MANILA: The Philippines expressed alarmThursday over what it said were escalatingChinese efforts to drive off Filipino aircraftfrom a disputed South China Sea island gar-risoned by Manila, in dangerous confronta-tions.

Rear Admiral Alexander Lopez said sevenFilipino patrol planes on separate flightsbetween Thitu island and Chinese-held SubiReef in the Spratly Islands had been warnedto stay away in radio messages from Chineseforces on Subi.

“Recently this area has been the source ofair challenges to our aircraft landing anddeparting from Pagasa island,” he told a hear-ing of the senate national defence committee,using the Filipino name for the Philippine-gar-risoned Thitu.

The Philippine military last week reportedan incident involving a Fokker plane whichwas challenged by a Chinese vessel on April19. But Lopez, commander of Filipino forces inthe South China Sea, said there had been sixother warnings issued since then.

All seven Filipino aircraft were addressed as“foreigner planes”, advised they were enteringa Chinese “military area”, and told to leave toavoid to avoid a possible “misjudgement”,Lopez told reporters after the hearing.

“We are navigating in international air-space and conducting normal patrols,” hequoted the Filipino pilots as replying. They didnot alter their course.

“Fear will bring you no good... The risk isalways there, but that’s what we’re being paidfor,” Lopez said.

China claims most of the resource-richSouth China Sea, even reefs, shoals and caysclose to the shores of its neighbours. Theclaims overlap those of Brunei, Malaysia, thePhilippines, Vietnam and Taiwan.

The Spratlys are considered a potentialAsian flashpoint, and claimant nations haveexpressed alarm as China has embarked onmassive reclamation activity. Lopez said sur-veillance showed Beijing was enlarging sevenfeatures of the Spratly group that it occupies,including Subi.

Satellite photos last month showed a run-way and harbour taking shape in one locationwhich was little more than a reef when worksbegan late last year.

The admiral said the reclamation wouldpotentially give China air and naval bases inthe disputed region and house “thousands” ofpersonnel.

“These developments are disturbing to saythe least, and alarming to say the most,”Philippine Defence Secretary Voltaire Gazmintold the Senate hearing.

Asked if the Philippines feared Chinawould eventually try to seize Thitu, Gazmintold AFP: “We have a problem but we haven’tgiven up our claim to Pagasa. That remainsours.” “I don’t think China is ready to go to warover small islands,” he added.—AFP

Noul would be the fourth major storm or typhoon to hit thePhilippines this year. The disaster-prone nation is lashed by an average of20 each year, routinely killing hundreds of people. In November 2013storm surges were the main killers as Super Storm Haiyan ravaged thecentral Philippines, leaving more than 7,350 people dead or missing.

‘Awitawanan 2015 sa Kuwait’ Biyernes na! Philippines says notoriousbomb-maker killed by rebels

MANILA: A Filipino bomb-maker who was one of the country’stop terror suspects was killed by Muslim rebels who earliersigned a peace deal with the government, the Philippine mili-tary said on Wednesday. The U.S. government had offered a $1million reward for the capture and prosecution of Abdul BasitUsman. The Philippine government had offered a separatereward of 6.3 million pesos ($141, 500).

Military spokesman Brig. Gen Joselito Kakilala said MoroIslamic Liberation Front guerrillas killed Usman after he strayedinto their territory in southern Maguindanao province.

Military chief Gregorio Pio Catapang had said a day earlierthat Usman was apparently killed in a shootout with his ownmen after infighting among his bodyguards. But Catapang saiddetails were unclear and ordered an investigation.

“After receiving the detailed verbal report from our fieldunits, we have confirmed that the (Moro Islamic LiberationFront) had indeed carried out the neutralization of BasitUsman,” Kakilala said. He said Usman resisted when the guerril-las accosted him, triggering a shootout. Usman’s group strayedinto the rebels’ territory following military operations near thearea days earlier, he added.

“We reiterate our message of appreciation” Kakilala said,thanking the rebels for “showing sincerity in collaborating withthe government” in efforts against lawlessness and terrorism inthe south. —AP

Canada and Philippines tolaunch free-trade talks

MONTREAL: Canada and the Philippinesannounced they will begin discussions overincreasing commerce between the twonations by lowering trade barriers, officialsfrom the two governments said Friday inOttawa.

The negotiations are part of a push byCanada to develop bilateral economic agree-ments in Asia as progress has slowed on thetwelve-country North American-Asia Pacifictrade accord, known as the Trans-PacificPartnership.

Canada’s trade minister will travel to Manilaby the end of the month to start negotiationson the free trade agreement, Prime MinisterStephen Harper said.

