Introduction India is home to 194.6 million undernourished people, the

highest in the world, as per the State of the Food and Agriculture

Report 2015 by the Food and Agriculture Organization of the

United Nations. Around the world, one in nine people continue

to suffer from hunger. A hungry body does not get strength

to initiate action, a hungry mind fails to think, a hungry child

loses the childhood. The problem of hunger is not a shortage

of food; rather, the undernourished who needs food the most

fails to access it. Fighting hunger and poverty has emerged

as a prime global concern; the first Millennium Development Goal, 2015 spoke of the need for the eradication of poverty

and hunger. Similarly first two Sustainable Development Goals drawn by UN in 2016 speak of ‘No poverty and Zero hunger’

by 2030. Eradication of hunger and poverty require protective

social measures by the state, including provisioning for easy

access to food for the deprived. Political will and commitment

for inclusive growth has given filip to many subsidised food security programs across the world. Aahaar program initiative

of Shri Naveen Patnaik, Hon’ble Chief Minister of Odisha in urban areas of the State is to support the most vulnerable people

in order to get freedom from hunger.

Aahaar Program Initiative in Odisha

Aahaar is an initiative for subsidised meal to the poor and needy in the urban

areas. The program was launched on 1st April 2015 on the auspicious day of

Utkal Divas by Shri Naveen Patnaik, Hon’ble Chief Minister of Odisha. The program was piloted in five Municipal Corporations – Bhubaneswar, Cuttack, Berhampur, Sambalpur and Rourkela- of Odisha with 21 Aahaar centres. The objective of the program is to provide cooked hot meals -steamed rice and dalma- to the poor and needy people at Rs 5 /-. After the successful implementation of piloted program, after completing first anniversary, the program was expanded to cover all 30 districts in 73 towns. Hon’ble Chief Minister dedicated 100 Aahaar centres on 14th April 2016 to the people of Odisha. Currently 110 centres are

operational in Odisha. Housing and Urban Development Department is the nodal department to implement Aahaar program in the State.

Program Features

Beneficiaries get a meal at Aahaar centres at Rs 5 /- . The Centres function from 11 am to 3 pm each day, except on Sunday. Though the actual cost of the food is Rs. 20/-, the remaining cost of a meal i.e. Rs. 15 /- is being met through support from corporates, local donation, charity, Chief Ministers Relief Fund, etc. Providing good quality food, maintaining hygiene, cleanliness and

providing best inclusive infrastructure to cater to the need of aged, differently

abled, women, children, sick etc. are the major features of the program.

15District Aahaar Profiles

Angul

Angul has three Aahaar centres; one each near Angul and Talcher Bus-stands and the third in the premise of Sub-divisional Hospital of Talcher. Both the Municipalities in the District are, covered under the Aahaar Program. Food is supplied from the centralised kitchen at Angul

to these centres. Bus-stand centre at Angul is nearer to the District Headquarter Hospital, Collectorate and other important government offices. Beneficiaries mostly include patients, attendants, street vendors, commuters from rural areas visiting the town for various work,

etc. Talcher, being the coal city of Odisha and a Sub-divisional headquarter, beneficiaries are mostly migrants from adjacent blocks, coal transportation workers, labourers as well as their

families working in coal fields.

Balasore

There are three Aahaar centres at Balasore district, two in Balasore Municipality and the third one in Nilagiri NAC. The centre at District Headquarter Hospital on Vivekananda Marg of Balasore town serves mostly outdoor patients, their attendants, sanitary workers of the hospital, rickshaw pullers, auto drivers, etc. The second centre is located in the Industrial estate.

Few furniture factories, workshops of many automobile industries run in this locality. So the

beneficiaries are mostly labourers working in these factories and workshops, construction workers, rickshaw pullers, trolley rickshaw pullers, unorganised workers, sweepers, etc. The

centre at Nilagiri Sub-divisional hospital is located in the foothill of Nilagiri. The office of Sub-collector is at stone-throw distance from the Centre. Food is supplied from the centralised kitchen at Balasore Industrial Estate.

