Advocates warn elimination of $45/year bus pass will impact disabled
For 11 years, Andrea Wetteland says her BC Bus Pass has been her lifeline, allowing her to get around town with-out thinking how much transportation is eating into her fixed disability in-come from the province.
This year, however, Wetteland is faced with what she says is an unwel-come dilemma whether to use the majority of the first increase to disabil-ity assistance in nine years to augment her already tight budget, or to use it on that vital lifeline, which connects her with programs, friends and visits with her children.
When Finance Minister and Abbotsford West MLA Mike de Jong brought in the provinces 2016 budget, it came with what seemed like good news for disability advocates, who had long called for disability assistance rates to be raised to keep up with in-flation.
The 2016 budget aimed to address that by boosting the disability benefit by $77 per month. But as the govern-ment gave more, it also eliminated a special $45/year bus pass for the dis-abled. Now, those who wish to take the bus can pay $52 per month, along with a $45 yearly administrative fee.
Currently, 35,000 people around the province use the bus pass.
Those who choose to buy a pass will be left with an additional $25 per month over the previous disability al-lowance, for a year-over-year increase of just under three per cent.

It may be overgrown with weeds now, but Jeff Gruban has renewed optimism that a two-acre parcel of unde-veloped land on Valley Road near the Matsqui Transfer Station could play a big role in help-ing solve homelessness in Abbotsford.
Last week, the Abbotsford Dignitarian Society, of which Gruban is the president, resubmitted its propos-al for a community of 40 cabins to house the homeless. The group had first submitted a proposal for what it calls Abby Digs near-ly two years ago, but that project stalled, in part because the pro-posal was included in another plan by a land-scaping company for an adjacent area on the same nine-acre parcel of undeveloped land.
On Thursday, the so-ciety resubmitted to the city its application for a temporary-use per-mit for the site, which is currently zoned for agricultural/residential use but not included in the Agricultural Land Reserve.
After examination by staff, the application
would need approval by city council.
While Gruban was hesitant to comment on how he thinks coun-cil might respond to the application, he said he feels optimistic about the societys proposal and that there seems to be more interest in the project than ever before.
He said the lack of affordable housing in Abbotsford, the tem-porary nature of the 40-bed Riverside Road winter shelter, and last falls Supreme Court decision that gives the
homeless the right to set up overnight camp in public parks have all put into stark relief the need for more shelters for the homeless.
There is a feeling from my perspective that there is now inter-est in parsing our plan, Gruban said.
The societys propos-al is inspired by a dig-nity village for home-less people in Portland, Ore., but has several differences, Gruban said.
As envisioned by the society, the project would feature 40 eight-
by-10-foot cabins, with separate buildings for cooking, washrooms and showers. The soci-ety put the cost to con-struct the two-stage project at just $250,000, with the hope that money could be raised through fundraising.
Last month, Mayor Henry Braun said safety concerns and the lack of upkeep of the Gladys Avenue protest encamp-ment had him wary of setting aside property for self-regulated camp-ing and shelters for the homeless.

Digs proposal entails several layers of man-agement, and council would have the ability to pull the sites permit.
Residents would elect a strata council, Gruban said, but there would also be an on-site sala-ried caretaker, and the entire project would be managed by the Abbotsford Dignitarian Societys board of di-rectors. Operating costs would be covered by rent from occupants. Gruban noted that so-cial assistance provides recipients with $375 for housing, and that while the cost of renting in Abbotsford usually far exceeds that sum, rents of that total would be sufficient to operate the site.
While the propos-al has just gone before council, Gruban said that once approved, construction would be completed by winter.
Gruban said the so-ciety has also planned extensive consultations with the public. The last time the proposal was submitted, in 2014, a petition was created in opposition to the proj-ect. Opponents worried about property crime, along with the rural na-ture of the site.

