Tactical Disablement System (TacDS) Family of
Systems (FoS) Overview
Tactical Disablement System (TacDS) Family of Systems (FoS) will provide capabilities
that delay, degrade, disrupt or destroy small quantities of chemical and/or biological
(C/B) warfare materiel in bulk containers and munitions in a hostile environment. The
TacDS FoS enables freedom of maneuver in a complex C/B threat environment by
providing the warfighter with a suite of tactical disablement capabilities for small
amounts/quantities of chemical and biological warfare material in containers and
munitions, rendering them unusable as weapons.

TacDS FoS Opportunity

The Man-Portable Radiological Detection System (MRDS) provides a new capability for
Countering Weapons of Mass Destruction Interdiction and Elimination operations,
specifically Radiological Nuclear Sensitive Site Assessment and Sensitive Site
Exploitation. MRDS is composed of two detectors that will be used within the isolate
and exploit phases. The Hands-Free (HF) detector supports the isolate phase and
provides enhanced presumptive identification for Special Nuclear Material. The Hand-
Held (HH) Detector will be used for field confirmation within the exploitation phase.
Both detectors will be networked using a standalone unclassified network to allow
situational awareness at the tactical operations center.

VIPER/MERLIN
Overview
VIPER/MERLIN provides ruggedized and networkable sensors to enable platform-mounted
radiological/nuclear monitoring, reconnaissance, and surveillance. Program includes two variants
undergoing development via two CWMD OTAs: VIPER (Vehicle Integrated Platform Enhanced
RADIAC) provides point-distance dose rate, residual, and prompt radiation detection; and MERLIN
(Mounted Enhanced RADIAC Long-Range Imaging Networkable) provides net-ready on-the-move
standoff rad/nuc detection, identification, localization and mapping.
Mounted External Radiac Linear ImagiNg (MERLIN) system: Provides standoff rad/nuc sensing
capability upgrade for Stryker NBCRV.
Vehical Integrated Platform Enhanced Radiac (VIPER): Replaces mounted instances of AN/VDR-2
and AN/UDR-13 systems in US Army ground and aviation platforms.

Radioisotope Identification Detector (RIID) Family of Systems (FoS) provides a “Family” of
handheld, ruggedized and networked Radioisotope Identification Devices that leverage
commercial-off-the-shelf (COTS) technologies to locate, identify and characterize radiological
and nuclear materials, including special nuclear materials. Variants may include developmental
high-resolution devices, COTS medium and low-resolution devices, miniature devices, or
visual/directional devices.

The JPD-SQD is a Non-Developmental Item that will leverage Commercial Off the Shelf
(COTS) technologies to provide an active dosimeter with significantly improved performance to
replace the legacy Army and Marine Corps UDR-13/14/15 Radiac Sets (i.e., dosimeters) that
are approaching obsolescence. Requires integration of mature, readily available COTS
technologies for prompt neutron/gamma detection, residual total dose/dose rate from
Occupational to Tactical levels, and non-proprietary communications and repackaging to meet
MILSPEC (rugged) requirements.

Provides the joint warfighter a collaborative milCloud environment that allows them to collect and
disseminate CBRN warning and reporting data, provide detailed CBRN hazard predictions, aid in decision
support, and make relevant CBRN defense information available in near real-time.
Provides net centric, cloud based tools and capabilities that are aligned with the current and future DoD
IT/Cyber computing environments. The CBRN-IS enterprise makes CBRN decision aids readily accessible
from any desktop through a standard web browser for the joint warfighter, with versions that include civil and
international partners. Currently deployed on both the SIPR and NIPR DISA milCloud, CBRN-IS simplifies
interoperability, reduces Command and Control (C2) integration and deployment costs, and increases

The future for JPM NBC CA will combine development of state-of-the-art CBRN sensors,
while leveraging advances in robotics and autonomy. We will seek, to the greatest extent
possible, to take Warfighters out of the hazard while still enabling them to sense and
understand the hazard.
• Integrated Early Warning
- We will continue to seek ways to refine this concept. We must find emerging
technologies that will enable this concept to mature fully.
• C-SIRP
- The future for us will include a significant amount of integrations onto robotic and
unmanned systems. C-SIRP is a program with an emerging mission and in the
future, we will work to build on this concept.
• State-of-the-art sensor development
- We must maintain a focus on developing the best, most sensitive, and most
operationally relevant CBRN sensors. We will seek new technologies that give the
Warfighter leap-ahead capability to sense hazards and support operational
decision making.

