The Council and Its Mission
A session of the American-German Young Leaders Conference

The year 2014 was a time of intensity inthe German-American relationship andat the American Council on Germany.The worsening crisis in Ukraine putGermany and Chancellor Angela Merkelat the center of the world stage. Efforts onboth sides of the Atlantic were directedtoward finding a solution withoutcreating a rift between the United Statesand Europe. The Transatlantic Trade andInvestment Partnership (TTIP)negotiations continued, but hopes tohammer out a deal on a “single tank ofgas” (as Vice President Joe Bidenadvocated) appeared to be fleeting. Thelandscape of energy issues saw dramaticchanges, as falling oil prices gaveconsumers relief at the pump whilefueling volatility in the global economicoutlook. The transatlantic relationshipwas also still feeling the reverberationsfrom the NSA revelations.
By year’s end, the ACG had held 30discussion programs in New York Cityalone, along with more than 120 events atits 19 Eric M. Warburg Chapters aroundthe country, including speakers onGerman-Russian-Ukrainian relations. Webrought together 47 up-and-comingprofessionals for our prestigiousAmerican-German Young LeadersConference. We also gave 25 fellows theopportunity to travel overseas to expandtheir horizons and network with theirtransatlantic counterparts. Through ourStudy Tours, we brought together 29American professionals withpolicymakers and opinion leaders inBerlin. We also held a special series ofevents marking the 25th anniversary ofthe fall of the Berlin Wall.
Behind these statistics stand qualityspeakers. Our calendar of policydiscussions included such distinguishedfigures as Ambassador Harald Braun,Permanent Representative of Germany tothe United Nations; Ambassador John B.Emerson, U.S. Ambassador to Germany;and Oscar-winning filmmaker VolkerSchlöndorff. German Consul General inNew York Brita Wagener andAmbassador Paula Dobrianskyparticipated in our Transatlantic GlobalAgenda lecture series.
The theme of our American-GermanYoung Leaders Conference asked asobering question: “Unconscious

