MASTER OF LIBRARY SCIENCE DEGREE

WHEREAS, The Master 's degree i n Library Science a t Southern Connecticut S t a t e College i s accredited by t h e American Library Association, and
WHEREAS, The degree usual ly awarded upon t h e completion of such programs i s t he Master of Library Science, and
WHEREAS, The American Library Association has indicated it approves t he program only and i s not concerned with t h e t i t l e of t he degree, therefore , be it
RESOLVED, That s tudents successfully completing t he Master 's degree program i n Library Science a t Southern Connecticut S t a t e College s h a l l be awarded t h e degree Master of Library Science, and be it fu r t he r
(I) RESOLVED, That students who graduated from the Master's degree program at Southern Connecticut S t a t e College a f t e r t h a t program was accredited by t he American Library Association and who were awarded t h e degree Master of Science, may send Southern Connecticut S t a t e College t he diploma signifying t h e awarding of the degree Master of Science together with a wr i t t en request t h a t they be awarded t he degree Master of Library Science and upon t h e rece ip t of such diploma and such wr i t t en request t he President of Southern Connecticut S t a t e College, or h i s designee, s h a l l award t he degree Master of Library Science as a replacement f o r t h e degree Master of Science, s h a l l cause t h e records of t he College t o be changed t o r e f l e c t t he awarding of t h e degree Master of Library Science a s a replacement f o r t he degree Master of Science, and, i f t he person making such request provides t he funds t o defray t he cost of i ssuing a new diploma, s h a l l i s sue a new diploma r e f l e c t i ng t h e awarding of the degree Master of Library Science, and be it fu r t he r
RESOLVED, That i f a graduate of t he s a id program who has been awarded t he Master of Science degree has never been issued a diploma or has Lost t he diploma, t h e burden of proof t h a t such diploma does not e x i s t or has been i r r e t r i evab ly l o s t s h a l l r e s t with t he graduate and t h e College President o r h i s designee s h a l l have t he au thor i ty and respons ib i l i ty t o determine when such proof i s adequate and upon t he determination t h a t a diploma awarding t h e degree Master of Science does not ex i s t or has been i r r e t r i evab ly l o s t t h e College President or h i s designee may waive t he requirement t h a t such diploma be returned t o t h e College.

An inquiry has been addressed t o me regarding the appropriate t i t l e f o r a master 's degree i n the f i e l d of Library Science.
As you undoubtedly know, the S t a t e Colleges have t r a d i t i o n a l l y employed the general degree c l a s s i f i c a t i o n ( i .e . , M. S., M.A.) , without regard t o the p a r t i c u l a r profess ional spec ia l i za t ion of the graduate student . This "genericff approach has seemed most s a t i s - f ac to ry i n the pas t . However, there a re c e r t a i n profess ional groups, a t l e a s t from time t o time i f not f o r e t e r n i t y , which f e e l there i s a d i s t i n c t advantage i n using a more discriminating t i t l e . Such i s the case current ly with l i b r a r i a n s i n t h i s region who s t rongly favor the M.L.S. imprimatur over the p l a i n o ld M.S. The former apparently c a r r i e s more weight among employers, espec- i a l l y when granted by an accredited i n s t i t u t i o n , and it c e r t a i n l y leaves no doubt as t o the substant ive f i e l d of learning mastered by the degree rec ip ien t . Accordingly, the College has requested considerat ion of the modification i n degree nomenclature i n t h i s instance .
I should l i k e t o s t r e s s t h a t approval by the Board of Trustees and the Board of Higher Education would r e s u l t i n a nominal change only. There has been an evolutionary a l t e r a t i o n i n the nature of l ibEary science over the years, and the program a t t h i s i n s t i t u t i o n has been adjusted cons i s t en t ly t o keep pace with these new trends in' objec t ives . I assume these va r ia t ions w i l l continue t o occur i n order t o meet modern technological and s o c i e t a l advancements, but such improvement i s i n no way r e l a t e d t o the change i n degree t i t l e being requested.

At the present t ime, the graduates of our Mas te r ' s program in l ib ra ry science a r e being awarded the Master of Science degree. I t would s e e m appropriate, par t icular ly since our p rogram i s one of only two programs in New England accredited by the American L ib ra ry Association, to award the m o r e commonly granted degree for successful completion of our Mas te r ' s degree curr iculum in l ib ra ry science: the Mas te r of Library Science degree.
I therefore recommend that this ma t t e r be brought to the attention of the Planning Committee of the Board a s a f i r s t step toward receiving authorization fo r awarding the M. L. S. degree a t Southern. Dr. E rnes t Johnson has discussed this ma t t e r with m e and urges that if Southern does receive authority to grant the M. L. S. degree we grant it r e t ro - actively to fo rmer students who have m e t the requirements of our cu r ren t accredi ted program.
