1.0 CONFIRMATION OF MINUTES

The minutes of the Academic Committee’s 6/2001 meeting, having been circulated, were taken asread and confirmed, subject to the following amendments:

• in respect of item 21.0 "Guideline on Student E-mail", the following dot point to be deleted fromparagraph 21.3:

"The current Directory Services Project in INS which will be implemented towards the end of2001 will provide lecturers with the facility to maintain e-mail class lists. Enhancements of thee-mail services for students will also be implemented by INS over the next 6 months."

SECTION A: REPORTS AND RECOMMENDATIONS TO COUNCIL

2.0 DOCTORATES AND HIGHER DOCTORATES BY PUBLICATION (DOCTOR OF LETTERS,DOCTOR OF SCIENCE AND DOCTOR OF PHILOSOPHY BY PUBLICATION)

2.1 The Academic Committee, on the recommendation of the Research and PostgraduateStudies Committee (6/2001 meeting), considered the new policy "Doctorates and HigherDoctorates by Publication Policy" (01/0364). The proposed new policy combines the currentDoctor of Letters/Doctor of Science policy and the PhD by Publication policy into one policydocument which covers doctorates that are awarded by the University in recognition ofsubstantial scholarly achievements through published works.

2.2 The new policy includes two types of doctorate: one for distinguished doctoral graduates whohave substantial association with Griffith University; and one for established researchers whodo not already hold a doctoral qualification. The policy also incorporates the revised definitionof what constitutes a thesis from the Research Higher Degree policy.

2.3 The Academic Committee noted the following key changes in the new policy document(01/0364):

Changes throughout the document:

• changes in delegation from DVC (Research) to Dean, Postgraduate Education.

• combination of DLitt/DSc policy (00/0065) and PhD (by Publication) Policy (99/0504).These degrees are classified as 'higher doctorates' by DETYA.

• rewording for clarity.

• removal of information that is more appropriately placed in a guideline document (egstatement on number of copies to go to the Library for DLitt/DSc and listing of applicationrequirements which are on the application form, types of published works, and contents ofan introductory statement for PhD Pub).

• as the PhD by Publication was formerly placed within the PhD policy, there is reference tothe new RHD policy for policy guidelines and procedures rather than a restatement in thispolicy document (ie suspension of candidature, variation to period of candidature, reviewof progress, termination of candidature at sections 22-25 and submission, appointment ofexaminers and the examination at sections 26-28).

Specific changes:

• Preamble - addition of the wording "to distinguished doctoral graduates who have had asubstantial association with the University". This was included to distinguish between theDLitt/DSc and PhD Pub where the DLitt/DSc is for doctoral graduates who have made ascholarly contribution (and have an association with the University) as opposed to non-doctoral graduates who have made a scholarly contribution.

• The degree - addition of the wording "the published work may be based on or manifestedin rigorous experimental, theoretical, creative, empirical and/or design inquiry". Thisreflects the change in definition of thesis in the RHD policy for 'non-traditional'submissions.

• Admission procedures - addition of the wording to DLitt/DSc "The applicant will not berequired to enrol but must pay any prescribed fee" to distinguish between the PhD (Pub)where the student must enrol and pay usual student charges and fees.

• Conditions of candidature - (PhD Pub only) - addition of intellectual property informationand standards of academic conduct - but not ethics.

Resolution

2.4 The Academic Committee, on the recommendation of the Research and PostgraduateStudies Committee (6/2001 meeting), resolved to recommend to Council the following:

a. the rescission of the Doctor of Letters and Doctor of Science (DLitt, DSc) Policy(00/0065), and the PhD (by Publication) Policy (99/0504).

b. the adoption of the new policy "Doctorates and Higher Doctorates by PublicationPolicy - Doctor of Letters (DLitt), Doctor of Science (DSc) and Doctor of Philosophyby Publication (PhD)" (01/0364).

3.0 JOINT PHD DEGREE - GRIFFITH UNIVERSITY AND PRINCE OF SONGKLA UNIVERSITY

3.1 The Academic Committee, on the recommendation of the Research and PostgraduateStudies Committee (6/2001 meeting), considered a proposal to establish a joint PhD degreebetween Griffith University and Prince of Songkla University, as described in the submission(01/0365).

3.2 In considering the submission (01/0365), the Academic Committee noted the following issues:

• the joint PhD degree will be undertaken in accordance with the provisions of theUniversity's Research Higher Degree Policy.

• the joint PhD degree will result in a jointly badged testamur.

