Knowledge Management is a process of creating, storing, sharing and re-using organizational knowledge (Know-How) to enable an organization to achieve its goals and objectives. How ever can be defined as follows. Knowledge management is a discipline that promotes an integrated approach to identifying, managing and sharing all of an enterprise's information assets. These information assets may include databases, documents, policies and procedures as well as previously unarticulated expertise and experience resident in individual workers. Knowledge management issues include developing, implementing and maintaining the appropriate technical and organizational infrastructures to enable knowledge sharing, and selecting specific contributing technologies and vendors. Various tools and Techniques of KM Knowledge maps: Establish a classification scheme called a taxonomy of knowledge, provide a frame of reference for many knowledge management products, and serve as a critical first step for identifying available knowledge. Electronic yellow-page directories: Aid in finding hard-to-access tacit knowledge resources by providing access to experts. They also organize existing web sites and serve up a variety of explicit knowledge assets in understandable ways. Apprenticeship programs: Are typically one-on-one type relationships where an expert coaches a less experience person in various forms. Communities of practice: Support groups of individuals with similar work responsibilities but who are not part of a formally designated work team. Many communities of practice communicate through a web-based system. Best practices and lessons learned: Typically present the situation, the options, choices taken, and the results for a typical decision problem. They are widely used in natural resource management and can be extensively found on the internet. Lectures and story telling: Allow people to gain more understanding and have greater recall then they do from written reports. Stories can be used to capture lectures on a particular topic, to capture after action reports, to record difficult to codify tacit knowledge, and for many other purposes. Web-based software systems exist that support this knowledge management tool. Frequently Asked Questions: In the course of performing a job, people naturally identify questions that their coworkers or their clients ask repeatedly. It is worthwhile to document and develop useful and standardized answers for these types of repetitive questions. Web-based systems also exist that specialize in the management of these questions. Web-based learning: Allows to translate a typical classroom experience to an online media to offer students the opportunity to learn codified knowledge in a structure way at their own pace. Scientific content management sites: Collects knowledge in some kind of web-based content management system. First, the knowledge has to be found, organized, synthesized, reviewed for quality, and uploaded for availability. Second, the knowledge content has to be updated and maintained so it keeps its currency. Software systems exist that support both of these functions. Simulation models: Are a popular way to organize specific problem solving knowledge and provide precise, quantitative answers to guide natural resource managers. Most such models have not yet been converted to execute over the internet, however, many simulation models can be downloaded from the internet and then executed on a stand-alone computer. Free-content information collaboratories: Create and distribute free information content, e.g., encyclopedia. Articles are edited by volunteers and are subject to change by nearly anyone. They cover a wide range of

topics, but lack the authority of traditional materials and lack the chance of a quality control regarding the content.Timemaps: A visual-matrix index of the events, research topics, people, and publications, organized by time, for a specific area. An electronic zoomable canvas allows embedding a large amount of information in a single plane. Databases: A common way to organize original source material in a database structure. It is irrelevant whether the data is numeric or graphic or computer files. Web-based methods have been developed to manage database online. Library services: Managing and making accessible published books and scientific journal articles has long been the province of science libraries. These services are also available on the internet either free of charge. Online scientific journals: More and more scientific journals have placed all or part of the content of their original research articles online. Search engines allow to find relevant articels and the number of citations refering to them. Web portals: Provide links to many other sites that can either be accessed directly or can be found by following an organized sequence of related categories. The provider of a web portal is responsible for structuring and filtering of web-addresses relating to a special theme. Institutional Repository Digital Library CD-ROM database Wiki Blog Content Management System E-Mail Direct access to bibliographic database with dynamic harvesting approach: Provide users with direct query access to upwards of online database and gives the ability to pull journal citation records directly into their profiles library portal. Much of VINITI’s effort is put into research and development of the classification, user support and training. Being part of the Russian Academy of Science, VINITI’s main strength as classification publisher comes from its team of scientists, researchers and subject specialists that work on the development and maintenance of the knowledge organization terminology. VINITI maintains a Russian UDC database and is also responsible for the alignment of the UDC with the Russian Rubricator for Science and Technology, the official scientific taxonomy that serves as a unified indexing language for information Exchange in the fields of scientific research and technology.