Uncoupling: Are the U.S. and EuropeStill in a Relationship?” As delegates met– often until the wee hours – to discussthe nuances of the complex relationship,one expert on bilateral ties quipped that“Germany and the United States stillhave a relationship, but the U.S. issleeping on the couch.” Still, delegatesworked hard to build bridges – andlasting relationships – during their weekin Berlin. One alumna wrote afterwardthat the experience “will forever shapemy interest, understanding, andcommitment to German-Americanrelations.” We also brought Young Leaderalumni together throughout the year forvarious events.
Our policy conferences in 2014 looked atthe current state of transatlantic relationsand the cutting edge of technology. Ourannual joint conference with theAtlantik-Brücke took the more optimistictack of “Restoring Trust: The Future ofthe Transatlantic Partnership.” Sen.Christopher M. Murphy (D-Connecticut), a member of the SenateCommittee on Foreign Relations,delivered the keynote speech, whichfocused on the importance of the bilateralrelationship. Other speakers includedAmbassador Peter Wittig, GermanAmbassador to the United States;Norbert Röttgen, Member of the GermanBundestag (CDU); Ambassador WolfgangIschinger (1978 Young Leader),Chairman of the Munich SecurityConference and Global Head ofGovernment Relations at Allianz SE; andKaren Donfried, President of the GermanMarshall Fund of the United States. Inaddition, the 2014 TransatlanticEntrepreneur Conference – “Investing,Innovating, and Collaborating in GlobalHubs: Opportunities for New York andBerlin in 2015” – convened American andGerman technology experts to explorepotential cooperation between start-ups inNew York City and Berlin. Speakersincluded Cornelia Yzer, Berlin Senator forEconomics, Technology, and Research;Consul General Brita Wagener; and SreeSreenivasan, Chief Digital Officer of theMetropolitan Museum of Art.
Throughout the year, our WarburgChapters around the country hosted anarray of events, the centerpiece of whichwas the Kissinger Transatlantic SpeakersProgram. The program was made
possible by a generous grant from theRobert Bosch Foundation to honor ACGBoard Member Dr. Henry A. Kissingeron the occasion of his 90th birthday. TheKissinger Speakers included formerEuropean Parliament President Hans-Gert Pöttering (1973 Young Leader);former Members of the Bundestag Hans-Ulrich Klose (SPD) and Ruprecht Polenz(CDU); Thomas Bagger, Head of PolicyPlanning at the German Federal ForeignOffice; and Klaus-Dieter Frankenberger(1985 ACG fellow), Foreign Editor at theFrankfurter Allgemeine Zeitung.
Our Study Tours gave two groups ofAmerican experts an in-depth look atimmigration and climate/energy issues,respectively. Study Tour delegates metwith senior officials in the FederalChancellery, the Ministry of ForeignAffairs, and the Ministry for EconomicAffairs and Energy, and they hadbreakfast briefings with Members of theBundestag from the CDU, the SPD, andthe Greens. The American participantsactively engaged with their Germanpresenters and returned to the UnitedStates with a deeper understanding ofGerman policy goals in these twocrucial areas.
Our 2014 American and German fellowsundertook overseas inquiries intoeconomic, geopolitical, social, andhistorical topics such as immigration,climate change and conservation,agricultural standards, education policy,and the International Tracing Service.McCloy Fellows in Agriculture and alsoUrban Affairs went on study trips tolearn how their transatlantic counterpartstackle issues on a local level. Our McCloyFellows, Hunt and Goldman Fellows,Kellen Fellows, and recipients of theYoung Entrepreneurs and InnovatorsFellowships returned with newperspectives and new networks alike.
Our 22nd annual John J. McCloy AwardsDinner honored Dr. Nicola Leibinger-Kammüller, CEO and President of theManaging Board of TRUMPF GmbH +Co. KG, and Stephen A. Schwarzman,Chairman, CEO, and Co-Founder ofBlackstone, both of whom shared theirinsights into transatlantic business, alongwith a glimpse of their humor. Anotherhighlight of the dinner was a livelyinterview with Dr. Henry A. Kissinger
and German Defense Minister Ursulavon der Leyen by Jim Hoagland of TheWashington Post, providing guests with aworld tour of pressing issues.
2014 was also a time of transition for theACG. On October 31, ACG PresidentWilliam M. Drozdiak stepped downafter almost 10 years of service torelocate to Washington, D.C. While apresidential search was conducted, ACGTreasurer and Board Member WilliamR. Harman stepped in as the Council’sActing President.
With 2015 upon us, the new ACGPresident will soon announce theCouncil’s priorities for the coming year.As this annual report went to print,transatlantic allies were working hard toprevent Ukraine from sinking into evendeeper chaos; wrestling with how to copewith the terrorism of ISIS; and assessingnext steps en route to a TTIP agreement.We at the ACG will endeavor to do ourpart to reinforce German-Americanrelations and to help members andfriends better understand the geopoliticaland economic forces of the day.Maintaining and strengthening theGerman-American relationship isessential for peace and security – not only in our own regions but indeedaround the world.

Dr. Henry A. Kissinger Transatlantic
Speakers Program
The American Council on Germany created the KissingerTransatlantic Speakers Program in honor of longtime ACGBoard Member Dr. Henry A. Kissinger in 2013 tocommemorate his 90th birthday. Through the program,noteworthy Germans – whether established personalities orrising stars – come to the United States to engage indiscussions at several Warburg Chapters, typically for one totwo weeks. The program is made possible by a generous grantfrom the Robert Bosch Foundation implemented in 2014.
The Kissinger Transatlantic Speakers Program provides anopportunity for Americans at the 19 Warburg Chaptersaround the United States – particularly Young Leaders andfellows who have passed through ACG and Bosch programs– to learn about new developments in Germany andEurope from distinguished speakers. It also enablesKissinger Speakers to learn about perspectives in theAmerican heartland from their interactions with WarburgChapter audiences.
The speaker tours pay tribute to Dr. Kissinger’sachievements as a statesman, his insightful books on foreignaffairs, and his lifetime of service promoting postwarreconciliation between the United States and Germany.Former Federal Reserve Chairman and ACG Honorary ViceChairman Paul A. Volcker may have put it best when hepresented Dr. Kissinger with the ACG’s McCloy LifetimeAchievement Award in 2011: Mr. Volcker told Dr. Kissingerhe was being honored “for your loyalty to your adoptedcountry, your ability to heal wounds among old enemies,your strategic vision, your persistent effort to seek stable andpeaceful relations in an increasingly turbulent world, andfor encouraging those of us who share those values.”

