URBACT projects: the near future

› 3rd call projects handed in the Final Application.

› Eligibility check, EAP assessments, interviews in Paris (one-by-one) finished.

› EAP comments sent to the projects, 2 weeks to address the remarks.

› MC meeting 28 January 2013: on the basis of the recommendations of the EAP the MC will take a decision whether to keep all the projects.

› Implementation phase starts in February 2013.

DG REGIO recommendations for URBACT III

1. Reinforce linkage with Europe 2020and promote the use of new tools

2. Improve quality of the thematic networks

3. Re-introduce SUPPORT FOR CITIES scheme

4. Increase the efficiency of capitalisation through national urban networks

5. Ensure balanced participation of cities

6. Improve programme management and reduce administrative burden

1. Reinforce linkage with Europe 2020 and promote the use of new tools

Concentrate on the thematic objectives set by the Common provisions with the integrated and participatory approach as a cross-cutting issue

Selection of networks should be better linked to the Europe 2020 objectives

Support cities to implement urban development through ITI and to carry out CLLD

Address the urban-rural linkages

2. Improve quality of the thematic networks

More targeted calls, better defined selection criteria

Effective means to ensure and monitor the quality of the working process and the outputs

Outputs: better target the needs of cities and be user-oriented by providing practical guidance for cities.

Less thematic meetings with increased content: Learning should be the key objective

3. Re-introduce SUPPORT FOR CITIES scheme

Promote organisational learning: Help cities to convert the knowledge newly acquired from networking into concrete projects and strategies

Provide tailor-made on-field expertise Expected results:

projects and strategies ready to be financed from mainstream programmes

Improved governance

4. Increase efficiency of capitalisation through national urban networks

Support the establishment of national urban networks with the participation of cities, regional and national authorities, academic institutions

Networks should provide platform for capitalisation and dissemination of the results of thematic networks on national level

Reinforce link between URBACT and Article 7 ERDF promoting sustainable urban development

5. Ensure balanced participation of cities

Better reflect the specific needs of the less developed regions and the EU13 (EU12+Croatia) cities

Reflect the development of macro-regional and sea-basin strategies

Reach out smaller cities with great need for capacity building

6. Improve programme management and reduce administrative burden

Make the administrative burden proportional to the relatively small amount of support

Set up an advisory board to assist the Managing Authority on the implementation of the programme

Concentrate and limit management activities to the efficient implementation of the programme..

- the mission is to increase the local actors' capacity to develop and manage a participative approach when drawing up plans of action all through the network’s life span.

- the seminars will be an opportunity to provide methods and tools and will enable the LSGs’ actors to exchange and learn from their peers' experience.

-they will also represent an opportunity to engage representatives from National and Local Authorities and establish a stronger connection to the URBACT Method.

•Mayors/ deputy mayors/ counsellors with a delegation of competence in a policy area closely linked to network topic

•Active in ULSG and LAP process
