For all its professionalism, Philip¶s administration system had four

major defects:o It was too cautiouso Decision making took too longo Corruption through the sale of offices to those without ability but

with the money weakened the system.o The impact of the Counter-Reformation stymied the modern

approach being adopted in Protestant states. Thinking was stillfrowned upon and could individuals into trouble.

Exiled Christianized Muslims from Spain. Due to inflation and a high tax burden for Spanish manufacturers and

merchants Spanish industry was harmed and Spanish riches werefrittered away on imported manufactured goods by an opulentaristocracy and Philip's wars

Far from making Spain a nation of pure religion, the Inquisition turned religioninto a series of rules that could still be compatible with a dissolute lifestyle.

 As Philip II believed and practiced, God had put him in power and sustainedhim. This was also the belief of protestant England as based on the Romanbelief that all governments are established by God.