“We look forward to sharing with the prime

minister the prospects of growth in thePhilippines, particularly in the public-privatepartner infrastructure programs whereCanadian investors may wish to capitalize,” thePhilippine’s president Benigno Aquino said,describing the talks as “exploratory discus-sions.” Current trade between the Philippinesand Canada amounts to about Can$2 billion($1.65 billion), Harper said.

On Friday, Harper and Aquino discussedconditions for issuing work visas for Filipinosin Canada. There are about 700,000 Filipinos inthe country, according to government data.

WASHINGTON: A former Department of Energy employee has beenindicted after attempting to hack agency computers to steal andthen sell nuclear secrets to Iran, China and Venezuela, US officials saidFriday.

Charles Harvey Eccleston, 62, who also worked at the NuclearRegulatory Commission, was snared in an FBI sting operation thatwas launched after he entered a foreign embassy and offered tohand over classified information, according to the affidavit. Ecclestonproposed to undercover FBI agents posing as representatives of theunnamed country to design and send Energy Department employ-ees “spear-phishing” emails that contained malware that could beused to extract classified nuclear information.

Eccleston, who faces up to 50 years in prison over the four

charges, offered to provide that sensitive information in return forpayment. He was detained by Philippine authorities in Manila onMarch 27, 2015 and deported to the US.

“As alleged in the indictment, Eccleston sought to compromise,exploit and damage US government computer systems that con-tained sensitive nuclear weapon-related information with the intentto allow foreign nations to gain access to that material,” said AssistantAttorney General John Carlin.

“When asked what he would do if Country A was not interested inobtaining the US government information Eccleston was offering,Eccleston stated he would go to China, Iran or Venezuela, as hebelieved these countries would be interested in the information,”according to FBI documents seen by AFP. —AFP

IWOK holds ‘salon 101’ graduation for distressed OFWsKUWAIT: The Ilocano Women’s Organization in Kuwait (IWOK) in cooperation with the PhilippineOverseas Labour Office (POLO) and Overseas Workers Welfare Administration (OWWA) held itsSalon 101 graduation ceremony yesterday and distributed certificates to 58 wards who com-pleted the Salon 101 course with emphasis on basic haircutting techniques and massage work-shop for the distressed Overseas Filipino Workers (OFWs) who are staying temporarily at theFilipino Workers Resource Centre (FWRC) in Faiha, after escaping from their employers afterexperiencing some maltreatment. The IWOK Salon 101 workshop is part of the series of work-

shop that the group is organising this year which is in line with the smaller-scale livelihood proj-ect of Department of Labour and Employment’s Balik Pinay, Balik Hanapbuhay program forwomen OFWs. MANILA: Floyd Mayweather Jr is looking to add insult toManny Pacquiao’s injury. The American boxer Mayweather,who defeated Pacquiao by unanimous decision in the May 2fight at the MGM Grand fight in Las Vegas, has gone on theoffensive against Pacquiao, calling him a “sore loser” and a“coward” for mentioning his shoulder injury afterwards.

The interview with Jim Gray will air Saturday night duringShowtime’s replay of the fight.

A new clip of the interview shows Mayweather (48-0, 26knockouts) making more incendiary remarks towardsPacquiao (57-6-2, 38 KOs), who had surgery on his torn rightrotator cuff earlier this week.

Despite agreeing shortly after to a rematch, Mayweathersays he has changed his mind, and now says he doesn’t think

Pacquiao deserves one.“Manny Pacquiao, you’re not on my level. Manny Pacquiao,

you will never be on my level, period. Simple and plain. Acceptthe loss and say ‘Mayweather, you was the better fighter.’ It’sOK to be number two, it’s OK to be right behind me.”

Mayweather has also claimed that he’d beat Pacquiao 100times out of 100 if they fought that many times.

After the fight, Pacquiao said he went into the ring with aright shoulder injury that hampered his performance.Pacquiao had arthroscopic surgery Wednesday in Los Angelesto repair what his surgeon, Dr. Neal ElAttrache, termed a “sig-nificant tear” to his rotator cuff.

Pacquiao will be out of the ring for nine months to a year,but Mayweather, who planned to fight again in September in

the final bout of his six-fight Showtime/CBS contract and thenretire, told Smith he would fight Pacquiao in a rematch nextspring once he had healed. “I’m not going to buy into thebulls—- ... and I don’t want the public to buy into the bulls—-,”Mayweather said. “He lost. He knows he lost. I lost a lot ofrespect for him after all of this.”

Asked whether he could detect a problem with Pacquiao’sright arm during the fight, Mayweather said, “Absolutely not.He was fast. His left hand was fast. His right hand was fast, andhe was throwing them both fast and strong. Excuses, excuses.”

After the fight, Mayweather said his shoulders andhands were hurt going into the fight but he didn’t makeexcuses. He said he instead found a way to win, as healways does.—Rappler.com, ESPN