- Tactical Advanced Threat Protective Ensemble (TATPE)
FY20 New Start (Funded under Uniform Integrated Protection Ensemble
Family of Systems). The TATPE program is addressing an enduring
capability gap to deliver the capability for forces to engage in CWMD
operations to protect, without the resultant reduction of combat efficiency
that comes from form-factor-mission essential equipment mismatches, and

Integrated Early Warning (IEW)
– CBRN IEW is the combination of CBRN Awareness and Understanding that
facilitates effective (timely) decision making, so the force can continue military
operations or assist partners or civilians within a CBRN environment.
– This will be a demonstration effort of an integrated system of systems with a
flexible architecture to leverage available battlefield assets (CBRN and non-
CBRN) for gathering relevant information and provide a decision support toolkit
for earlier situational understanding and confident decision-making for the
commander during all phases of an operation (pre-, during-, and post-attack).
– Examples of battlefield information to be leveraged may include, but not limited
to intelligence, surveillance and reconnaissance data from force protection
assets, open source information, medical surveillance data, environmental
background sensing, point and standoff detectors, Unmanned Aerial Vehicle
(UAV) and Unmanned Ground Vehicle (UGV) sensors, cloud tracking and
projection, decontamination and protection response, medical

• Iteratively mature and operationalize IEW capability by incorporating
disparate and disconnected (CBRN and Non-CBRN) joint capabilities

DoD Prototyping Authority
KEY PROVISIONS
Under the authority of Title 10 U.S.C § 2371b, DOD
has authority to carry out prototype projects that are:
Directly relevant to enhancing the mission effectiveness of
military personnel and the supporting platforms, systems,
components, or materials proposed to be acquired or
developed by the Department of Defense, or
To improvement of platforms, systems, components or materials
in use by the armed forces.

PARTICIPATION
• “There is at least one nontraditional defense contractor (NTC) or
nonprofit research institution participating to a significant extent in the
prototype project
• OR all significant participants in the transaction other than the Federal
Government are small businesses or NTCs
• OR at least 1/3 of the total cost of the prototype project is to be paid out
of funds provided by sources other than the Federal Government
• OR Agency’s senior procurement executive justifies exceptional
circumstances for an innovative business arrangement, or to expand the
defense supply base in a manner that would not be practical or feasible
under a contract.”

• Unlike a FAR contract where the T&Cs are mandatory based on
the type and value of the acquisition, an OT agreement allows
great flexibility and negotiation of most T&Cs including:
Intellectual Property,
Performance reporting and
Payment terms
• The OSD OT Guide discourages standardization, templates
and affirms that agencies may create unique processes for
soliciting for solutions, evaluating, negotiating and monitoring
performance.

• Excerpts of interesto …“if a strategy, practice or procedure is in the best interest of the government
and not prohibited by law or executive order the government should assume it is permitted.”
o Discourages standardization, templates and affirms that agencies may create unique processes for soliciting for solutions, evaluating, negotiating, and monitoring performance.
o Restates that most T&Cs, including intellectual property rights, payment arrangements, and performance reporting, are negotiable.
o Encourages early acquisition planning and states applicability of DODI 5000.
o Defines price reasonableness, successful completion, and other terms in need of clarification; expands the definition of prototype; and provides guidance for non-competitive follow-on production.

SELECTION AND NEGOTIATION
• Price Reasonableness shall be determined. However, the AO should exhaust commercial pricing, market data, parametric data, and other means before requesting cost data from the proposer.
o The AO should negotiate no rate higher than a company’s provisionally approved indirect rate(s), when such rates are available.
o Agreements should define allowable costs as “Federal funds and the OT awardee’s resource shared amount, if any, are to be used for costs that a reasonable and prudent person would incur in carrying out the project.”

INTELLECTUAL PROPERTY
• “Negotiation of rights of a different scope is permissible and encouraged.”
o A best practice is for the government/industry team to identify business plans for the subject technology at years 1, 3, 5 and beyond and tailor an IP scheme accordingly.
o IP negotiation outcomes should facilitate all parties’ business plans and project goals.

Award of a production OT can be non-competitive if…
FOLLOW-ON PRODUCTION
• It is a follow-on OT (or FAR contract) to a previous Prototype OT agreement that was competitively awarded and successfully completed.
• The possibility of follow-on production shall be clearly identified in the solicitation for prototype OTs
o “the level of detail required as to follow-on activities need only be sufficient for prospective technology providers within the technology sector to make an informed decision whether to bid on the prototyping effort, with the understanding that size, scope and value of potential follow-on activities may vary.”

Award of a production OT can be non-competitive if…
FOLLOW-ON PRODUCTION
• The prototype OT agreement addressed
o follow-on activities such as life cycle costs, logistics products, sustainment, T&E, IP and future competition
o production and
o defined successful completion.
• The Government organization that awards a Prototype OT does not have to be the Government organization that awards the follow-on production contract.

FOLLOW ON PRODUCTION
• Means:
o Meeting the key goals of a project;
o Meeting success metrics established by agreement or unilaterally by the Government for a project; or,
o The accomplishment of a particularly favorable or unexpected result that justifies transition to production.
o Successful completion can occur prior to the prototype project concluding to allow the Government to transition any aspect of the prototype project determined to provide utility into production while other aspects of the prototype project have yet to be completed.
