has represented a number of cor-

porations based in Malaysia, the US, Japan and Europe in takeovers, acquisitions, dis-

posals of shares and assets of Malaysian and European companies. Apart from this, he has also worked

on corporate reorganisations and de-mergers involving leading publicly listed Malaysian companies. He

has also been involved in domestic and international securities transactions including bond offerings and

IPOs. Munir has worked in the London and Melbourne offices of Baker McKenzie International.

Munir has been recognised in Chambers Global and Chambers Asia Pacific, publications which rank

leading business lawyers globally. In Chambers Asia Pacific 2017, one enthusiastic client describes him as

“completely brilliant” and as “very knowledgeable, quick and able”. In the 2016 edition, clients

recognise that Munir is active in cross-border transactional mandates, with sources enthusing that “his

clients love him”. In its 2015 edition, Chambers Asia Pacific notes that Munir “comes highly

recommended by clients” and that he is “quick in grasping the situation and issues, knows how to

protect the client’s interest, and is also commercial enough to be able to close the transaction”.

YBhg. Dato' Shamsun Baharin Mohd Jamil currently serves as the Deputy Chief

Commissioner (Prevention) and Chief Information Officer (CIO) of the Malaysian

Anti-Corruption Commission (MACC) beginning from 4th October 2017.

He is a consummate professional with over 25 years of experience holding various positions within the State

and 7 years within the divisions in MACC. His impressive work ethics and vast experience have led him to

be selected by the Football Association Malaysia (FAM) as a Member of the FAM Integrity Committee.