Bhadrak

Aahaar centre is located at New Bus-stand at Mathasahi in Bhadrak town. The centre is at a distance of 500 meter from District Headquarter Hospital. As the centre is en route to hospital from the Bus-stand, patients and their attendants visiting from Basudevpur, Bhandaripokhari, Chandabali, Tihidi Blocks, etc. drop in at the centre. Other beneficiaries include rickshaw pullers, labourers, students, etc. Food is supplied from the Aahaar kitchen at Kuansa.

Bolangir

Aahaar program is operational at two centres in both the Municipalities-Bolangir and Titlagarh. Bolangir centre is located at District Headquarter Hospital and Titlagarh centre is located in Sub-divisional hospital. Collectorate, Bus-stand is at a walking distance from the Bolangir centre. Titlagarh centre is situated in the heart of the town in the market area which is about 200 meter away from the Sub-Collectorate office.

Aahaar program in Bolangir is managed by women Self Help Group members. Pragati and Maa Baisnabi Swayam Sahayaka Gosthi of Bolangir and Titlagarh respectively are supporting Aahaar program implemention. Beneficiaries mostly include patients and attendants and others include rickshaw pullers, auto drivers, construction workers, labourers, and needy

travellers. These two centres have dedicated kitchens.

Boudh

Aahaar centre at Boudh town is located in the premise of District Headquarter Hospital, adjacent to Bus-stand facing National Highway 57. Most of the offices including Collectorate, Court, etc. are in the vicinity of the centre. Beneficiaries are mostly people from rural areas of Kantamala, Harabhanga, Boudh blocks who visit for official work, to attend court, outdoor patients and their attendants. Local beneficiaries include daily labourers, rickshaw pullers and auto drivers, etc. Food is supplied from the Aahaar kitchen, located at a distance of one

kilometre near JD High School.

Bargarh

The Aahaar centre in Bargarh is located near Government Bus-stand, and is approximately 500 meter from District Headquarter Hospital and 100 meters from Thana Chowk. Construction labourers of Bargarh town assemble each day at Thana Chowk in search of work. The Aahaar centre has emerged as a place of assured meal for such labourers. Other beneficiaries include attendants of patients to hospital, poor students staying away from home in private mess,

travellers from rural areas, etc. There are separate toilet for male and female attached to the

Aahaar centre. Food is supplied from the centralised kitchen at Sambalpur.

Cuttack

Cuttack is one of the piloted cities of Aahaar program. There are eight centres in the district of which

Cuttack city has seven centres and one in Chowdwar Municipality. The Millennium city Cuttack is a hub of health care in eastern India. Four major established health institutions such as SCB Medical College, Sishu Bhawan (Paediatrics hospital), Acharya Harihara Cancer Institute, City hospital are situated in the City. Aahaar program benefits the patients and attendants of also poor people coming from across the state and even neighbouring states. Aahaar centre at Malgodam the largest whole sale commodity market mostly carters to the need of labourers working in godown, trolley rickshaw pullers and labourers. Badambadi Bus-stand benefits commuters, rickshaw pullers, porter, bus cleaners, etc. Jagatpur centre mainly feed daily labourers, construction workers, and unskilled industrial workers of Jagatpur Industrial areas.

Dhenkanal

Dhenkanal has three Aahaar centres, two in Dhenkanal town and one in Kamakhyanagar NAC. Centre at District Headquarter Hospital is approximately 100 meter away from Baji Chowk where daily labourers of the town assemble in the morning in search of work. The

beneficiaries in the centre are mostly patients, attendants and daily labourers. The second centre in the town is located near Ambedkar Bhawan and Bus-stand is in a stone throw distance from the centre. Major offices are situated around 300 meter radius of the centre. Beneficiaries to this centre are street vendors, transport workers, villagers from across the district visiting the town for work, etc. Food is supplied to Dhenkanal centres by Touch Stone Foundation from the centralised kitchen at Cuttack, similarly to Kamakhyanagar by Manna Trust from the centralised kitchen at Angul.

Deogarh

Aahaar centre at Deogarh is situated near Collectorate, Court and approximately 500 meter from the hospital. Majority of beneficiaries are from Barkote, Tileibani and Riamal blocks visiting District Headquarter for office work, patients and their attendants coming for treatment to DHH, students commuting from nearby areas for education at various colleges and local labourers, street hawkers, etc.

