Thank you for supporting your leaders who planned and for everyone that participated. During the training session with area/district governors each of them committed to you and accepted a challenge to do “Whatever It Takes” to charter new clubs and recruit new members. Each of them was given a yard sign to place in an area of their district/ community to identify that it has the attributes to support a Ruritan club. They were welcomed by me, Executive Director Michael Chrisley, 2017 Convention Chair Wayne Bettis, 2017 Foundation President Pat Davis, and members of each National Board Committee. This gave them a brief insight of the various responsibilities and of being a part of our National Organization. A few things I would like to emphasize for the coming year are: (1) each club recognize veterans in their community by scheduling at least one meeting / event to honor them, (2) promote and become a Ruritan Forever to protect and preserve Ruritan as a legacy for future generations, (3) ALS Awareness is First Lady Linda’s project for 2017, please schedule at least one club meeting / event to identify the need to support research to cure this disease. Information how clubs and members can support this effort will be published in Ruritan magazine and (4) support your Foundation Trustees and the goals set by them to improve and enrich the Foundation for future generations. As Ruritan leaders, we must be dedicated, committed, and willing to meet the challenges of our goal of chartering new clubs and recruiting new members. If Ruritan is to continue as an active force in our communities, our Ruritan members must be active and innovative leaders. Together, all of us must have the desire. We must set the standard and we must set the pace. Every single Ruritan member is important to the success of our organization. Don’t ever let anyone tell you otherwise. Ruritan was founded on the principle of using good common sense. In 1928 town people and rural folks did not understand each other. The two co-founders of our organization thought the best way to make them understand one another was to bring them together for one common purpose. In a Declared Disaster: How to

Activate OWCDistrict/Area Governors should call the

Ruritan National Office toll free at (877) 787-8727 ext. 302 for program details if their district is struck by a state or feder-ally declared disaster. A disaster situation report will be sent to the caller immediately.

The Ruritan National Foundation will re-view the needs listed on the report as soon as possible.

Congratulations for reaching for the stars and accomplishing the 47 Friends Endowment Funds and attaining the next milestone for your fund(s)! The Foundation Trustees would like to thank the clubs, members, and groups

who have contributed to the Foundation and supported our events during the past year.

As we near our 50th Anniversary, we would love to have ALL clubs take part in using the Ruritan National Foundation as a tool for scholarship building. Initially, you will work toward making your fund permanent with a $1000 balance, followed by the milestone of it becoming a 21st Century Legacy Fund with a balance of $2000, then working toward making your fund a Cornerstone Fund with a balance of $5000. When your fund reaches $10,000+, it will be considered a Friends Endowment Fund. At this point, you have the option to make a contract with the Ruritan National Foundation and start receiving a scholarship.

The Birthday Club program is a simple way to participate and will accomplish two things: 1) your club will receive recognition (a certificate for a $2 per member donation and a plaque for a $10 per member donation); and 2) growing your fund toward reaching the next milestone. The Build Your Dollars Educational Grant program is one of the major grant programs of the Foundation. This program allows Ruritan clubs to deposit $300 to the Foundation and get an equal share of the net income of the Foundation the next year.

Honoring your membership through the Foundation’s Million Dollar Club is available for a donation of $36.50 per year for five years. A lovely lapel pin is a symbol of your member’s dedication to the youth of your community and your club’s appreciation to your member. This donation can be designated to the Foundation Fund of your choice. The Foundation also offers the Tom Downing Award, which is available for $500. There is no better way to honor your member or friend of your club with this award. Interest accrued through Tom Downing Awards benefits the Build Your Dollar and regular grant programs.

We are very excited as we make plans for the Foundation’s Fellowship Weekend to be

held September 8-10, 2017, in Galax, Virginia. Highlights for the event include a golf tournament at my golf course with all proceeds to benefit the Foundation, a trip to Mt. Airy, NC (home of Andy Griffith) for a tour and to meet “Thelma Lou,” a bus tour of Grayson County, a silent and live auction to benefit the Foundation, and a walk for ALS and Parkinson’s disease. I hope you will plan to come celebrate with us as we have a fun-filled weekend planned!

