Fall’s fast approaching, the kids are back to school,
and here’s hoping each and every one of you had a
terrific summer.
If you haven’t heard by
now, our July 4th event was
a great success and fun
was had by all. Much of
this is attributed to the
many folks who stepped up
to plan, contribute, and
participate throughout the
day. Thank you so much to the 100+ volunteers who
worked to make every aspect of the event a great
success! Not only is this a fun community event but an
important one that helps to keep the clubhouse doors
open for community events.. CCA brought in around
$2,000 from the July 4th activities. This pays the bills for
the clubhouse for a little over three months. CCA
membership and dinners pay another 3-4 months or so.
and then it’s back to the drawing board for additional
ideas on fundraising to pay the taxes and utility bills.
Remember, your
membership and
community
participation is an
important component.
Speaking of events, be sure to mark your calendars
for the many upcoming community gatherings.
This year marks the 10th anniversary of the 2003
Cedar Fire. The CCA has planned a commemorative
event on October 26 inviting all Crest residents to
participate. See page 5 for additional information.
During the fire season, thoughts naturally go to fire
safety. Two small fires have already been extinguished
close to our Crest community, Be sure your property is
well maintained and that you read the important fire
information enclosed in this issue.
The San Diego County Library system is celebrating its Centennial Celebration. The Crest Library has teamed up with the Crest Historical Society for a presentation on the history of Crest and its library on September 24
th at 6:00 pm. See page 2 for the many
library events scheduled. (Note: date correction)
Looking for a little fun on the hill? Check out the next music night on the hill with Dave and Tom scheduled for October 5
th from 7-9:30 pm at the Clubhouse. Bring your
own drinks and snacks or donate for the snacks provided. It always proves to be an enjoyable family friendly evening with a variety of entertainment. More information can be found on page 17. Looking for a little girlfriend time? Thanks to Kathy Sawaya for coordinating an enjoyable and informative health and wellness Ladies Tea and Luncheon for November 2 at the clubhouse. See page 5 for information on how to RSVP to this fun afternoon gathering. Kids, are you interested in taking art classes at the clubhouse? The CCA is thinking of offering some enrichment after school classes for kids and is asking for your input. Also, check out the adult art class opportunity on page 8 along with other CCA news. Check out page 24 for information on Crest Church’ Harvest Festival on October 31
st and an upcoming
rummage sale on September 7th.

for a native plant sale at the Crestridge Reserve. It’s a great opportunity to buy water-wise and wildlife friendly plants for
your yard. While you are there, take a nice hike through our wonderful ecological reserve. See page 9 for additional events and volunteer opportunities at the Reserve Kiwanis, as always is hard at work for the betterment of our community. Check out page 19 for a list of their upcoming activities. The Crest Planning Group is looking for input on how to spend PDLC Funds for our community parks. Attend the September 9

Then and Now Commemoration of the
2003 Cedar Fire
October 26, 2013 1-4 pm @ the Crest Clubhouse
October 26th is the 10th anniversary of the 2003 fires. The CCA is planning to mark the occasion with a commemorative event to bring the community together to share their experience, to thank those who were here to help Crest get back on its feet, and to learn how to be more prepared for any natural disaster. The clubhouse will be open from 1:00– 4:00pm, with a tree planting ceremony at 3:00. We will have light refreshments and information tables from the Fire Safe Council, Kiwanis, CCA, and Noah’s Wish. We are inviting our kids to display artwork and essays describing how the fires affected them, including the good things that came out of a bad experience. The purpose of this event is to give people the opportunity to process feelings about the fires in a supportive atmosphere. The tenth anniversary of any trauma can bring up strong emotions, and people may find themselves feeling depressed without knowing why. We hope that this event will help people to focus on the future and feel good about how much more prepared we are now.