Teen charged with murder of womanIncident occurred Feb. 24 in Yarrow
A 19-year-old man has been charged with the Feb. 24 murder of a 51-year-old woman in Yarrow.
The Integrated Homicide Investigation Team (IHIT) announced Sunday that Clayton Jacob Warkentin was arrested without incident on Friday evening and charged with first-degree murder.
His next appearance in Chilliwack provincial court is slated for March 14.
IHIT spokesperson Sgt. Stephanie Ashton said the victim and suspect are known to each other, and the incident appears to be domestic in nature. She said no new information will be released as the matter is now before the courts.
Public safety was paramount in this investigation. This is a sit-uation where investigators working in partnership with UFVRD
(Upper Fraser Valley Regional District) RCMP were able to put the pieces together and in just over one week obtain the grounds to make an arrest, Ashton said.
Police had been called in the early hours of Feb. 24 to check on the well-being of a woman living in the 42000 block of Yarrow Central Road. An officer arrived and found her dead.
The cause of the womans death has not been released.Warkentin is also before the courts on another matter,
dating back to an incident in April 2015 in Abbotsford and Chilliwack which resulted in his being charged with
fear of injury by another person. That matter is set for trial on March 22.
Last September, he was charged with breaching his bail con-ditions.

Police seek

The Abbotsford Police Department (APD) is always looking for po-tential new recruits, but finding the right candi-dates sometimes proves difficult.
Const. John Wilcox of the recruiting section said the department is currently looking to fill nine positions left va-cant by the retirement or resignation of exist-ing officers.
But he said many applicants dont do enough research to meet even the basic cri-teria for example, they dont have basic first aid or they havent had an eye exam within the last six months.
Another area where they are often unpre-pared is the grueling Peace Officers Physical Abilities Testing (POPAT), which includes obsta-cles, jumps, an agility bar, an 80-pound push-pull exercise and a 100-pound bag carry.
The test must be completed within four minutes and 15 sec-onds, and applicants are also required to finish a 2.4 km run following the completion of the POPAT.
Wilcox said many people are fit enough to complete the run, but underestimate the stamina and strength needed to finish the POPAT.
Information about the selection process and required steps is on the APD website at abbypd.ca under careers.
The APD is also hold-ing an information ses-sion for prospective ap-plicants on Wednesday, March 16 from 7 to 8:30 p.m. at Clearbrook Library (32320 George Ferguson Way).

Diversity awards presentedHonours handed out in seven categories
The 13th annual Fraser Valley Cultural Diversity Awards were held Friday night at the Ramada Plaza and Conference Centre, with honours present-ed in seven categories.
The event featured Fred Lee of CBC Radio Ones The Early Edition as master of ceremo-nies.
Entertainment was provided by the mu-sical duo Quieros, Tha Realm Dance Studio, and singer Jaia Hernandez.
The event was pre-sented by Abbotsford Community Services in partnership with Mission and Chilliwack Community Services and the Langley-based New Directions English Langley School.
The Fraser Valley Cultural Diversity Awards started in 2003
to recognize organiza-tions and individuals that embrace diversity in the community.