UNIDO United Nations Industrial development organization

The United Nations Industrial Development Organization (UNIDO), French/Spanish acronym ONUDI, is a specialized agency in theUnited Nations system, headquartered in Vienna, Austria. The Organization's primary objective is the promotion and acceleration of industrial development in developing countries and countries with economies in transition and the promotion of international industrial cooperation (wiki 2010).

SAARC Documentation Centre, established in the year 1994, is one of the Regional Centre of SAARC . It acts as an effective information system for the SAARC member states that enables exchange of information in the areas of biological, physical, chemical, engineering and life sciences as well as in developmental matters.

SAARC Documentation system comprises a central facilities i.e. SDC and its sub-units in all the member states i.e. National Focal Points, which act as the repositories of the centre.

SDC acts as a repository of documents/reports produced in the region and on the region in scientific, technical, economical, industry-related and developmental matters. Publications of the SDC include the Directory of Research and Industrial Institutions in the SAARC Region and Select Bibliography on Alternative Systems of Medicine in the SAARC Region.

Human resource development is an important activity of SDC. It conducts short term and attachment training programmes in information technology applications for library/documentation/information professionals in the Member States. The Centre also offers information services for research scholors in the Member States

he primary objectives of INFLIBNET as envisaged in Memorandum of Association are:

To promote and establish communication facilities to improve capability in information transfer and access, that provide support to scholarship, learning, research and academic pursuit through cooperation and involvement of agencies concerned.

To establish INFLIBNET: Information and Library Network a computer communication network for linking libraries and information centres in universities, deemed to be universities, colleges, UGC information centres, institutions of national importance and R & D institutions, etc. avoiding duplication of efforts.

i. to promote and implement computerization of operations and services in the libraries and information centres of the country, following a uniform standard;

ii. to evolve standards and uniform guidelines in techniques, methods, procedures, computer hardware and software, services and promote their adoption in actual practice by all libraries, in order to facilitate pooling, sharing and exchange of information towards optimal use of resources and facilities:

iii. to evolve a national network interconnecting various libraries and information centres in the country and to improve capability in information handling and service;

iv. to provide reliable access to document collection of libraries by creating on-line union catalogue of serials, theses/ dissertations, books, monographs and non-book materials (manuscripts, audio-visuals, computer data, multimedia, etc.) in various libraries in India:

v. to provide access to bibliographic information sources with citations, abstracts, etc. through indigenously created databases of the Sectoral Information Centres of NISSAT, UGC Information Centres, City Networks and such others and by establishing gateways for on-line accessing of national

vii. to optimize information resource utilization through shared cataloguing, inter-library loan service, catalogue production, collection development and thus avoiding duplication in acquisition to the extent possible;

viii. to enable the users dispersed all over the country, irrespective of location and distance, to have access to information regarding serials, theses/dissertation, books, monographic and non-book materials by locating the sources wherefrom available and to obtain it through the facilities of INFLIBNET and union catalogue of documents;

ix. to create databases of projects, institutions, specialists, etc. for providing on-line information service;

x. to encourage co-operation among libraries, documentation centres and information centres in the country, so that the resources can be poled for the benefit of helping the weaker resource centres by stronger ones; and

xi. to train and develop human resources in the field of computerized library operations and networking to establish, manage and sustain INFLIBNET.