Message from CCA President Lori Johnson Hi Neighbors! We’re halfway through the 2013 CCA Board’s term, and it’s been a wonderful year so far. Our goal was to increase community involvement and to enhance our support and service to the community. So far this year, we’ve seen both of these things happening! More people are getting involved through a variety of volunteer activities from helping out at the monthly dinners to pitching in to keep up the clubhouse grounds. We want to extend our appreciation to all of you who have given your time, talent, and funds to help the CCA continue to thrive in Crest. If you would like to volunteer in any way give us a call! 619-44-CREST (619-442-7378). Leave a message and we will return your call. The CCA Welcome Wagon is back! After a lapse of several years, we are welcoming new neighbors with a basket of information and goodies. David Burnight brought this suggestion to the CCA Board, and Jen Coates, our Vice President, has joined forces with David to get the program up and running. Thank you, David and Jen, for welcoming our new neighbors! We’re also using name tags at the monthly dinner to help people get to know each other. Be sure to wear your nametag at the next dinner and welcome our new neighbors. Are you a new neighbor or know of a new Crest resident? Email Jen Coates at [email protected] or leave a message at 44-CREST. Speaking of dinner, we’re serving Bar-B-Q chicken and fixin’s on Wednesday, September. 4th as a last hoorah to summer! All of our dinners are home-made goodness, and you can’t find a better deal anywhere! Starting this past spring, David Jones has been providing us with beautiful acoustic guitar and song to compliment the good food and great company. Thanks David! The July 4th Parade and Celebration in Nancy Jane Park was a terrific success! We raised over $2,000 to support the clubhouse.. Thanks to each and every one. I went to a garden party… The clubhouse grounds are kept up by volunteers. Right now that
means that whenever one of a handful of people has time they go pull weeds, mow the grass, trim hedges, etc. Recently Roger and Suzanne Mullins donated two yards of much needed mulch, and we got it in place in just two hours…many hands do indeed make quick work. Tom and Jackie Grace are there every month doing what they can, but WOW everything grows so fast! Last week, Jackie and I took a section and really felt like we got a handle on that small corner Jocelyn Cowles and Wayne Johansen, thank you for your ongoing help with the grounds. We would love to have a monthly garden party (sort of) to give more people the opportunity to help maintain the grounds. If you are interested in volunteering, please let us know (619-442-7378). We’ll put the call out during the week for a Saturday or Sunday, spend a couple of hours working on a few sections, and have some light refreshments. The CCA Membership Drive is still underway! If you haven’t joined or renewed yet, it’s as simple as filling out the form in this newsletter and brining it, along with your check, to one of the dinners or dropping it in our mailbox. Keeping the clubhouse open is always a primary focus of CCA. Our monthly overhead is approximately $700, and the money to pay those bills comes from four main sources: Membership
dues, July 4th proceeds, private clubhouse rentals, and the monthly dinners. So far this year, we’re struggling to break even. Our dinners are netting about $100, and that much only because most of the food is donated. We’re brainstorming ways to raise funds, and we hope that Crest will support our efforts to support Crest. Art Classes Offered to Crest Kids?
We need your input
CCA is looking into starting a monthly art class for children! We are taking a POLL to see if parents are interested in bringing their children to the CCA clubhouse once a month to learn the value and techniques of art. The hands-on class will be taught by an art major, focusing on all types of art. The one hour class will cost between $5-10. Eco-Dye Art Plans are in progress to organize a one day Eco-Dye workshop in Crest. Eco dyes are created when particular leaves, stems, or flowers are tightly wrapped in fabric and put in boiling water. The plant material deposits its color leaving a permanent impression or print on the fabric. It's a simple process, yet it gives amazing results. Add embellishments and stamping techniques to create a beautiful silk scarf. If you or others you know have an interest to learn this new technique, please send an email to [email protected].
Editor’s Note: Remember the article I wrote on Luffa’s in the March April Edition of the Crest Sun? Well my curiosity got the best of me and I sent away for seeds. I now have a luffa farm! Watch out Crest for my newest entrepreneurial endeavor. Crest’s first Luffa farm; I mean how many Luffa farms do you know about? Seeds, luffa sponges, soap and what else can you do with a luffa? I hear you can even eat them but I’m not wasting them to check it out. Note: This may take a few years I only have 20 luffas at this point! But you never know! …… And yes, I know you can buy them for a buck at the 99 cent store. They aren’t Crest Luffas!