Aahaar kitchen is adjecent to the centre.

Ganjam

Ganjam district has twelve Aahaar centres, six are located in Berhampur city and one each at Chhatrapur, Hinjilicut, Digapahandi, Aska, Gopalpur and Bhanjanagar NAC. Berhampur is one of the piloted cities for the Aahaar program. The centre at MKCG medical college and Gate Bazar Centre inside City Hospital benefit mostly patients, their attendants and the sanitary workers engaged in cleaning the hospital. Railway station centre cater to the need of commuters, daily labourers, street vendors, etc. Centre at Old Bus-stand is located in the main market area of the city so benefiting the street vendors, unorganised workers,

Gajapati

There are two Aahaar centres of Gajapati district: Both are located in Paralakhemundi Municipality, one at District Headquarter Hospital and the second one in the new Bus-stand premise. Beneficiaries of DHH centres are mostly patients, attendants and sanitary workers of the hospital. Aahaar centre at Bus-stand serves the passengers, college students commuting from nearby villages, etc. Food is supplied from the centralised kitchen adjacent

to Paralakhemundi Bus-stand centre.

Jagatsinghpur

Aahaar centres are operational in both Jagatsinghpur and Paradeep Municipality of the district. The centre at District Headquarter Hospital in Jagatsinghpur towns serves needy people of the main market area, patients and their attendants. There are two centres in Paradeep Municipal limit. Badapadia Aahaar centre at Bus-stand is at a short distance from the Paradeep Port Medical. The second centre of paradeep at Atharabanki is in between Biju Memorial Hospital and Port Truck Terminal. Leprosy Rehabilitation Centre is at a walking distance from this

Aahaar centre. Beneficiaries in Paradeep include attendants, outdoor patients, port workers, street vendors, hawkers, porter, labourers, transport workers, commuters, etc. Aahaar kitchen

is located adjacent to Atharabanki centre.

Jajpur

Jajpur district is fast emerging as major Industrial hub of Odisha. Villagers commute to urban areas for trading of agricultural products and to work in the construction sites in Jajpur, Kalinganagar, Vyasanagar towns. Aahaar centres have become a place of assured meal for such agricultural labourers, farmers, construction workers,

industrial workers, etc. The district has four Aahaar centres that cover both the Municipalities of Jajpur town and Vyasanagar, two others are located in Kalinganagar and Chandikhol. District Headquarter Centre in Jajpur town caters to the need of patients and their attendants, rickshaw pullers, etc. One of the unique features of the centre

is the involvement of few philanthropic people in feeding mentally retarded persons from the Aahaar centre on

regular basis. Center at Vyasanagar Municipality near the Railway station serves the need of villagers who throng to the town as industrial workers, labourers, railway siding workers, porters, etc. Aahaar centre in Kalinganagar

Industrial Area is located at Duburi and serves unskilled Industrial workers of Kalinganagar. Chandikhol is at the crossing point of Kendrapara, Jagatsinghpur, Jajpur, Keonjhar and Cuttack districts. The Aahaar centre at

Chandikhol Bus-stand, targets to meet different categories of people who cross by this busy crossing.

Jharsuguda

There are two Aahhar centres in Jharsuguda district, one in Jharsuguda and other in Brajarajnagar Municipality. Both the centres are located in the hospital campus. Aahaar centre at District Headquarter Hospital, Jharsuguda is situated near market area. Beneficiaries to the centres are mostly patients, attendants, labourers, marginalised people predominantly with disability, old and sick. Tuesday

weekly market runs in front of hospital and Aahaar centre also serves these beneficiaries from rural areas who come for selling vegetables and other produces. Aahaar centre at Brajarajnagar is in the Community Health Centre, and approximately 200 meter away from the Gandhi Chowk which is

the market hub of the town. As Brajarajnagar has various open-cast and underground coal mines, workers from numerous villages come to Gandhi Chowk and mostly work with Mahanadi Coalfields Limited. The centre also serves the patients, attendants, labourers working in the coal fields, daily labourers, transport workers and street vendors, etc. Food is supplied to both the Aahaar centres from

the centralised kitchen near court at Jharsuguda.