The American Council on Germany organized two Study Toursto Berlin in 2014 to take a closer look at the topics ofimmigration and climate and energy issues, respectively. EachStudy Tour brings a group of American experts to Germany tomeet with government officials, political leaders,businesspeople, academics, journalists, nongovernmentalorganizations, and think tanks to discuss the latestdevelopments in their field. These programs are designed tobuild direct dialogue between American and German experts,with the intention that this will create lasting networks ofprofessional discourse. Each Study Tour creates a two-wayexchange of ideas, best practices, and policies on the politicaland social landscapes of both nations in relation to the topics ofimmigration and climate/energy. This program is generouslysupported by the German Federal Ministry for Economics andEnergy through its European Recovery Program to supporttransatlantic dialogue.

The American-German Young Leaders Conferences aredesigned to engage up-and-coming American and Germanprofessionals in an intense exploration of issues on thetransatlantic agenda while forming a strong network ofinfluential thought leaders. Forty-seven Young Leadersgathered from August 10 to 15, 2014, in Berlin to look at thefuture of German-American relations and to confront theadmittedly sobering overarching theme of the conference:“Unconscious Uncoupling: Are the U.S. and Europe Still in aRelationship?” The delegates hail from a wide range of fields,including banking, economics, government, media, the military,law, and entrepreneurism.
In addition to meeting in working groups, the Young Leadersmet with high-level officials to discuss key economic, political,and social issues. Speakers included Klaus-Dieter Fritsche,State Secretary and Chief Intelligence Advisor to ChancellorMerkel; Emily Haber, State Secretary at the Federal Ministry ofthe Interior; Jürgen Hardt, Coordinator of TransatlanticCooperation at the Federal Foreign Office; Christoph Heusgen,National Security Advisor to Chancellor Merkel; SteffenKampeter, Deputy Finance Minister and Parliamentary StateSecretary; and Michael Roth (2004 Young Leader), DeputyForeign Minister and Minister for Europe. Delegates alsotoured the Jewish Museum Berlin and met with Chief ArchivistAubrey Pomerance. The American delegates took part in anorientation in Munich before the conference.
The 2014 Young Leaders hashed over a wide range of hot-button topics, including the following issues:
• “Identity Politics: What Makes an American or a German?”;
• “Can Transatlantic Trust Be Restored?”;
• “History Bites Back: Can Any Form of Power – Soft, Hard,or Smart – Work?”;
• “Setting a Growth Agenda”;
• “Populism & Politics: Assessing the Electoral Landscape2014 & Beyond”; and
• “Transatlantic Transitioning: Setting an Agenda for Growthand Security.”
Even as delegates acknowledged the bumps in the roadexperienced in the transatlantic relationship, many speakersunderlined the strong bond that Germany and the United Stateshave. Lieutenant General Peter Schelzig, Vice Chief ofDefense (Deputy Chairman of the Joint Chiefs of Staff) at theGerman Ministry of Defense, reminded those gathered of thetwo countries’ deep historical ties and also the necessity of theirpartnership and indeed friendship in today’s complex world:“Ladies and gentlemen, the challenges ahead of us – political,economic, ecological, military – are too manifold, too diverse,too complex, and simply too great to be mastered single-handedly. … These challenges can only be mastered together, byfriends.” His remarks were distributed as an Occasional Paper.
The findings of the conference were summarized in a report.The ACG extends its thanks to 2014 Young Leader William J.Adams, Senior International Economist at the PNC FinancialServices Group, for serving as rapporteur.
So the question remained: Are the U.S. and Europe still in arelationship? The Young Leaders found that yes, indeed theyare – and delegates will do everything in their power to shore upthat relationship in the long term.

Since the creation of the fellowshipprogram in 1976, more than 900 McCloyFellows from Germany and the UnitedStates have traveled abroad to meet withpolicymakers, pursue timely articles, andundertake research of their own design.While the fellows represent variousbackgrounds and industries, they sharesimilar qualities of ambition, leadership,and intellectual curiosity. The McCloyFellowships are named after John J.McCloy, the founding Chairman of theACG.

Twenty-five years ago, a new world order emerged as twoGermanys united and the Iron Curtain fell. The AmericanCouncil on Germany’s programs at the time strived to shedlight on this watershed moment and to involve former EastGermans in a new chapter of transatlantic dialogue. In 2014, theACG marked the 25th anniversary of the fall of the Berlin Wallwith a series of programs in New York and around the UnitedStates – and also where the Wall once stood.