• a member suggested that section 13 should provide a more detailed statement on thestandard of academic conduct expected, with specific reference to the University's policyon academic misconduct.

• a member questioned the fee arrangements for Thai students studying at Griffith, andAustralian students studying overseas. The Deputy Vice-Chancellor (Research) advisedthat fees arrangements for the joint PhD still had to be finalised.

• the Academic Committee agreed that submissions for joint degrees should be consideredon a case-by-case basis, in preference to the development of a generic policy.

Resolution

3.3 The Academic Committee, on the recommendation of the Research and PostgraduateStudies Committee (6/2001 meeting), resolved to recommend to the Council theestablishment of the joint PhD degree between Griffith University and Prince of SongklaUniversity, as described in the submission (01/0365).

4.0 QCA - DOCTOR OF VISUAL ARTS (6009) - MAJOR CHANGE TO PROGRAM SUBMISSION

4.1 The Academic Committee, on the recommendation of the Research and PostgraduateStudies Committee (6/2001 meeting), considered the submission (01/0366) proposing a majorchange to the Doctor of Visual Arts (DVA) program.

4.2 The proposed changes will bring the program in line with current thinking on visual artsresearch with an emphasis on research 'in' studio practice as a legitimate research activity.This change in focus will allow for an acknowledgement of the visual and oral traditions ofindigenous/non-Western researchers and increase the likelihood of completions.

4.3 The proposed changes aim to achieve a number of objectives:

4.3.1 that research 'in' studio practice is legitimate research activity and different fromresearch 'about' studio practice;

4.3.2 the creation of a DVA program that acknowledges the visual and oral traditions ofindigenous researchers;

4.3.3 an increase of the likelihood of completion;

4.3.4 further encouragement of indigenous researchers.

4.4 It is proposed to increase the research 'in' studio practice from 110CP to a minimum of 180CPand maximum of 200CP. This is to be achieved by providing three options within the DVAprogram. The proposed structure of the program is:

Resolution

4.5 The Academic Committee, on the recommendation of the Research and PostgraduateStudies Committee (6/2001 meeting), resolved to recommend to the Council the majorchanges to the Doctor of Visual Arts, as described in (01/0366), for introduction in Semester1, 2002.

5.0 ATS BACHELOR OF ARTS (1021) – MAJOR CHANGE TO PROGRAM SUBMISSION

5.1 The Academic Committee, on the recommendation of the Education Committee (6/2001meeting), considered the Major Change Submission (01/0351) which proposes a range ofchanges to the Bachelor of Arts program, for introduction in Semester 1, 2002.

5.2 The Academic Committee noted the following proposed changes to the School of Humanitiesofferings within the Bachelor of Arts program:

• Three new majors will be offered by 2004 (Cultural History, Modern History and CulturalSociology)

• There will be one new first-year course - HUM1014 Art in History• HUM1005 Enlightenment, Philosophy & Public Debate shifts from Year 1 to Year 2 and

becomes HUM2028 History, Culture & Ideas.• Two of the current majors European Studies and Historical Studies will be withdrawn• Several courses which have typically had low enrolments in Gender Studies, Politics,

Economy and Society and Indigenous Studies will also be withdrawn• All 20CP courses will be reduced to 10CP except those in Indigenous Studies at Nathan• The degree will consist of four clear pathways:

Social ScienceHistory and the Modern WorldLiterature and Cultural HistoryPhilosophy and Ethics

• The Gender Studies, Indigenous Studies and Politics, Economy and Society majors offeredon the Gold Coast Campus will be withdrawn

• Two year-long courses called 'Advanced Studies 1 and 2' will be available for studentswishing to prepare for Honours enrolment

Resolution

5.3 The Academic Committee, on the recommendation of the Education Committee (6/2001meeting), resolved to recommend to the Council that the major changes to the Bachelor ofArts, as described in (01/0351), be approved for introduction in Semester 1, 2002.

6.0 BBS GRADUATE CERTIFICATE IN FORENSIC OSTEOLOGY (3127) AND MASTER OF FORENSICOSTEOLOGY (5353) – NEW PROGRAM SUBMISSION

6.1 The Academic Committee, on the recommendation of the Education Committee (6/2001meeting), considered the New Program Submission (01/0340) proposing the establishment ofthe Graduate Certificate in Forensic Osteology and the Master of Forensic Osteology, forintroduction in Semester 1, 2002 and Semester 1, 2003 respectively.

