1 The ABA in PA Initiative | www.ABAinPA.com
ABA PROVIDER DIRECTORY WELCOME
Dear Pennsylvania, It has been well-established ABA is the cornerstone of treatment for individuals with autism and other developmental disabilities. In fact, ABA is not only used to help teach any number of important skills (communication skills, social skills, self-help skills, etc.), but it is also used to address a variety of behavioral challenges. The overall goal of ABA is to help individuals become more independent which, we hope, will lead to happier and more satisfying lives. My advocacy organization, ABA in PA Initiative, is dedicated to public education and was started to help families like yours obtain ABA therapy. In addition to the ABA Provider Directory, from the website, abainpa.com, you can follow us for information sent out regularly via our Facebook and Twitter links. Children can obtain ABA from either private agencies or public agencies (often referred to as BHRS or Wraparound; soon to be called IBHS). Please note a growing number of private agencies are now accepting Medical Assistance (MA) as a means of payment so be sure to closely monitor our provider directory for updates. We usually update this directory every 2-3 months so please check back often! We know for ABA to be implemented properly trained clinicians with appropriate education, supervision, and credentialing are needed. These clinicians are referred to as Board Certified Behavior Analysts (BCBAs), Board Certified Assistant Behavior Analysts (BCaBAs), and Registered Behavior Technicians (RBTs). Within the private sector a high standard has been set when it comes to programming and staff requirements. In fact, all of the private agencies listed in the provider directory specifically focus on ABA and exclusively employ BCBAs, BCaBAs and RBTs. Within the public (BHRS/Wraparound) sector there are agencies which have established similar standards, however, as a consumer you will need to proceed with a bit more caution. Let us explain. Within the BHRS system ABA is delivered by individuals with the following job titles: Behavior Specialist Consultant (BSC) and Therapeutic Staff Support (TSS). Unfortunately, neither of these job titles mandate education or experience with ABA. Some BSCs and TSSs have the appropriate ABA credentialing while others do not. Since one of our goals is to ensure your child receives high-quality ABA, we strongly recommended for parents in the BHRS/Wraparound system to look for the additional qualifications of BCBA/BCaBA for the BSC position and RBT for the TSS position.

If you are having trouble securing ABA, here are suggestions on how to complain: 1) Contact your insurance and tell them you have not been able to find an ABA provider (behavior analyst or BCBA) and that you need their help. See what they recommend. Ask if you can go out-of-network to get your child services faster if in-network options are not available. 2) At the same time, contact the government by email at [email protected] and copy Rachel Mann at [email protected] at the Disability Rights PA and tell them what is going on, so they can follow your case to make sure your child gets the services he or she needs. All too often families think they are getting what they need or think ABA "doesn't work" because they had one or two experiences in the past with providers that didn't understand the differences between what they provided, what ABA was, and how it could help. Thank you for taking the time to review our directory! Cheryl Tierney-Aves, MD, MPH Section Chief, Behavior and Developmental Pediatrics ABA in PA Initiative President

ITEMS REGARDING THE DIRECTORY
- Please note Tables #1 and #2 are not exhaustive lists of providers.
- We welcome feedback via Facebook or our website if you are aware of additional agencies delivering quality ABA programming in Pennsylvania.
- Also, we are looking for feedback on your experience with the ABA providers. Remember, quality ABA programs consist of a variety of
components including 1) BCBAs to oversee your child’s care utilizing an evidence-based treatment programs (such as Verbal Behavior) and 2) data collection which should be taken and reviewed with you ROUTINELY. If you are not experiencing these components please take the time to report your concerns to us via the “Contact Us” form found on the www.abainpa.com website. To complete the form, simply follow the instructions listed under the “ABA THERAPY IN PA” tab (http://abainpa.com/call-to-action-how-to-get-aba-therapy-in-pennsylvania)
- WHAT TO DO IF YOUR CHILD IS ENROLLED IN MEDICAL ASSISTANCE AND YOU CAN’T SECURE APPLED BEHAVIOR ANALYSIS (ABA)? If you
are having a problem getting ABA for your child and you have not been able to resolve the issue with your Behavioral Health Managed Care Organization or the county, you may contact Jill Weaver at (717) 409-3791 or at [email protected].
- In addition we offer free legal support for you and your child through Disability Rights of PA. You can either access their website
(https://disabilityrightspa.org/) or you can contact Rachel Mann directly via her email address ([email protected]). Her team can help assist you free of charge as well.

Glossary of Acronyms
TERM DESCRIPTION
ABA ABA stands for Applied Behavioral Analysis. Applied Behavior Analysis (ABA) methodology involves the application of basic behavioral practices (positive reinforcement, repetition, prompting, etc.) to facilitate the development of language, positive skills, and social behavior as well as to help reduce everyday social problems and serious behavior disorders.
BACB BACB stands for the Behavior Analysis Certification Board. BACB is an independent, nonprofit certification board started to establish standards for what constitutes being qualified to practice Applied Behavior Analysis (ABA) in addition to setting ethical and legal codes to which all BCBAs are bound. Begun in the early 1990s, this credential has quickly swept international boundaries and is now becoming the standard by which insurance companies determine eligibility for payment as an ABA service provider.
BCaBA BCaBA stands for Board Certified Assistant Behavior Analyst. The BCaBA is an undergraduate-level certification in behavior analysis. Professionals who are certified at the BCaBA level may not practice independently, but must be supervised by someone certified at the BCBA/BCBA-D level. In addition, BCaBAs can supervise the work of Registered Behavior Technicians (RBTs), and others who implement behavior-analytic interventions.
BCBA BCBA stands for Board Certified Behavior Analyst. The BCBA is a graduate-level certification in the field of behavior analysis. Professionals who are certified at the BCBA level are independent practitioners who provide behavior-analytic services. In addition, BCBAs supervise the work of Board Certified Assistant Behavior Analysts (BCaBAs), Registered Behavior Technicians (RBTs), and others who implement behavior-analytic interventions.
BCBA-D BCBA-D stands for Board Certified Behavior Analyst-Doctoral. The BCBA-D is a designation for BCBAs with doctoral training in behavior analysis. It is not a separate credential and it does not grant any special privileges above or beyond the BCBA credential. Professionals who are credentialed at the BCBA-D level function in the same capacity as a BCBA (i.e., they are independent practitioners who provide behavior-analytic services). BCBA-Ds supervise the work of Board Certified Assistant Behavior Analysts, Registered Behavior Technicians, and others who provide behavior-analytic interventions.
BHMCO (or MCO for short)
BHMCO (or MCO for short) stands for Behavioral Health Managed Care Organization (or Managed Care Organization for short). It is a health organization that contracts with insurers or self-insured employers and finances and delivers health care using a specific provider network and specific services and products. By contracting with various types of MCOs to deliver Medicaid program health care services to their beneficiaries, states can reduce Medicaid program costs and better manage utilization of health services. Improvement in health plan performance, health care quality, and outcomes are key objectives of Medicaid managed care. There are 5 MCO’s within the Commonwealth of Pennsylvania. Specific names and contact numbers are provided in a table on the following pages.