In October 2016, the decision was made to phase out the regular Grant Program. By doing this, we will be able to increase the return amount for your investment to the Build Your Dollar program. We will only be awarding 10 grants in 2017, and the last five in 2018.

We look forward to working with you and your clubs to reach the next milestone for your funds. Please don’t hesitate to call one of your trustees with any questions you might have.

The duty of the Board is to formulate policies essential to the welfare of the organization and make recommendations to the organization at national meetings. The Executive Committee (Excom) consists of the National President, President Elect, Secretary, Treasurer, Immediate Past National President, and the Executive Director. Mike is the chief operating officer of Ruritan National and Ruritan National Foundation. Serves as advising member of all national standing committees and has management and program

implementation responsibilities that include strategic planning, financial management, budgeting and investments, membership services, membership growth and training, and convention planning. Overall responsibility for employee supervision, office management, corporate legal actions, and facilities maintenance and operations. Crystal andrews Publications Voice Mail #304 [email protected] Crystal is responsible for the production of the RuRITAN magazine, club and district officer handbooks, community service guides, brochures, and all other publications. She

works with graphic design, typesetting, layout, and production. Takes a lead staff role working with registration and credentials at the national convention each year as well as the computer-ized ballot and voting procedures. She helps coordinate all national board meetings and Summer Leadership Conference. She is responsible for planning, assembling, and distributing club kit material.

Bonnie maintains records of Foundation donations and funds. She handles requests for Foundation Build Your Dollar Grant applica-tions and works with the trustees on projects including the annual Fellowship Weekend, and convention auctions.

Prepare awards and plaques for clubs and districts. Mailing and shipping all outgoing mail and packages. Prepares new club

charter kits and new member kits. She enters new club informa-tion into the MMS, all membership records and changes (ad-dress, telephone, etc) that are not entered directly into the MMS by members. She maintains Ruritan National mailing lists and keeps Ruritan statistical data. She is also responsible for most of the data entry in accounts receivable and accomplishes other book-keeping tasks as well. She is responsible for Blue Ribbon, Outstanding Club President, and Outstanding Club Secretary research. Amanda organizes the Youth Camp.

Paver Program for Capital Replacement

At the March 2012 Board of Directors meeting the Board approved a paver program to raise funds for the Capital Replacement Fund.

Certificate Templates Available on Ruritan WebsiteIn 2017 Ruritan club and district leaders will have the option of generating certificates from templates for

a variety of awards and recognitions.Anyone with a computer, internet access, and a printer (color or black and white) can download templates for certificates, fill in the blank fields with the appropriate information, and print Ruritan certificates on their own. The Ruritan website (http://ruritan.org) will feature templates for new member certificates, general appreciation certificates, perfect attendance, club anniversary certificates, and community service award certificates as well as club and district Ruritan of the Year, Ruri-Teen of the Year, and Rudy Youth of the Year certificates.

Go to the library search function (also the magnifying glass on the home page) and search for the word “template” to see what is available for you to personalize and print. New certificates will be added through-out the year.

“Many of our members have computers and high quality printers and will be able to produce their own certificates in a fraction of the time it takes them to call an order into us and get what they need,” said Ex-ecutive Director Michael Chrisley about the new template offerings.

Of course the Ruritan staff will continue to produce certificates for clubs and districts that need them. Remember that any certificate that represents a district level award will require the district governor’s signature to be valid. And any district level award being entered into a national competition (i.e. National Ruritan of the Year) will still need to submit the application/point sheet to Ruritan National for judging prior to November 1 each fall.

Ruritan Members Clubs General Liability Insurance Coverage

General Liability coverage is provided to Ruritan Member Clubs through Philadelphia Insurance Company. Coverage is effective January 25, 2017-2018. The policy is intended to cover normal club activities/events such as meetings, community service and fundraising activities including concession stands, food sales, etc.The Following Activities and Events are eXCluDeD:

- Aircraft

- Motorcycles runs and automobile rallies

- Fireworks – exhibitors operated by the Insured

- Firearms

- Animals – other than house pets

- Carnival and fairs with mechanical rides sponsored by the Insured

- Rock, Hip-Hop or Rap concerts – with admission over 500 people

- Events including contact sports

- Rodeos

- Political Rallies

- Any event lasting more than 5 days (including otherwise acceptable events)

