Dr Brown provided an informative presentation on the recent operational developments at the University of

Canberra (UC) College, which included the partial sale of the of the College to Navitas. A description of the

management, and governance structure was provided, and the forms of service that UC and Navitas provide to

the College, products and services that the College provide, teaching and learning quality assurance, and UC

College’s market and marketing strategy.

4 Confirmation of the Minutes

Resolution AB 2015/4/1 Academic Board resolved to confirm the minutes of Academic Board meeting 2015/3 held on 11 May 2015, as an accurate record subject to a minor amendment to the table of members present.

5 Matters Arising from the Minutes

The Academic Board Action List was reviewed, with actions in progress and those completed noted. The Chair thanked Professor Klomp for his response to the query regarding the student drop-out rate. The Board were advised the Office of the Deputy Vice-Chancellor (Education) investigated this in collaboration with Student Administration and Planning (SAP), and concluded that the comment was referring to a weekly enrolment snapshot report that is provided by SAP prior to census date, which noted the drop in EFTSL in the early weeks leading up to census date. This is typical student behaviour at that time of year. There is no evidence to suggest that pre-census attrition rates are significantly different from previous years, although this will continue to be monitored.

6 Report from the Chair of Academic Board

The Chair extended congratulations to the nine researchers from the Institute for Applied Ecology whose work was published in the Nature magazine early July. The title of the cover article was “Sex reversal triggers the rapid transition from genetic to temperature-dependent sex”. The body of work was produced by the team, led by post-doctoral fellow Dr Clare Holleley.

Congratulations were also extended to all staff who were who were recognised in the Queen’s Birthday Honours List.

Associate Professor Katja Mikhailovick and Professor Barbara Pamphilon who won three million dollars in research funding for improving opportunities for women in Papua New Guinea, which was noted to be a great success.

7 Report from the Acting Vice-Chancellor

The Vice-Chancellor’s Report was noted as read. The Acting Vice-Chancellor, Professor Frances Shannon advised the Board the public forum on the use and growth of the campus was well attended. Resolution AB 2015/4/2 Academic Board resolved to note the content of the Vice-Chancellor’s report dated February 2015, and the additional information provided by the Acting Vice-Chancellor at the meeting.

PART 2 - STRATEGIC ITEMS FOR DISCUSSION AND RESOLUTION 2.1 TEQSA Renewal of Registration – Progress Report

Matter from the Vice-President Operations

The University submitted the renewal of registration application with supporting documentation to TEQSA on 30 April 2015. TEQSA has acknowledged receipt of the University’s submission of evidence and advised that there are a number of other Universities also in the process of re-registration.

As a result, substantive assessment of the evidence is unlikely to commence until July. TEQSA has also advised that there will likely be a day-only site visit and they will confirm this date in due course. Discussion There was no discussion. Resolution AB 2015/4/3 Academic Board resolved to note the TEQSA Renewal of Registration Progress Report.

Assessment Policy & Procedures Matter from the Office of the Deputy Vice-Chancellor (Education) Currently there is no defined process for extensions and late submissions at the University, other than that mentioned within the Reservists and Emergency Volunteers Special Consideration Policy, which relates to a specific cohort group. Faculties currently have their own processes, which may also differ by discipline as well as by course. During November and December 2014 an external Policy Audit was undertaken to consider areas relating to assessment practice, student grievances, academic progression and appeals. The final report made several recommendations to change practice and policy at the University, which were endorsed at the University Education Committee on 4 March 2015. Specifically, it was recommended that the University have a position on late submissions and acceptable extensions, and clear processes about submission of medical and other relevant certificates.

The audit also noted that there was not a University position on the use of social media in assessment. It was agreed that information should be included within the Assessment Policy and Procedures to provide guidance to staff on their use of social media.

