Hours polarization, “Time divide” (Drago and Wooden, 2007; Jacobs and Gerson, 2006).

Long Hours Volunteers vs. Conscripts (Drago, Wooden and Black, 2009).

Overemployment and Underemployment (Reynolds, 2007; Golden and Gebreselassie, 2007).

Perspectives, Cont’d Labor-Employment relations (LER);

◦ Structurally or cyclically lower relative bargaining power workers in workplace, labor market, especially for hourly paid workers.

◦ de-standardized and intensified working time (with de-unionization and high performance workplace practices), drive for more numerical flexibility, which may not coincide with employees’ concept of flexibility.

Work-Life integration (Sociology, Psych, Family Devt);◦ Market forces alone cannot bring about “employee benefits” if employers judge

them as too costly (Glass, 2007; FWI, 2008); ◦ Flexibility is not synonymous with control (MacDermid and Tang, 2006).

Occupational Health Psychology (OHP);◦ Mental health outcomes, including work-life balance, stress, fatigue, are:

positively associated with aspects of workplace flexibility (Grzywycz and Butler, 2008) and with schedule fit (Barnett and Gareis, 2005)., 9

• Johnson and Lipscomb (2006), calling for more research on the health effects on workers who lack the “ability to predict and control their work schedules.”

• Costa/Akerstedt et al, 2004: when OT is associated with having greater decision latitude and influence over work situation, as in many white collar jobs, may mitigate adverse effects.

• May just reflect the general degree of Flexibility in the Workplace or Job for workers to meet daily personal needs, which affects health, healthy behaviors (Grzywacz et al, 2007).

• Caruso et al (2006) find that risks of long hours are “influenced by … demands of the job,” such as the potential mediating effect of Control (over job): Butler, et al (2007), van der Hulst (2003).

• I-O Psych: Flexibility is a key moderator of adverse WLB effects of longer work hours, and sustainability of workers’ health, safety, etc

Motivation : Augment “utility” model in conventional economics of labor supply

• In the emerging, behavioral economic approach spirit…– Work affects more than income and nonwork time:

• Consequences of “overwork” may offset utility gains from additional income

• Little evidence of complete “compensating wage differentials” for overwork or overemployment (beyond preferred # of hours)

– Choice, voluntariness, timing of work, ease of transition between work and nonwork, all should be a separate argument in a utility function

• inflexibility, variability, timing mismatch are absent from standard econ model of individual “welfare.”

WLB is significantly worsened by , in order of magnitude: Having OT required, inability to take time off during the workday, lacking control over daily start and end times, working beyond usual schedule and actual hours worked last week.

However, among salaried workers only, the effects of MoreDays and Hours are relatively stronger than among hourly paid workers…and being able to vary daily schedule matters more than taking off a few hours during the day.

Results• Probit estimation finds that overemployment is more likely among women, whites,

the married and mothers of young children. • It is also higher among those employed in selected occupational classifications

such as managers & administrators, health professions, scientists, engineers and non-science technicians, and in industries such as health care, utilities and transportation.

• This suggests the costs and benefits to employers of accommodating hours preferences differ by sector.

• The probability of overemployment climbs progressively as workweeks lengthen above 40 hours.

• Working a longer than standard 40-hour workweek is associated with greater overemployment whereas shorter hours is associated with lower overemployment (and higher underemployment).

• Overemployment is higher for workers with long workweeks and on daytime shifts. Underemployment, in contrast, is more likely among non-whites, and in blue collar production or service occupations.

CONCLUSIONS

• Overemployment is concentrated among workers with certain personal and job characteristics, burdening: – women, mothers with pre-school children and older aged workers– workers working longer hours, at least 40 hours per week.– workers in certain professions and managerial jobs, and a few technical

positions, particularly those related to health care.– certain professional occupations and industries, esp. health-

related. – Flexible work schedules only relieve overemployment when they

are informal.