6.2 The Graduate Certificate in Forensic Osteology will utilise a practical skills-based emphasis onlaboratory handling, management, and analysis of skeletonised human remains. The Masterof Forensic Osteology will encompass these same practical skills but will also emphasise thelegal aspects of forensic osteology i.e., the skills needed to prepare case files, statements,

and to appear as an expert witness presenting forensic osteology evidence in the courts. TheMasters program will also provide its graduates with a broader awareness of the interactionsof the forensic osteologist with practitioners from other forensic disciplines.

6.3 The Graduate Certificate in Forensic Osteology consists of 40CP of prescribed courses asfollows:

6.5 The Academic Committee noted that the Master of Forensic Osteology program involves twolaw-based courses - BBS7031 Introduction to the Legal System and BBS7028 CaseStudy/Moot Court. Although these two courses are taught by sessionals specialising in thepresentation of forensic evidence, it was suggested that the School of Biomolecular andBiomedical Science should explore opportunities for teaching into these courses by staff fromthe School of Law.

Resolution

6.6 The Academic Committee, on the recommendation of the Education Committee (6/2001meeting), resolved to recommend to the Council that the Graduate Certificate in ForensicOsteology and the Master of Forensic Osteology, as described in (01/0340), be approved forintroduction in Semester 1, 2002 and Semester 1, 2003 respectively.

7.0 BBS BACHELOR OF BIOMEDICAL SCIENCE (1031) – MAJOR CHANGE SUBMISSION

7.1 The Academic Committee, on the recommendation of the Education Committee (6/2001meeting), considered the submission (01/0278) proposing a major change to the Bachelor ofBiomedical Science, for introduction in Semester 1, 2002.

7.2 The Academic Committee noted that the main changes are focussed on the first year of theprogram with associated changes flowing on to the second and third year structures. The keyfeatures of the changes are:

• Modernisation and the establishment of sound academic foundations for the program bythe provision of a new first year structure which incorporates bioscience relevant courses(Biochemistry, Biological Chemistry, Topics in Biosciences) required for the study of themodern biosciences.

• The incorporation of Human Physiology & Anatomy and Molecular Genetics into the firstyear structure as well as the other changes noted above provides an enhanced, relevantand challenging curriculum for biomedical science students.

• The new context setting course, Topics in Biosciences, introduces students to thescientific principles underlying the latest innovations in the biomedical sciences andconsiders them within a social and ethical framework. This will assist students to addressthe goals of the program and focus on their complete professional development.

• Provision of an enhanced curriculum in second year with the inclusion of MolecularBiology, Virology and new courses in Advanced Biochemistry and Advanced Physiology.Advanced Biochemistry provides the latest developments in the molecular bioscienceswhile Advanced Physiology corrects a recognised deficiency in previous coverage ofphysiology that is a major discipline in biomedical sciences and medicine.

• Introduction of a new course Anatomy & Histology as an elective that recognises adeficiency in this area, particularly for students who are considering progressing topostgraduate medicine.

• The provision of new elective courses (developed for other programs) such as Genomics& Bioinformatics, Gene Expression & Development and Proteomics to provide greaterscope for students to develop their interests in these particular areas to suit their careeraspirations.

7.3 The Academic Committee noted the following revised program structure for the Februaryadmission to the Bachelor of Biomedical Science:

7.4 A member questioned whether students with only a Senior Maths prerequisite would havedifficulty undertaking the course SCE1212N Statistics and Computing, particularly as thecourse was scheduled for offer in Year 2, Semester 2.

Resolution

7.5 The Academic Committee, on the recommendation of Education Committee (6/2001 meeting),resolved to recommend to the Council that the major changes to the Bachelor of BiomedicalScience, as described in (01/0278), be approved for introduction in Semester 1, 2002.

8.0 BBS BACHELOR OF BIOTECHNOLOGY (1032) – MAJOR CHANGE SUBMISSION

8.1 The Academic Committee, on the recommendation of the Education Committee (6/2001meeting), considered the submission (01/0279) proposing a major change to the Bachelor ofBiotechnology, for introduction in Semester 1, 2002.

8.2 The Academic Committee noted that the main changes are focussed on the first year of theprogram with associated changes flowing on to the second and third year structures. The keyfeatures of the changes are:

• The consolidation of the academic foundations of the program by the provision of a newfirst year structure.

• The incorporation of business and/or marketing courses relative to the commercialisationaspects of Biotechnology.