But disability advocates have reacted angrily, calling the move mean-spirit-ed and saying it will force the disabled to choose between transportation and necessities like food.
A petition has been launched that or-ganizers hope will hit 20,000 names by Wednesday.
Wetteland, who is 28, has fragile X syndrome, a genetic disorder that brings with it learning disabilities and some cognitive impairment.
Chatty and outgoing, Wetteland is high-functioning and has held down a four-days-a-week job at A&W for the last eight months. She lives on her own, and budgets carefully for her expenses and the ever-rising cost of living.
She says she can afford to pay her bills only because she augments her disabil-ity cheque with her earnings from her minimum-wage job.
Wetteland cant drive, and counts on the bus for both her social life and to continue accessing those community programs that have given her the skills to obtain and keep a job. She also uses it to visit her two children, whom she had
at a young age and gave up for adoption.I need the bus to go anywhere.Wetteland appreciates that the gov-
ernments move gives her a choice in how to spend the additional money, and shes considering using single tickets rather than a monthly pass. But the di-lemma isnt particularly welcome.
I dont know what to do, she said. Im stuck between a rock and a hard place.
In a statement to The News, the Ministry of Social Development and Social Innovation said the changes are about fairness and equity. Currently, about 45,000 people on disability assis-tance do not receive any transportation supports. As of September, everyone on disability assistance will receive the same level of benefits.
The ministry noted that those with a bus pass will see their benefits increase
by $25 per month, that the province has the fourth-highest disability as-sistance rates in the country, and that B.C. will continue to offer a discounted bus pass for the disabled. The dis-counts are provided by transit system operators, not the province.
The government has said the budget for the BC Bus Pass program was $20 million.
But for the disabled who rely on buses to stay involved in their com-munity, the move will force difficult choices, according to Rick Beckett, an employment specialist at Abbotsford Community Services (ACS).
Beckett says access to transportation is key for many of the clients he works with. He said the governments move is a disincentive for people to get employment and purchase a bus pass.
He said making transportation more expensive is likely to discourage some from venturing forth from their homes and building the skills they need to be happy and productive.
The increase to the disability benefit was welcomed, but the bus pass hike has left service providers disappoint-ed.

The provincial government made it-self a target for the flak its receiving for doing away with a $45/year bus pass for the disabled.
For the first time in nine years, the province did boost disability benefits by $77 per month. But those who want to keep their bus pass will get to keep just a third of that hike, because they will now have to shell out $52 each month for transit.
Its understandable that advocates for the disabled are upset about the move, since those who want to keep their bus pass will reap just $25 each month a sum that does little to help keep up with ever-escalating costs.
The government says altering the bus pass program was done in the name of fairness for those who dont use transit.
But equality is rarely best served by taking away assistance for those who need a bit of extra help.
Thousands of disabled people rely on
transit to access programs, visit family and friends, and get to work.
Ramping up the cost of a bus pass by more than 1,300 per cent annually will likely deter some from moving around town. That is good neither for the in-dividuals concerned, nor for society at large, which benefits when all its mem-bers feel included and have opportunity to contribute.
For the province, the costs of the pass are minimal, as the $20 million price tag for the BC Bus Pass program is minuscule in terms of a multi-billion-dollar budget.
If the province is concerned about equi-ty for those in rural areas who cant take the bus, it might want to consider how it can help those men and women, rather than withdraw a benefit for others.
The governments efforts would be better spent ensuring disability benefits keep up with rising costs, rather than, as one advocate put it, giving with one hand and taking away with the other.

Future includes marijuana
It was with habitual dismay I read the March 2 comments by Member of Parliament Ed Fast regarding the recent green light given by the courts for people to grow medical marijuana in their homes.
A bit of history that should not be forgotten. Marijuana probably never would have begun being grown indoors, certainly not at the scale seen in the last few decades, if paraquat had not been sprayed on outdoor grown fields of the plant. That was the beginning of the end of so-called war on drugs. The health scare faced by paraquat-tainted marijuana is what resulted in marijuana being grown in all our neighbour-hoods. No one wanted outdoor grown marijuana anymore.
Ed Fast should think about things a bit more be-fore he decides who is to blame for his concerns. People just like Ed Fast and their prohibitionist outlook were the people that brought indoor homegrown marijuana to your neighbourhood.
Moreover, I think it is past time the conserva-tive aspects of our community (hello, city hall) embraced a future which includes marijuana and industrial hemp. By turning our backs on this valuable crop, grown indoors or out, we are depriving our community of the biggest opportu-nity for economic growth to come along in quite some time. Our children deserve nothing less.

