Survey to Fellows ‐ Academy's representa�on in MCHK

Academy News ‐ December 2016

As reported earlier, the work of the Tripar�te Pla�orm on the reform of MCHKhas commenced last month. The Academy would like to hear Fellows' voice inrela�on to its representa�on in MCHK which will be very useful for theAcademy Council's considera�on. Relevant views will be relayed to theTripar�te Pla�orm through our Academy representa�ve. We plan to conduct asurvey to seek views from Fellows in early 2017. The Social Sciences ResearchCentre of University of Hong Kong (HKU SSRC) has been engaged to help designand conduct the survey. An online survey form will be sent to you directly byHKU SSRC in due course which will contain relevant details. In the mean�me, ifyou do not wish to par�cipate in the survey, please let us know by email tohkam@hkam.org.hk on or before 31 December 2016, and we shall exclude youfrom the mailing list for this survey.

 

CME/CPD Reminder

The current CME/CPD cycle for Academy Fellows will end on 31 December2016. All Fellows who are on the Specialist Register (SR) of the Medical Councilor Dental Council will need to fulfil the requirements of the Academy to remainon the SR. Fellows, except those exempted for CME/CPD due to re�rement, arealso required to fulfil the requirements to maintain the Academy Fellowship.Fellows are reminded to make sure they will obtain the required number ofCME/CPD points before the end of this year, and to catch up if the points theyhave obtained so far falls behind greatly of the requirements.

 

CME/CPD Principles & Guidelines 2017 ‐ 19

Fellows may wish to note that the CMECPD Principles & Guidelines for the nextcycle 2017 ‐ 19 will remain unchanged i.e. no more than 75 points can beawarded for passive par�cipa�on in a 3‐year cycle. Fellows are strongly advisedto maintain a balanced CMECPD profile with a mix of different ac�vi�es, inorder to capture the full benefit of different types of CMECPD ac�vi�es.

(Note: Individual Colleges will have their own set of guidelines based on whathave been agreed at the Academy level. There may be specific rules orrequirements that the Colleges determine to be relevant for their special�es.)

The Academy some�mes gets error messages when sending messages toFellows' registered emails, which may be caused by full mailboxes, invalidaddresses, etc. A valid email address is an essen�al detail for Fellows to gainaccess to iCMECPD account and view the CME/CPD profile. In order to help usmaintain an up‐to‐date database, please keep us informed whenever there arechanges to your email address, mailing address or contact number by logginginto your account of iCMECPD (h�p://www.icmecpd.hk). Please also bereminded to keep your registered emails ac�ve by ensuring there is sufficientmailbox capacity.

 

Collec�on of Fellowship Diplomas

A number of Fellows have le� their fellowship diplomas uncollected at theSecretariat office for years. A final no�fica�on will be sent to them soon.Diplomas can be picked up from the Secretariat office, by 16 December 2016(Friday), on Monday to Friday during office hours (8:30 a.m. ‐ 12:30 p.m. / 1:30p.m. ‐ 5:30 p.m.). Any diplomas uncollected a�er the deadline will no longer bekept by the Academy.

CMS Plaque Presenta�on Ceremony, 7 November 2016

Since 2013, Hong Kong Jockey Club Innova�ve Learning Centre for Medicine(HKJC ILCM) of the Academy has been working collabora�vely with the Centerfor Medical Simula�on (CMS) to develop and provide simula�on‐based trainingin Hong Kong. HKJC ILCM has recently been recognised as an affiliate of theCMS. Dr. Robert Simon, Senior Director (Educa�onal Leadership andInterna�onal Programs) of the CMS presented a plaque to the Academysignifying the affilia�on, which aims to achieve a common goal of improvingpa�ent safety.

WHO EMT Global Mee�ng, 28‐30 November 2016

Co‐hosted by the World Health Organiza�on andHong Kong Jockey Club Disaster Preparednessand Response Ins�tute (HKJCDPRI) of theAcademy, the WHO Emergency Medical Teams(EMT) Global Mee�ng was successfully held atthe Academy building on 28‐30 November 2016,gathering together a wide range of stakeholdersfrom the interna�onal EMT community.

