Welcome to the 9th Annual Academic Success Conference, Success for English Learners and Migrant Students: Using Research-Based Practices. We thank you for joining us for this very important one-day institute.

Our theme, ‘Supporting Long-Term English Learners,’ is a critical area we must address, if we are to achieve our goal of ensuring all students are college and career ready. It is imperative that we design rigorous systems and relevant curriculum that builds on a student’s language fluency and comprehension skills to meet the challenges of the 21st century world.

We are pleased to present notable researchers and practitioners, Dr. Laurie Olsen, Director, Sobrato Early Academic Literacy Initiative, Dr. Kenji Hakuta, Professor of Education Stanford University and Dr. Kate Kinsella, San Francisco State, who will outline specific examples of practical strategies to support our work with long-term English learners. At the breakout sessions, participants will have a fabulous opportunity to deepen their knowledge and understanding of academic language functions, writing language objectives and implementing developmentally appropriate and engaging learning activities.

Migrant Education Region 1 is pleased to welcome you to the 9th Annual Academic Success Conference, Success for English Learners and Migrant Students: Using Research-Based Practices.

This year’s conference will focus on research-based practices that support long-term English learners. Current information on research and practices for long-term English learning students is critical if we are to meet their unique needs and ensure that they have access to curriculum, and are successful in meeting their goals to graduate from high school and to be prepared to access post-secondary educational opportunities.

The conference will enrich your professional development in three ways - by providing research and exemplary models for teaching long-term English learners and migrant students; by sharing hands on strategies to implement with students; and by facilitating networking with other professionals to re-energize and strengthen the work that you do.

You will be challenged and stimulated by a variety of interesting workshops and speakers. Reparable Harm: Long-Term English Learners in California Schools

Eradicating Learner Lethargy: Bolstering Engagement and Language Development Through Accountable Responses

Keynote Speaker: Laurie Olsen, Ph.D., Director Sobrato Early Academic Literacy Initiative

Since No Child Left Behind defined English learners as a “significant subgroup,” the urgency of ensuring ELL achievement has become a

major focus for schools throughout the state. While this is an era in which much is known about how to teach English learners, the significant investment that has been made in school improvement has not shown the hoped for results for ELLs. In fact, here in California, the achievement gap has grown for English learners in the past decade.

Now, new research sheds light on what happens to English learners over the years they spend in school, and identifies a large group of “Long-Term English Learners” (LTELs) – students who enroll in the primary grades as ELLs and arrive in secondary schools seven or more years later still without the English skills needed for academic success, and having accumulated major academic deficits along the way. Who are these students? Why is this happening? What can be done to meet their needs? What can be learned from their experience that sheds light on work to be done across the preschool to 12th grade spectrum in order to better serve ELLs? This keynote will present an overview of existing research, including the startling results of a survey recently conducted with 40 school districts in the state representing over 175,000 students.

Long-term English learners need to be flexing their cognitive and linguistic muscles throughout every lesson to advance beyond their intermediate

English plateau. However, research clearly indicates that under-prepared English learners and less confident readers typically remain passive observers during critical lesson interactions and that the teacher is often the only individual using complete sentences or any target lesson vocabulary. Long-term English learners certainly deserve teachers who design lessons with attention to the three Rs: Rigor, Relevance and Relationships. They also need conscientious attention paid to the much neglected R: their accountable Responses. Lessons must have tandem goals of advancing content knowledge and language knowledge, and teachers must have viable evidence checks that students are indeed responding to instruction. Using compelling classroom footage, hands-on demonstration and a practical monitoring tool, Dr. Kinsella details the research-based features of explicit instruction and structured accountable responses necessary for students to resurrect from a state of linguistic inertia and develop a confident command of academic language. Colleagues leave with a relevant research synthesis and a practical walk-through tool to facilitate school-wide implementation.

Presenters’ Biographies

Laurie Olsen

Laurie Olsen, Ph.D. Laurie Olsen is Director of the Sobrato Early Academic Literacy initiative in Redwood City and San Jose school districts. Her career spans four decades as a researcher, writer and provider of leadership development and technical assistance on educational equity. She has worked with hundreds of school districts, school leadership teams and county offices of education across the nation to design and implement powerful English learner programs and services PreK-12th grade, supporting effective school change strategies. For 23 years, she directed California Tomorrow’s work in K-12 education. Dr. Olsen has published dozens of books, videos and articles on English learner education, including the award winning Made in America: Immigrants in U.S. Schools and the recently released Reparable Harm: Fulfilling the Unkept Promise of Educational Opportunity for California’s Long-Term English Learners.

Kate Kinsella

Kate Kinsella, Ed.D.Kate Kinsella is an adjunct faculty member in the College of Education at San Francisco State University and provides consultancy nationally to school districts and state departments to increase instruction and achievement of K-12 English learners and less proficient readers. A former Fulbright lecturer in teaching English as a Second Language, Dr. Kinsella has received numerous awards including the Marcus Foster Memorial Reading Award. In 2005, She received the California Department of Education’s Award for Excellence for her contributions to improving the education of immigrant youth. She is co-author of a 2010 publication by the California Department of Education on research-based English language development within secondary schools. Dr. Kinsella serves as a guiding force on the National Advisory Board for the Corsortium on Reading Excellence (CORE).