• The introduction of a context setting course in first year, BBS1003 Topics in Biosciences,where Biotechnology students will be introduced to the scientific principles underlying thelatest biotechnology innovations and to the commercial, social and ethical issuesassociated with the development of applications.

• The enhancement of the second and third year structure by some reordering of thecourses and by the introduction of new biotechnology relevant courses such as PlantMolecular Biology & Biotechnology and Proteomics.

• The enhancement of the second and third year electives by the inclusion of other newrelevant courses which have been developed for either the BBiomolecular Science orBPharmaceutical Science programs which will allow students to further develop theirinterests in specific areas of biotechnology, eg medical biotechnology or molecularbiotechnology.

• A revision of the content of the third year course, BBS3003 Biotechnology Innovation, toexpand discussion of intellectual property issues, management and regulatory affairs andethical issues associated with the implementation of biotechnology innovations. As aresult of this, and the introduction of the first year course Topics in Biosciences,consideration of these issues is enhanced in the new program.

8.3 The Academic Committee noted the following revised program structure for the Februaryintake to the Bachelor of Biotechnology:

16.0 SCN BACHELOR OF SCIENCE (1210) - MAJOR CHANGE TO PROGRAM SUBMISSION

16.1 The Academic Committee, on the recommendation of the Education Committee (6/2001meeting), considered the submission (01/0280) proposing major changes to the Bachelor ofScience, for introduction in Semester 1, 2002.

16.2 The rationale for the changes is based on:

• the continued lack of competitiveness of the BSc in attracting and retaining highquality students

• the extraordinary and rapid developments in knowledge in the biosciences over thelast 25 years;

• the enormous impact of the applications of this new knowledge across medicine,biomedical research, biotechnology, agriculture and so many other areas of humanactivity;

• the continued high demand by students for the biosciences (as exemplified by approx70% of all BSc students graduating with bioscience majors); and

• formal evaluations of the first year structure, feedback from graduates, and adjunctand other professional colleagues who teach within the program.

16.4 The Academic Committee noted that the changes proposed above will also apply to SCN102Bachelor of Science (Advanced Studies).

16.5 In considering the submission (01/0280), the Academic Committee noted the following issues:

• the Chairperson, Academic Committee advised that he had received a number of lettersfrom staff of the School of Science raising concerns over the proposed changes to theBachelor of Science. In particular, concern had been expressed over the perceived shiftin emphasis from a general Science degree towards a specialist Science degree, and theeffects this shift would have on the budget of the School of Science.

The Dean, Faculty of Science advised that the academic integrity of the Bachelor ofScience degree had been maintained, although it would no longer be compulsory forstudents to undertake courses in areas such as physics, chemistry or maths in the firstyear of the program. The Academic Committee noted that the revised program wasdesigned to allow students a greater degree of choice in course selection.

• students needed to be provided with clear and accurate advice on the various pathwaysavailable in the revised Bachelor of Science structure. In particular, specific requirementsfor double degree programs, such as the Bachelor of Science/Bachelor of Education(Secondary), should be clearly articulated to students. Members noted that in order forpotential and current students to be provided with accurate information in a timely manner,program submissions needed to be forwarded for consideration by Academic Committeewell in advance of the new programs/revised programs being offered. Particularly for largegeneral degrees such as the BSc, BA, BComn or BBus, changes to these programsgenerated consequential changes for many other specialist programs and combineddegrees. The lateness of decisions about changes to the core programs causedsignificant problems for the management of the related degrees.

17.1 The Academic Committee, on the recommendation of the Education Committee (6/2001meeting), considered the Special Purpose Submission (01/0249) proposing changes to thesuite of postgraduate programs offered by the School of Environmental Engineering assummarised below, for introduction from Semester 1, 2002:

• The withdrawal of the suite of Water Care graduate certificates, graduate diplomas andmasters programs, and the withdrawal of the suite of Waste Management graduatediplomas and master programs,

• The renaming of the Master of Environmental Engineering to the Master of EnvironmentalEngineering by Research,

• The renaming of the Master of Engineering Science in Environmental Engineering withHonours to the Master of Environmental Engineering,

• The introduction of a new elective course, EVE6016 Wetland Systems in EnvironmentalManagement, into the Graduate Certificate/Graduate Diploma/Masters of EnvironmentalEngineering programs.

21.1 The Academic Committee, on the recommendation of the Education Committee (6/2001meeting), considered a proposal for the withdrawal of the Master of Environmental andCommunity Health, for implementation from Semester 1, 2002.