Fire Safety has been in the minds of all Crest Folks as we continue to be vigilant of fire dangers and be prepared for any dangers that could come our way. The Crest Fire Safe Council, The Crest Community Association, the San Miguel Fire Protection District/Cal Fire, the Crest Planning Group and Crestridge Ecological Reserve groups are all working together to keep Crest safe. The above groups recently met at Crestridge Reserve. Evacuation Routes One issue that has been in the works for some time is the availability of additional evacuation routes to be used in the event of an emergency. While there are only two paved official routes off the Crest Hill (La Cresta Grade and Mt View to Harbison Canyon), newer folks to the community may not realize there are additional unpaved unofficial routes under discussion. These potential routes would be used only in the event of a disaster. Before this could be allowed there are many issues to work through such as locked gates, private property, grading issues, liability, and signage. It is the goal of these Crest focus groups to create official safe, alternative evacuation routes, which would be available in the event of an emergency. One route under discussion is the Suncrest Truck trail, a fire road which starts at Suncrest and ends up down by the Shadow Mountain area. Another route location being discussed traverses through the Crestridge Reserve. When these routes become approved, the community will be informed and be allowed time to investigate the routes for family evacuation plans. Thank you SDG&E for the $2500 Grant Award. CFSC successfully wrote and was awarded this grant which will be used to:
Help Fund our Crest Emergency “One Call Now” system. This system alerts Crest Community members by phone in the event of a fire or other disaster. Community members can submit up to three phone numbers which will be called if there is an emergency. There is a primary information number that is used as a general warning. If danger is imminent, then all numbers are called (typically home, work, emergency). You can sign up for this free service by emailing [email protected] with the phone numbers. Optionally, your email address can be added for general information messages. Email or call 619-977-1566 with your info.
Part of this funding will also help purchase red flags to implement a red flag warning in the event of an emergency. Additionally, the funds will be used to purchase signs for emergency evacuation routes as discussed above.
CFSC wants to remind folks to keep their “To Go” bag ready and current. If you need any help to know what to put in them, please email Kandhy at her email address: [email protected].
Animal Rescue in the Event of an Emergency Kandhy Franklin wants to remind residents of emergency procedure regarding animal rescue in Crest: Kandhy has a list of current names and phone numbers of folks willing to help in the event large animals must be evacuated from Crest. FEMA protocols have been set up in the area for you and your animals’ safety. As with past practice, an Incident Command Center is established for the community i.e. the Crest Clubhouse or other location away from the other agencies. If a Crest emergency location is not possible, then a mobile location is established at either Granite Hills or Gillespie Field with the Fire District, police, Sheriff, CHP and other agencies in the loop. At the last CCA meeting, Crest resident, Jennifer Toth introduced Geoffrey, who spoke on another rescue relief program called Noah’s Wish. This Sacramento based organization focuses solely on “Animal Disaster Relief. The program has certification programs that are dedicated to educating the public, animal organizations, and emergency management agencies at all levels in disaster preparedness for animals. Geoff announced an upcoming free training seminar on Animal Evacuation and procedures. The seminar designed for community leaders is scheduled for September 21 at the VFW in Lakeside.. Although this class has limited seating, he noted

Proposition E Meeting The yearly budget review meeting of the Proposition E Oversight Committee was recently held. The public was invited to attend and submit questions and concerns. In attendance were: Gary Croucher, Leonard Villarreal, Chris Winter, Joe Ranalli, Doug Perry, Richard Fiedor and Kathy Fiedor. The budget was reviewed. Issues raised included concerns regarding additional fees being added after seven years since Prop E verbiage mentions this. Chief Croucher stated that "nothing is in the works" for another fee at this time. The issue was raised that Bureau of Labor Statistics doesn’t reflect a 3% increase in inflation in the past several years; yet, the San Miguel Fire Board have voted to raise the fee 3% every year since the Prop E was passed. The actual Prop E sample ballot was shown to all at the meeting, noting the language showed the fees would be assessed yearly based on inflation. An issue regarding hydrant maintenance was brought up, and SMFPD shared that our local firemen are working on helping with this issue, even though it is the responsibility of the homeowner to abate the weeds if the hydrant is on your property. The SDFPD personnel shared they want to do better at public outreach to Crest when folks shared that some feel we are not adequately represented. It was suggested since we are 25% of the stations, CFSC should consider having a board meeting on occasion in Crest. A question was asked as to whether our fire station is sometimes unmanned. Chief said it is always covered. If they are called off the hill, another station is called to man ours. Last was an issue regarding information on fire incidents and getting that information to the CFSC in a timely manner.