Myrna Bodner

Myrna BodnerMyrna Bodner is the Principal at McEntee Academy in Alum Rock Union School District. Myrna has been a teacher of all grades from Kindergarten through college except for first grade. She served as the English Learner Coordinator of Alum Rock for the past four years. Her experience as a professional development provider has encompassed numerous workshops including: past SCCOE Annual Academic Success Conference, California Teachers Association (CTA), California Association Bilingual Education (CABE), International Reading Association (IRA), California Association for the Gifted (CAG) and numerous school districts.

Presenters’ Biographies

Kenji Hakuta

Kenji Hakuta, Ph.D.Kenji Hakuta teaches courses for graduate students and teacher credential candidates, concentrating on the education of English language learners as the Lee J. Jacks Professor of Education at Stanford University. Hakuta is active in education policy.  He has testified to Congress and other public bodies on language policy, the education of language minority students, affirmative action in higher education, and improvement of quality in educational research. For the past three years, he has worked actively with middle school science teachers at the San Francisco Unified School District through the Strategic Education Research Partnership to improve access to science text for English language learners. Hakuta received his Ph.D. in Experimental Psychology from Harvard University, and began his career as a developmental psychologist at Yale University.  He is the author of many research papers and books, including Mirror of Language: The Debate on Bilingualism. Hakuta is an elected Member of the National Academy of Education and a Fellow in both the American Educational Research Association and the American Association for the Advancement of Science.

Patrick Hurley

Patrick HurleyPatrick Hurley teaches ELD and tenth-grade English at Mountain View High School, where he also serves as the ELD Department Coordinator. He recently attended the Word Generation Summer Institute at Harvard and is a lead facilitator in the A Look at Learning collaborative initiated by Santa Clara County Office of Education.

Kristin Kusanovich

Kristin KusanovichKristin Kusanovich is a Senior Lecturer at Santa Clara University in the Department of Theatre and Dance and the Liberal Studies Pre-Teaching Program. She is a master teacher of creative movement for children and performing arts pedagogy. She has served as a teaching-artist, coach and presenter with Silicon Valley Arts Council’s Arts Enrichment Grant (AEG) program for the last five years. Her scholarly research is in applying dance and theatre methods to the training of educators. Her professional work is in choreographing and performing in modern dance, theatre, opera, film and video. She co-directs the Justice and the Arts Initiative at Santa Clara University.

Elana Lagerquist

Elana LagerquistElana Lagerquist is a teacher and teaching artist in San Francisco. She holds a Bachelor of Arts degree in Theatre Arts from the University of California at Santa Cruz and a Master of Arts degree in Educational Theatre from New York University. She received her multiple subjects teaching credential with Cross-cultural, Language and Academic Development emphasis through San Francisco State’s Muir Alternative Teacher Education program in 1997 and has been a tenured teacher with the San Francisco Unified School District. Currently Elana is Co-founder and Executive Director of StageWrite: Building Literacy through Theatre, an arts education organization that empowers youth to become actively engaged in their education and passionate about learning through theatre arts.

Gary Lapow

Gary LapowGary Lapow has been a Master Teaching Artist for the Wolf Trap Institute for Early Learning through the Arts since 1993. He has led teacher training workshops and been the keynote speaker at National Association for the Education of Young Children conferences (NAEYC) from Miami, Florida to Fairbanks, Alaska. Gary has been a touring artist for the California Arts Council and has been a performing artist on the Young Audiences roster since 1986. He is known for his amusing, and inspiring, interactive songs that teach life skills to children in grades preschool through sixth grade. He currently mentors artists and trains educators in developing their dramatic, musical, and songwriting skills to bolster their curriculum. A prolific singer/songwriter, Gary has recorded six albums for grownups and nine albums for children ages two through twelve. In 1988, Gary’s own Kaleidoscope Concert began airing on the Disney Channel. Gary has received fifteen consecutive awards from the Association of Songwriters Composers and Publishers (ASCAP) in recognition of his work with children.

Annemarie Murphy

Annemarie MurphyAnnemarie Murphy is currently the Administrator of Special Programs in the Campbell Union Elementary School District. She began as a fourth grade teacher in Campbell over ten years ago. She has been a teacher, mentor teacher and Equity coach in Campbell, and she is a current trainer for A Look at Learning. Annemarie has led the development of a district-wide equity coach model which has supported the implementation of best practices for English learner instruction throughout Campbell.

Chelsea Toller

Chelsea TollerChelsea Toller is currently the Coordinator of English Language Development at Campbell Union Elementary School District.  Over the last 15 years, Chelsea has worked with English learners from preschool through adults in California and abroad. She has served at the site and district levels as bilingual teacher, teacher mentor, CELDT coordinator, Title I coordinator, and school change coach. She is an experienced professional development provider and is a certified Systematic ELD, SB472 ELPD and A Look at Learning trainer. Chelsea is committed to improving teaching, particularly for English learners in order to close the achievement gap and to create powerful high quality learning environments.

Margaret Tomita

Margaret TomitaMargaret Tomita is Associate Director of the San Jose Area Writing Project at San Jose State University. Her focus in the writing project is delivering and coordinating in-services to improve the writing of English language learners. She is the former 6-12 District English/Language Arts Resource Teacher in San Jose USD and worked on the district writing assessment system, secondary reading intervention programs, CAHSEE prep curriculum, and other district literacy initiatives.

Yee Wan

Yee Wan, Ed.D.Yee Wan, is the coordinator of Multilingual Programs at the Santa Clara County Office of Education. She has authored and co-authored several resource materials, including A Look at Learning: Guide to Observation of ELD and SDAIE Settings. Currently she is developing videos of teachers’ best practices to support the academic achievement of English learners.