The opening ceremony was officiated by the The Hon C.Y. Leung, the ChiefExecu�ve of the Government of the HKSAR; Dr. Margaret Chan, Director‐General of the World Health Organiza�on; Minister Li Bin, Minister of theNa�onal Health and Family Planning Commission; Mr. Anthony Chow, DeputyChairman of The Hong Kong Jockey Club and the Academy's President. TheGlobal Mee�ng a�racted over 270 EMT experts from more than 60 countries.Discussions were frui�ul and produc�ve recommenda�ons on the way forwardwere made.

During the Global Mee�ng, President and Officers had a dinner mee�ng withdelegates from the NHFPC to discuss EMT ini�a�ves as the collabora�onprogresses.

 

 

Golf Tournament, 30 November 2016

The HKAM Golf Tournament 2016 was completed successfully at Hong Kong Jockey Club KauSai Chau Public Golf Club on 30 November 2016. All 71 golfers had great fun and had a goodgame with beau�ful weather. Mr. Richard Yuen, Former Permanent Secretary for Food andHealth (Health) also joined the tournament.

Congratula�ons to Dr. C.M. Chan for winning the HKAM President's Cup. Dr. Hon PierreChan, Legisla�ve Council Member (Medical) graced the award presenta�on ceremony withhis presence and presented the awards.

Dissemina�on reports are concise informa�ve reports ofhealth‐related research supported by funds administered bythe Food and Health Bureau, for example, the Health andHealth Services Research Fund and the Research Fund for theControl of InfecⱢous Diseases (which was consolidated intothe Health and Medical Research Fund in December 2011). Inthis edi�on, 10 dissemina�on reports of projects relatedto cancer, cardiovascular disease, mental health, neurology,and physical ac�vity/obesity are presented. In par�cular,four projects are highlighted due to their poten�allysignificant findings, impact on healthcare delivery andprac�ce, and/or contribu�on to health policy formula�on inHong Kong.

Promulga�on of the Core Standards for Day Procedure Centres

The Core Standards for Day Procedure Centres is developed by the Project SteeringCommi�ee on Standards for Ambulatory Facili�es (PSC) set up by the Hong Kong Academyof Medicine and the Department of Health (DH). The document sets out the basicstandards for the opera�on and management of day procedure centres, which areambulatory facili�es where high‐risk medical procedures or prac�ces are performed. Itserves to provide guidance to the facility operators in an�cipa�on of a new regulatoryregime and to provide a framework for the medical and dental professionals within whichthey plan and organise their private prac�ces.

In December 2014 to March 2015, the Government of the Hong Kong SpecialAdministra�ve Region conducted a public consulta�on on regula�on of private healthcarefacili�es, proposing the introduc�on of a statutory licensing system for three classes ofprivate healthcare facili�es namely private hospitals, day procedure centres (DPCs), andmedical clinics. The Academy and DH set up the PSC in May 2015, co‐op�ng members frommedical facul�es of universi�es, private hospitals and professional associa�ons, to developthe standards. Seven Task Forces are formed under the PSC to draw up the Core Standards,which apply to all DPCs, and Procedure‐specific Standards, which apply to specific classesof DPCs. The la�er will be rolled‐out in phases following the Core Standards.

The Government has announced in the Consulta�on Report the plan to introduce a bill tothe Legisla�ve Council in the 2016/17 legisla�ve session. It is an�cipated that the CoreStandards and Procedure‐specific Standards will be adopted as part of the regulatoryrequirements when the statutory licensing system comes into force.

Organ transplant is the only hope for survival for some pa�ents with organfailure. Due to the restraints of clinical condi�ons, the number of organsavailable for transplanta�on is very limited. Every day, there are more than2,000 pa�ents wai�ng for suitable organs for transplanta�on.
