The bill and exchange brokers were stirring round freely in the early part of the day. Ther was a decided improvement in bills on all points to-day. Itgot abroad, or rather it was bruited about, there was not so much cotton on sale ashas been expected, particularly as 80,000 to 100,- 000 bales of the supposed stock is trash or sandy cot- ton. This will leave a very small quantity of mer- chantable and good cotton on hand. We did not learn of any movements in stocks to- day other than the sale of 100 shares Bank of New Orleansat 1041, closed for a day or two since, and 110 shares, in small parcels, at from 105@1054 ; 90 shares Crescent City Bank at 105 ; 50 shares Union Bank at 104, and a further lot of 100 shares Bank of New Orleans at 105. There is no disposition on the part of holders to sell. City consolidated bonds are nowheld at 94, with very few offering. State bonds quiet, and cannot be had under 97@98. The act to enforce the weekly settlement of the balances between the banks of New Orleans, which we published on Saturday last, has, we learn, re- ceived the assent of the Governor. It will not be long before Major Mcllhenny, of the Board of Cur- rency, will be prepared to carry out the intended re- quirements, which will be a great relief to the banks and their officers. As an illustration of the cum- brous action of the bank act, we have to state that on Saturday, the 12th inst., one million and two hun- dred thousand dollars in coin passed over the counter of the State Bank-that is, $750,000 inward and $450,000 outward. Of course we do not say that this immense sum was actually counted out and in, for being in boxes, bags and kegs, the marked contents were taken. In the manner these weekly balances have been settled it would require the services of a dozen supernumaries on Saturday, to the total exclu- sion of the demands of the public, to count out and count in the coin passing in exchanges. Every one conversant with banks knows very well that under the present laws the coin represented to be on hand is in vault, and any one desirous and curious enough to see it can always be accommodated by application to the proper officers of the respective banks. We alluded last week to claims on the Govern- ment-in addition to the Salomon claim, the claim of our fellow-citizen Jacob Barker. There are many other meritoriouls claims, though small in amount, but of great importance to the claimants. The Court of Claims, in the case of R. R. Ward and others, which is now brought to the memory of our old citi- zens by the simple announcement that part of the loan to the United Stastes Government in 1814 was used in defense of this city of ours, New Orleans. Remarkably dull to-day in moneyed circles; verylittle paper offering, either in bank or through theSdiscount brokers. The bill and exchange brokerswere stirring round freely in the early part of theday. Ther was a decided improvement in bills onall points to-day. It got abroad, or rather it wasbruited about, there was not so much cotton on saleas has been expected, particularly as 80,000 to 100,-000 bales of the supposed stock is trash or sandy cot-ton. This will leave a very small quantity of mer-chantable and good cotton on hand. It must not bea overlooked that there is a large quantity on ship.

There is no disposition on the part of holders tosell. City consolidated bonds are now held at 94, withvery few offering. State bonds quiet, and cannot behad under 97@98.

The act to enforce the weekly settlement of thebalances between the banks of New Orleans, whichwe published on Saturday last, has, we learn, re-

ceived the assent of the Governor. It will not belong before Major Mcllhenny, of the Board of Cur-rency, will be prepared to carry out the intended re-quirements, which will be a great relief to the banksand their officers. As an illustration of the cum-brous action of the bank act, we have to state that onSaturday, the 12th inst., one million and two hun-dred thousand dollars in coin passed over the counterof the State Bank-that is, $750,000 inward and$450,000 outward. Of course we do not say that thisimmense sum was actually counted out and in, forbeing in boxes, bags and kegs, the marked contentswere taken. In the manner these weekly balanceshave been settled it would require the services of adozen supernumaries on Saturday, to the total exclu-sion of the demands of the public, to count out andcount in the coin passing in exchanges. Every oneconversant with banks knows very well that underthe present laws the coin represented to be on handis in vault, and any one desirous and curious enoughto see it can always be accommodated by applicationto the proper officers of the respective banks.

We alluded last week to claims on the Govern-ment-in addition to the Salomon claim, the claim ofour fellow-citizen Jacob Barker. There are manyother meritoriouls claims, though small in amount,but of great importance to the claimants. The Courtof Claims, in the case of R. R. Ward and others,which is now brought to the memory of our old citi-zens by the simple announcement that part of theloan to the United Stastes Government in 1814 wasused in defense of this city of ours, New Orleans.Regarding this claim, which is now before the court,the last Washington States remarks :