STATE COURT AFFIRMS WINE ORDINANCE RULING The California Appellate Court affirmed a lower court ruling that upheld the legality of the 2010 winery initiative spearheaded by Supervisor Dianne Jacob. Barring an appeal to the state Supreme Court, the decision marks the conclusion of a three-year legal challenge. “This is a great victory for vintners, wine lovers and the region’s farm economy,” said Jacob, vice chairwoman of the Board of Supervisors. “By reducing costly and burdensome regulations, the ordinance has uncorked a new collection of boutique businesses.” In Ramona, a federally-designated viticulture area, there are 20 wine-tasting rooms today, compared to one when the ordinance was approved. The ordinance was crafted to better regulate and encourage vintner operations through a tiered permit system tied to the amount of wine produced and the size of the operation. It has made it easier and less expensive for smaller wineries to open on-site retail outlets and tasting rooms. The Board of Supervisors recently agreed to explore the issue.
SAN DIEGO COUNTY TO EXPAND MENTAL HEALTH SERVICES The Board of Supervisors unanimously agreed Tuesday (7/30/2013) to expand outreach services for the severely mentally ill and to further explore the implementation of Laura’s Law. At the urging of Supervisor Dianne Jacob and Supervisor Dave Roberts, the board voted 5-0 to enhance the county’s In-Home Outreach Team program, or IHOT, in an effort to reach more adults who have resisted treatment or other services. “The expansion of the outreach program is a major step forward for the region,” said Jacob. “We are also continuing to study what it may take to put Laura’s Law into place, but if we take that step we want to make sure it’s done in a cost-effective way that will make a real difference in the lives of the mentally ill.” “I wanted to ensure that we strengthen the programs and treatment for those with mental illness and that that there are no gaps in our services,” Roberts said. “County staff will provide quarterly reports to the board so that we can monitor progress and make certain we reach these goals.” The vote followed a public hearing that included calls for the immediate implementation of Laura’s Law, which permits court-ordered, involuntary treatment for the mentally ill who refuse medication and are unable to make rational decisions. County officials and others noted, however, that the 11-year-old state law includes limitations that hamper its effective implementation. The board backed a county staff recommendation to pursue modifications in Laura’s Law while the county seeks funding to possibly put the law into effect. Staff pegged the initial cost of these efforts, along with the expansion of IHOT and other enhancements, at up to $2.3 million. IHOT is a voluntary program that was launched in only a portion of the county early last year. It will now be expanded to the entire region. Jacob and Roberts raised the issue of the county’s mental health strategy in March, convincing their board colleagues to weigh the current voluntary approach against Laura’s Law.

