Sincethisisthefirst-full issueofthequarterlyNCSPnewsletter,wethoughtitworthwhile,asabitofintroduction,toprovidealittlerecapoftheCSSGaccomplishmentsfromFY16first.
TheCSSGhadabusyFY16.BasedonTasking2015-03,theCSSGprovidedarevisiontoChapter4oftheAccidentAnalysisHandbook.WealsocontinuedsupportingTasking2015-04,therevisiontoDOE-STD-1020,thatwasrecentlyissued.PerTasking2016-01,theCSSGhadateamreviewoftheNCSP2-weekhands-ontrainingcourse.Twomembersattendedtheclassroomweek,thentwomembers,each, attended atNCERCandSNLfortheexperimentalweek.Manypositiveattributeswereidentified,aswereanumberofopportunitiesforimprovement.WithTasking2016-02,theCSSGreviewedtheNCSPProposalsandprovidedfeedbacktotheNCSPforconsiderations.Tasking2016-03sawateamheadtoHanfordforareviewoftheWasteTreatmentPlant.Whilesignificantprogresshadbeenmadesincethepriorreviews,therewerestillanumberofopportunitiesidentifiedtosimplifyand/orbettersupporttheneededprocessevaluationsandfutureoperations.
AtthebeginningofFY17,weexperiencedthefirstchangeinNCSPtopmanagementsincetheinceptionoftheNCSPalmost20yearsago.Thus,wesaidgoodbyetoDr.JerryMcKamy,wholeadtheNCSP(andtheCSSG)withsuchaplombthroughthosemanyyears.Then,wewelcomedournewNCSPManager,Dr.AngelaChambers,andlookforwardtoworkingmorecloselywithher.ThoughJerryisnolongeramemberoftheNCSP,heremainsactiveasanEmeritusmemberoftheCSSG.InhisnewrolewiththeDNFSB,heopensupnewpossibilitiesforinteraction.
ToputabowonthefirstquarterofFY17,inDecembertheCSSG,perTasking2015-02,providedarevisiontoDOE-STD-3007toAUtoenterintoRevCom.ThisrevisionworkstoalignwithbothDOEO420.1CandwithDOE-STD-3009.NumerouscommentswerereceivedfromEFCOG,theCSCT,theDNFSBandtherestoftheCSSG.TheTeamperformedatremendousservicetothecriticalitysafetycommunityindevelopingthisrevisionandaddressingthemajorityofthecommentswithsuchprofessionalism.
TheCSSGstillhastwoopenTaskings(2016-04:PositionoftheCSSGonNaturalPhenomenaandOtherExtremeEventsand2016-05:RegulatoryImpedimentstoEffectiveOperationalNuclearCriticalitySafety)thatareactivelybeingworked.WearelookingforwardtoadditionalopportunitiestosupporttheNCSPandtheDOECriticalitySafetyCommunity.JustlettheNCSPManager, oranyCSSGmember,knowifyouseesomething/somewherewhereyouthinkwecanassist.

Brookhaven National Laboratory (BNL): ReleasedENDF/B-VIII.β3toinclude8newchargedparticleevaluations,5newthermalscatteringlawevaluationsand20NEneutronevaluations. ENDF/B-VIII.β3.1 iscomingsoon!
Los Alamos National Laboratory (LANL): TheSubcriticalCopper-Reflectedalpha-phasePlutonium(SCRαP)integralbenchmarkexperimentwassuccessfullyexecutedattheNationalCriticalityExperimentsResearchCenter(NCERC)withparticipationfromLANLandIRSN(picturedbelow).Measurementswereperformedonvarioussubcriticalexperimentalconfigurationsconsistingofa4.5-kgalpha-phasestainlesssteelcladweapons-gradeplutoniumspheresurroundedbydifferentcopperandpolyethylenethicknesses.
TheSCRαPmeasurementcampaignbuildsonthemomentumofrecentpastyearefforts,wherenickelandtungsten–reflectedplutoniumsubcriticalexperimentswerealsoexecutedatNCERC.Thenickelandtungsten-reflectedexperimentsweredocumentedasfirst-of-their-kindsubcriticalbenchmarkevaluationsthatwereacceptedandpublishedbytheInternationalCriticalitySafetyBenchmarkEvaluationProject(ICSBEP).ComparisonsofthemeasuredandsimulateddataforSCRαParecurrentlyunderway,andtheresultswillalsobedocumentedasabenchmarkevaluationthatwillbesubmittedtoICSBEPlaterthisyear.Thisgrowingdataset ofneutronmultiplicationbenchmarksexperimentsandaccompaniedevaluationsareintendedtoprovideuniquedatasetsthatwillhelpvalidateandquantifyuncertaintiesinnucleardataandcomputationalmethods.
Lawrence Livermore National Laboratory (LLNL): LLNLandLANLpersonnelcompletedacoldloadtestfortheTEXexperimentsonthecriticalassemblymachinePlanettheweekofJanuary16. TEXwillbefueledwithlayersofPlutonium-aluminumalloyZeroPowerPhysicsReactor(ZPPR)platesstackedwithpolyethylenesheetsandtantalumdiluentplates. Thecoldtestdemonstratedthestackwouldremainalignedduringamachinescram,withmolybdenumplatesstandinginforplutonium. ThiscoldtestsuccessfullyresolvedthelastoutstandingLANLCriticalityExperimentsSafetyCommitteeconcern,thuspavingthewayforcommitteeapproval.

Oakridge National Laboratory (ORNL): The235UevaluationworkintheresolvedresonanceregionperformedatORNLincollaborationwiththeIAEAshowedimprovedperformanceforalargesuiteofbenchmarks.TheevaluationworkwasacceptedtobeincludedintheENDF/B-VIII.0beta3.1librarywhichwasreleasedinJanuary2017.
Hands-onTrainingCourses– Quarter1
1-WeekManagerCourse– Jan.9-13,2017:A1-weekNCSManagerCourseatSandiaNationalLaboratories(SNL)wassuccessfullycompletedthatinvolvedaseriesofNCSlecturesandhands-onexperimentswiththecriticalassemblyatSNL.ThreestudentswerefromNNSAandtwootherswerefromLosAlamosNationalLaboratory.
2-WeekHands-onCourse– Jan.30- Feb.10,2017:A2-weekNCSHands-onCourseforpractitionersattheNevadaFieldOffice(NFO),SandiaNationalLaboratories(SNL),andtheNationalCriticalityExperimentsResearchCenter(NCERC)wassuccessfullycompleted.StudentsinthecoursewerefromY-12,NRC,DNFSB,SRS,SNL,Pantex,NSTec,LLNL,KnollsAtomicPowerLab,andUNNPP.
Renssalaer Polytechnic Institute (RPI): HostedaSAMMYanalysisworkshopincollaborationwithORNLandNRduringNovember1-3.HostedNR/NCSPtechnicalreviewmeetingonDecember12.PresentedresultsduringCSEWGandparticipatedinNDAGmeetingatBNLduringNovember14-16,2016.WorkingwithIAEAandBNLevaluatorsonincorporationontheFeandFe-56capture(andscattering)intoENDF/B-VIII.
Sandia National Laboratory (SNL): ConductedHands-onTrainingcourseinJanuary.ContinuedeffortsonSandiaCriticalExperiments.
Y12: ParticipatedinHands-onTrainingcoursedevelopmentandinstruction.
