How did the Group perform in 2014 ?

The environments and ecosystems in which we

operate are in a constant state of flux: the domains of

identity and banking are merging onto one sole format, which,

for that matter, have the capacity to support multiple interrelated

services - whether public or private. There have been so many digital

transformations that the Imprimerie Nationale Group has integrated

and now offers the following confirmed supports for its clients:

mobility - the veritable new technological frontier, the digital transfor-

mation of companies, the protection of valuable assets - particularly

those concerning personal data in cyberspace, and the cybersecurity

challenges with which administrations, businesses, and citizens are

faced.

2014 marks an important year for the Group.

The Group has strengthened the technology value chain

by the increased stake in the company SPS and the integration

of core business components. Following our growth strategy’s success

from 2009 to 2013 (+25% growth and over 12% profit), the Group

has demonstrated again its competitive position and innovative ability

to serve its clients in 2014. Compared to 2013, the Group has had a

very solid financial performance: with a 23% increase, coupled with a

pre-tax net profit of 12.9%, a € 202.4 million turnover was achieved.

These profitable accomplishments are the result of cutbacks which

reflect the Group’s flexibility. Through improved productivity and

product diversity, the Imprimerie Nationale Group has strengthened

its position as provider of secure identity documents in an internatio-

nally competitive market.

What is your approach for 2015 ?

In 2015, our intentions are focused on four major

challenges. First, reinforcing the Group’s position within the

technology value chain in order to acquire greater expertise and a

competitive edge. Second, accelerating the Group’s development in exports

and establishing its position as major player in the domains of banking and

identity, mobility, and services. Third, establishing the Group’s role as a vital

player in digital identity security by offering continual innovation. Finally,

our fourth approach, positioning ourselves as a partner in the digital trans-

formation of public and private sectors and adhering to a fixed budgetary

framework by offering competitive and innovative solutions to reduce costs.

Our strategic vision is clear: to further strengthen our predominance regar-

ding secure solutions for identity. Our ability to create new digital proposals

that are compatible with our clientele’s developing needs, our expertise

and state of mind are all assets that provide us with full confidence in our

mid-term goals.

New scope of possibilities

The convergence of eID/Banking on a single

card is increasingly sought by governments who reco-

gnise the opportunity to provide citizens with multiple services

via a single medium. This consolidation is representative of true inno-

vation as it reduces administrative costs, improves the quality of services

provided to citizens, prevents fraud and corruption, and opens access

to banking tools. These services will boost economic growth, invest-

ment, and trade while simultaneously providing guaranteed proof of

citizenship through biometric verification and a highly secured card.

The interoperability of the new Dual interface (contact

and contactless) bank cards allows for a wider range of

possibilities. First and foremost, the convergence of multiple – and

hitherto separate - functions onto one single card. Electronic national

identity cards and debit cards will henceforth merge into one and will

additionally be able to accommodate numerous other interrelated func-

tions such as voter, health, and transport sector cards, among others.

Many governments, including those of Ghana and Nigeria, have

already chosen to embrace the full potential of the convergence of

eID/Banking. These governments placed their trust in the Imprimerie

Nationale Group, through its affiliation with the SPS company, to

supply the electronic components of the cards that will eventually

serve over 180 million citizens.

In the interest of making nomadic entrepreneurship

the new agent of development, companies are faced with

the challenges of offering increasingly innovative services as

well as promoting management and interplay flexibility. Whether it’s

interconnected objects, smart cities, virtual private clouds, or identity

management platforms, the integration of software technology into

products and applications establishes professional mobility as the new

technological frontier.

The Imprimerie Nationale Group contributes significantly to the simpli-

fication endeavour, particularly through the development of paperless

solutions for civil service and business mail processing (Cloud Printing),

new desktop publishing services, as well as innovative solutions for

archiving and digital safety. The BPO solutions (business process

outsourcing) complement the Imprimerie Nationale Group’s proposi-

tion and are in accordance with the objective of productivity gains and

greater efficiency for businesses and civil services.

According to the BVA Innovation Barometer, BFM Business,

L’Usine nouvelle, the two most important measures to achieve that in-

volve a digital dimension are innovations in business management (electronic

company identity card, electronic forms) and the creation of a secure digital

space for the younger generations (digital safes to store documents necessary

for administrative procedures).