The ACG is grateful to Alston & Bird LLP forhosting this event.
Author Peter Schneider traveled to 12 Warburg Chapters andNew York City to discuss his latest book, which looks at thechanges in Berlin since 1989. All of these events had the goal of analyzing the dramaticunfolding of a new era while reminding us how precious acommodity freedom is – a freedom that was only fairly recentlysecured for many in central Europe.

The American Council on Germany’s John J. McCloy Awardsare presented to two business leaders each year – one leader ofan American firm and one leader of a German firm – foroutstanding contributions to the transatlantic economicrelationship. In 2014, the ACG honored Dr. Nicola Leibinger-Kammüller, CEO and President of the Managing Board ofTRUMPF GmbH + Co. KG, and Stephen A. Schwarzman,Chairman, CEO, and Co-Founder of Blackstone, at its 22ndannual McCloy Awards Dinner on June 17 at the Grand Hyattat Grand Central in New York City. ACG ChairmanAmbassador Robert M. Kimmitt, Senior International Counselat WilmerHale LLP, was the master of ceremonies. More than450 businesspeople, dignitaries, and other stakeholders in theGerman-American relationship were in attendance.
Among the highlights of the dinner was a conversation withACG Director Dr. Henry A. Kissinger and German DefenseMinister Ursula von der Leyen, moderated by Jim Hoaglandof The Washington Post. Dr. Kissinger and Minister von derLeyen both covered a wide swath of geopolitical issues aroundthe globe. As the barrage of tough policy questions hit acrescendo, Dr. Kissinger quipped: “I hope they serve breakfasthere.”
The honorees did not shy from addressing policy issues as well.In her acceptance speech, Dr. Leibinger-Kammüller gave aresounding endorsement of the Transatlantic Trade andInvestment Partnership (TTIP). She told the audience that “I’mdeeply convinced that we need the TTIP. The opportunitieshere certainly outweigh the risks. And for both sides, for theEuropeans just as for the Americans, in view of the rather wearydebate on both sides of the Atlantic, it is now our task as thoseactive in industry to promote both.” Mr. Schwarzman, for hispart, praised Germany’s Mittelstand companies and said that“What the German government has done to encourageentrepreneurship, to develop industry, and fuel economicgrowth is quite unique in the developed world.”
The ACG would like to thank the many companies andindividuals who helped make the dinner a success. Proceeds ofthe McCloy Awards Dinner fund the Council’s work tostrengthen transatlantic ties, including its flagship American-German Young Leaders Conferences, policy discussions in NewYork City and around the United States at its WarburgChapters, fellowships for mid-career professionals, publications,and more, having a positive impact on hundreds of people eachyear.

The American Council on Germany is committed to workingclosely with the American and German corporate communitiesto advance the understanding of key economic and politicalissues on the transatlantic agenda. The ACG’s corporatemembership program provides business leaders in the German-American community with access to top economicdecision-makers and other business leaders from bothcountries; invitations to discussions and conferences on currenttransatlantic issues; and participation in a forum whereAmerican and German business leaders can network anddiscuss issues of mutual concern. In addition, corporatemembers receive executive summaries of the ACG’s policydiscussions and other publications of interest to the Germanand American corporate community. Top contributors aremembers of the Business Advisory Committee (BAC).
The year 2014 brought no dearth of issues for corporatemembers to examine. The Transatlantic Trade and InvestmentPartnership (TTIP) negotiations continued, but hopes to gainmore traction went largely unfulfilled. The future shape of theEuropean Union was called into question as right-wing partiesgained ground in elections. Terrorism at the hands of ISIS andcrises in Syria, Iraq, and Ukraine created huge demands on theinternational community, as did the growing toll of Ebola inwestern Africa. And the 70th anniversary of the D-Day landingsand the 100th anniversary of the start of World War I remindedeveryone of the gravity of conflict when not addressed in atimely manner.
In 2014, corporate members were given a special opportunity tomeet with Ambassador John B. Emerson, U.S. Ambassador toGermany; Hans-Gert Pöttering (1973 Young Leader),Chairman of the Konrad Adenauer Foundation and pastPresident of the European Parliament; and Guido Westerwelle,former German Federal Minister for Foreign Affairs andfounder of the Westerwelle Foundation for InternationalUnderstanding, among others. Corporate members were alsoinvited to the ACG’s German-American Conference on“Restoring Trust: The Future of the Transatlantic Partnership”in Washington, D.C., and its programs on the TTIP in NewYork City.