- Any event greater than 2,000 people at any one time (including otherwise acceptable events)

- Any event with liquor liability provided by the insured (including otherwise acceptable events)

These activities/events may be able to be added back by endorsement, however they would be subject to underwriter consideration and approval. Please note that there may be a charge associated by adding this event. A Special Event application must be completed for these activities/events. At its January 2008 meeting, the National Board of Directors identified a “vision statement” to help define Ruritan to the public. Ruritans Should Observe Harassment PolicyRuritan National is a diverse organization. We

have all types of members and we serve all sectors of the community. It is important that all Ruritan leaders and Ruritan club members observe the Ruritan policy on harassment as they conduct their day-to-day dealings with each other and the general public.

Ruritan is committed to providing an environment that is free of discrimination and unlawful harassment. Actions, words, jokes, or comments based on an individual’s sex, race, national origin or

ethnicity, age, weight, disability, religion or any other legally protected characteristic will not be tolerated. As an example, sexual harassment (both overt and subtle) is a form of misconduct that is demeaning to another person, undermines the integrity of the organization, and is strictly prohibited.

Sexual harassment specifically occurs when supervisors, co-workers, or Ruritan volunteers: make unwelcome advances, make abusive physical contact, make repeated comments or gestures of a sexual nature, or create a hostile or intimidating

environment.This policy does not intend

to: discourage invitations to social events, discourage appropriate comments on personal appearance, or discourage innocent activities. Employees and volunteers are expected to use good judgement and to avoid even the appearance of sexual impropriety in all interactions with employees and volunteers.

Inappropriate actions reflect on Ruritan as a whole. Employees or volunteers should report inappropriate actions to the Executive Director or the National President. Ruritan will take appropriate action to resolve the matter upon investigation of the action or incident.

Ruritan prohibits retaliation against any person who claims harassment.

This policy applies to: employees of Ruritan National, Officers of Ruritan National, Directors of Ruritan National, Trustees of the Ruritan National Foundation, District Cabinet members, and all other volunteer leaders including those at the district, zone, and club level.

Child Abuse and Protection PolicyThe Ruritan National Board of Directors has approved a Child Abuse and Protection Policy that all clubs,

zones and districts should be familiar with.One mission of Ruritan is to create a supportive learning environment for youth - an environment

that enables them to reach their fullest potential as capable, competent and caring citizens. The Youth Protection Policy represents a code of ethics, which all Ruritans are expected to observe. Its purpose is to protect the safety and well being of all youth, whether participants in Ruritan sponsored functions, or club members and adult Ruritan club members.

All Ruritans who work closely with youth, defined in this document as anyone under 18 years of age, have the potential to profoundly affect the well being of the youth with whom they come in contact. In addition to providing safe and appropriate environments, Ruritans must also be positive role models focusing on how they communicate with youth, their methods of discipline and problem solving, and how sensitive they are to the individual needs of all young people. The responsibility for the well being of these youth lies with each and every one of us. The Ruritan National Youth Protection policy is designed to help Ruritan Clubs conduct safe and successful community service activities aimed at our youth.

This policy provides an opportunity for all adults working in Ruritan youth programs to: ♦ Protect youth and all program

participants.

♦ Detect and change situations that may be harmful.

♦ Reaffirm their dedication to youth and their well being.

♦ Establish and follow policies that create safe environments for all youth program participants.

In summary the complete policy notes that one-on-one situations of an adult with a child should be avoided as reasonably feasible. Avoid potential child abuse issues by having at least three people present at all times. The purpose is to provide a safe and caring environment in all aspects of the Ruritan program, and to protect members from situations where there is potential for being accused of abuse. It is recognized that there will be occasions where one-on-one situations are unavoidable. All Ruritans, should, whenever possible, avoid such situations with youth.

Specifics of the policy can be found on the Ruritan National website. On that same site can be found “The Three Rs of Youth Protection” and a consent form for using youth in photographs for publication. You may also request these documents through Ruritan Service at [email protected] or by calling toll free 877-787-8727 ext 303.