State-appointed administrative simplification granted by new digital solutions both meets users’

high expectations and represents one of the main approaches to the improvement of public service quality.

The government has committed to making life easier for the French and is using its leverage, namely through

a long term simplification programme, in order to accomplish this task. Regarding the challenge of simplification, the

responsibility of this effort is placed equally on both the citizens in contact with civil service and the businesses that execute

administrative tasks daily.

For the Imprimerie Nationale Group, the guiding prin-

ciples should be to prioritise easily operated, user-driven designs,

to take into account the scope of ecosystems that links users together, to

recognise private initiatives by officially certifying them, and to go beyond

regulatory obligations by ensuring vigilance concerning security levels and

the balance between transactions and security issues.

Adopted in July 2014, an eIDAS regulation, pertaining to

digital identity, helped to establish a federation of identities on

European soil. Consisting of a veritable union of fundamental representatives,

which allows for the evolution of a globally cohesive ecosystem regarding

European digital identity, the success of digital services depends on the colla-

tion of three key factors: they are to be useful, secure and reliable.

By managing the professional identities of multiple industries, the

Imprimerie Nationale Group is able to focus its efforts at the core of these

challenges that Europe faces. Within the transport sector: through the

presence of the European Tachograph, nearly one million transport profes-

sionals are equipped with a secure professional identity that allows them

to circulate within the European Union by means of interconnected and

interoperable systems.

Within the healthcare sector: through the management and modernisation

of professional identities of the healthcare sector in France, over one million

professionals are being prepared for the challenges related to eHealth and

Telemedicine. Likewise, this is being done in businesses and communities

through the development of a highly secured digital platform that manages

professional identities from shared services (solution Pass’IN).

The underlying issue of personal data

For the Imprimerie Nationale Group, data protection must be at the heart of

the issues concerning all digital transformation actions in the service of the

State, businesses and citizens. Regarding this issue of personal data protec-

tion, the Imprimerie Nationale Group is working in service for the State, is

in close collaboration with ANSSI (French Network and Information Security

Agency), actively discussing with the CNIL (National Commission for Data

Protection and Liberties), and is partners with the Mines-Telecom Chair.

Personal data circulates on worldwide networks and is stored

on worldwide servers. With future technological advancements, no-

tably via connected devices, it is the highly confidential and private eHealth

or eBanking data of tomorrow that will be found on servers.

Without ethical data or governing methods, it is presently impossible to

guarantee all users the right to manage their personal data; namely, who is

given access or even when data can be deleted.

Temporal or territorial, cyberspace does not have borders. As in any

univers libre, cyberspace welcomes all users without discrimination, regardless

of any possible intentions.

Digital commitment

The innovative efforts of the Imprimerie Nationale Group are also focused

on passport security standards. The development and expansion of new

security features enables law enforcement officers to verify the authenticity

of passports. The INKover® Security combines three industrial techniques

in order to create a simple and efficient verification sensor on the cover.

The Imprimerie Nationale Group also offers a new generation of opti-

cally variable ink: SPARK®. This high security ink enables fast, deviceless

passport authentication.

Within the card sector, the Imprimerie Nationale Group has produced

identification cards featuring the most advanced security measures on the

market. The INsides® technology - transparent-edged polycarbonate cards,

offers an unparalleled level of security and low-cost authenticity verifications.

As for the eBooster® technology - it allows contactless, dual or hybrid cards

to be distributed at lower cost and with longer lifespans than other forms of

technology on the market.

Reinventing products and services, identifying

new opportunities endorsed by new functions, emerging

sustainable business models: all of these can be accomplished

by integrating “user experience” as a source of technological innova-

tion, which, in turn, creates value for the ecosystem’s entire team.

By virtue of their involvement in digital commitment and as an innova-

tion accelerator, the Imprimerie Nationale Group developed four new

original technologies in 2014.

Innovation, digital processing, data security...whether it’s a question of reversing or rising trends, businesses are

now more than ever calling upon their knowledge and creativity to reexamine the user relationship in favour of greater

Protecting valuable assets

Data control is an integral part of the Imprimerie Nationale Group’s

infrastructure. The Group has a protection level equivalent to the finesse of

the digital identities it operates, which is supported by the following certifi-

cations: PS1 (Category 1 Sensitive Point), OVI (Operator of Vital Importance)

and more specifically, RGS*** (General Security Database) for its digital

professional identity management platform, Pass’IN.