To facilitate academic communication amongst scientist, engineers, social scientists, academics, faculties, researchers and students through electronic mail, file transfer, computer/audio/video conferencing, etc

To undertake system design and studies in the field of communications, computer networking, information handling and data management;

To establish appropriate control and monitoring system for the communication network and organize maintenance;

To collaborate with institutions, libraries, information centres and other organizations

  Training of manpower working in the universities and colleges in the use of

Information Technology(IT) is an important objective of INFLIBNET and has been given due priority. Twenty training courses of four-week duration for operational staff working in the university libraries and seven workshops of one-week duration for senior library staff, focusing on the managing automation and networking, have been conducted so far.

  INFLIBNET Regional Training Program on Library Automation (IRTPLA), a

new series of training programs are conducted at different locations in collaboration with universities across the country to train library professionals from college and university libraries at regional level with emphasis on regional languages. More than 44 IRTPLA training programs have been conducted so far. More than 1100 College library professionals have been trained under these training programs.

  Due to the technological advancement, the Centre has conducted specialized

workshops on Network Management for Libraries, Website Designing and Hosting, Network Configuration and Management, E-Resource Management in using UGC-Infonet, Orientation programme on awareness of access to e-resources. All programmes have received good response from professionals and there was heavy demand for conducting such special kind of training programmes/workshops on regular basis. Similarly various types of training courses are conducted from time to time to suit the requirements of the professionals.

  Centre has conducted workshops on Library Automation in Hindi for the

benefit of Hindi speaking states in the country.   Apart from these courses, several other collaborative training programmes

were conducted for All India Radio Libraries, ICSSR/ NASSDOC, ICAR-NATP and Kendriya Vidyalayas Sanghatan. Centre has also conducted collaborative training/workshop on Digital Library using D-space at Osamania University, Hyderabad, Birla Institute of Technology, Pilani and Aligarh Muslim University, Aligarh.

  Centre has conducted two days duration of five National Seminars on UGC-

Infonet and E-Resource in collaboration with universities for benefit of faculties, Research Scholars and Students. More than 1000 participants were benefited from these seminars.

Centre also conducts every year the national convention viz. CALIBER (Convention on Automation of Libraries in Education and Research Institutions) which helps the library professionals, as well as IT professionals to interact with each other and discuss the burning issues for mutual benefit. Eleven such conventions have been held on various topics of interest to profession. This event has got an international status and this year the event will be held during February 2005 at Cochin University of Science and Technology, Cochin.

  Though all the libraries in north eastern states have been

covered under INFLIBNET program, in order to provide special attention to the problems and issues of these states, the centre is conducting two days annual program called PLANNER (Promotion of Library Automation and Networking in North Eastern Region) for the benefit of north eastern region libraries. The first PLANNER-2003 was successfully conducted at North Eastern Hill University Shillong in November 2003 and the second PLANNER-2004 was held at Manipur University, Imphal in November 2004.

  2.4 E- Journal Gateway and Archival Library   The INFLIBNET Library is also maintaining a National Archive

for the print version of e-journals subscribed under UGC-Infonet E-Journals Consortium in its “E-Journal Gateway and Archival Library”. Academicians can make use of this facility.

2.2 SOUL Software   To facilitate automation functions of the participating libraries,

SOUL Software has been developed. This software works in Client / Server mode in Windows environment using MS-SQL server as back end tool. It also provides web access. SOUL software supports barcode technology to generate labels. It supports international standards such as MARC21, CCF, AACR2, ISO 2709 etc. This software is attracting many libraries and has more than 540 installations so far, and many installations are in pipeline. The software is very economical as it is developed and distributed by non-profit organization INFLIBNET, and the features of the software suit any type of library. INFLIBNET has also established SOUL service centres at three different places viz. Mumbai, Ahmedabad, Delhi to serve the respective and neighboring states. Many more such service centres are likely to be established to support and promote SOUL activities.

INSDOC

 About NISCAIRNational Institute of Science Communication and Information Resources (NISCAIR) came into existence   on 30 September 2002 with the merger of National Institute of Science Communication (NISCOM) and Indian National Scientific Documentation Centre (INSDOC). Both NISCOM and INSDOC, the two premier institutes of the Council of Scientific and Industrial Research (CSIR), were devoted to dissemination and documentation of S&T information.