Kalahandi

All four ULBs in Kalahandi district namely Bhawanipatna Municipality, Kesingha, Junagarh, Dharmagarh NAC, are covered under Aahaar Program. Bhawanipatna Aahaar centre is in Godaghat Chowk near Bus-stand and the District Headquarter Hospital, Collectorate, other Government offices, etc. are located in the radius of 700 meter of the centre. Kesingha centre is located near Railway station. Bus-stop, government hospital, veterinary hospital, other offices are near to the centre. Dharmagarh Aahaar centre is at the Sub-division hospital and at a walking distance from Sub-collectorate and other offices. A local market operates twice a week i.e. on Monday and Friday to which people from approximately 50 to 60 villages come for trading. Junagarh centre is located in front of Block office and near to Community Health Centre. Both Junagarh and Dharmagarh being the business centres of the locality, Aahaar centres attracts farmers from villages coming for selling vegetables, cattle and other produces. Other beneficiaries include patients, attendants, agricultural labourers, construction workers, etc. Food is supplied to all four Aahaar centres from the centralised kitchen

at Bhawanipatna which is adjacent to the Aahaar centre.

Kandhamal

Aahaar Program in Kandhamal is unique as all the three Aahaar centers are being

managed by a single woman Self Help Group, named Maa Mangala Mahila Swayam Sahayaka Gosthi, Phulbani. Two centres of Kandhamal district are in the premises of

hospital, one at district hospital in Phulbani, and second in the sub-divisional hospital at Baliguda. The third centre is at Phulbani Bus-stand. Daily vegetable and fruit market operate near the DHH Aahaar centre and sub-divisional hospital campus at Baliguda. Farmers from Phiringia, Sarangagada, Khajuriapada, Tikabali come here, similarly

farmers from Kotagarh, Daringibadi regularly visit Phulbani and Baliguda vegetable and fruit markets for selling their produce. Both the Aahaar centres at hospitals benefit patients, attendants and such farmers from villages. The Bus-stand centre benefits the commuters, daily labourers, transport workers and sanitary workers.

Kendrapara

Aahaar program is operational in both the municipalities of the district-Kendrapara and Pattamundai. Kendrapara centre is located in the premise of District Headquarter Hospital and all major offices are at a walking distance from the centre. Similarly, the centre at Pattamundai is located at Bus-stand and near main market, Court, Block office, Tahsil office, hospital, etc. Beneficiaries are mostly attendants, outdoor patients, labourers, rickshaw pullers, trolley rickshaw pullers, construction workers.

Food is supplied from the centralised kitchen at Pattamundai.

Keonjhar

Aahaar Program is operational in all four Municipalities- Anandapur, Barbil, Keonjhargarh, Joda- of the district. Centre at District Headquarter Hospital serves patients and their attendants. Anandapur centre near the hospital is at a walking distance from Bus-stand, Court, Sub-Collectorate, etc. Joda Municipality has two centres, one at Community Health Centre premises and the second one at Sastrinagar near Block office. Barbil Aahaar centre is at Biju Patnaik Bus Terminal. Beneficiaries to these centres include labourers, transport workers, construction workers, street vendors, labourers working in garages and railway siding works.

Food to hospital centre at Keonjhar is supplied from kitchen at Ranki, Keonjhar, similarly

Aahaar kitchen at Sundara in Barbil, supplies food to three centres, two at Joda and the third one at Barbil. Anandapur kitchen is adjecent to the centre.

Khurda

Aahaar program in the districts piloted in the capital city of Bhubaneswar. There are eleven Aahaar centres, nine located at Bhubaneswar and one each at Khurda Municipality and Jatani NAC. Capital hospital centre benefits mostly patients and their attendants. Similarly City Bus-stand centre near Railway station, Barmunda Bus-stand, Old Bus-stand centres, benefit commuters, transport workers, porters, etc. Beneficiaries in centre near Kalinga Hospital are mostly auto drivers and poor locals. Rasulgarh Aahaar centre mostly caters to the need of Industrial workers from

Mancheswar Industrial estate and daily labourers. Near Nayapalli Durga Mandap centre daily labourers assemble

Koraput

Koraput district has four Aahaar centres, located at Government hospital campus

of Koraput, Jeypore and Sunabeda and at Damanjodi Mathalput Bus-stand. In all Aahaar centres at hospitals campus beneficiaries are mostly patients and attendants from across the districts. The Aahaar centre at Sunabeda is just 500

meter from the Hindustan Aeronautic Limited (HAL) and by the side of NH 26. So beneficiaries at Sunabeda centre also include daily labourer of HAL, transport workers, etc. Aahaar kitchen is based at Sunabeda from which food is supplied to

all four centres through Aahaar food carrying vehicles.