The policy has been revised to include a defined process for extensions and late submissions, as well as including an overview of the use of social medial in teaching and learning activities. Information to provide advice for academics dint eh design of learning materials and assessment tasks utilsing social media will be developed by Teaching and Learning for incorporation into the learning management system/s. Additionally, Faculties further requested that the fields suggested in the text be included in unit outlines from semester 2, 2015 to ensure staff include information on social media use within their unit/area. The document has been produced with input from all faculties, staff within Student Administration and Planning, Student Engagement and Teaching and Learning. It is proposed that on approval of the policy and procedures, and following communications of the new process (to be managed by Teaching and Learning), that it be incorporated from August 2015 for all teaching periods and across the University. It was endorsed by the University Education Committee (UEC) at meeting 2015/4 held on 10 June 2015.

Discussion

Clarified wording around late submissions in point 9.17.39 and correction to the example was recommended to ensure the intent of the process would not be misinterpreted. It was suggested to change the word ‘awarded’ to ‘available’.

Amendment to the 9.17.4 was recommended to ensure the process regarding submissions for assignment extensions for students who have a current Reasonable Adjustment Plans accurately reflected current process and that it aligned with the policy.

The Board were advised the policy will be approved with effect the date of the meeting, however implementation would commence with effect from semester 2, 2015.

Resolution AB 2015/4/4 Academic Board resolved to: (a) approve the amendments to the Assessment Policy with effect from 6 July subject to additional

minor amendment to be approved by the Chair of Academic Board prior to release; (b) note the revised Procedures were approved by the University Education Committee on 10 June

2015; (c) note the proposed timeframes for implementation of the extenuating circumstances section; (d) note that additional sections relating to social media will be included within unit outlines; and (e) rescind the Reservists and Emergency Volunteers Special Consideration Policy.

Work Integrated Learning Policy Matter from the Office of the Deputy Vice-Chancellor (Education)

The WIL Policy was approved in-principle by Academic Board at meeting 2015/2 held on 23 March 2015, with a recommendation for additional amendments. Amendments requested were: to include a section on health clinical placements and to determine which elements of central support sit where, and to reflect this in the policy and procedures. Further consultation was conducted to facilitate the amendment process, which included consultation with Faculty staff, including ADE’s, Course Conveners and Unit Conveners, Teaching and Learning staff, Student Engagement staff and Student Administration and Planning staff.

The Board were advised that the issues relating to insurance would be addressed separately to the policy. A query was raised at Academic Board meeting on 23 March 2015 regarding insurance and internships, which has been followed up with the Legal Office. The University does have a volunteer internship program however there is a need to be cautious about how far to stretch this, and the University is responsible under the Fair Work Act.

The Board were advised that a report on the Quality Assurance of Work Integrated Learning Programme in Thailand would be submitted to the University Education Committee meeting 2015/4, scheduled for 5 August, and would then be submitted to Academic Board for noting.

Discussion

The Board were supportive of the updated version, noting that there is a broader discussion regarding WIL, graduate outcomes and how the University can regain position in the market.

It was noted that the withheld grade descriptor specifically for professional practice placements would be submitted to UEC meeting 2015/4.

It was noted that there are special contracts for special cohorts (some are paid and some are not), the rationale being that one model does not fit all forms of WIL. The Board were advised the University has a framework upon which contracts are developed to reflect the form of WIL. WIL is supported within the context of study abroad but note that Third Party Providers are excluded in the wording.

2.4 New Course: Graduate Certificate in Government Informatics Matter from the Faculty of Business, Government & Law The faculty placed a tender to teach the ICT Graduate Program (ICTGP) for the Australian Public Service (APS) in 2014. In order to have a product to tender, the faculty set up a new award under the Graduate Certificate in Business Informatics called the Graduate Certificate Advanced Business Informatics, and re-purposed a 12 credit point unit. The faculty won this tender, and now have some 30 students selected from over 700 applications in 11 agencies enrolled and studying the year-long course. 55 places are already established for 2016. To accommodate the specific workplace based nature of the contract this proposal is to set up a new course called Graduate Certificate in Government Informatics and a new 12cp unit specifically for this cohort/purpose. This is an example of an innovative course, which is a year-long program of education and work that develops professional ICT practitioners in the Australian public sector. The course is based in the linking of theoretical concepts to a range of informatics and professional activity in a government workplace. Students research, reflect on and use theory appropriate to their workplace practice; they critique theory in terms of their workplace experiences. The course design comprises practice-based and project-based learning, which are forms of education core to UC’s strategy. Discussion

The 12 credit point unit is compliant with policy.