NISCOM had been in existence for the last six decades (first as two Publication Units of CSIR, which were merged to form the Publications Division, which was later renamed as Publications & Information Directorate and in 1996, as NISCOM). Over the years, NISCOM

diversified its activities, and through a host of its information products, comprising research and popular science journals, encyclopaedic publications, monographs, books, and information services, it had been reaching out to researchers, students, entrepreneurs, industrialists, agriculturists, policy planners and also the common man.

INSDOC came into being in 1952 and was engaged in providing S&T information and documentation services through myriad activities such as abstracting and indexing, design and development of  databases, translation, library automation, providing access to international information sources, human resource development, consultancy services in setting up modern library-cum-information centres. INSDOC was also host to the National Science Library and the SAARC Documentation Centre.

Now, with the formation of NISCAIR, all the above multi-faceted activities have been amalgamated, making NISCAIR, an institute capable of serving the society using modern IT infrastructure in a more effective manner and taking up new ventures in the field of science communication, dissemination and S&T information management systems and services. Broadly the core activity of NISCAIR will be to collect/store, publish and disseminate S&T information through a mix of traditional and modern means, which will benefit different segments of society.

A solution called “NISCAIR ONLINE PERIODICALS REPOSITORY (NOPR)” has been implemented based on the open source digital repository system software. This has enabled NISCAIR to host online its research journals. All the 17 research journals have been added under Open Access mode for accessing full text [http://nopr.niscair.res.in]. Research communities including students not only in India but all over the world are being benefited by open access of NISCAIR journals. This will also help in enhancing the accessibility, visibility and subscription base of NISCAIR journals at National and International level. Current issues of all the research journals are published in NOPR for open access well before the publication of print version. The repository has data spanning from 2007 till current issues and for some journals from 2002 onwards. The repository has about 6400 articles.

To increase visibility of NISCAIR journals, all the journals are registered with Directory of Open Access Journals (DOAJ), Registry of Open Access Repositories (ROAR), Directory of Open Access Repositories (DOAR), Google Analytics and all of the prominent search engines.

NISCAIR is the National Centre of the ISSN International Centre for assigning ISSN numbers for serials published in India. NISCAIR exchanges publications with over 150 institutions in 44 countries in the world. Distinguished experts from other countries visit the institute every year. NISCAIR's scientists also attend international conferences, seminars, workshops and training programmes.

Since its inception in 1952, INSDOC has been providing information services that aim at fulfilling the information needs of researchers and scientists in the country. Over the years, INSDOC has designed several information products and services for the corporate and business sector as well. Keeping pace with technological developments, new information products are being brought out on CD-ROMs and floppies and many services are being offered on networks like the Internet.

INSDOC's competency areas include: Library automation, Library networks, Computer networking, Electronic libraries, CD-ROM networking, Design and development of databases, Access to international information sources, On-line system, Feasibility studies, and Design, establishment and operational management of library-cum-information centres.

INSDOC houses the National Science Library that acts as a major information resource centre in the country in the area of Science and Technology and a strong reference collection in general S&T aspects. It receives over 3,320 periodicals both Indian and foreign. A significant number of these periodicals are received in electronic form in CD-ROMs. An Electronic Library Division is set up with facilities to access information from CD-ROMs.

INSDOC has a strong academic and training programme. As part of the academic programme INSDOC offers a Master's level programme in Information Science called Associateship in Information Science. INSDOC also conducts regular short-term courses and attachment training programmes on various topics, including the application of computers and information technology in the field of library, documentation and information. To support its academic and training programme, INSDOC has set up an information technology laboratory which is equipped with the state of the art computer and networking facilities to ensure high quality education and training to the students.

INSDOC works closely with counterpart institutions in other countries to bring about global information exchange. INSDOC is associated with the activities of International Federation for Information and Documentation (FID), International Federation of Library Associations(IFLA) and the Documentation Centre of the South Asian Association for Regional Co-operation(SAARC).