Mayurbhanj

Mayurbhanj district has five Aahaar centres two at Baripada town, one each at Rairangpur Municipality, Karanjia and Udala NAC, therefore covering all the Urban Local Bodies of the district. Centre at District Headquarter Hospital caters to the need of patients and their attendants. Centre at Bus-stand is centrally located and near to Collectorate, Municipality office and the main market complex of the town. The centre at Rairangpur is near to stadium and various other important offices. The beneficiaries are patients, their attendants, labourers, commuters from villages including college students. Aahaar centre at Udala is in

the heart of the town located near to Sub-division hospital, Sub-Collectorate, Block office, etc. Similarly centre at Karangia Bus-stand is near Sub-divisional hospital targeted to caters the need of mainly patients and their attendants. Kitchen at DRDA Campus Baripada caters the requirement of centres at Baripada and Udala, similarly kitchen adjacent to the centre at Rairangpur supplies food to centres at Rairangpur and Karanjia.

Malkanagiri has two Aahaar centres; one is located at Malkanagiri Bus-stand and other one at Balimela Area hospital. Both the Urban Local Bodies of the district are covered under Aahaar subsidised food program. Members of women Self Help Groups support Aahaar implementation in the district. Food is supplied from Aahaar kitchens attached to the centres. Beneficiaries are mostly rickshaw pullers, auto drivers, construction workers, labourers and commuters visiting

both district headquarter and sub-divisional headquarter for treatment, official work and to attend court, etc. Farmers from nearby villages who visit these towns for selling vegetables, fruit in

local daily, weekly markets are currently availing subsidised meal in Aahaar centres.

centre is managed by the local Rotary Club.

Nuapada

Nuapada has two Aahaar centres one at District Headquarter Hospital and other near Khariar Bus-stand. Hospital centre is in a walking distance from the Collectorate and other offices. Chakutia Bhunjia primitive tribal groups who come from Sunabeda sanctuary

especially for work at Chakutia Bhunjia Development Agencies also visit Aahaar centre frequently. Khairia centre at New Bus-stand serves the commuters, daily labourers, etc. Both in Nuapada and Khariar, there are two kitchens attached to Aahaar centres.

Nawrangpur

Aahaar program is being implemented in both the ULBs of the district: Nawrangpur, Umerkote Municipality and the third one operates in the Koshagumuda hospital. Aahaar Centres in Nawrangpur Municipality is located adjacent to District Headquarter Hospital and Umarkote centre in DNK hospital. Court, Nawrangpur College and other Government offices are situated near to DHH centre. Umerkote Aahaar Centre is in the premise of DNK hospital and Pendarani College, Assistant Director Agriculture office, etc. are situated within 200 meter radius of the centre and Bus-stand within 500 meter. Koshagumuda Aahaar centre is in the Community Health Centre and block office is near the centre. All three Aahaar centres are based in the hospital so they benefits the attendants, patients as well as labourers, street vendors, local college students. There are two Aahaar kitchens one at Nawrangpur, other one at Umerkote.

Food to Koshagumuda centre is supplied from the Nawrangpur kitchen.

Two Aahhar centres at the Grand Road Puri Town are serving food mostly for the

benefit of the needy locals and countless pilgrims who throng to the holy city. Two Aahaar centres in Puri Grand Road, one at District Headquarter Hospital and the other at Bus-stand near Gundicha temple are ready to serve poor pilgrims in this

Ratha Yatra. The Arkakshetra Konark has its centre in the premise of the newly built

hospital. The centres cater to the stomach of hungry street vendors, beggars, poor

pilgrims visiting Srikshetra, daily labours, workers of malls, shops, patients, their

attendants etc. Food is supplied from the centralised kitchen at Grand Road, Puri.

