The national register for Vocational Education and Training is a website housing an online database relating everything on vocational education and training in Australia. This website is located at “Training.gov.au”. The Department of Education and Training manages the national register.

Training.gov.au is the authoritative source of:

1. Nationally Recognised Training (NRT), which consists of: Training Packages Qualifications Units of competency Accredited courses Skill sets

2. Registered Training Organisations (RTOs) who have the approved scope to deliver Nationally Recognised Training, as required by national and jurisdictional legislation within Australia.

1. Use the search engine to find the national register for VET website, or2. Enter the following URL into a web browser: www.training.gov.au

1. On the homepage, click on the link titled “Search for Organisations or RTOs.”

2. In the name/code field, enter either the full or partial name of the RTO, for example “Canberra Institute of Technology,” or the RTO code.

3. Next, click on “Search.”

4. The screen below shows a brief overview of the RTO, such as ABN, its’ RTO code etc.

5. Next, click on the “registration” tab (see image below). The most important element on this screen is the status of the RTO, meaning the RTO is currently registered (green) as an authorised provider of VET training and assessment with AQSA. When a RTO ceases to operate as a training provider, its status will be depicted in red, meaning the organisation cannot offer, nor delivery any types of AQF qualifications.

6. Next, click on the “scope” tab. The information shown in the qualifications table is a list of AQF qualifications the RTO can deliver and assess as a training organisation, including what States/Territories these courses can be offered. This is commonly known as the RTOs “scope of registration.” For example, this RTO is permitted to deliver training and/or assessment in “Certificate II in Animal Studies,” or package the various units of competency from this AQF qualification as a Statement of Attainment.

7. Next, click on the “delivery” tab. This information simply shows when the RTO commenced offering a specific AQF qualification as a training product, such as online/e-learning course, full time or nighttime course, etc to individuals.

One important aspect regarding the VET quality framework for RTOs is that they must advertise on their marketing material and websites their RTO code. When a training provider is approved by AQSA to operate as a RTO, they are awarded a certificate of registration, which contains a unique identifier, or RTO code. This means each registered RTO has a RTO code. At some point, you will naturally come across various courses offered by RTOs, so you can take their RTO code and check the national register to check if the organisation is currently registered as a legitimate RTO, and obviously has the right to deliver NRT components, including AQF qualifications.

1. On the homepage, click on the link titled “Search for Organisations or RTOs.”

2. In the name field, enter the RTO code, for example the RTO code for “Canberra Institute of Technology” is “0101,” which can be found at the bottom of CIT’s homepage, and click “Search.”

3. The screen below shows the results for RTOs with “0101” in their RTO code. In this example, we have confirmed that the RTO operating as “Canberra Institute of Technology” is currently registered with AQSA .

Next, in the title/code field, you can enter the name of the training package, the name of a unit of competency, or the unit code for a competency, for example to view the details for the unit of competency that deals with the “Construction White Card Induction Course,” we use the following unit code “CPCCWHS1001,” and click “Search.”

3. Note: Should you enter a generic course name in the title/code field, for example “White Card,” the national register does not recognise these titles – see below.

4. After entering the unit code of “CPCCWHS1001,” the national register will display the details for this particular unit of competency.

Here we check to make sure this unit of competency is the current version.

Here is a list of training packages that this unit of competency has been exported, which can be used in other qualifications.

Here we can see that this unit of competency had an earlier version, which must not be used by RTOs because it’s now “out-of-date.”

5. Next, scroll down to the bottom of the page to view the most important component for every unit of competency – the ability to download both the unit of competency and the assessment requirements.

6. Next, scroll back to the top of the page and click on link “Find RTOs approved to deliver this unit of competency.” Here we can view the number of RTOs who are approved to deliver training and assessment in this particular unit of competency, meaning we can identify the RTOs who have this unit of competency approved on their scope.

Here we can download the details for the unit of competency and the assessment in two formats, namely Word (docx) and Portable Document Format (PDF).

This screen shows the number of RTOs who have the right to deliver the training and assessment of CPCCWHS1001 - Prepare to work safely in the construction industry, namely 698 RTOs nationally!

The most important skill when working with the national register is to understand the difference between “current,” “deleted” and “superseded” qualifications, units of competency and training packages. It is inevitable that training packages evolve, change, and are replaced due to the nature of most industries, therefore individuals working in the VET sector, especially in RTOs need to deliver the most up-to-date version of any AQF qualification. Here, we will look at the older version of the current unit of competency called “CPCCWHS1001 - Prepare to work safely in the construction industry.”

1. On the homepage, click on the link titled “Search for Training Components”

2. Next, in the title/code field, enter the following unit code ”CPCCOHS1001A” and click “Search.”

How to Understand Superseded Units of Competency

The confusion here is what is the difference between current and superseded?

The trick is take notice of the title of the new/current unit of competency that replaced this unit!

“Current” means this unit of competency can be delivered by a RTO until they migrate and deliver the new version of this unit.

In this example, we will look at the difference between “current, superseded and deleted” AQF qualifications.

1. On the homepage, click on the link titled “Search for Training Components.” Note: Make sure deleted and superseded data are included in the search.

2. Next, in the title/code field, enter the following unit code ”Certificate 2 in Information Technology,” and click “Search.”

3. Next, click on the “Qualifications” title bar, which will show all corresponding matches to our search.

How to Understand Superseded Qualifications

Here, you can see that 83 results have been returned, and 39 of these relate to qualifications.

The results show there are three (3) matching qualifications for Certificate 2 in Information Technology.

The two (2) qualifications listed as “deleted,” mean these belong to former training packages that are no longer delivered in the VET sector.

What we can see here is that no current/active Certificate 2 in Information Technology available, rather it was superseded in the latest training package, and operates under a different Certificate 2 title.

4. Next, click on the “ICA20111” title code (next to superseded), and this will take us to new qualification that superseded the older ”Certificate 2 in Information Technology.”

5. Next, click on the “ICT20115” title code, and this will give us the latest qualification details.

Although the national register has taken us to the qualification that superseded the former course, it appears this qualification has also been superseded by a newer version – look carefully at the unit codes.

2. Next, deselect all options, and only select “Training Packages.” Note: You can either type in the words training package in the title/code field, or leave it blank, and then click “Search.”

3. You will now be presented with a list of all the current training packages. Next, find the training package you wish to access by selecting the three (3) character code on the first column. For example, “Business Services Training Package.”

3. You will now be presented with a list of the Accredited Courses. Next, find the accredited course you wish to access, and click on the eight (8) character code on the first column. Note: Accredited courses are enterprise qualifications that have been developed to meet the needs of a particular industry or workplace, and do not form part of the mainstream training packages, however they are nationally accredited by AQSA as an AQF qualification.

Here you have a number of search filters available, including finding the competency for a particular unit, search for qualifications belonging to a training package, search all courses and/or qualifications delivered in a particular State/Territory, find qualifications linked to particular occupations and industries, etc.

Every training package, qualification, unit of competency etc are replaced, deleted, and so on. A useful option for those who wish to remain updated on latest developments involves using the “Notify Me of Changes” option.

1. Select the particular unit of competency you wish to remain up-to-date, and choose the “Notify Me of Changes” option – see below.

2. The next step simply involves signing into your national register account after registering a new account.

The most enjoyable experience was my time working as the RTO Manager at the Canberra Deep Space Communication Complex, which forms part of NASA’s Deep Space Network. I was responsible for managing the RTO, and was the project manager and training package writer given the task of developing and getting the national accreditation of an enterprise-VET qualification, namely the Certificate 4 in Deep Space Network Operations.