As data is a veritable valuable asset, it is vital to protect

it against threats that lead to loss, inaccessibility, alteration or

disclosure.

As a provider of technological solutions for official credentials, professional

identities, service flow and online data, the Imprimerie Nationale Group

decided to reinforce its SIEM (Security Information and Event Management)

by implementing the deployment of a security operations centre that is

focused on cybersecurity and has the ability to treat any APTs (Advanced

Persistent Threats). The Imprimerie Nationale Group is convinced that it is

presently crucial to provide interpretive intelligence and expertise that are

capable of detecting surreptitious and invisible threats.

Cybercrime has become a reality. According to the latest avai-

lable research, 90% of American companies have been hacked; among

these companies, 59% admitted that their networks had been breached on

more than one occasion. Furthermore, 92% of data attack perpetrators are

external and in 75% of cases, the attacks are for financial reasons.

1 OF PRODUCTION FACILITIESAN INNOVATIVE TRANSFORMATION

This new industrial organisation has had a significant impact on the

standard of service provided to users: the processing time for passport

personalisation has been reduced from six to two business days and vehicle

registration cards are issued on the same day. By means of incrementally

improving lean manufacturing, the competitive position of the production

chain has been strengthened, placing the Group at the highest position

among the six global-scale manufacturing operators of ID1 format polycar-

bonate cards.

New innovative developments finalised the Group’s digital transformation:

the introduction of physical and digital public data archiving resolutions

in compliance with to the approval of SIAF (French Interministerial Archive

Service); the industrialisation of a UGAP-referenced* digital printing sector;

the development of a SAAS (Software-as-a-Service) platform to provide

RGS*** certified, digital, professional identities; and also, the introduction

of supervisory and operating services for critical servers, which are hosted on

the production site for the clients’ benefit.

The transformation of Douai’s industrial site materia-

lised through three major phases. First and foremost, by inte-

grating electronics into credentials by means of an ANSSI ecosystem

as well as electronic component suppliers; secondly, by streamlining the

personalisation of credentials by means of the Group’s development of

specific software platforms that guarantee the security and integrity of

physical and logical flow; and finally, through the implementation of a poly-

carbonate card sector, which, due to its sustainable properties, is considered

baseline material in the domain of identity.

The transformation of production facilities, initiated by the Imprimerie Nationale

Group in 2009, has made the Group one of the key players in digital transformation.

chain. From card production to personalisation, the Group is thus taking

strong technological lead in secure identity solutions through the complemen-

inductive coupling and transparent-edged polycarbonate cards, respectively.

As a strategic undertaking for France, and valuable producer by means of

strong technological and commercial collaborations, the Group Imprimerie

Nationale is gaining growth opportunities in divisions of regulated profes-

sions, identity and banking markets, and is also strengthening its international

foundation: an agent of development for the entire French identity export

In 2014, the rise in capital power of Smart Packaging Solutions (SPS)

validated a long-standing partnership between the two companies. Since 2011,

1 PASSPORTSSECOND GENERATION

Focusing on innovation

The first innovation is the use of paper tinted with a

unique combination of PIXEL®, electrotype and multi-tone

watermarks, all at the core of the same design. The second innovation

is the use of a combination of three techniques – gilding, embossing,

and UV ink - on one single marker that is directly on the passport

cover. The third innovation is the use of a new generation of optically

variable ink, SICPA SPARK®, which provides a dynamic light effect.

The fourth innovation, on the personal data page, is the use of a

laminated DID® with a 3D effect that is created and micro-perforated

in the form of geometric shapes by lasers.

Following an analysis conducted by law enforcement experts, the

Imprimerie Nationale Group designed and developed the second gene-

ration biometric passports, which meet the highest security standards of levels

I, II, and III. By additionally integrating four new innovations to the market, its

high level of complexity significantly reduces counterfeiting attempts.

Miniaturised module for the Dual interface card

Miniaturisation (the reduction of one-third of products

currently on the market) reduces costs as it decreases the surface

area to be plated with precious metals (Nickel, Gold, Palladium). It

also increases the production rate of modules, as well as significantly

increases product manufacturing rates.

This miniaturisation was made possible as a result of technical

challenges, such as enlarging the engraving resolution of antennas

and chip connection elements, along with the innovative design of the

eBooster antenna that optimises the recovery rate of the magnetic flow

– the carrier of contactless communications.

In anticipation of substantial pressure from its customers concerning the price of bank

cards, SPS, a subsidiary of the Imprimerie Nationale Group has launched the development of

a miniaturised module that enables the activation of contactless payment functions on the cards.

Supported by the Odyssey 2020 programme, the Group

is part of a certified approach that can anticipate major market

trends, such as: merging banking and identity domains, mobility, digital

processing, data management, cyberspace and cybersecurity. In 2014,

the Group successfully positioned itself as a major player in market

developments through the following: the acquisition of complementary

technological resources (SPS), the development of new distinct offers

(passports and a new generation of components), and new innovative

business models (notably Pass’IN and BPO services).

Among other major achievements, the reinforcement of the Group’s posi-

tion as primary operator, both in France - through increased productivity

and production levels concerning secure documents, and internatio-

nally - where foreign governmental needs have multiplied: passports

(Côte d’Ivoire, Gabon, Senegal, Palestine ...), CNI - National Identity Card

(Seychelles), driving licence (Côte d’Ivoire), SIV - vehicle registration

system (Benin), voter card (Guinea). The Group has gained new markets in

the the following domains: components (Ghana and Nigeria, where the

provision of components is needed for the new dual identity/bank cards),

credentials (new defence agent cards and military circulation cards),

identity (health professional cards), and also data and flow (digitisation of

CROUS* student records).

The Imprimerie Nationale Group is upholding its growth

strategy with a € 202.4 million turnover, a 23% increase compared to

2013, and 26.2 million in pre-tax net profits, that is to say, 12.9% of turnover

(+0.4 points). Within the same scope, excluding acquisition, performance

is also clearly increasing in terms of turnover (+€ 6.4 million, or +4%) and

pre-tax net profit (17% of turnover, an increase of 3 points). The Group’s

dexterity (improved productivity and product diversity) is reflected through

this profitable performance, which is the result of financial discretion.

In the banking sector, SPS has provided over 150 million

dual interface platforms (module and antenna) to banking groups in

Europe, the Middle East, Asia, Africa and US.

In the identity sector, multi-application platforms

(modules and antennas) from SPS, an affiliate of the Imprimerie

Nationale Group, were selected to equip the citizens of Ghana and

Nigeria, the first two countries in the world to have chosen full potential of the

eID/Banking convergence. These innovative, technology-driven cards by SPS

allow governments to offer their citizens multiple services on a single device

(identity card, bank card, voter card, health card, transport card…). In total, over

180 million citizens in Nigeria and Ghana will be equipped with these cards.

2014 was marked by the Imprimerie Nationale Group’s crea-

tion of two new innovative products. Integrating the highest levels

of physical security, the new Military Circulation Card (350,000 cards)

and Defence Agent Card (80,000 cards) reduce the risk of fraud. Equipped

with an electronic chip, these cards open the possibility of activating new

services.

Internationally, foreign governmental requests have increased for the

issuance of passports (Côte d’Ivoire, Gabon, Senegal, Palestine...), national

Regarding sensitive data protection, electronic exchanges and processes,

secure access to information systems, strong authentication and the

implementation of certified electronic signatures, the Lille City Council, the

Urban Community of Bordeaux, the city of Lyon and the Regional Council

of Rhone-Alps have all opted for Pass’IN – the digital professional identity

management solution designed and developed by the Imprimerie Nationale

Group that is certified RGS***.

In the Healthcare sector, the Imprimerie Nationale

Group is undertaking a new generation of professional

health cards (cartes de professionnels de santé, CPS) for the French

shared healthcare information systems agency (l’Agence des Systèmes

d’Information Partagés, ASPI), representing nearly one million secure

professional identities. The new system, developed by the Imprimerie

Nationale Group, and which is compatible with the general security

database (RGS), reduces operating costs and offers new applications, such

as remote renewal, authentication and mobile platform signatures.

As an honoured partner of Europe’s Transport sector, the Imprimerie Nationale

Group manages over 2 million secured professional identities within the sector through

the use of tachograph cards, driver qualification cards, hazardous materials transport cards,

professional taxi cards and railway engineer licensing cards.

behalf of the North Department’s MDPH (Departmental Home for

Disabled Persons), the Imprimerie Nationale Group guarantees data

processing, centralised production, and personalisation for disabled

parking cards on Douai’s secure site.

As the first to offer nationwide business process outsourcing to

various regional organisations, the Imprimerie Nationale Group won the

CROUS bids for the digitisation and dematerialisation of student social records in

five regions of metropolitan France, including Lille, Aix-Marseille, Nantes, Créteil

and Nancy-Metz. Accordingly, on its secure website, the Imprimerie Nationale

has managed the printing of over 100 million holiday vouchers on

behalf of the French National Holiday Voucher Agency (ANCV) and over 320

million lunch vouchers, which will experience a new design as well as new

security measures developed by the experts of the Imprimerie Nationale

Group in 2015.

2014 was marked by the Group’s integration of new

desktop publishing proposals, notably with the French electri-

city distribution network (ErDF), the French Ministry of Housing and

The stated objective is to reinforce the Imprimerie Nationale Group’s

predominance, both in France and internationally, as a provider of

By developing new offers and innovative business

models, the Imprimerie Nationale Group aspires to support

the digital transformation of strategic markets of transport, health

care, official credentials and digital professional identity. These new solu-

tions will provide new sources of profitability for the following domains:

An environmentally responsible company

2014 was also marked by the acquisition of Integraf’s ISO 14298 certifica-

tion, the highest certification in terms of implementing the management of

security printing processes. The Douai production site is the first in France to

obtain this level of certification. Finally, as part of the Group’s commitment

to preserve biodiversity, the FSC® (Forest Stewardship Council) and PEFC™

(Programme for the Endorsement of Forest Certification) certificates, which

guarantee responsible forest management, have been renewed.

The energy consumption management policy has

shown a reduction in the annual consumption of three

major sources of energy: electricity, gas and water. Moreover,

as the Group is increasingly committed to sustainable natural resource

management and maintaining ecological stability, it has taken steps to

reform its main production site. For the past two years, the traceability of

waste – another important factor of the Group’s environmental policy, has

been the subject of an action plan that has enabled the Group to reduce

waste by 20%.

In 2014, in order to further commit to its sustainable develop-

ment policy, the Imprimerie Nationale Group performed an environ-

mental assessment of two of its major products: the French passport and the

Electronic European residence permit. The aim of this assessment was to learn

more about the environmental impact of these products and highlight the most

environmentally responsible solutions. The implementation of the Carbone®

report enabled the Group to deploy its action plan for the application of a green-

house gas management system that, by 2020, aims to reduce emissions by 10%.

A dynamic company

Concerning the generation contract, the Group feels it is particularly impor-

tant to integrate the younger generation (who represent 3.1% of their total

workforce) into companies, whether it be through apprenticeships or long-

term internship. Although the Group meets the quota of employed disabled

workers (6%), it has decided to promote staff employability and encourage

the incorporation of disability in the work environment and, for this reason, is

open to further negotiations on this subject.

In regard to professional equality in 2014, 50% of external

recruits were women, resulting in a 2% increase of women within

the Group. A new three-year gender-equality agreement has been signed

and the Group has committed to increasing the ratio of female recruit-

ment by 3% annually, ensuring equal access to training with a difference

of no more than five points, ensuring an equal promotion rate between

men and women, and finally, standardising parenting policies.

In 2014, as a means to assist the Group Imprimerie Nationale during their transformation and the integra-

tion of SPS within the Group, the endeavours of human resource development were focused on the creation of a

core skills base, which includes the following: analysis and conceptualisation, efficiency, cooperation, team development

and mobilisation, creativity and innovation, client orientation, and strength of conviction. Developed through brainstor-

ming sessions and individual interviews, the Group managers were trained in the core skills base, which complemented

the Group’s business mapping revision, as well as the improvements in assessment procedures.

As a component of competitivity, productivity, and efficiency,

project Douai 2.0 relies on flexible and mobile structure and promotes

the development of new skills in support of the Group’s digital growth. Being a

major undertaking, and having spanned 18 months, Douai 2.0 has channelled

an industrial investment of over 5 million Euros and has compiled a dedicated

team of experts.

In 2014, in order to uphold its transformation into the digital

world, the Imprimerie Nationale Group launched project Douai 2.0. With

careful consideration of the design of physical and logical flow, and security and

engineering zones on Douai’s industrial site, project Douai 2.0 will help foresee

both growth in digital printing and the development of services and enginee-

2 PRODUCTION SITE’S 40 YEARSCELEBRATING THE DOUAI

In the past five years, the industrial dynamic has accelerated, particularly

with the creation of ISO8-classified cleanrooms and specific workroom

for cards and passport personalisation, and the installation of a new

high-tech and completely environmentally responsible data centre. In

2014, the Art and Printmaking Book Workshop along with the Imprimerie

Nationale’s historical and cultural heritage, joined the Douai site, which

boasts a surface area of over 2800 m2 and conforms to the most stringent

temperature and humidity standards. Consequently, apart from its cutting-

edge industrial activities, the Douai site has also become curator of the

Imprimerie Nationale Group’s five centuries of history.

For 40 years, the Douai site has continually had to adapt

to technological developments and has experienced several

transformations. Endowed with new professions and skills, and on a

secure site classified as Category 1 Sensitive Point (PS1), it presently

oversees the production of biometric passports and polycarbonate

cards, owns a subsidiary dedicated to the transport sector, is equipped

with a call centre, and is enhanced with new buildings dedicated to IT

activities.

In 2014, the Imprimerie Nationale Group celebrated 40 years since

the creation of the Douai production site; a unique site which, over the course

of time, has successfully maintained the Group’s major development projects.

Designed by architects Marcel Lods and Jacques Starkier, Douai’s industrial site is composed of many architectural achievements. The building's superstructure supports corridors that are 130 meters long and 40 meters wide, and completely free-standing.

Carte blanche to create

The aim of the Imprimerie Nationale Group’s Art and

Printmaking Book Workshop is to provide an open space

for artists who have free rein to reinterpret creative techniques and

printing expertise that are dedicated to design. This year, as part of

Michel Drucker’s 50 years on television, the Art and Printmaking Book

Workshop, together with INA (National Audiovisual Institute) and artist

Linda Bujoli, created a unique work of art, the result of uniting traditional

craft with modern techniques. This publication is notably comprised of

iridescent ink silkscreen portraits, rotogravure via an XVIII century press,

block printing, and typographical printing in Gauthier 12, the exclusive

font of the Imprimerie Nationale. As part of the INA’s travelling exhibition

“Le Train de la Télé”, co-produced by Trains Expo Evénements and INA

and in partnership with France Télévisions and program TV magazine,

in Caen, on 21 October, consisting of 50 archival images of INA, along

with photographs from Michel Drucker’s personal collection “Vivement

Demain… Michel Drucker 50 ans de télévision”, 50 numbered copies of

the one of a kind book were printed and given to the host by Didier Trutt,

CEO of Imprimerie Nationale.

Having been a living memory for the Imprimerie Nationale

Group since its creation under the reign of Francis I in 1538, the

Art and Printmaking Book Workshop joined the Douai industrial site in

April 2014. Over 20 machines, some of which are centuries old, operate daily

in the 2880 m2 activity-specific production facilities and are brought to life by

thirteen artists and art masters who create art and bibliophile productions. Rich in

centuries-old knowledge, from the creation of printing characters to bookbinding,

they comprise the last traditional silkscreeners in the world.

Five centuries of history and a promising future

4 THE PRINTING COMPANY’S HERITAGECREATING AN ENDOWMENT FUND FOR

By virtue of its exceptional longevity, wealth and diversity,

Imprimerie Nationale’s heritage fuses with the printing company’s

history and the global development of writing – the origin of one of huma-

nity’s most significant breakthroughs. The Imprimerie Nationale Group

has preserved exceptional artefacts, including an unrivalled collection of

awls and matrices, which establish it as a global archive of typography, an

expansive 500 year old library, and, like the aforementioned masterpieces,

a fleet of machinery.

Bestowed with a unique historical and cultural history, the

Imprimerie Nationale Group decided to establish an endowment

fund, which will maintain its preservation and protection. Naturally, this

endowment fund intends to endorse the printing company’s heritage by

means of exhibitions, artistic collaboration, and also sponsorship activities

that will support restoration efforts.