Long Island Medium to visit Abbotsford CentreThe woman best
known as the Long Island Medium, from the TLC hit television show of the same name, is coming to Abbotsford in June.
Theresa Caputo ap-
pears at the Abbotsford Centre on Sunday, June 5 at 7:30 p.m. She will share personal stories about her life and ex-plain how her gift communicating with the dead works.
Caputo will deliv-er healing messages to audience members and give people com-fort knowing that their loved ones who passed are still with them, just in a different way.
A video display en-sures everyone in the venue has an up-close experience regardless of seat location.
The experience isnt about believing in mediums. Its about
witnessing something life-changing, Caputo said.
The highly rated show Long Island Medium follows Caputos life as a typ-ical Long Island wife
and mom with one big difference she can communicate with the dead. Since she cannot turn off this gift, messages from departed loved ones can come through at any time, which lead to spontaneous read-ings with those she en-counters.
Caputo has appeared on programs such as Jay Leno, Jimmy Fallon, Steve Harvey, Life with Kelly and Michael, Dr. Oz and The Today Show.
Caputos second book, titled You Cant Make This Stuff Up, was released in September 2014 and
debuted in ninth spot on the New York Times Best Seller List. Her first book, Theres More to Life Than This, debuted in the fall of 2013.

Shirley Wilson is plan-ning to spend a year devoted to acts of kind-ness, beginning on her 50th birthday.
Wilson, an Abbotsford school district trustee,
will be carrying out what she calls inconvenient acts of kindness at least once a week, starting on March 20, when she passes the half-century mark in her life.
Its a gift to myself; Im going to feel good,
she said.Wilson said she al-
ready works in the non-profit sector and is a member of the Rotary Club of Abbotsford, in addition to her duties as a trustee, but she feels compelled to challenge
herself to do more, as well as set an example for how members of a community should act.
Its an awareness project, she said.
Wilson already does do kind things for strangers but she feels she does it far less than necessary. The one-a-week minimum will compel her to do more, she said.
The kind acts will include giving soup to homeless people, sup-plying baby clothes and blankets to new parents, and spending time with lonely elderly people. She said that many of these acts will not re-quire money but she has set aside less than a $1,000 to pay for the kindnesses.
She will also be seek-ing suggestions or re-
quests for help.I have a lot of agents
out there who will bring things to me, she said.
Wilson said the idea for this pledge came to her as she was reflect-ing on her life, especial-ly her tough childhood growing up in north-ern B.C. as one of 10 children. She said that despite being poor and living in a two-bedroom home without indoor plumbing or central heating, her parents always gave to others when they could.
If we had wood in the fireplace, it meant we had enough to give to others, she said.
They would hear about others who had less, and they would do whatever they could to ensure that those fami-lies got help.

Smart and Caring Grants availableApplications accepted by community foundation
Abbotsford Community Foundation (ACF) has launched its 2016 Smart and Caring Grants Program.
This year we have over $65,000 to distribute for projects or programs that help children living in poverty in Abbotsford, said Susan McAlevy, exec-utive director.
The guidelines and applications for the program are available on the foundations website at abbots-fordcf.org under the grants section. The deadline to apply for grants of up to $10,000 is March 30.
Last year, ACF distributed grants totalling more than $75,000 to eight different projects, includ-ing the Abbotsford Food Banks Starfish Pack Program, Fraser Valley Child Development Centres early learning summer camp, Abbotsford Youth Commissions nutrition program, and the Devon Clifford Music Foundations band camp program.
ACF is raising funds through its Smart and Caring Campaign to build the community fund that is supporting the grants for charities providing ser-vices to children in need.

Across Canada, churches and other groups have come to-gether to sponsor thou-sands of refugees from war-torn Syria.
Through these efforts, as many as 25,000 peo-ple affected by that cri-sis will find new homes in Canada. But the majority of Syrians in desperate need of help do not want to come to Canada. They are in places like Lebanon and Jordan, or within Syria itself, and they want to go home to rebuild their lives when the war ends.
People who want to help Syrian refugees in those countries, through the Canadian
Foodgrains Bank, can do so through the Make a Difference Auction at McClary Stockyard in Abbotsford on March 24.
Altogether, over 11 million people have been affected by the conflict. About eight million people with-in Syria have been displaced from their homes, and anoth-er four million people have fled the country to live as refugees in sur-rounding countries.
Canadian Foodgrains Bank is responding to these needs, providing emergency food for families displaced from their homes.
