It is with pleasure that I welcome you to our discussion about spatial planning.

Without a doubt we live in a special part of New Zealand with many natural assets. That said, much of what we enjoy today – such as our gardens and playgrounds – is thanks to the foresight of those who founded the District.

We are now being asked to provide similar foresight for generations to come. This is why I am delighted we have got to the point of having a discussion about spatial planning and to be thinking long term.

I encourage everyone to take this opportunity to have their say and play their part in influencing what this place may look like for those living here now and generations to come.

This is also one more opportunity to make sure we connect to our brand. Rural City Living is what we are all about and we need to cement this ethos into a future focused document.

The Gore District is the smallest of three local authorities in Southland. It covers 1,251 km² and has a capital value of over $3.5billion. It was built on the back of a strong agricultural-led economy, which still plays a significant role in our future today.

OUR SPECIAL PLACE IN THE SOUTH

We may be small in size, but we are renowned for having a can-do attitude and punching above our weight. Our uniqueness is encapsulated in our Rural City Living brand.

Our community-led Ready For Growth aims to make the District the best place in New Zealand to live, work, visit and do business. To achieve this goal needs planning.

We know there is pressure on the availability of land zoned for commercial, industrial and residential development. The Gore District is starting to experience signs of growth with an increasing population, higher house prices and recent significant investment such the Mataura Valley Milk plant.

To ensure we as a community make the most of the opportunities as they arise we need to start thinking about where growth should be.You have already told the Council through our annual Residents’ Survey that we should be doing more to plan for growth and economic development.

This is the start of the conversation, which will lead to the development of a spatial plan and policy.

MESSAGE FROM THE MAYOR

A spatial plan sets out, at a district level, the potential growth areas for the future. A spatial plan does not necessarily set out detailed land use patterns and densities, the locations of open space, or the layout and nature of infrastructure.

What it does is provide is a broad overview to guide the detailed plans that follow. It takes into account existing strengths such as transport connections, linkages to current development areas and population. It also considers the challenges to development. These could be areas prone to natural hazards, such as flooding, or an area hard to service from an infrastructure point of view.

The Gore District Spatial Plan will provide a crucial building block for future planning and decision-making. It will align with and feed into future annual plans, 10-year-plans and district plans, and provide guidance for development of infrastructure. It will also provide potential investors and developers opportunities for their projects that already have community support.

The plan will help us respond to population changes, and global and national trends influencing our growth and development.It will help us balance the environmental, social, economic and quality of life factors affecting our community, and guide the allocation of resources such as land use and construction of capital works (core infrastructure like roads, water supplies, parks and playgrounds).

The plan will not replace the District Plan, but will provide strategic guidance for more detailed planning. It will set the framework for future spatial-based decision making and outline the actions needed to achieve our strategic direction.

We’d like you to tell us what you think about the issues and objectives we have identified for each urban area and the District as a whole.

Our proposed vision for the Gore District is for it to embrace the concept of Rural City Living, to make it the best place in New Zealand to work, visit and do business.

• What do you think we need to protect as part of the growth process?

• Where do you think we should encourage new development (residential, industrial, commercial and open space/ recreation)?

We want to ensure:

• Healthy communities

• Prosperous and sustainable communities

• Enhanced natural environments

We will use the plan to:

• Pull together baseline information to assist the decision-making process on the best areas in the District for development

• Outline and deliver the community aspirations for development and growth - a key action from Ready for Growth

What has shaped our thinking so far?

We have already spent a lot of time doing some research and pulling together background information. This has included looking at:

• Soils and landform

• Climate change

• Natural hazards

• Protected landscapes and wildlife

• Consideration of other growth initiatives and projects (Ready for Growth/Ready for Living)

• Existing infrastructure and transport links

• Discussion among Council staff and elected members via workshops and meetings

• Discussion with key landowners in some of the areas identified as having potentialWHAT IS THE PURPOSE OF

This consultation document is intended to feed into the conversation about how, as a community, we want our District to look. We have put together some ideas and now need your input into finalising the development of our District’s blueprint, our spatial plan.

• Its location is influenced by the Mataura River (environmental)

• Economic drivers – we have growth now, but how do we manage it

• An ageing population

• A lack of zoned land

• Ageing infrastructure

• High class soils – Gore is built on good agricultural land

Proposed outcomes

Should Gore remain the main area of growth for the Gore District? If so, do we need to:

• Encourage effective infill development – that is, making use of gaps in existing built-up areas

• Encourage an increase in retirement housing and health facilities

• Encourage increased space for commercial development

• Would a mixed use model work – that is residential and commercial development together in places such as main street

When developing a residential strategy, should we think about:

• Appropriate greenfield development

• No-go areas – are there places where development is not appropriate

• Rural residential – efficient use of rural land for residential housing

• Suburban residential locations – where should we expand our residential areas

When developing a commercial/industrial strategy, should be think about:

• Reviewing and maximising use of the existing CBD (central business district)

• Industrial opportunities provided by the convergence of two state highways (SH1 and SH90)

• Transport links – how do we make the most of these?