All persons intending to run as a candidate for a Ruritan National Officer, National Board of Directors, and National Foundation Trustee must send a letter of official notification to: Michael Chrisley, Executive Director, P.O. Box 487, Dublin, VA 24084 or [email protected]. After receiving this official notification, the Ruritan National Office will forward the candidate a packet of candidate material including a biographical information form, which must be completed and returned to the Ruritan National Office along with a photograph (color or black and white).

A candidate for Ruritan National Officer, National Director, or National Foundation Trustee may have his/her biographical information printed in only one regular issue of the RuRITAN magazine each year:

1. In the fall issue of RuRITAN if the envelope containing the information is received by the Ruritan National Office postmarked no later than July 1

2. In the winter issue of RuRITAN if the envelope containing the information is received by the Ruritan National Office postmarked no later than October 1.

All candidates will be featured in the Ruritan National Convention Program provided their information arrives at the Ruritan National Office prior to the printing of that program (approximately November 15).

Every year small tax-exempt organizations like Ruritan clubs, that previously were not required to file returns, are now required to file an annual electronic notice, Form 990-N, Electronic Notice (e-Postcard) for Tax-Exempt Organizations not Required To File Form 990 or 990-EZ. Most Ruritan clubs have had experience filing this report since May 2008. Of particular concern, however are the clubs that did NOT file any form of the IRS 990 last year. Organizations that do not file the notice for three years will lose their tax-exempt status. Also of note is that the threshold for gross receipts has been increased to $50,000 (prior to 2010 it was $25,000.)

In the past, Ruritan clubs accessing the IRS website were directed to a third party vendor (urban Institute) to file their form. Passwords managed by Urban Institute were required as well as log on information such as the club’s EIN number.

This changed on March 2, 2016 when the IRS began managing its own 990N postcard filing site. You can go to https://www.irs.gov/Charities-&-Non-Profits/Annual-Electronic-Filing-Requirement-for-Small-Exempt-Organizations-Form-990-N-e-Postcard and launch the postcard filing site from there – where there are other instructions. Or you can use this shortened link created by the Ruritan staff http://tinyurl.com/clubtaxreturn. Because this is such a new site – we haven’t had a lot of experience with it yet but it does require a one-time registration where you create a password. This is not necessarily the password you were using at the urban Institute site – all clubs filing the 990N postcard will need to create this new password with the IRS.

Clubs whose gross receipts are over $100,000 will still need to file the IRS Form 990. Clubs whose gross receipts are over $50,000 a year and under $100,000 will still need to file the IRS Form 990 EZ. However, clubs whose gross receipts fell below $50,000 were not required to file any form of the 990 with the IRS prior to 2006.

With the enactment of the Pension Protection Act of 2006 (PPA), these small tax-exempt organizations will now be required to file electronically Form 990-N, also known as the e-Postcard, with the IRS annually. According to the IRS, the form should be filed by the fifteenth day of the fifth month after the close of your tax year (for most Ruritan clubs that will be May 15th).

This electronic postcard form of the 990 can ONLY be filed on line – so every Ruritan club will be required to find someone who has internet access to assist them with this filing. There will be no software required other than an internet connection and there is no charge to file the form. This does NOT mean your clubs will have to pay taxes, however clubs who fail to file the 990-N for three years in a row will lose their tax exempt status.

Clubs preparing to go online to file the 990-N should have the following information at hand: Name of their organization; Any other name the organization uses; mailing address; website address if the club has a website; the club’s EIN (see NOTE below); name and address of club president (principal officer); and the club’s tax period (which will be January 1 through December 31 unless the club has officially changed its accounting period with the IRS).

The person filling out the form will need to be able to state that the club’s gross receipts are still normally $50,000 or less. The club should also file the form to notify the IRS if it is disbanding.

nOte: Almost every Ruritan club over a year old has an EIN number. If you don’t know what your club’s EIN number is – call Ruritan National toll free at 877-787-8727 and the staff will be happy to provide that information. If you have any other questions, please call the Ruritan Service department and a staff member will be happy to help you complete the form. By the time this newsletter reaches Ruritan club officers, staff should have additional information on this new process to assist you.