21.2 The Academic Committee noted that continual decline in numbers in this program overseveral years, together with the development of the new Master of Public Health, had resultedin duplication of courses offered by the School. No transition arrangements are required. Allstudents (4 in total) will be supervised until they have completed their programs. No courseshave been cancelled; all are available as part of the Master of Public Health program.

24.0 PROPOSAL TO ESTABLISH A RESEARCH CENTRE FOR MODELLING AND COMPUTATION

24.1 The Academic Committee, on the recommendation of the Research and PostgraduateStudies Committee (5/2001 meeting), considered the submission (01/0363) proposing theestablishment of an inter-Faculty Research Centre for Modelling and Computation.

24.2 The Academic Committee noted that the proposed Centre will provide a focus forcomputational work and will coordinate activities with the Queensland Foundation for SuperComputing. The Centre will be an inter-Faculty Centre and has been endorsed by theFaculties of Engineering and Information Technology, Environmental Sciences, HealthSciences and Science.

25.1 The Academic Committee, on the recommendation of the Education Committee (6/2001meeting), considered a proposal (memorandum dated 20 September 2001) to establishAdvanced Studies in Humanities within the Bachelor of Arts, for introduction in Semester 1,2002.

25.2 The Academic Committee noted that the Advanced Studies in Humanities consists of twoyear-long 10CP courses as described below:

HUM2060 Advanced Studies 2 is a 10CP year-long elective restricted to high-achievingstudents. It comprises four strands, each strand corresponding to one of the fourundergraduate BA ‘pathways’ offered through the School of Humanities. Each student worksin only one of the four strands. The aim of the course is to introduce students to advancedwork in their field of interest. The first semester is primarily a ‘reading’ semester, emphasisingthe major issues, theories, etc., that are the focus of scholarship in the relevant field of study.

HUM3060 Advanced Studies 3 is a 10CP year-long elective restricted to high-achievingstudents. Students can enter this course either by completing HUM2060 Advanced Studies 2or by direct application. Like HUM2060, this course comprises four strands, with each studentworking in one of those strands. Work undertaken in HUM3060 is an extension anddevelopment of work completed in HUM2060, and again the first semester is a ‘reading’semester while the second semester is a research project semester. The research project inHUM3060 can be community or industry based.

26.1 The Academic Committee, on the recommendation of the Education Committee (6/2001meeting), considered a proposal concerning an additional degree requirement for theBachelor of Business, Bachelor of Commerce and Bachelor of Business Managementprograms for introduction from Semester 1, 2002.

26.2 The Academic Committee noted that the proposed degree requirement reads as follows:

“To gain a major (academic plan) a student must complete at least 40CP of study whichcontributes solely to that academic plan requirement.”

27.2 The Academic Committee noted the following proposed changes to the Cultural StudiesMajor:

• The year 2, Semester 1 course, HUM2007 Australian Popular Culture has been given thecode FMC2011 Australian Popular Culture to reflect the fact that this course will be hostedby the School of Film, Media & Cultural Studies from the year 2002.

• The status of the course FMC2011 Australian Popular Culture, will change from a year 2,Semester 1 elective to a year 2, Semester 2 core offering in place of the course FMC2008Media Culture.

31.0 NRS MASTER OF HEALTH SCIENCE IN INFECTION CONTROL (5240) – CHANGE TOADMISSION REQUIREMENTS

31.1 The Academic Committee, on the recommendation of the Education Committee (6/2001meeting), considered a proposed change to the admission requirements for the Master ofHealth Science in Infection Control to bring them in line with other Masters courses offered bythe School of Nursing as follows:

“Students seeking admission to the Master of Health Science in Infection Control willnormally hold a degree, from a recognised institution, in nursing, science or a related area,or a recognised qualification in nursing and a degree in a related discipline with a GradePoint Average (GPA) of at least 5 (where 4=Pass, 5=Credit, 6=Distinction and 7=HighDistinction) in the best 120 Credit Points (CP) of the second and third years of theircompleted undergraduate degree. Students who do not hold an undergraduate degree butwho successfully complete the Graduate Diploma of Infection Control may also beconsidered for progress into the Master of Health Science in Infection Control.”

40.1 The Academic Committee, on the recommendation of the Education Committee (6/2001meeting), considered a proposal to change the methodology applied in determining HonoursClassifications for QCGU students.

40.2 The Academic Committee noted a memorandum from the Deputy Director (Academic) andActing Provost and Director, QCGU dated July 25, 2001 which proposed to alter thismethodology by applying the following practice in future:
