Create a startup in Spain
Although the costs of starting up a Startup in Spain can differ greatly depending on the objectives sought with its creation, there are a
number of basic aspects to consider in all cases, similar to those required to establish any company. Thus, when an entrepreneur
constitutes a Startup, the first step is to determine the legal nature, taking into account the needs that may arise to a startup in
terms of participation deals and receipt of third-party investment:
- Opting to act as a freelancer is not the best option for a project that is going to have several partners, or if it will
require the investment of third parties. Since most of the cases are considered as co-development projects, this
modality is usually not viable for a startup.
- Civil societies or communities of goods are also inadvisable for a startup, unless the investment is expected to be
exclusively linked to the FFF, as it is not suitable for obtaining aid through business angels, or venture capital.
- Cooperatives have the peculiarity that each cooperative member has a vote regardless of their contribution to capital,
assuming a problem when making decisions in the absence of balance on the basis of ownership of capital.
Therefore, it is the limited liability companies and public limited companies the legal forms that are outlined as the best options to
carry out such a project.
Under the Law, which applies in this respect to both S.A.s and S.L.s, either of these corporate forms can be set up as, or can
subsequently become, a sole-shareholder company. In general, such requirements may be deemed for the purpose of providing
information, although compliance is of the utmost importance since, if six months elapse from the date on which the company
acquires sole shareholder status without such circumstance having been registered at the Commercial Registry, the sole shareholder
will bear personal, unlimited and joint and several liability for any company debts assumed during the period of sole-shareholder
status.

To all of the above, the following costs can be added:
- In case of choosing to have a local, fees for activity license (according to area and type of activity), waste fee, IBI, IAE,
among others.
- If workers are hired, after registering with the Social Security, through the Code of Contribution Accounts, the social
insurance costs of each worker will be added too.
To sum up, starting a Startup in Spain can range from € 300 to € 4,000, not counting local, personal or investment, depending on the
particular needs of the project.

Where can I find advice?
The best specialist advice options for Startups are accelerators and incubators, which cover not only this aspect but also the access to
finance at different times of project development.
The following sections have compiled information on both incubators and accelerators, as well as a list of them, classified by the
sector to which they are associated, if applicable, or grouped as multisectoral innovation when they are not specialized, or have
different programs each focusing on a specific sector.
The main objective of Business incubators is to launch the first phases of a startup. They help these new companies to find their
workspace, as well as providing initial seed capital that allows them to see the viability of the idea and its business model in a short
period of time. These programs include mentoring, intensive training, digital education and tutoring by the company.
Business incubators are a financing option similar to the accelerators but, unlike the latter, help to create the business idea from a
scratch, and accompany startups for a limited period of time until they get the first benefits and these take off.
Business incubators are usually sponsored, supported and operated by private companies, government entities or universities. Its
primary purpose is to help in the creation and growth of young businesses by providing them with the necessary support in technical
and financial services.

Multisectoral Innovation
• TETUAN VALLEY is a 6-week program aimed at technology projects at an early stage.
• Blast Off Partners: It is described as the way to find startups that meet the requirements of the investment circuit. They prepare
projects by adhering as partners from the beginning; they advise and accompany the investor throughout the process, favoring
early successes.
• BIC Vizcaya: It aims to be a national and international reference center for innovation, growth and development of initiatives in
the field of bio, micro and nanotechnology as well as for advanced manufacturing and clean technologies..
• BIC Euronova is the European Center for Business and Innovation (CEEI) that supports the creation, incubation and consolidation
of innovative companies through professional and competitive advice to entrepreneurs for the creation of innovative companies.
Digital leisure sector
• Game BCN: is a program specialized in video games from Southern Europe that offers the training and mentoring needed to make
a successful launch to the market.
• Grupo ITnet: is a business holding company that creates and invests in companies in the digital leisure sector, specially in
games, lifestyle and sports. The ITnet group specializes in investments in projects of the sectors T.I.M.E (Telecommunications,
Internet, Media and Entertainment), in pre-seed and seed phase.

• DEMIUM STARTUPS: is a business incubator on the internet. Its objective is to create startups from scratch, when neither the
idea nor the equipment exists. To do this, they identify business ideas based on models of success in other countries and market
trends and make them available to entrepreneurs who want to develop them according to a methodology based on Lean Startup.
Around 15% participate in all the companies created together with the entrepreneurial teams.
• Grupo Intercom: Spanish incubator that has generated a lot of projects in Spain with more than 50 mainly digital businesses,
among which are: Bodas.net, Emagister.com or Softonic.com. His specialization is Internet-related business.
• Incube GC: is born with the spirit of accelerating ideas, projects and technology companies in Gran Canaria, as a place to
undertake, collaborate, form, connect and create new business projects, aimed mainly at startups and entrepreneurs who want to
establish themselves on the island. They focus on the ICT sector in general, and specifically on innovation in the tourism sector.
• DAD (digital assest deployment): contributes with not only the key start-up capital, but also the knowledge of how to create
solid teams to solve challenges and make the leap to a global project. This project incubator has business models developed in an
internet environment and with innovative proposals. They are mainly looking for scalable business models that can be
internationalized.
• Cloud Incubator: Its goal is the creation of startups in the field of ICT and communications, where it promotes collaborative work
between entrepreneurs and networking with experts in various areas. Its objective is to create startups whose businesses focus on
the Internet of Things.
• Initland Bilbao: it is an incubator that host many entrepreneurial projects, linked to technology and very close to the e-
commerce sector.
• Initland Zaragoza: The Milla Digital Business Incubation Center is an incubator of the City of Zaragoza, managed by the
company Init, and whose goal is entrepreneurship, innovation and creativity at work.

• ZITEK: Its objective is to promote the creation of a business fabric based on entrepreneurial ideas that come not only from the
results of R + D + i of the research groups of the Bizkaia Campus of the UPV / EHU, but also from any entrepreneur with links to
the Campus.
Tourism Sector
• Ágora Next: It is the largest innovation and digital ecosystem center in the tourist industry sector in southern Europe and a
reference in "tourismtech" and "traveltech".

Business accelerators offer resources, knowledge and support to entrepreneurs to negotiate their first rounds of investment with their
networks of investors, business angels, investment funds, etc., since many of the projects, especially those of high potential, require
significant investments. Unlike Incubators, the startups accelerators only invest in those startups that are in full development, so they
bet on startups whose work team already has previous experience, covers the main roles of a company and is committed to their
project.
They are designed to accelerate the growth and ensure the success of entrepreneurial projects through a wide range of business
resources and services that can include physical space rental, capitalization, coaching, mentoring, networking and even other basic
services such as telecommunications, or even cleaning or parking.
Many accelerators and incubators have competitions aimed at selecting the best projects, whose prizes can be a source of funding,
either direct (cash prizes), or indirect (stays in coworking spaces, mentoring services, networks of investors, etc.).
Multisectoral Innovation
• Lanzadera: It is a totally private capital project promoted by JUAN ROIG (MERCADONA). It is a project to support entrepreneurial
leaders, whose goal is to create the necessary conditions to contribute to the creation of efficient enterprises that add
value to society and implement a solid business model. It works through an annual call, offering its facilities and advice
during a period of 11 months, among other services. The deadline for submitting ideas for the next call ends on
11/20/2017, and the call in January 2018.

• Plug & Play Accelerator: Plug Plug and Play Spain is an extension of the Plug and Play Tech Center, a US headquarters, which
was founded in 2006 in Silicon Valley. In Spain they began to work in June 2012 to help the growth of entrepreneurial projects,
facilitating their access to Silicon Valley resources and increasing their chances of success. They have acceleration programs
oriented to different sectors, such as health and welfare, insurance and banking, energy and sustainability, new materials, etc. It
is possible to check the Key Dates calendar according to program here.
• Bolt Accelerator is responsible for accelerating companies with high growth potential and offer their products to a global market.
It offers mentoring services for Smart Cities, eHealth, Clean Tech, Media, Fintech, Agrotech and Education specialists.
• The Heroes club is an international Networking platform, directed not only to startups, but also to all types of companies, which
for the latter offers a place of coworking, business acceleration services through so-called transformers business facilitators,
mentoring services and access to finance.
• Sprita Startups: It seeks companies in the initial stages, which are technology-based projects linked to various sectors such as
automotive and mobility, energy efficiency, environment, leisure and tourism, or any other type of project provided it has a
commercial objective and a vision of expansion and innovation.
• Impúlsame is a company accelerator focused on helping entrepreneurs who are starting to launch their projects, as
entrepreneurs with mature companies in the market who want to innovate in their business models and accelerate their growth.
For this, it provides a 9-month program, with training sessions, 1-to-1 mentoring, networking, contacts with entrepreneurs,
among others. It is not limited to any particular sector.
• Ship2B is an accelerator that has various acceleration programs, associated with different sectors, such as health, education,
tourism, environment (water), etc. Projects can be submitted at any time.

• BERRIUP has an acceleration program of 4 months with workshops, advice, tutoring and talks by top entrepreneurs and
professionals. It offers access to networking, co-working space during the 4 months of the Program and help to seek funding to
develop projects after the end of the program through an investor network.
• Barcelona activa: is the local development agency of Barcelona City Council and has among its objectives the mission of
boosting entrepreneurship and the entrepreneurial ecosystem in the city and supporting the improvement of the competitiveness
of companies and entities.
• StartWars Lab: is an Internet business accelerator whose main difference is that entrepreneurs do not need any idea or
equipment to participate. The objective of the company is to help the entrepreneur to validate an idea through an American
methodology, in a coworking environment with specialized mentors and masterclasses of guest speakers.
• Deusto Digital Accelerate: It is an accelerator whose main objective is to accelerate business on the Internet. Offers startups
masterclasses, 76 hours of acceleration, mentoring, coworking space, support and investment forum.
• KBI Digital: is an accelerator that presents a program in which entrepreneurs, startups, SMEs and professionals that are oriented
to offer products and services that have an innovative character can be presented. These projects should be aimed at a global
market and should be developed in areas such as multiscreen audiovisual projects, content development and multiplatform
formats, digital applications, videogames, Internet of Things, among others.
• Metxa: is an accelerator of projects for entrepreneurs that aims to invest in those projects that have been selected to carry out
the acceleration program. This program consists mainly of mentoring, agreements with financial entities and suppliers, legal
advice on the general aspects related to the project; support and guidance for obtaining grants, and a network of contacts.
• Mola: is an incubator, accelerator and a holding of investment in seed technology startups.
• Táktice: It is a project accelerator based on three pillars: mentoring, search for investors and value-added services.

• La Terminal is the business incubation and acceleration space of Zaragoza City Council. Its objective is to attract talent, projects
with potential for success and international vision to boost economic development in the Ebro Valley.
• Founder Institute Zaragoza is a global accelerator based in Silicon Valley that helps entrepreneurs with the aspiration to launch
meaningful and lasting companies with a three and a half month program where all graduates share growth.
• Lazarus is an accelerator that trains, encourages and mentors entrepreneurs to transform their business idea or nascent startup
into a stable company. It is a joint initiative of the Caja Rural Castilla la Mancha Foundation and the School of
Industrial Organization.
• Startup Olé Accelerator: It is an initiative with international projection. Through its flagship project, the Startup Olé
international entrepreneurship innovation event, numerous startups have been able to establish contact with the main players in
the European and international ecosystem.
• VíaGalicia: is a public accelerator promoted by el Consorcio de la Zona Franca de Vigo and la Xunta de Galicia. The objective of
the program is to help startups in the validation, startup, financing and consolidation of their projects.
• Altavista Ventures: is an initiative of Canarian entrepreneurs and capital that seeks to contribute to the construction and
consolidation of a local entrepreneurial ecosystem. Its objective is that new business ideas become successful companies.
• TF Innova: is an accelerator whose objective is the development of a culture of innovation as the axis of improving
competitiveness and the quality of the local socioeconomic fabric.

• ORIZONT: It is an accelerator that has a program of 6 months, aimed at companies that stay 2 years in Navarra, offering
financing. It has the support of SODENA.
• Fishing Accelerator: is a startup acceleration program whose objective is to find cutting-edge solutions to technological needs
arising within the fishing industry.
• PROMETHEUS: is reimagine food’s acceleration program, the first disruptive food&tech program in the world. We are looking for
high valued companies that will determine and rethink the future of food and building exponentially better products and services.
We provide enormous amount of support and connections to accelerate startups´ growth.
• FOODEVOLUTION: The Food Evolution Accelerator is an international mentoring tool that seeks to accelerate 5 startups in
the AgriTech, FoodTech and FoodHealth sectors, with the potential to become extensions. At the end of the program, the startups
that have successfully passed it are presented to a club of international investors, formed by business angels and venture capital
to co-invest with the own fund of Food Evolutions ".
Automotive and ICT Sector
• IMPACT: offers to the startups a rigorous and delocalized acceleration experience backed by a combination of equity-free cash
and Venture Capital funds. At present, it has a program directed to projects related to connected car, whose deadline ends on
January 10, 2018, which is funded by H2020.
• Business Factory Auto: is a vertical acceleration program focused on the automotive sector based in Nigrán. Its objective is the
acceleration and consolidation of specialized projects in the automotive industry and its transformation into innovative, viable and
scalable companies that attract and retain talent.

• FINNOVISTA is an impact organization that accelerates the development of technology companies that provide digital financial
services (fintech) and enhances the fintech ecosystem where these companies operate, focusing on the fintech opportunity in
growing markets where there is an important gap between access to financial services and access to digital technologies involving
a “smart collaborative network” that encompasses the entrepreneurial ecosystems, investors and financial industry in both
developed and emerging markets.
• Innsomnia Fintech is the accelerator of Bankia. It is an innovation hub specialized in the acceleration and incubation of
technology-based projects through an agreement with large companies that rely on the entity to incorporate the
latest innovations to its business model.
ITC sector
• Seedrocket: It is a Spanish accelerator focused on technology-based companies (ICT). Its methodology and advice is practical,
surrounded by professionals of the sector.
• Conector startup accelerator: is an accelerator aimed at technology-based startups, offering face-to-face and on-line programs,
especially focused on the TIME (Telecommunication, Internet, Media and Entertainment) sector.
• Wayra: It belongs to the Telefónica, and is located in many countries of the world, creating an attractive network of contacts for
all those startups who want to take the big leap. Mentors and specialized services are their main claim, as
well as wanting to go much further in the acceleration process.

• Bboster Ventures: founded the first Spanish accelerator in the impetus of new ideas that base its business model in Internet and
in apps for mobile phones. At the moment it has two companies of risk capital, through which it invests in startups that are in
different phases: Sinensis and Bbooster-Dyrecto. The next acceleration program is scheduled for June - October 2018.
• Zarpamos: group of entrepreneurs with more than 15 years of experience in the ICT and Enterprise sector, with the clear
intention to participate actively, with entrepreneurs, who like themselves, share the passion to undertake. You can access your
acceleration program at any time of the year.
• Intelectium: specialized in helping entrepreneurs to finance their technological startups with private and public capital, at
Spanish and European level. Oriented to eCommerce and Internet projects, but also other areas in which technology and R & D
can be present.
• Alfacamp is an acceleration program for startups in which startups and entrepreneurs develop their business model through
training sessions, networking and weekly mentoring sessions. They help to redefine the business plan, develop the commercial
and marketing strategy and get the first customers. At the end of the program, they offer their help to get the first round of
funding. Focus on projects related to new technologies, the Internet and apps.
• GO MADRID: Specialised in high growth potential B2B and B2B2C tech companies across key sectors to create the next
generation of Spanish and global market leaders by enabling access to everything that is needed to shape the future of
digitalisation of businesses.

• Top Seeds Lab is an investment and acceleration program focused on early growth Travel Tech companies. Since 2012, the
company has offered investment through its Advisory Board formed by the 50 most important companies in the world of tourism
in Spain. Its selection process is carried out by sending requests throughout the year to those startups that present great potential
within the sector.
• Nao Ventures is a startup accelerator specialized in the tourism, travel and gastronomy sectors.
Environmental Sector
• Climate KIC It is the main EU initiative on climate change. It is the largest public-private collaboration in Europe focused on
innovation to mitigate climate change and adapt to it. Climate-KIC is made up of companies, academic institutions and public
bodies. They offer support to startups, bring together partners in innovation projects, as well as train students in order to achieve
a creative and related transformation of knowledge and ideas to obtain products and services that contribute to mitigate climate
change and adapt to it.
Social Sector
• Social Nest: it is an accelerator of sustainable companies that seek to generate social impact. Social Nest offers financing,
dissemination, workspace and follow-up training.
Gastronomic Sector
• Culinary Action!: is an accelerator of gastronomic and food startups specialized in launching food products and foodtech
businesses.

• INCIBE Cybersecurity Ventures: is a vertical accelerator specialized in cybersecurity organized by INCIBE, in collaboration with
the Junta de Castilla y León. It offers a personalized acceleration program, specialized training in entrepreneurship, mentoring,
networking with investors to raise funding for the project.
Logistics Sector
• Kaleido Logistics Tech Accelerator It is the first vertical acceleration program in the logistics sector with a global approach. The
program seeks to connect important companies in the logistics sector with the best and most disruptive startups.

How to obtain financing?
We highlight two main types of funding for Startups, although due to the own nature of the projects, from which there are important
investment needs, in many cases at very early stages with a high risk, private financing is usually the common, in many cases
through public-private partnership programs:
Family, friends and "fools" are the first investors to think about when you start a startup. They will be the ones who trust in the idea
even without understanding it. It is estimated that this type of "investors" usually contribute to the project between 1,000 and 10,000
euros, which helps to establish the entity, register the brand or pay the services of notary and advice.
These private investors invest their own money in novel projects, according to their criteria, and contribute with their experience and
contacts. However, in some cases, several investors of this type are associated to reduce the risk of economic losses. Business angels
are looking for startups with high growth potential, scalable and with a committed and enterprising team. They usually invest between
10,000 and 50,000 euros, although figures of up to 300,000 euros can be reached.
At the national level, there are Business Angels networks such as the Spanish Business Angels Network (ESBAN), which groups
private investors and facilitates their contact with entrepreneurial projects.

- EBAN (European Business Angel Network), is the pan-European investor representative at an early stage that brings
together more than 150 member organizations in more than 50 countries today.
- AEBAN is the Spanish Association of Business Angels Networks, is a non-profit, independent and participative
association that associates to the main Networks of Business Angels that exist in Spain.
- Association of Internet Investors and Entrepreneurs (AIEI) grouping of relevant within the Internet sector, which
supports entrepreneurs in their media searches and funding rounds.
- AABAN is a non-profit, private and independent entity, whose purpose is to invigorate the creation and development of
business projects through the participation of private investors.
- Network aBAnza It is an initiative of the Chamber of Commerce of Zamora. Its purpose is to support entrepreneurs
with high growth potential projects, and potential business Angels interested in financing new businesses.
- Addquity is an investment company created to participate in the capital of companies and projects based on the
creation of value.
- ARABAN, Aragón Business Angel Network is a network of investors that includes Zaragoza, Huesca and Teruel. A
private financing instrument that enables the injection of capital into business projects.
- Aragón Invierte is the network of business angels that is driven by the Government of Aragon, and that has the
support of lbercaja and Caja Inmaculada. Its main task is to act as a link between business angels and entrepreneurs,
directing private investment towards scalable, high potential business projects, and in any sector of activity.
- ASBAN, Asturian Network of Business Angels, aims to put entrepreneurs in contact with innovative projects, with
investors willing to participate in them.
- Bagi is a network of investors created with the aim of putting investors in contact with innovative companies with high
growth potential.
- Alentia aims to link private savings with viable business projects that are capable of generating wealth and
employment.
- BABAN is a platform that effectively contacts entrepreneurs seeking financing and investors who want to find promising
companies.

- BCN Business Angels is a network of private investors specialized in investing in startups and SMEs to boost their
growth.
- BANC It is a private institution that connects investors and entrepreneurs who seek financing for the development of
their projects.
- BAN Madr+id is a specialized network of investors that facilitates the search for financing for companies with a
scientific-technological base in the Community of Madrid during its first years of life.
- Big Ban Angels is a non-profit association committed to the creation of a private investment ecosystem in startups.
- Biocrew is a network of private investors promoted by different agents and investors, with the aim of boosting the
entrepreneurial and investment activity linked to life sciences and technology.

This is a collective financing, where an entrepreneur receives limited support (in financial terms) from numerous investors. This
system is characterized by being less demanding than other financing channels. There are two types of modalities. Crowdfunding, as
such, is a system of cooperation that allows the project promoter to obtain economic financing through collaborators who, in
exchange for their participation in the project, receive some kind of non-monetary benefit. On the other hand, "equity crowdfunding"
is the one in which the people who collaborate in the startup become investors and shareholders of the company. As examples of
crowdfunding platforms, Kickstarter worldwide stands out in categories among which are projects of art, design, fashion, film, music
or fashion. At the national level, there are platforms such as Lánzanos, which accept all types of projects, whether entrepreneurial,
social, cultural, solidarity, technological, and so on. Of course, all must be related to self-employment.

Crowdlending consists of financing companies, projects or individuals by numerous investors, rather than by a single or a limited
number of investors. It is an innovative model that allows financing by the financial community without going to the services of a
bank or other traditional financial institution. As an example of crowdlending platform, ECrowd specializes in technology projects that
are based on a real business plan that is already working, suitable for projects with a certain route.
Venture capital companies provide the necessary capital to set up a startup in an early stage of development, with high potential and
risk, as they do not know if the service or product is successful in the society.
Normally, entities of this type invest in business models focused on the technological sector such as biotechnology, ICT and software.
Particularly noteworthy is the work of the Spanish Association of Capital, Growth and Investment (ASCRI), which is the body that
represents the private capital industry (Venture Capital & Private Equity) in Spain.
Among some of the major national Venture Capital Funds, Active Venture Partners, Axon Partners Group or Kibo Ventures.

In general terms, a Business Incubator provides support to entrepreneurs from the start of the business project in the form of
specialized advice, training and administrative infrastructure (such as offices, meeting rooms, office supplies, internet connections,
telephone service, correspondence, etc.). This information has been previously developed in more detail and including examples, at at
incubators section.
These are programs for initial stage technology startups, which usually provide entrepreneurs with a shared workspace, access to
mentors, a small seed funding and the opportunity to present themselves after this period to investors, business angels and venture
capital in the "demo day" or "investors' day". The information about accelerators has been mentioned earlier and examples are
included, at accelerators section.
These are non-reimbursable aids, which outside of those addressed to any company, do not usually abound specifically for startups.
In many cases, the risk associated with this typology of projects makes entrepreneurs at a disadvantage compared to other types of

through the provision of services and logistical support, assuming the cost of administration. This is the case of the Rising Start Up
Spain Program, which offers a free physical space and specialized mentoring to support the financing process, among many other
advantages.
They are aids whose conditions are generally more advantageous than those are available on the market, for which no guarantee is
required.
There are some lines specifically aimed at entrepreneurs (which are later developed), and others that are more general, but that allow
their participation:

European Calls
The European Union, in order to reverse the decline in the level of investment in Europe due to the crisis, has developed the so-called
Investment Plan for Europe.
The main element underpinned by this plan is the European Strategic Investment Fund (FEIE), created in collaboration by the
European Commission and the European Investment Bank (EIB) group, based on the mobilization of private financing for
investments strategies. Funding is provided for economically and technically viable projects, including those with a higher risk profile
than for EIB ordinary activities, such as startups. Its focused is on the following key sectors:
i) transport, energy and digital economy;
ii) environment and efficiency in the use of resources;
iii) human capital, culture and health;
iv) research, development and innovation;
v) support for SMEs and medium-capitalization companies.
The FEIE may also finance investment platforms to channel a financial contribution to various investment projects with a thematic or
geographical focus, as well as operations with national development banks (BNF).
Through the European Investment Fund, support is also channeled towards investments that can benefit startups.

- Global Call Go Ignite: launched jointly by Singtel (Singtel Innov8), Orange (Orange Fab), Deutsche Telekom (hub: raum) and
Telefónica (Telefónica Open Future). This call is aimed at startups in a state of growth seeking to gain notoriety around the four
telecommunications companies mentioned above. The goal is to find five Startups whose solutions are related to Artificial
Intelligence and improving the consumer experience or related to connectivity, among other things.
- Call "Startup Europe for Growth and Innovation Radar": Focused on financing projects for the following actions: Helping
established startups and potential technology entrepreneurs to succeed in the market, and raising awareness of high potential
innovators in Europe with specific actions aimed at improving the excellence of innovation in EU-funded ICT projects.
- Startup Programme: is an educational program, carried out at the same time in 17 European countries, whose main objective is
to boost entrepreneurship among young university students by helping them in the creation of their business plan.
- Horizon 2020, SME Instrument is a subprogramme of the eighth European Framework Program for the financing of R & D & I
Horizon 2020, focusing exclusively on small and medium-sized enterprises. Funding for this subprogramme will apply to all types
of innovation, including non-technological and service innovation.
Projects presented under this program can be individual or consortia, formed by SMEs, and receive funding throughout the
Innovation process through a phased grant scheme, aimed at supporting traditional or innovative SMEs, which have the ambition
to grow, develop and internationalize through a European innovation project.

It has several types of instruments, such as the Eurostarts program, which support the collaboration of SMEs from different
Member States, as well as very specific programs depending on the activity of the startup. The entire financing offer - not only

State Calls
Among the national calls for Startups, here we have identified those that even if they are not specific to Startups, their participation
fits in a clear way:
- Rising Startup Spain: is a program aimed at entrepreneurs and foreign startups that contribute to promote entrepreneurial
activity in Spain with a scalable and innovative project. Program promoted by ICEX-Invest in Spain in collaboration with the public
and private sector to complement the offer of services to foreign entrepreneurs and startups interested in developing their
projects in Spain.
The program has a duration of up to 9 months, starting from the start date of the incubation, and offers the following support
services to the participating startups:
- Obtaining visas with a more agile (fast-track) procedure.
- Free workspace in the cities of Madrid and Barcelona throughout the duration of the program. In particular, the winning
startups will be able to choose between three of the leading incubators in Spain: Barcelona Activa, Madrid lnternational Lab
and Telefónica, through its Open Future (WAYRA) initiative.
- Mentoring specialized and adapted to the needs of each startup; more specifically, it will offer advice on market entry
strategies, sources of financing and contact with potential investors and clients, among others.
- Direct non-refundable financial aid of € 10,000.
- Programa Neotec: It is the main tool for financing startups of the Center for Industrial Technological Development, CDTI a
public body dependent on the Ministry of Economy. It is intended for companies that develop their own technology and that are
not more than four years old. The support of the NEOTEC Program finances the start-up of new business projects that require the
use of technologies or knowledge developed from the research activity, in which the business strategy is based on the
development of technology.

Technology and innovation must be competitive factors that contribute to the differentiation of the company and that serve as a
basis for the strategy and the long-term business plan, with the maintenance of own R & D lines.
The aid may be used for business projects of any technological and / or sectoral scope, and this project does not comply with
business projects whose business model is primarily based on services to third parties, without development of their own
technology.
The beneficiary must be a small innovative company, constituted at most in the four years prior to the date of submission of the
aid application and in accordance with the requirements set forth in the call. N
- ENISA Aids: ENISA is the National Innovation Company, and its financing programs for startups - participatory loans without
guarantees or guarantees - are, in general terms, highly valued. Generally, ENISA co-invests when another private investor has
invested in the previous project, usually for the same amount. Their calls are open, that is, any startup can go to them to ask for
funding without looking at the calendar.
Within the aids of ENISA, we highlight the following:
o Young Entrepreneurs: Its objective is to provide the necessary financial resources to newly created SMEs, created by young
people, so that they can undertake the investments required by the project in its initial phase.
o Entrepreneurs: It seeks to support financially in the early stages of life of SMEs promoted by entrepreneurs, with no age
limit, to undertake the necessary investments and carry out their project.
o Growth: Its objective is to finance projects based on viable and profitable business models, focused on a competitive
improvement of production systems and / or change of production model; expansion through expansion of productive capacity,
technological advances, increase of range of products / services, diversification of markets; search for capitalization and / or
debt in regulated markets and financing of business projects through corporate operations.
Its objective is to support financially the SMEs promoted by entrepreneurs, to undertake the necessary investments in their first
stages of life and carry out their business project.

- INNVIERTE Program: The INNVIERTE program is part of the Spanish Strategy for Science and Technology and Innovation 2013-
2020. This Strategy contains the objectives, reforms and measures to be taken in the whole field of R & D & I in order to boost its
growth and impact, and is one of the pillars on which the Government policy in R & D & I for the next years.
The INNVIERTE program seeks to promote business innovation by supporting venture capital investment in technology-based or
innovative companies. INNVIERTE emphasizes the creation of a specialized ecosystem that not only covers the financing of the
different stages of the life cycle of companies, but also supports their management needs, technology knowledge and access to
international leaders.
- Emplea Call: It is a program of the Ministry of Economy, it does not provide direct investment, but funds part of the costs of the
hiring of workforce specialized in technological development. Specifically, in its last call, the maximum aid was 30,000 € per
technologist per year, if it is University graduate; if it is a Higher Vocational Training graduate, 25,000 € per year, with a
maximum of two employees per company. This specific program is equally oriented to business and employment.
In fact, and beyond the concrete grant, it has an employment exchange of technologists to bring professionals in contact with
emerging companies.
- SME Horizon: SMEs Horizon call launches a tool that will allow invest in Spain to the SMEs which product concept tests, processes
or technologies, have largely fulfilled the evaluation standard of the SME Instrument of Horizon 2020, but due to prioritization
issues and limited resources, have not received funding from the European institutions in that first phase.
SMEs will be the subject of a new selective process that will detect and finance those proposals that represent a high growth
potential for SMEs. Companies awarded with the aid, if they think it is convenient, may submit to Phase II of the SME Instrument,
or they can address the implementation and implementation of their project by themselves.
SME Horizon can be defined as a second chance for those startups that have been left out narrowly of Horizon 2020 programs of
the EU. The European Commission endorses and gives approval to many startups that ask for funding in its 2020 program, but its
budget is limited: when it comes to allocating funds, SMEs that have the lowest score according to EU scales are sometimes left
without aid. That is where the SME program, run by the Ministry of Economy, comes in: finances feasibility studies (technical and