Rayagada has two Aahaar centres, one near District Headquarter Hospital and the other at Gunupur Bus-stand. Rayagada Aahaar centre is located in a centralised place which is approachable from hospital, new Bus-stand, Court, and other Government offices. Vijayawada Ranchi Corridor (NH 326) passes 100 meters away from the centre. The beneficiaries include mostly patients, attendants, transport workers, daily labourers of the locality as well as labourers from

Parbatipuram district of Andhra Pradesh, commuters specially from Kashipur, Tikiri, Kolanara

as well as Dongaria Kandha and others from Kalyansighpur. Gunupur Bus-stand Aahaar centre is located near a vegetable daily market and around 500 meter from sub-divisional hospital and Court. Beneficiaries are mostly daily labourers, commuters from Padmapur, Gunupur, Gudari blocks, visiting Gunupur for treatment, attend to court matters, construction labourers and

farmers especially Lanjia Saura tribes for selling vegetables, fruits and other forest produces in

the local market. Kitchens are adjacent to Rayagada and Gunupur centres.

Sonepur district has three Aahaar centres; Sonepur centre is located at Khadalpada Chowk, about

400 meter from District Headquarter Hospital, 200 meter from Court and the Government offices. The Aahaar centre at Binika is near old Bus-stand, and the Tarva centre is adjacent to various offices and the market place. Beneficiaries in all three centres are mostly labourers, commuters from villages, street vendors and other needy people. At Tarva, local vegetable vendors as well

as farmers coming for selling their produces also avail the facility of Aahaar centre. Food is

supplied from the centralised Aahaar kitchen at Sonepur. All three Urban Local Bodies therefore have been covered under the program.

Sundargarh

Rourkela is one of the piloted cities of Aahaar program. There are nine centres operational in the district. Six centres at Rourkela and one each at Rajgangpur, Biramitrapur and Sundargarh Municipality. New Bus-stand centre is also near to the Railway station, beneficiaries visiting the centre are mostly commuters, students and Industrial workers. Centre at power house is close to Rourkela Steel Plant gate. The centre serves transportation workers, industrial

workers, street vendors, etc. Near the Aahaar centre of Rourkela Government Hospital, a daily vegetable market

-Munda market- operates. So the centre attends the requirement of outdoor patients, their attendants as well the farmers coming to the Munda market for selling their produce. The centre at Vedvyas serves the Pilgrims who throngs to the holy place of Vedvyas, other beneficiaries are industrial workers, students and street vendors, etc. Aahaar centre at DHH, Sundargarh and Rajgangpur centre serves mostly patients, attendants and other

needy locals. Beneficiaries of the Bus-stand centre of Biramitrapur are mostly commuters, street vendors, etc. Food to the centres at

Rourkela, Biramitrapur and Rajgangpur are supplied from the centralised kitchen at Sector

7, Rourkela and food to the Sundargarh hospital

Sambalpur

Sambalpur is one of the piloted cities of Aahaar program. There are five Aahaar centres operational in the Sambalpur Municipal Corporation. VSS Medical College and Hospital, Burla caters to the health needs of western Odisha, part of Chhattisgarh and Jharkhand. The centre serves 1800 meals everyday

and this centre serves the maximum number of beneficiaries per day in the State. The beneficiaries are mostly patients, their attendants and sanitation workers engaged in cleaning of the hospital. Similarly

District Headquarter hospital serves patients and their attendants. Centre at Laxmi Takis is in front of OSRTC Bus-stand. Golbazar, the biggest market of Sambalpur City is in a stone throw distance from the centre. Beneficiaries of this centre are mostly street vendors, support staffs of shops, malls, poor college students staying in mess and other commuters. Centre at Horticulture office is within a kilometre from the Railway station. Beneficiaries include porters, construction workers, etc. Jail Chowk centre is located in 100 meter radius of Collectorate, Tahasil office, RTO office, Court, etc. So the centre benefits mostly the commuters from villages coming to the city for office work and to attend court, street vendors, etc. The food is supplied from the centralised kitchen near women’s college,