Clubhouse Tom Baird and David Silva go back a ways in Crest. They met when David was hosting the Open Mic Night on Wednesdays at the much beloved Coyote Country Coffee
Café and Restaurant. Tom had come up to perform a set of his original songs along with other artists such as Kev Rones, Marcia Holdaway, Jeff Schmitz, Suzanne Reed, Straight Six, Don Halte, and Glenn Johnson, among others. David joined Tom’s original 4 piece rock band called I-Witness, who still practice and perform today, but Tom was looking for a more acoustic sound to perform for the coffee café scene around town. David joined Tom’s vision, and the two started perfoming 4 ½ years ago at Rebecca’s Coffee Café every 3rd Saturday night, which continues to this day. David at first began playing the bass guitar, but then switched to d’jembe drum to give their music a broader appeal. Since then the duo have added regular Music Nights at the clubhouse in Crest about every other month that always include local and “from down the hill” guest artists. Come catch this duo and their ever-changing array of guest artists at the next “Music Night”. The evenings always benefit the Crest Community Association by asking for a $2.00 donation at the door, with kids always free. Snacks and drinks are provided for a donation, and/or b.y.o.s.w! The May, June, July and August regular meeting of the Group would be held at Dehesa School. The following are segments from the June 10, 2013 minutes regarding Crest. For a full copy of the minutes go to www.crestplanning.org .F. ACTION ITEMS. Report on the proposed consolidation of Rural Fire and the County Fire Authority (Mary Manning). Mary reported, based on her attendance at the Rural Fire Board meeting, that the Rural Fire Protection District did sign a contract with the County Fire Authority that extends County’s services and support for Rural Fire for one year, with the stipulation that the current (or better) level of staffing at all the Rural fire stations will be maintained. The Rural Board must decide during the contract year whether to dissolve itself (which requires a unanimous vote by the Board); if the Board cannot unanimously dissolve itself before 30 June 2014, then the issue of dissolving the Rural Fire Protection District will be decided by a public vote; the Board must vote on the issue by May, 2014, if there would be sufficient time to arrange a public vote by June. She also reported that the Board members voted to reactivate the application of a suspended bylaw that allows Board members to receive a meeting attendance stipend of $100 per official meeting, for up to 4 meetings per month. Chairman Wally Riggs reported that following Planning Group direction, he contacted Supervisor Jacob’s office and asked for guidance on the consolidation issue regarding potential impacts to staffing at Harbison Canyon Fire Station and Dehesa Fire Station, but that he got no response to his request. Riggs also reported that the Jamul Planning Group chairman expressed interest in knowing about reactions of others to the proposal to dissolve Rural Fire District, and that in response he sent a copy of Mary Manning’s letter and an explanation about the unique situation for the fire stations in Harbison Canyon and Dehesa. He also reported hearing that the Rural Fire Protection District is negotiating with the Jamul Tribe about providing fire protection service for a casino, if the Tribe is successful in putting one in. 1. Announcements and correspondence. Wally Riggs announced that on 14 June 2014 the Planning Commission would conduct a hearing on the proposed Tiered Equine Ordinance. He encouraged interested persons to review the draft ordinance on the County website, and summarized key provisions for the Group: the proposed ordinance eliminates the need for a discretionary permit below a certain threshold number of horses on the property; in the Crest-Dehesa Subregion and other areas where the County Zoning Ordinance regulates horse ownership issues, the proposed Tiered Equine Ordinance allows by right a specific number of horses per acre, or requires a ministerial permit for up to 10 horses per acre, or other formulas, depending on which of four tiers is involved; no permit would be required for keeping a horse for private use in appropriately zoned parts of the County.
The following are segments from the July 8, 2013 minutes regarding Crest. 2. Proposed Open Space Encroachment, AD13-022 at 1903 Saxton Lane, La Cresta Road/Old Bend Road. Chairman Wally Riggs reviewed for the Group a proposed project required to remove several boulders improperly stockpiled on dedicated Open Space land, and the proposed revegetation plan to restore the site to its original condition as preserved Open Space. The Group briefly discussed the original residential lot development plan and the unauthorized stockpile of boulders placed in its designated Open Space. Jeff Myrick moved the Planning Group recommends approval of AD13-022, Open Space Encroachment at 1903 Saxton Lane, as proposed. The motion passed (8 yes; 0 no; 0 abstain).
Park Land Dedication Ordinance Priority List Every year the County Parks and Recreation Department asks the Planning Group to compile a list of items that our communities would like to have in our Parks: Nancy Jane & South Lane in Crest and Old Ironsides in Harbison Canyon. The PLDO funds come from park fees assessed when new homes are built or remodeled. All requested items must comply with the county’s “Active Recreation” definition. Items requested for South Lane Park will likely require a “maintenance entity” to enter into an agreement with the county to maintain the improvements, since this park generally doesn’t receive funds from the general account for maintenance.