Wide dissemination of S&T information is an important aim of INSDOC. For this purpose, it has a network of regional centres located at Bangalore, Calcutta and Chennai to provide information services in these regions. In addition, INSDOC's services are available through Communications Research Consultants, Calcutta for the Eastern and North-Eastern regions of the country.

A team of about 300 personnel comprising scientific, technical and administrative staff handling the programmes of INSDOC. Over 120 persons of the staff are graduates or post-graduates in science, engineering or computers. Many of them have specialised in Library, Documentation of Information Science.

INTERNATIONAL COLLABORATION

INSDOC attaches great importance to mutual co-operation amongst various institutions in different countries and continuously works for its development. INSDOC is the National Member of the International Federation for Information and Documentation (FID) from India and has been actively involved in the FID activities since 1952. The headquarters for the FID Commission for Asia and Oceania is located at INSDOC since January 1996.

INSDOC is also associated with the International Federation of Library Association and Institutions (IFLA). IFLA has been regularly sponsoring candidates for undergoing training at INSDOC. The SAARC Documentation Centre (SDC), set up at INSDOC for exchanging S&T information among SAARC nations, has been functioning since June 1994.

National Informatics Centre (NIC) was established in 1976, and has since emerged as a "prime builder" of e-Government / e-Governance applications up to the grassroots level as well as a promoter of digital opportunities for sustainable development. NIC, through its ICT Network, "NICNET", has institutional linkages with all the Ministries /Departments of the Central Government, 35 State Governments/ Union Territories, and about 625 District administrations of India. NIC has been instrumental in steering e-Government/e-Governance applications in government ministries/departments at the Centre, States, Districts and Blocks, facilitating improvement in government services, wider transparency, promoting decentralized planning and management, resulting in better efficiency and accountability to the people of India.

RRRLF is a central autonomous organization established and fully financed by the Ministry of Culture, Government of India. RRRLF is registered under the West Bengal Societies Registration Act, 1961. It is the nodal agency of the Government of India to support public library services and systems and promote public library movement in the country commensurate with the objectives as embodied in its Memorandum of Association.

The supreme policy-making body of RRRLF is called the Foundation. It consists of 22 members nominated by the Government of India from amongst eminent educationists, librarians, administrators and senior officials. The Minister of the Department of Culture, Government of India or his nominee is the Chairman of RRRLF. Ms. Sangita Gairola, Secretary to the Government of India, Ministry of Culture is the present Chairperson of RRRLF and Shri K.K. Banerjee , Director General is the executive head and ex-officio Member-Secretary of the Foundation. The Foundation functions in each State/U.T. through a machinery called State Library Committee (SLC).

The Foundation works in close association and active cooperation with different State Govts. and Union Territory Administrations through a machinery called State Library Planning Committee (SLPC/SLC) set up in each State at the instance of the Foundation. To participate in Foundation's programmes, a State Government/U.T. is required to contribute a certain amount fixed by the Foundation.

Genesis: The year 1972 is a significant year in the history of library movement in India. The country was celebrating silver jubilee of independence. It was the bicentenary year of the birth of Raja Rammohun Roy, a pioneer social reformer who had stressed the need for modern education for the progress of the nation. The year was also being celebrated as an International Book Year with the slogan BOOKS FOR ALL. Emphasis was laid on promotion of reading habit among the masses for betterment of their lives. It was in this auspicious year that Raja Rammohun Roy Library Foundation (RRRLF) was established in May, 1972 by the Department of Culture, Govt. of India to spread library services all over the country in cooperation with State Governments, Union Territory Administrations and Organisation working in the field.

Since 2005-06 the Foundation has also taken up the initiative to develop the District Youth Resource Centre (DYRC) in collaboration with Nehru Yuvak Kendra Sangathana, an autonomous organisation under the Ministry of Sports & Youth Affairs.