A query was raised regarding the course documentation and the requirement for it to clearly demonstrate the AQF level 8 requirements.

Resolution AB 2015/4/6 Academic Board resolved to: (a) accredit, on behalf of Council (under Resolution C32/3 (d)), the following new course (to be

implemented for flex period 8, 2015) subject to provision of information relating to the demonstration of AQF level 8 requirements: Faculty of Business, Government & Law

2.5 New Course Offerings: Bachelor of Contemporary Music Practice & Bachelor of Games & Interactive

Design – TAFE Queensland Gold Coast Matter from the Faculty of Arts & Design

The Faculty of Arts and Design propose the creation of two new course offerings for existing UC courses in an extension of the partnership with TAFE Queensland, at the Gold Coast Campus. These new course offerings were proposed to commence to in 2016, to be delivered at the TAFE Queensland Gold Coast campus. There were no changes to course particulars proposed. The Board were advised of a typographical error regarding the IELTS, which should read 6.0. This partnership complements an already existing successful partnership. The campus is new with excellent facilities, which has been physically inspected. Three diplomas feed into both degrees, respectively.

Discussion

It was noted that this was an inspiring development for the University, and the faculty were commended accordingly.

There is no external accreditation requirement for these courses. Resolution AB 2015/4/7 Academic Board resolved to: (a) approve the following course offerings:

Faculty of Business, Government & Law: Course Matters Matter from the Chair of Academic Board IELTS Entry Level for Higher Degree by Research Students

The Faculty of Business, Government and Law (BGL) recently identified that due to certain historical accidents, there is a difference between expected IELTS-entry levels for PhD students in comparison to the Masters by Research and Professional Doctorate IELTS level. This memo proposes that there should be a consistent IELTS-entry level of 6.5 for all students.

BGL currently has different entry-level requirements in relation to expected IELTS-entry levels for HDR programmes: for a PhD, the university requires 6.5 in IELTS, while we require a 7 for Masters by Research for a Professional Doctorate.

The background to this issue is complex. On 19 March 2012, Academic Board endorsed a change to IELTS in all HDR programmes in BGL to 7, with no band score below 6.5. However, the faculty understanding is that this proposal was subsequently withdrawn, but not all paperwork was corrected. In practice, the faculty has been using 6.5 for most HDR entries, but we seek to correct this inconsistency.

There is, for example, further inconsistency between website information about IELTS-levels on the BGL website and university information about IELTS. We will ensure that this is made consistent.

This issue recently emerged in relation to a proposed Australia Award candidate who was seeking to complete a Professional Doctorate, with an IELTS-score of 6.5. In this instance, the DCV-R granted an exemption to the student.

As part of a broader set of changes in the HDR programme, the IELTS-level has been discussed in Faculty with the Dean, the Faculty Executive and the HDR committee. All committees and the Dean of BGL support consistency of entry standards for IELTS, and thus, requiring an IELTS of 6.5 for all HDR programmes in BGL. This will also bring us into line with other faculties in the university.

Resolution AB 2015/4/17 Academic Board resolved to approve amended text to read “To be eligible you must have an academic IELTS or equivalent of 7.0 with no band score below 6.5” in all relevant BGL HDR courses.”

Approval of Course Components: Units The School of Information Systems and Accounting has revised the learning outcomes and syllabi of all accounting, banking and finance units taught by the School. The purpose of the revision was to:

Update the units for developments in the discipline since the units were last revised.

Remove generic skill learning outcomes from the learning outcomes as these are now addressed through the University’s policy on generic skills and graduate attributes

Examine the constructive alignment for each unit to ensure each unit is effectively aligned with pre-requisites and subsequent units for which it is a pre-requisite

Apply the Australian Business Deans’ Council’s learning standards for accounting and finance disciplines

Ensure that units that are part of awards covered by the Australian qualifications framework were at an appropriate standard for the level of award

Ensure that the units comply with the course accreditation for each award to which they contributed. Advice has been received that these changes are acceptable to the accreditation team of the professional accounting bodies.
