expertise for projects and initiatives managed by other organisations. The Section isresponsible for providing overall integration and coordination of financial planningand budgetary data for use in submissions to the nations as represented in theBudget Committee and other relevant bodies at NATO HQ and SHAPE. Providesrepresentation before the Budget Committee and produces records of meetings.Coordinates maintenance of budgetary databases and assists in development of

accurate and timely financial submissions to Nations and ACO/SHAPE managementboards. The incumbent acts as the POC for financial/budgetary management policyissues throughout ACO and directs the Section to provide oversight over thedevelopment, screening, approval, and management of ACO headquarters,operational and programme budgets.

PRINCIPAL DUTIESThe incumbent’s duties are: 

Directs and coordinates the activities of the ACO Budget and Policy Section.a. Directs all budgetary activities relating to the planning, development, screening,submission, approval, and execution of ACO HQ and programme budgets. Monitorsfiscal activity associated with these budgets. Coordinates the activities of FundManagers executing these budgets.b. Prepares and coordinates annual budget guidance, and participates asrequired in the preparation and screening of the ACO budget submissions. Preparesthe consolidated ACO budget summaries and budget execution reports to theBudget Committee.c. Provides regular representation before the Budget Committee and producesrecords of meetings. Coordinates the Budget Committee screening of budgets underSACEUR’s authority and prepares the consolidated ACO response to any questionsasked by the Nations.d. Oversees the development, screening, and submission of medium termfinancial plan/consolidated resource proposal projects, integrating capability packagedata into ACO forecasts. Evaluates potential requirements, determines appropriatefunding source, and advises the Command Group on the appropriate course ofaction for implementation.e. Maintains the HQ situational awareness regarding funding levels andaffordability of potential initiatives. Analyses forecasts versus actual budgetexecution, continuously re-evaluating affordability of potential initiatives in the light of

operational priorities established by Commanders.f. Maintains the budget sub-system of the ACO centralized financial system.g.  j. Negotiates international agreements (including Paris Protocol implementingarrangements, Host Nation Support, multinational force/HQ cost- sharingarrangements, and other MOUs/MOAs). Chairs multinational meetings, andrepresents NATO/SHAPE/SACEUR interests during negotiation of agreements andother dealings with nations. Coordination of the presentation of all SHAPE andsubordinate HQ international agreements with financial implications to the funding

committees for approval.k. Performs strategic management planning for ACO financial managementactivities, and directs implementation of ACO-wide quality management andenterprise risk management initiatives.l. As directed, provides technical training for personnel from subordinateHeadquarters and external agencies. Provides technical expertise to support coursesprovided at NATO schools including the NATO School Oberammergau, and othertraining institutions. Provides technical training to PfP nation staff officers, andtheatre Headquarters during operations and exercises. Organises professionaldevelopment workshops and seminars for the NATO financial community.

Legal authority is held: During negotiations with nations and interactions with fundingcommittees, authorised by SHAPE COS and the ACO FC to commit the organisationto funding obligations.Budget authority is held: The incumbent provides guidance and oversees thepreparation and execution of all budgets under the authority of SACEUR. The totalamount of these budgets is around 1 billion Euro.Decision authority is held: Authorised by SHAPE COS and the ACO FC to committhe organsiation to funding obligations and specific courses of action. On behalf ofthe ACO FC, provides decisions on matters of financial policy and interpretation ofregulations. Message release authority for matters affecting assigned functionalarea.Supervisory duties: Supervises all activities of the military and civilian personnel ofthe Section.There are first line reporting responsibilities for the following numbers of staff: 1 x

ADDITIONAL DUTIES- The incumbent may be required to undertake deployments in support ofmilitary operations and exercises, and/or TDY assignments, both within and withoutNATO boundaries up to 30 days.- As a secondary duty and when appointed, incumbent acts as a SHAPE Alternative Analysis Facilitator in order to provide guidance, expertise and knowledgeon the application of AltA within the division other areas within the HQ, displaying theability and quality required to lead critical thinking and alternative perspectives.

Theincumbent will be responsible for proactively ensuring that the ACO FinancialController is represented in development of operational policy which might havefinancial implications. Where the ACO Financial Controllers’ objectives arechallenged by external circumstances, the incumbent must be able to advise on andintroduce, where necessary, revised methods and plans to meet ACO’s financialmanagement obligations and the resource management objectives of SACEUR andthe nations. In performing financial planning, the incumbent will be required tointegrate a variety of data from various sources, screening inputs for validity andensuring that the Command Group is equipped to determine which initiatives shouldreceive which level of funding, and which activities should be rationalised. Theincumbent will seek to ensure that requirements are accurately forecast by FundManagers, sufficiently provided by the nations, and efficiently managed by the

Headquarters. Failure to fully achieve success in all aspects of this effort would havea negative effect on the functioning of Headquarters throughout ACO, and couldseverely prejudice SHAPE’s ability to obtain sufficient funding support from thenations. The successful accomplishment of these tasks will directly contribute toSACEUR’s ability to exercise C2 functions across ACO in accordance with hisoperational and funding priorities.