commercial) that include a business plan of an innovative project to those SMEs that have been evaluated by the European
Commission with a score equal or higher to 12 points but have finally been left without funding.
The following expenditure items will be considered as eligible:
o Own staff and new contracting (this expense must be at least 10% of the requested budget)
o Subcontracting
o Travel
o Technical assistance
o Audit of Accounts
o Consulting. Services of an adviser belonging to the list of coaches appointed by the Executive Agency for Small and Medium-
sized Enterprises (EASME) of the European Commission for the SME Instrument up to a maximum of 18,000 euros.
- ICO company and entrepreneurs: Financing for self-employed, companies and public and private entities, both Spanish and
foreign, that make productive investments in the national territory and / or need liquidity.
This product can be also requested by individuals and communities of owners exclusively for the rehabilitation of their homes.
The processing of the operations is done directly through the Credit Entities.
The line allows requesting financing through the Companies and Entrepreneurs Line to finance:
- Liquidity: current requirements for current expenses, payroll, suppliers, etc.
- Productive investments within the national territory:
- New fixed or second-hand fixed assets.
- Vehicles, less than 30,000 euros (+ VAT). Industrial vehicles 100%.
- Acquisition of companies.
- Value Added Tax (VAT) or Canary Islands Indirect General Tax (IGIC).
- Up to 50% of current expenses related to the investment.
- Rehabilitation of households and common elements.

Regional/local Calls
In this section, information of interest has been collected and made available to the entrepreneurs by the different Autonomous
Communities, where they can receive updated information on the aids and support provided by the administrations and / or
associations of interest to the Startups.
Andalucía
Celera Emprende: is an initiative aimed at entrepreneurs and innovative and disruptive companies with growth potential and
scalable, capable of accelerating, and have the potential to develop a viable technical, economic and financial business model. Its
objective is the maturation and implementation of 20 business projects, as well as improving their competitiveness, increasing their
chances of success, survival and market development. The call for 2017 remained open from May 2 to 22.
Asturias
Asban, Asturian network of Bussines Angels: Offers services for both entrepreneurs and Business Angels. Among these services,
those offered to entrepreneurs are:
- Support and advice in the realization of the Company Plan, and later revision for presentation to the investors.
- Contact with investors through the telematic platform. Presentation of the project to potential investors who can contribute
financing / know-how.
- Advice and training focused on the capitalization process.
- Information on complementary financing tools.

Canarias
SODECAN: The Society for Economic Development of the Canary Islands is a public company of the Government of the Canary
Islands that provides funding for viable and innovative business projects, including grants to entrepreneurs.
Cantabria
Cantabria emprendedora: the main entities and institutions of the Autonomous Community of Cantabria have been coordinated to
respond to a series of needs detected around the companies and entrepreneurs, and the services that are provided.
Castilla y León
Lanzadera financiera de Castilla y León: is a permanent tool for public-private collaboration between the Castilla y León Regional
Government and the main financial entities operating in the Autonomous Territory, constituted to facilitate access to finance for all
viable business projects that intend to be developed in the Community. It is managed by the Institute for Business Competitiveness
(ICE).
Castilla La-Mancha
Plan Adelante Empresas: This is the strategy of strengthening business in Castilla-La Mancha. It is designed to improve the
competitiveness of their companies, boosting their capacity to grow and, with this, the creation and consolidation of employment.

GOBAN: is the "Business Angels" network set up in 2008 by the CEEIs of Albacete, Ciudad Real, Talavera de la Reina-Toledo and
CEEI Guadalajara, with the support of the Community Board of Castilla-La Mancha and with the co-financing of ERDF funds.
Cataluña
Red emprende: It is a public-private network of entities that, within the framework of the Catalunya Emprendiendo program of the
Generalitat of Catalunya, provides accompanying and support services to people who want to start a business in Catalonia during the
first three years of the business life.
Comunidad de Madrid
PLAN DE LOCALES DE LA AGENCIA DE VIVIENDA SOCIAL DE LA COMUNIDAD DE MADRID PARA EMPRENDEDORES: makes
available to the entrepreneurs of the Community of Madrid an offer of leased premises to develop their business projects.
PROGRAMA LEAN STARTUP: The Community of Madrid has designed a Program of Acceleration of Projects in which the
entrepreneurs, in a short time and with little capital investment, learn to identify who their client is; and to launch a Minimum Viable
Product to the market to verify if its business model is correct and modify it in its case. The Project Acceleration Program is promoted
by the Ministry of Economy, Employment and Finance and is co-financed at 50% by the European Union Social Fund.
ESA BIC Comunidad de Madrid: is the program of the European Space Agency (ESA) and the Community of Madrid, coordinated by
the Madrid Foundation for Knowledge, which provides incentives for business projects and startups that use space technologies or
develop applications based on these technologies in order to create new products and services not related to space.

MADRID EMPRENDE: It is the place where the city of Madrid collects information of relevance in this area at local level, including
possible calls for specific help.
Aceleradora de Proyectos de Alto Potencial: it is a service of the City of Madrid whose main objective is to support companies
with greater potential in their development phase, that is, when they already have a certain degree of maturity and what they need is
to grow and expand at the highest rhythm possible. The Acceleration Process consists of a diagnostic phase of the potential and needs
of the project. The establishment of a work plan based on the objectives set for each company and a specialized monitoring or
mentoring in which the actions carried out and the achievement of established objectives are analyzed.
Comunidad Valenciana
VALENCIA ACTIVA: arises with the aim of coordinating the existing structures in the City of Valencia in the area of economic
development and employment, the Employment and Entrepreneurship Service and the Comunidad Valenciana Foundation for the
Employment Pact. It has specific information and services aimed at entrepreneurs through Valencia emprende.
EMPRENDEDORES.GVA: is the platform that the Generalitat puts at the disposal of the people who want to undertake, grouping all
the information that may be useful to develop and implement their business idea and project.
Extremadura
Programa Startup Extremadura: is a program led by the General Secretariat of Science and Technology of the Junta de
Extremadura and shared with the community of individuals and public and private entities that provide support and promotion

services for the creation of technology companies in the Extremadura region. Physically, the program is developed based on an
infrastructure of collaborative workspace and crowdworking spaces that house the projects and the main activities of acceleration of
the program. The spaces are distributed throughout the regional territory.
Galicia
IGAPE: Galician Institute of Economic Promotion (IGAPE) is the agency, attached to the Conselleria of Economy, Employment and
Industry, for the economic development of Galicia. Provides the integral support necessary for a business idea to be carried out,
making viable initiatives possible, for which has also been launched by the Galicia Emprende Unit, which emerges as an initiative of
the Xunta de Galicia established in the Law of Entrepreneurship and the economic competitiveness of Galicia, which together with
other instruments seeks to catalyze the initiative of entrepreneurs and companies so that in Galicia can be achieved indicators of
short, medium and long term for High, better and more efficient business activity.
XesGalicia: is the management company of Galician venture capital entities, finances business development through temporary and
minority interests in the corporate capital of companies. As a complement, it grants participatory loans or long-term ordinary loans to
investees, through the management and administration of different and specific funds and venture capital companies.
It comprises several types of funds, of various themes, including:
o Adiante 2000 FCR: For established and viable companies, that need support to save or avoid a possible temporary
difficulty.
o Emprende FCR – Pyme: For innovative projects, entrepreneurial initiatives and / or related to new technologies.
o GIE FCR – Pyme: For the promotion of the entrepreneurial spirit.
o Tecnológico i2C FCR – Pyme: For business projects of marked innovative character and with a proven management

EL INFO: is the development agency of the Autonomous Community of the Region of Murcia. Provide support through a technical

Start Up Capital Navarra: is a Business Promotion Company promoted by the Government of Navarra and managed by Sodena
(Sociedad de Desarrollo de Navarra, SL), in which 22 companies, both private and public, participate in the financial, industrial,
university and promotion fields business. It finances business projects that are in their early stages of development, with high growth
potential for Navarra. They must be innovative or differentiated projects that allow approaching a new activity in the market and
creating qualified employment for Navarra.
País Vasco
Bizkaia Seed Capital: is a charter company, attached to the Department of Economic and Territorial Development of the Provincial
Council of Bizkaia.
It is offered as a fundamental mechanism to finance innovation. It is a tool for economic development and regeneration of the
business tissue of the Historical Territory of Bizkaia. For this, it has the following financing tools:
o Fondo I: It is a Venture Capital Fund, whose objective is the promotion of entrepreneurial initiatives with an innovative
vocation.

Multisectoral Technological Innovation
- FOROS NEOTEC INNIVERTE: It is celebrated in Madrid, November 8 (Forum NEOTEC-INNVIERTE Life Sciences and on
November 22 (Forum NEOTEC-INNVIERTE ICT and Industrial Technologies). They are intended primarily to give visibility
and facilitate access to seed and venture capital financing to the most promising companies that have participated in the recent

- CROWDAYS: This is the largest crowdfunding event in southern Europe. Barcelona on November 9 and 10, 2017.

- SMART MONEY MADRID: It is held in Madrid on September 25, 2017. Smart Money is a reference event in Spain for
